Attempted break-in

Campbell River RCMP received a report of an attempted break and enter into a home on Colorado Place at 3:06 a.m. on June 27.

The owner of the residence reported that two younger males attempted to gain entry into the residence via a dining room window. The suspects fled when the owner yelled at them. The police dog attended the scene, however, the suspects got away and remain at large.

Anyone with information on this offence is asked to contact the RCMP (250-286-6221) or Crimestoppers (1-800-222-TIPS).

The city hopes to pre-vent further washouts along the Sea Walk and Island Highway by changing its approach to managing the fore-shore.

“In the past our instinct has been to fight nature but we want to tur n that around 180 degrees and work with natural sys-tems,” Ross Milnthorp, the city’s manager of parks, recreation and culture, said.

The city has been using reactive tactics such as concrete retain-ing walls and large rock riprap along the upper portion of the shoreline to keep the ocean from taking the land. That approach, known as armouring, has proved to be inef-fective, Milnthorp said, as winter storm waves have taken out parts of the highway in Oyster River, Sea Walk in Ellis Park and Dick Murphy Park (Tyee Spit).

“Instead of protect-ing the shore, the armouring actually intensifies the wave energy and makes the problem much worse,” Milnthorp said.

A recent foreshore assessment study, con-ducted for the city, identifies the use of

the natural environ-ment as a more effec-tive barrier.

“ T h e f o r e s h o r e a s s e s s m e n t s t u dy links the management of materials that clog the boat ramps with the management of the foreshore and res-toration projects,” Milnthorp said.

The long-term plan is to use the gravel that collects at Big Rock and Ken Forde boat ramps each year to re-nourish areas of beachfront that have been eroded and washed out.

Material from Ken Forde boat ramp was recently transported to beachfront just north of Rotary Beach to help re-construct parts of the beach and Sea Walk that were dam-aged by erosion.

The city is working on a memorandum of understanding with the Department of Fisheries and Oceans for this fall that will allow the city to pre-determine which areas will be restored using the gravel and logs that clog up the boat ramps. The agreement would mean the boat ramps could be cleared out by early spring.

“We want to try and re-create the beach in its most natu-ral form, using the soft-shore manage-

ment approach,” said Milnthorp. “Natural, g radually s loping beaches with a mix of sand and gravels provides critical habi-tat for spawning for-age fish which are an important food source for salmon and many other wildlife spe-cies.”

The city’s foreshore study also looks at including the natu-ral vegetation when restoring sections of the foreshore and man-aging invasive species.

“There are a lot of invasive species that people aren’t aware of around the foreshore, particularly the black-berry, which obstructs access to the beach,” said Milnthorp. “Man-aging invasive species will be an important part of the overall foreshore management strategy.”

One of the biggest challenges for the city is that it does not own all 16 kilometres of the foreshore, which stretches from Orange Point in the north to Ocean Grove at the south end of the city.

The report recom-mends guidelines for private property own-ers to better protect their shorelines from erosion. It outlines research that shows that property owners

who build too close to the waterfront and remove the natural vegetation, are expos-ing their property to winds and salt spray, and encouraging ero-sion.

“One of the long-term objectives is to get other foreshore property owners to work with nature and adopt a green shores approach,” said Milnthorp.

watering, there’s a type of

neighbour that makes others

roll their eyes in frustration.

Answer the following

questions to determine if

you are “that neighbour”.

1. You’ve chosen to keep

your grass green and healthy

during summer.

You:

a) Water at any time and however long you feel like,

b) Water only before 7 a.m. or after 7 p.m. on your

allotted day.

2. You believe that following the sprinkling restrictions

means:

a) Turning your sprinkler on at 7 p.m. every second

day and leaving it on until 7 am.

b) Watering once or twice a week for 20 – 30 minutes

within allotted times.

3. You live on a hill and it’s your day to water the lawn.

You:

a) Run your sprinkler until water fl ows onto the

street and down into the storm drain.

b) Run your sprinkler for 10 minutes on, 10 minutes

off, for several cycles to let the water soak in.

4. You water your lawn and water very quickly fl ows off

the lawn and onto the street.

You:

a) Keep watering, hoping that the grass can take

a quick drink as the water fl ows past, kind of like a

hydroponic operation.

b) Realize your soil is compacted so you aerate,

maybe add some extra top soil and check for thatch

build-up.

effi ciently.

Average water use triples in summer time, and

most of this increase is due to ineffi cient lawn and

garden watering. Increased water use at peak periods

compromises City of Campbell River fi refi ghting ability

The old Campbellton school is sold.

After three years on the market, and two offers that fell through, the building and sur-rounding property now has a new owner.

“It’s been many, many years in the making,” Peter Neale, School District 72 secretary-treasurer, said. “We had two possible sales that almost came to fruition but didn’t, but I guess the third time’s a charm.”

The school, which has sat abandoned since it closed in 2005 and is scrawled with graf-fiti, was officially sold to a E&D Properties

Ltd. for $675,000 last week when the board of education approved the sale at its Tuesday night meeting.

Neale said the money will help pay off a debt.

“Proceeds from the sale will go towards paying off a loan that was taken out to help finance the construc-tion of Ripple Rock Elementary,” he said.

Ripple Rock opened to students seven years ago as a replace-ment to the aging Ever-green and Campbellton schools. The move was meant to be a cost sav-ings for the school dis-trict; instead of oper-ating two older, more expensive buildings it would operate one

newer facility serving both area schools.

The former Camp-bellton Elementary School, which sits empty on the corner of the Island Highway and Highway 28 (Gold River Highway) opened in 1953 and at the time it closed, accommo-dated 175 students.

The school district’s decision to sell the school couldn’t have happened at a better time.

“The agreement to sell the school was one of the last authorized by the provincial gov-ernment for school districts to sell school land prior to the mor-atorium about three years ago,” said Neale.

The moratorium,

imposed by the prov-ince, restricts school boards from selling school properties.

“Our agreement was grandfathered until the time came when we were able to sell it (Campbellton),” said Neale.

Selling Campbellton Elementary has been one of the school dis-

trict’s top priorities after it made the deci-sion to close the school in part due to declin-ing enrolment in the Campbellton area.

The school district’s surplus properties, in addition to the Camp-bellton site, were also sold off to help finance the cost of Ripple Rock school.

We’ve heard of the politics of fear, but Premier Christy Clark is quickly defining the politics of the

fearful.The politician-turned-talk-show-

host-turned-politician continues to avoid defending her political beliefs in public with yet another refusal to debate her opponent.

NDP Leader Adrian Dix challenged Clark to a debate on the HST,

a verbal tussle that would have been aired on Vancouver’s CKNW radio station. Clark declined the

invitation. The premier’s decision to avoid debating Dix follows her avoidance of speaking to the HST in the legislature when she invoked closure when it was her turn to speak to the issue.

And, of course, Clark refused to attend all-candidates meetings during the Vancouver-Point Grey byelection campaign that saw her barely defeat NDP candidate David Eby.

It is clear Clark is afraid to back up her style with substance, but why? If Clark truly believes the HST is good for B.C. and crucial to the future of this province’s economy, wouldn’t she be salivating at the

opportunity to discredit HST opponents like Dix?In a statement in response to Dix’s challenge,

Clark said the NDP is trying to politicize the issue – presumably unlike Clark and the B.C. Liberals politicizing the issue by running information ads that look and sound suspiciously like pro-HST promotional commercials.

Critics have long accused Clark of oozing style and possessing little substance.

The fact she appears to be running from every challenge does nothing to counter that criticism.

There were high hopes and harsh words in 2000 when the provincial and federal governments signed Can-ada’s first modern-day treaty with the Nisga’a people of northwestern B.C.

The four villages are now governed by the Nisga’a Lisims government, which holds broad authority trans-ferred from the federal and provincial governments. While Canada’s finan-cial support continues to flow, the Nisga’a Nation is nearing the stage where it must begin to collect taxes and become self-sustaining.

A new study by the Winnipeg-based Frontier Centre for Public Policy offers a unique look behind the scenes of this remote experiment. And judging by the hostile response

of the Nisga’a government to the findings, it may be the last one for some time.

Is the Nisga’a Nation ready to sup-port itself ? The short answer is no, according to polling data and exten-sive interviews with “key infor-mants” who are not identified.

Co-author Joseph Quesnel told me he interviewed 15 influential people, both supporters and critics of the treaty, since he first visited the region last fall.

A larger phone survey by COMPAS Research found that more people trust the Nisga’a government com-pared to the old Indian Act regime. But divisions remain, particularly over giving up aboriginal tax exemp-

tions.Quesnel said he met people who

have left the Nisga’a villages for nearby Tsimshian communities, before sales and income taxes take effect in 2013.

According to the study, a culture of dependency that grew up dur-ing a century of colonial-style rule remains pervasive. The authors report many of the same problems that plague Indian Act reserves, such as willful damage to housing, accusa-tions of nepotism and failed business investment.

“More than one key informant observed that old attitudes and men-talities persist regarding public ser-vices,” the report states. “Expecta-

tions at the local level that the villagegovernment will provide everythingare still rampant.”

Quesnel said the Nisga’a Nation’srecent move to allow fee-simple own-ership of municipal-style lots is a keystep towards self-sufficiency. But theland title system is still in develop-ment and it’s too soon to see results.

The study notes that economicconditions in Nisga’a territoryhave become worse since the treaty.Quesnel agreed with my suggestionthat this has more to do with thedecline of forestry and fishing thanany failure of governance.

Before doing anything, this team surveyed WillowPoint residents with the help of the Willow Point Busi-ness Improvement Association, to find out what theyvalue about the area. The current “village” feel wasnamed the favourite reason for living in Willow Point.Other questions on the survey gave insights that willguide the CIT’s activities over the next two years. Oneactivity will be the creation of a mural. The surveyrevealed that residents would favour an ocean-themedmural. The next step will be a mural design contestinvolving Southgate Middle School students. The win-

Quesnel, a Quebec Metis with a back-ground in journalism, said he was welcomed on his initial visit and was even invited to attend a Nisga’a Lisims executive meeting. But he said Stevens and

other officials “stopped responding” as the project progressed.

In his statement, Stevens described the code of conduct for Nisga’a officials and the complaint process people can use to hold them accountable for decisions.

The president dis-missed the “colour-ful commentary” of a few “key informants”

who didn’t expect to be quoted.

Quesnel says that despite the slow prog-ress, he remains con-vinced the Nisga’a treaty is a positive step. Now investors have only one government to deal with, and the region has electricity, mining and gas devel-opment on the drawing board.

And there are lessons

to be learned by other aboriginal communi-ties, such as tackling dependency and addic-tion problems before a treaty is signed, and bringing in outside experts to set up busi-nesses.

“Mitchell Stevens, when I spoke to him, was optimistic about the ability to reduce transfers, even elimi-nate them,” Quesnel

said. “Without finan-cial independence, I think political self-government is really an illusion. Ultimately, you’re still depen-dent.”

Street was the victim of a break and enter July 2 at 3:26 p.m., according to RCMP.

Investigators determined that unknown suspects had stole a number of items from the home including a TV, laptop and cash. Entry had been gained through an unlocked door.

Ferry terminal disturbance

RCMP responded to an incident at the Quadra Ferry Terminal at Quathiaski Cove June 28 at about 5:15 p.m.

Investigators learned that a 37-year-old male had punched a 32-year-old

female and pushed her out of the vehicle. The male was arrested and will be charged with assault, according to RCMP.

Hit and runRCMP responded to a

report of an Island Link Van deliberately ramming a boat on a boat trailer on Spit Road on June 30 at 10:23 p.m.

The suspect vehicle fled the area but was located a short time later in an alley behind the Quinsam Hotel. An RCMP investigation revealed that the Island Link Van had been stolen and had sustained extensive damage.

Damage to the boat and the van was in excess of $20,000.

What do years two and three hold for this com-mittee? There will be a

follow-up survey in year two to monitor the com-munity’s interests and guide the CIT’s activities. In year three, the plan is to see the establishment of a neighbourhood group to take over and continue the work started by the CIT.

The efforts of Caro-lyn, Richard and Lois to improve Willow Point as a place to live, learn, play and work are well aligned with the Communities in Bloom mission, and this no doubt, will contribute to Campbell River’s standing in the national Communi-ties in Bloom contest.

Notice is hereby given that Western Forest Products Inc. will make available for public review and comment, a proposed 2011 - 2016 Forest Stewardship Plan (FSP). The Draft Forest Stewardship Plan includes the above listed Licensees and Licences within the Nootka Forest Operation’s operating area.

This draft FSP has been prepared under the Forest and Range Practices Act. Unlike Forest Development Plans prepared under the Forest Practices Code, FSPs do not show specifi c locations of proposed harvest areas and roads. Instead, the draft FSP identifi es larger Forest Development Units (FDUs) within which harvesting and road construction may occur over a fi ve-year period. Forestry activities conducted within FDUs must be consistent with FRPA and government approved objectives for the management of forest resources in the planning area. Stakeholders are invited to provide information about specifi c resource features that may be unknown to the licensee so that this information can be incorporated into planning. The FSP will be available for review and comment for 60 days as per section 20 of the Forest Planning Practices Regulation before being submitted to the Ministry of Forests, Lands and Natural Resource Operations for approval.

This FSP is available for review during regular working hours from June 29, 2011 to August 31, 2011 at the offi ces of Western Forest Products at the locations noted below. To view outside of regular working hours, please contact the appropriate individual(s) in your location listed below.

Our lovely, accomplished and gentle mama left us on Tuesday, June 28. She was diagnosed with Acute Leukemia early in June and was taken from us unexpectedly. Mum enjoyed her work as a Judiciary Advisor for the Attorney General in B.C., advocating for those who needed a voice. Brenda’s happiest memories were those times spent with her family, her music, her hiking group and her pets, Opal and Amy. All who loved her knew her gentle heart and her love of creation. Beloved and dearly remembered by family and friends.Brenda was predeceased by her beautiful, brilliant son Andrew Kenton Cecil. She is survived by her daughters Della Jane Cecil and Eva Marie Dearham (Andy), her grandchildren Obadiah James Dirk, Paula Joy (James), Sharon Dawn (Nathan) and Andrea Jane; and great-grandchildren Avery Daniel, Judah Benjamin, wee baby Falconer who arrives in August, sister Iris Barker (Ken), niece Yvonne Austin (Tony) and former husband Leslie Cecil. Anne passed away in Campbell River on June 28, 2011 at the age of 76. She had a short courageous battle with cancer and died suddenly in the hospital; and we give thanks that she had her beloved step-daughter, Debbie, by her side. Anne is survived by her devoted husband, Jim Best, her three sons, Richard (Marion), James and Mark Franklin, her step-daughter, Debbie (Dave) Schweighardt, six grandchildren, two great grandchildren, and her sister, Joan (Don) Dakers, her nieces, nephews and families. She was pre-deceased by her grandson, Luke Franklin.

Anne was born in Victoria, BC to Muriel and Norman C. Stewart, Surveyor General of British Columbia. Anne was proud to be descended from Bessie and G.C.S Corry, pioneers of the Victoria Highlands. One of her great joys was to attend Corry family reunions to visit her many cousins and their families. She attended Belmont High School and Sprott Shaw, then worked briefl y as a stenographer.

She was married to John Franklin with whom she had three sons. When the boys were old enough, she began work as a doctor’s receptionist. Anne was very interested in and knowledgeable about medicine. She married Jim Best in 1973, and moved to Campbell River, she continued her work with people, as co-owner of Best Paints, at the Offi ce Shop, Instructor at North Island College teaching typing and offi ce procedures, as a medical receptionist, and at the hospital in Nanaimo, then, after attending Malaspina College, as a Home Support Worker.

Jim and Anne loved to travel and to spend time with the family. In Ladysmith, Anne and Jim were active in the Ladysmith Yacht Club. In recent years, Jim and Anne moved back to Campbell River where she attended the Anglican Church. She very much enjoyed working with the Altar Guild and the ACW. Anne was intelligent and interested in the world, and to the very end, she was in good spirits, and always smiling. Her love of family and friends is the legacy that lives on through us all, and through the generations that follow as we give love and kindness to others as Anne Best gave to us.

Our thanks go out to Reverend Blair Haggart and Dr Penhall. A special thank you to all the Home Support Workers that helped Anne in her last days, and to all who have helped us through this diffi cult time.

Anne Best’s life will be celebrated at St. Peters Anglican Church, 228 South Dogwood St, Campbell River, at 1PM on July 9. In lieu of fl owers, it was Anne’s wish that people honour her memory by donating to the Canadian Cancer Society or the Multiple Sclerosis Society of Canada.

C a m p b e l l R ive r bands did well at the Battle of the Bands June 26 in Simms Mil-lennium Park in Cour-tenay as musicians younger than 18 com-peted for recognition and prizes.

Superjuice earned the first prize of four days at Dove Creek

Recording Studios with engineer/pro-ducer Paul Keim. The band will also be given airtime on JET-FM as well as a live in-studio music video by Doug Deep of EyeWizard Films.

The second-prize winner was Fiftieth Parallel from Camp-bell River, which won a shopping spree of $600 at the newly opened music Courtenay store Long and McQuade.

The third-place win-ner was Rise with the

Falling from Campbell River, which will ben-efit from a workshop hosted by Deep and Sam Shields at the Eye Wizard Films Stu-dio. The workshop on writing technique will take their work to a more professional level.

The Battle of the Bands is the first event each year organized by the July 1st Commit-tee, which organizes a multitude of Canada Day activities in Cour-tenay.

A new exhibi-tion at the Campbell

River Art Gallery will feature the works of a part-time Cor-tes Island resident who aims to evoke haunting memories of ancient places through mixed media paintings.

Artist Catherine Tableau was born in Paris and worked in Provence for 20 years. She made the big move to Vancouver and Cortes Island in 2002.

“I discovered British Columbia and Cortes Island in 1999 and fell for its natural beauty,

the immensity of its landscapes, the sim-plicity of island life-style and its people,” Tableau said.

Her new exhibition, “Mesa,” is a selec-tion of mixed media works Tableau hopes will call to mind the earth’s raw beauty and the earth’s tex-tures, cracks and reliefs.

Tableau hopes her paintings on wooden boards inspire the public to meditate.

“Lines and marks are like wounds, like deep scarring trenches, which then transform to path-ways,” Tableau said.

Tableau has been a permanent resident of the Howe Street Gallery of Fine Art in Vancouver since 2009. Her work has been exhibited in France, on Quadra and Cortes Islands and in Van-couver.

Tableau is also deeply involved in the French jazz and avant-garde music scenes.

“Mesa” will be at the Campbell River Art Gallery’s Discovery Gallery from July 8 to Sept. 16.

Bob Daines made his liv-ing running

logging trucks, but the sound of the clickity-clack is what really make his heart sing.

“I’m a train buff...my first love has always been the railroad,” says Daines.

His office is filled with photographs of old logging camps that no longer exist, early-era logging trucks which you might see now in a museum, and logging railroad oper-ations that have been reclaimed by the bush. Well, almost all.

There’s still one active logging rail-road in all of North America, and that’s based out of Woss. It

was here, a few weeks back, when Daines joined up with other railroad enthusiasts to have the time of their lives.

On that weekend, the members of the North American Rail-car Operators Asso-ciation were provided with clear tracks to run their speeders through the mountain valleys.

“It’s a lot of fun,” he says, barely conceal-ing his enthusiasm.

Born in 1938, the year of the big fire, Daines was raised in Camp 4, located just north of Campbell River. Then, in 1943, his dad and mom, Robert and Kit, relo-

cated to Camp 5. A year later, on Daines’ birthday, his sister was born. It was in the camps where Daines was introduced to the Gibson Speeders, small and large self-propelled railway cars that zipped the men back and forth from logging operations.

The Speeders also brought father and son together as Daines would travel in the cars with his dad.

“Sometimes it was the only chance to see him and sometimes I got to drive,” he recalls with a warm smile.

But with the advent of new road building equipment, improved

engines and brakes, the logging railroads vanished and were replaced with log-ging trucks. By 1957, Daines was already working in the log-ging industry when he jumped at the oppor-tunity to drive trucks. After a couple of years, he went to work for Bill Neil who had his own logging truck business.

When Neil got a contract to haul logs out of Beaver Cove, Daines worked there on one-month shifts.

“I got stuck, no one else wanted to go,” he says.

Daines worked for Neil until 1961 when his boss gave up the contract at Beaver Cove. With no one else to turn to, the man-ager asked Daines to take over the contract. So Daines sold his car, had his dad co-sign a loan and purchased his first logging truck. Despite the long days, and the longer nights “monkey-wrenching,” things were going well and were about to become even better.

He relocated to the booming town of Kitimat where log-

ging was a 24/7 job, 12 months a year.

“It was the best thing I ever did,” he says.

After 10 years in Kitimat, it was time to relocate again. With his wife Jeanette (they married in 1965) and two children, the fam-ily moved back to Van-couver Island and the relatively new commu-nity of Gold River.

They stayed until 1997, when Daines sold his logging truck business and became semi-retired. And with the long hours of working out of the way, Daines was ready to rekindle his passion for the railway.

He spotted an old, smashed-up Speeder in a “boneyard” but decided it was a good investment for $400. He redid the fiber-glass, rebuilt the engine and finally he had a Speeder of his own that tops out at almost 40 mph.

“It’s a lot of fun and it gives me some-thing to do,” he says. “There’s events all across North America and this weekend 14 of us are heading to Woss.”

Two weekends of triathlon racing pro-duced medals and great results for local athletes.

The Strathcona Tri-athlon Club competed in two different events June 19 and 26. Eight members headed to Victoria to take on the Subaru Victoria Half Ironman and the Sprint distance races.

On June 19 in the Ironman, Rick Gam-mie was the first club member to finish the

1.9 kilometre swim, 86 km bike and 20 km run in 5:01:09. He was closely followed by new member Jason Jewkes in 5:08:53. The first lady to cross the finish line was Sandra Milligan in 5:26:47.

On June 26 a large contingent from Camp-bell River competed in the Qualicum Beach Sprint triathlon. Bring-ing home medals were Mary Toews (first in female 20-24 years), Terry Browne (second

male 50-54), Linda Nagle (first female 55-59), Deb Leger (second female 55-59) Roger Gionet (third male 55-59) and Marian Paterson (third female 60-64).

Each year the Strath-cona Triathlon club recognizes members who complete their first Ironman race. This year there will be two new names to add to the trophy. Anita Painter and Diana Grant celebrated by completing their first

triathlon.Two other triathlon

club members also have reason to celebrate.Georgina Knox Groo-tenboer and Heather Lamson completed the 3.8 km swim, 180 km bike and 42.2 km run at Ironman Coeur d’Alene in Idaho on Sun., June 26.
