• The monthly meeting of TANSEA PWD, Trichy Branch was conducted in the Meeting hall of “HOTEL AJANTHA”, Trichy on 01.05.2013 Saturday at 10.00 am with Tamil Thai Vazhthu.

• Forty Five members along with family attended the meeting.

• The meeting was presided over by Er.M.P.Durairaj President of this branch.

• Er.P.Vembadi Secretary welcomed the gathering and Chief Guest Thiru. G. Sivagurunathan, Secretary Homours Club, Trichy & Manager Southern Railway Co-operative stores, Trichy.

• Er.S.Rajasekaran Joint Secretary introduced.

Sit or stand in a relaxed position.

Let the air out from your mouth, counting to eight in your head

as leaves your lungs. Repeat several times.

As you breathe, let your abdomen expand outward,

rather than raising your shoulders.

This is a more relaxed and natural way to breathe, and helps your lungs

Repeat a few times to release tension, or for several minutes as a form of meditation.

If you like, make your throat a little tighter as you exhale so the air comes out like a whisper.

This type of breathing is used in some forms of yoga and can add additional tension releif.

I. Water Resources Planning and Management

II. Tamil Nadu ha s long recognized the importance of water planning. Over the last decade in particular, also assisted by a UNDP Project, USAID, the World Bank’s Tamil Nadu Water Supply and Sanitation Project (Credit 1454) and the National Water Management Project (Credit 1770IN), Tamil Nadu has made strides in developing technical expertise in hydrology and river basin modeling. Between IWS and the Institute of Hydraulics and Institute of Hydraulics and Hydrology Poondi (IHH) under PWD, TWAD, METROWATER, Anna University’s Remote Sensing Unit and other centres, a useful start on the technical front has been made. IWS, for instance, is developing three basin models, TWAD has been giving protective water supply to 100 municipalities / corporations, 23 townships and most villages, METROWATER has augmented drinking water supplies to Madras through a network of three reservoirs and wellfields and Remote Sensing techniques with, inter alia, likely important application for estimating crop yields and irrigated areas are being developed at Anna University. (The mission wishes to express its thanks to the various agencies, including the above, who briefed the Mission on their work programs, and provided valuable suggestions on future direction)

1. The Mission advised that Tamil Nadu was one of India’s front-runner states in this still very neglected area. Nevertheless, these initiatives were disparate, and lacked an institutional apparatus to coordinate the efforts and translate them into an actionable program resulting in achieved holistic water resource planning. Also, notwithstanding the mission’s appreciation of the technical effort and achievement being made in Tamil Nadu, even on the technical front a great deal remained to be done for instance, 9 of Tamil Nadu’s 17 river basins remain to be assessed, and the eight existing models need further refinement and operational use in decision making.

2. Recognizing the importance of achieving holistic water resources planning in Tamil Nadu, GOTN had nominated the Institute of Water Studies (IWS) as “Nodal Agency” to coordinate water resources planning in the state (Order Ms No 1536 November 3, 1992, issued by Secretary PWD). However, the modalities of how IWS was to operate, how full, fair and objective representation in state decision making of all users of water was to be achieved, how larger considerations such as articulating a State Water Policy, achieving a State Water

Plan, and rapid build-up of basin planning, still remained – in the combined view of GOTN and the Mission – to be clarified and detailed out.

3. In the Wind-up discussions, GOTN advised the Mission of the following intended actions:

(i) the status of IWS would be elevated. In its capacity as Nodal Agency for coordinating water resources planning and allocation in the state, the post of Director, IWS, would be elevated with immediate effect to the rank of Chief Engineer, and would now report directly to the Secretary, PWD (instead of through CE Groundwater).

(ii) A higher level coordinating committee, with representation of all users, was required to guide the functions of IWS as state water planner and coordinator. A Water Resources Control and Review Board would be established under the Chairmanship of the Minister PWD, with Secretary, PWD as alternate Chairman. The Director, IWS would be Member Secretary. The Board would meet once every two months, or more frequently as needed, and would have as members all key interested parties (eg. TWAD, Metrowater, CE irrigation, CE Minor Irrigation, Municipal Administration, Director Town Panchayats, Director Rural Development, Chairman Electricity Board, Chairman PCB, Directors, Forest, Agriculture, Horticulture, IMTI, and Anna University.

(iii) A “Tamil Nadu State Water Policy”, consistent with the National Water Policy (MOWRS,1987) would be prepared and issued. A first draft was provided to the Mission for its comments and suggestions. The Mission agreed to provide such comments, but recommended that, in addition to the Mission’s comments, a specialist consultant input should be provided in view of importance of this document. PWD agreed to this suggestion, and also advised that the draft should be reviewed by the Water Resources Review and Control Board and other senior state authorities to ensure that the document benefited from all perspectives and a full consensus. The Mission agreed with this procedure and commented that, providing the document was available in final draft by May 1993, quality and state level consensus should govern timing for this pivotal document. PWD agreed with this suggestion, and advised it would provide a second draft by April, 1, 1993, with the objective of finalizing the document in June 1993. (*To PWD: mission response somewhat amplified here from our verbal first reaction, the paper is welcome and of key importance, hence our recommended more complete review process described above).

(iv) It was agreed that IWS technical capabilities would be strengthened under the WRCP. A five-year program to strengthen IWS and achieve the following would be prepared with consultancy assistance during WRCP preparations:

- Multi-use river basin plans covering the whole state

- A State Water-Plan including inter-basin transfers as feasible

- Sound real-time water allocations on a multi-use basis

TograpplewiththeCauveri’scurrentwasnomeanachievement.ColonelCaldwell,thefirstBritishEngineer to examine the river with care, which he did in 1804, was forcibly struck with the unusual character of the Cuaveri; My father’s comment on this statement was as follows –“But theevil,thoughprogressive,ismuchslowerthanmightatfirstbeexpected.ThesandandheavieringredientsaredepositedinthebedoftheRiver,butaconsiderableportionofthefirmsoil,fromitslessspecificgravity,remainslongerinsuspension,andisultimatelycarriedintothesmallerchannels,andfromthemintothericefields,whichitgreatlyenriches.”ItisclearthisEngineerwas not afraid of the vagaries of the stream.

“The original merit of conceiving the plan of so grappling with a great river like the Cauveri as to compel it to become an easily controlled agent cannot be impaired. The permanent prosperity of Tanjoreis,withoutdoubt,tobeattributedinlargemeasuretothatfirstboldsteptakenbyColonel Cotton in the construction of the Upper Coleroon dam,undercircumstancesofgreatdifficulty,with restricted means, against much opposition, and with heavy personal responsibilities.”

Brother Engineers were not wanting in the expression of their opinions. They shared the view of Captain Cotton’superior, the chief Engineer of the Presidency, Colonel Duncan Sim (afterwards Commanding Engineer throughout the siege of Delhi), who was deputed to report upon the conception and progress of the work. Colonel Sim’s praise was unstinted. “Simple and natural,” he wrote, “as this course (the project of the anicuts) may now appear, no one previously to Captain Cotton thought of recommending it, and it was attended by a degree of responsibility and risk which few would voluntarily have undertaken. For the talent and judgement displayed by Captain Cotton in his patient investigation of the causes which were affecting the rivers in Tanjore, and for the boldness with which he proposed, and carried into effect, what appeared to be the only remedy,Iconceivethatofficerisentitledtothehighestpraise.”

If my father lived for any one thing more than another it was that he might press forward the use of water for navigation and irrigation. At a discussion in 1877, following a paper read by him at the East India Association, one of the speakers said: “If Sir Arthur Cotton would open his mind to the great value of railways at the same time that he urges the real importance of canals, his views would undoubtedly commend themselves more cogently to many people acquainted with India and the points at issue, and the aim, for which he so laboriously and conscientiously worked for many years, would be more speedily advanced.”

It will be seen that, unlike meany men, Arthur Cotton had not to wait for many years until the joy ofseeingdifficultiesovercomehadbecomemitigatedbyawantofrecognition.Butpraiseneverspoiled him, never developed conceit, never led to self-assertion ; on the contraty, he modestly accepted what was said of that which he had done, and found in it an incentive to do something, immediately after, even more worthy of regard, even more useful in increasing the comfort and happiness of his fellows.

Sir Alexander Arbuthnot, said“Thefinancialreturnsoftheseworkshavebeensuchashaveseldom resulted from any public undertaking. From the report above quoted, it appears that for sixyearsaftertheconstructionoftheanicuts,theannualprofitonthecapitalexpandedwas,in the case of the upper anicut, sixty-nine percent., and in that of the lower anicut nearly one hundred per cent. The increased value of private property, due to the works, has been equally large, while in seasons of scarcity not only have these districts been preserved from the horrors of famine, but they have been enabled to pour large supplies of food into the adjoining districts.”

My father shall be his own exponent as to what he wished exactly to do what he had seen. “In considering how this noble river may be improved to the utmost,” he wrote, “it immediately occurs that our grand object must be, not to let its waters run to waste into the sea. In high freshes an immense quantity is lost because it comes down faster than it can be applied to use; in low freshes a smaller, but still very large, quantity is lost at the very time that is is most required, becauseitisontoolowalevelforthelandstobeirrigatedbyit.Inthefirstcaseourobjectistogain time, in the seconds to gain height.

“But, it is to the second point, namely the saving of water in low freshes, that I wish particularly to call the attention of the Government, for the reasons already stated.

“The present cultivation of Tanjore would be entirely secured, expect in extraordinarily bad years; not only would crops be saved that are now lost entirely; but by far the greater part of the whole districtwouldbemadetoproducelargercropped;inextraordinarilydeficientyearstheamountsaved by the dam would be far greater than in ordinary years.”

In my ignorance at the time I thought the point was gained, as orders were sent to the Collector ofthedistrict,whohadfirstcalledformyreportonthecase,andwhobusinessitwas,accordingto the absurd arrangement of that time, to execute the work. Soon after, I left the district, and did not return till 1833, when to my astonishment I found that the Collector had not taken the trouble to spend the money, or the Government to enforce it ; a small sum only had been spents, and the people were in such a state of rebellion that it had been feared troops would have to be sent into the district. Such was the inconceivable state of things under that admirable middle-class government.”

The Cauvery is a large river rising in the rage of mountains, known as the Western ghats, which, catchingthestrengthoftheSouth-westmonsoon,fillalltheriversdrainingtheirslopeswithverylarge volumes of water. It is the biggest of the rivers in the south of the Peninsula, and runs for somehundredsofmilesbeforereachingtheheadofthedelta,atwhichpointitthrowsoffitsfirsteffluent,calledtheColeroon.

But even the most notable of these enterprises was marked by a paucity of idea and inadequacy of conception. In Tanjore and the adjoining district of Trichinopoly the indigenous works had proved comparatively successful. They, however, only made use of the river during the rains, when the waterwasleastwanted.OurEngineer’sconceptionandintentionwastopreservethefloodwaters

for the dry season. He did it. The doing of it removed the rice crops from the danger of utter destruction ; rice being the staple article of food, what he did meant nothing less than rescue from starvation and misery for the whole population.

There was a singular appropriateness in the time at which the Coleroon was taken in hand. Within six months from the date of sanction of the plans, enough had been done before the monsoon burst, in what proved to be a dry season, to make the works most potent. So much water was stored, even at this early date from commencement, that much distress was prevented and the treasury instead of being depleted received additional revenue....

Arthur Cotton had great expectations as to what his anicuts would do. He thus expressed those ideas:-

“Ist. An increased suppy of water in Tanjore on one hundred days (counting those only on which thesupplywasdeficient)wouldbeensured,thequantityvaryingfromnothingtofifteenhundredthousandcubicyardsperhour,oraveragingfivehundred thousandcubicyardsperhour,andamountinginalltotwelvehundredmillions,orone-fifthofthetotalquantitythatTanjorereceivedat present, which is on an average six thousand millions.

“2nd. It would entirely put an end to all disputes about the extension of the head of Seringam, etc.

“3rd. It would free the Trichinopoly ryots of Laulgoody entirely, and those of Seringam and part of Coanud in some measure, from the trouble and expense of making corumboes (temporary dams), and render the supply of water in their lands almost certain.

“4th. It would enable the people to use the early and partial freshes to a much extent than at present, make the crop more rapid in its growth, and by both the harvest would be earlier, and consequently a more abundant supply would be left for the late lands.

“5th. It would greatly increase the effect of the under sluices, both by enabling us to open them oftener and also by giving a greater head of water. Hence there will be a most complete control over the level of the bed of the Cauveri, which is very important.”

Again, he always considered, and remainded those who consulted him on this subject, that the value of irrigation works must be regarded as having two aspects:-

Ist. The additional revenue brough to the Government by this method of employment of its public funds;

2nd. The consequent increase in the value of the land itself to the native community, and the increase of their own incomes; for which reason the land had a better saleable value. He added : “The price of land will greatly increase.”

His next project was a similar work with regard to the Pallaur River, with its necessary provision of channels and reservoirs.

Indeed, from this time his active brain and earnest mind were ever at work, planning and scheming new enterprises, and always on a scale which was in accord with the size and volume of the rivers in question and the tracts of country which surrounded them. To these districts these hugh forces ofwatermustnecessarily,infloodtimes,beanengineofdestruction;or,indrought,ifnotused– a loss, which could only cause famine, poverty, disease, and death ; on the other hand, they could be made productive of unlimited blessing and prosperity.

The Pyramids of Egypt, a varied and different look

• More often than not people think and say that the great Pyramids

of Egypt were built by the Aliens from the other planets, visiting

our earth from time to time. Even if we give the above theory the

wildest support, it is a highly unlikely to have happened due to

its huge size and labour involved in its construction. The writings

and scripts inside the pyramids chambers are more earth - born

than representing any culture of the aliens from anywhere within

our galaxy or any other galaxy out side it.

• Then question arises as to how could the Egyptions have

constructed the great Pyramids with the meagre equipment and

technology avilable to them some 3000 years and above ago.

The energy and power available for such a large project could

have been the animal power and human effort. Only hand tools

could have been used to dress the stone slabs for the project. The

lifting and shifting part of the work could have been done only

withorganicfibreropesandwoodenpulleys,assteelropesand

steel pulleys were unknown in those days. Many theories have

been put forth by many scientists engaged in those subject in

the past many years and now is totally satisfactory. So it is not

absolutely out of place to suggest one other possibility in this matter and here it is.

• The great Pyramids of Egypt could have been built more from the inside rather than from

the steep slopes on the outer sides. It is rather impossible to lift the heavy stones, stone by

stone, and shift them sideways on the slopes, both simultaneously by human effort, with or

without the help of animal power. In modern engineering practice this type of lift and shift

activity of heavy loads is carried out with radial type jib - cranes or gantry cranes, either

working individually or in tandem with one or more other cranes. In the days of the Egyptian

Civilization the type of steel required for the crane manufacture, or the steel ropes required

for such operations or the power supply required for such activity was obsolutely unthinkable.

• So in the construction of the great Pyramids of Egypt only man power, animal power, local

tools,fibreropesandwoodenleversandbeamscouldhavebeenused.Onepossibilityofthe

usage of power systems and materials, more advanced than the above said is not logical and

they were unavailable to them from any corner of the world.

• The general plan and elevation of the completed pyramid structure is given has sketches.

• In plan the Pyramid is a four sided square structure.

• In the Elevation it is a structure of four sides, sloping towards the top and merging with one

another at the top point.

• Theplanandelevationofthefirstlayerofstones

with a central well to facilitate lifting and shifting of

further layers, with an entrance opening.

• Afterthefoundationworkunderground,thefirst

layer of stones could have been arranged as in (Fig

2), leaving a vertical central well portion and a

passage leading to it. Then in the arrangement of the

second layer of stones the Central well portion could

have been used to lift the stones vertically with the

help of wooden pulleys and the animals drawing the

pulley ropes through the entrance passage. A slight

push on the side ways would place the second layer

stones over the first layer of stones. The pulleys

couldhavebeenfixedunderlargewoodenlogsused

asbeamsacrossthefirstlayerofstonesataheightconvenienttoliftandshiftthesecond

layer stone sideways.

• The large wooden logs, strong enough to lift the stones could have been transported by the

NortherlyflowingNileRiverfromtheevengreenforestsatthesouthofAfrica.

• The raw materials for the hemp ropes could also have been brought to the site of construction

in the same way from the marsh lands in the south of Africa.

• In lifting and placing of the second layer of stone, some elevation has to be provided for the

pulleys to hand down from the wooden log beams. This could have been obtained size or

wooden blocks, one over across it, as near to the Central well walls as possible, such that the

stonescouldbepushedoverthefirstlayer

easily on the side ways and rolled on logs

to put them in place. For the people who

have brought the heavy stones from the

quarry site to the place of construction, it

may not be impossible to lift the stone, at

the Vertical Central well and push them

to the required place. The similar practice

could have been exercised for the third

layer and so forth till the completion of

the final layer and the pinnacle. In this

procedure it is also easily possible to leave

room in between the stones to provide for

the chambers, that have been discovered

in recent times.

• After reaching the critical height of

stones, using the passage way for laying the

beams and hanging the pulleys.

• After the completion of the Central well portion

the passage way, which is quite narrow could

havebeenfilledwithstones,usingtheflatstones

stones on the slopes to support the beams and

pulleys.

• Equally awe inspiring in the construction of the

Raja - Gopuram of Lord Bhragadeeswara temple

at Thanjavur, in our parts of the country. There

is the famous “Sarapallam” theory that is widely

believed in the lifting and the placement of the

plus5Tonflatstone,atthetopoftheGopuram,

that was used to cap the Gopuram.

• Though this theory is practical and acceptable in all its merits, there is no strong proof of it

either in stone, palm leaf or copper plate writings of that period.

• Those who have had the lucky opportunity to see the interiors of the Raja Gopuram could have

been surprised to see the “Double wall Construction” of the Gopuram and a gap in between

the walls. It is rather hard to understand the “why” of this double wall technology. One

possiblity could be in the technology adopted in the construction. The Gopuram could have

been constructed from the inside rather than from the outside. The top slab could also have

been lifted with animal power (elephants) in the annular space and mounted at the top. This

aspect required a detailed study and people of Archaelogy department would be in a better

place to go into it through the research.
