Hereported that he is compiling a list of snow damages to be addressed. The trash cans arein need . of maintenance. There are several that need to be painted and adjusted. Hewould also like to remove all the swinging doors because they give people the falseimpression that they are full. Perennials have begun to start appearing in many of theflowerbeds and he has applied a pre emergent crab grass fertilizer. Dumpster Alleybecame a topic of discussion. It has been an ongoing issue. Someone is placing trash inthe one of the gre ase bins and it is overflowing and c ausing the alley to fill up w ith trash.J. Wood distributed a Memo . last month to all the 100 & 200 Washington Squarebusinesses urging them to make all their employees aware of the difference between thetrash and grease bins but it does not seem to have helped. Biladeau reported that the there was an excellent Downtown New Flavor article onthe Lansing State Journal front page. The PSD offices will be closed this Friday, March12 for a furlough day. M. Biladeau will be on vacation from Monday, March 22 throughMonday, April 5 th .Commun ication & M arketing Manager- Sara PawloskiS. Pawloski reported that the Organization Committee, first hard copy monthly merchantnewsletter will be distributed at the end of March (April edition). S. Pawloski has beenworking with Traction to outline what to include in the new PSD website. The plan is tolaunch the new website at the PSD Annual meeting in June. The PSD, PromotionsComm ittee is organizing "Pink up the Town" to help promote the Susan G . Komen, RaceFor the Cure scheduled for Sunday, April 25, 2010. The goal is to distribute 1000 pinkribbons to be decorated and hung downtown one week prior to the race day. Downtownbusinesses are encouraged to decorate their store fronts and stay open the day of theevent. This is the 8th year of the Race For the Cure. The race has brought 8,000 pluspeople downtown in past years and grows every year.

    Finance Report/Balance Report- Jenn WoodJ. Wood gave a brief description of line items listed on the December finance Report.There were several YTD budget questions asked and concern was shown for the DesignCommittee budgeted dollars. J. Wood explained that a few Interdepartmental transfershaven't been submitted to Finance yet for approval and she is working on resolving theseissues.

    VIHI. DISCUSSION/ACTION ITEMSA. Board M eeting Date DiscussionM. Biladeau reported that the PSD Board of Directors meetings need to bechanged because the City Council, Development & Planning will be meeting onthe 2nd and 4th Wednesday of every month at noon and these times conflict withthe PSD scheduled time. The 2nd T hursday of the month at noon w as suggested.D. Johns, Jr. motioned to send new day and time of 2nd Thursday of the month atnoon to the City Clerks office. B. Treezise, Jr. seconded. The motion passedunanimously.B. Frost Fest Re-CapS. Pawloski showed a slide show of the 94.1 radio commercials that were ran topromote Frost Fest. The event went really well and the downtown businesseswere pleased. Brannigan Brothers reported that they ran out of several of theirpopular menu items, the Dow ntown Doghouse remained full all day and night andDecker's Coffee sold more products than on a normal Saturday. The PSD had awrap up meeting with event partners to discuss what went well and where wecould make changes next year. Scott Miller with Miller Ice Sculptures discusseddoing more interactive ice sculptures next year. An ice pool table and boardgames were discussed. M. Biladeau suggested ordering a smaller tent next yearand to also have it heated. This event was planned and executed in a period offive weeks and although no income was generated after expenses it was verysuccessful and has grea t potential for future years.C. ME DC U rban Revitalization Grant U pdateM. Biladeau reported that the MEDC Urban Revitalization Grant was due andturned in Friday, March 5 2010. The requested, 100,000 dollar grant is proposinga 4200 square foot, synthetic ice, skating rink. The plan also allows for a gas firepit and water feature at the site. It is intended to draw users to the City Marketwith a rubberized walkway from the ice rink to the City Market. B. Trezise, Jr.reported that the Lansing Economic Development Corporation, TIFA Boardapproved the additional 400,000 dollars needed to com plete the project if awardedthe grant. If the project is approved and completed the PSD will be responsiblefor all maintenance involved which C2AE Engineering has estimated to beanywhere from 10,000-15,000 dollars per year. Ideally, a small business withinthe City Market would take on the responsibility of skate rental. B. Trezise, Jr.reported that this project has the potential to not only break even but to generateannual revenue in years to come. There are hopes that local businesses andindividuals would rent the ice rink for corporate functions, birthday parties andspecial events. Many of the PSD Board members have concerns about the

    maintenance and daily management of the ice rink. B. Trezise, Jr. and M.Biladeau report that it is one step at a time and there will be many aspects thatwill need to be addressed along the way .D. Blues on the Square 2010M. Biladeau reported that in the past the PSD has given 12,000 dollars insponsorship for the Blues on the Square event and the Board did not budget anysponsorship dollars for the 2010 season. The P SD still intends on paying theinsurance costs, cleaning costs and toilets for the event, which comes to aroundthe same dollar amount that it has sponsored in the past when adding in theexpenses incurred by the City of Lansing as well. M. Biladeau reported that theMayor's office is in full support of the PSD's decision.E. FY 2011 Preliminary PSD BudgetDue to time constraints the Board tabled the com plete budget discussion for aspecial meeting or our April meeting. However, one item was discussed and is asfollows.B. Trezise, Jr. informed that the L ansing Economic D evelopmentCorporation has proposed taking over the Arts and C ultural programming for theCity in the May or's FY 2011 City Bu dget. The Arts Council currently receivesgrant dollars from the City allocated for Silver Bells and other arts and culturalentities throughout the city. The LEDC is proposing that they receive 20,000dollar grant and partner with the PSD to coordinate the Silver Bells event only ifthe Arts Council does not w ant to do it.     DRAFTLANSING, MICHIGANBROWNFIELDS ECONOMIC DEVELOPMENT INITIATIVE GRANT APPLICATIONKNAPP'S BUILDING HISTORIC RENOVATIONDESCRIPTION OF ACTIVITIES

    There is great interest in this country in preserving buildings of architectural significance.That is particularly true with one of the best examples of Art Deco architecture in the Midwest,the Knapp's Building in Lansing. This yellow and blue Streamline Moderne style NationalHistoric Register building (no.83000851) was once Knapp's Department Store, a local butimportant retailer in the City. The retailer operated in the building from 1937 until it closed in1980. The building was used for a period of time by the State, which carried out significantremodeling of the interior space. However, the State vacated the building in 2002.

    The site itself has an interesting history. After a building on the site burned, LieutenantLuther Baker, whose cousin was head of the U. S. Secret Service, and his commander purchasedthe site with the reward money they received from the capture of John Wilkes Booth, PresidentLincoln's assassin. The year was 1865.

    The building was purchased by the Louis J. Eyde Limited Family Partnership and theGeorge F. Eyde Limited Family Partnership, hereinafter referred to in this application as TheEyde Company (TEC). They purchased it in 1982 and utilized a portion of the building for theiroffices from 1983 to 1986. The building became vacant when the state vacated in 2002. TEC'svision was to progress the building back into productive use, but the deteriorating economy hasprevented that from occurring, until now. TEC has done an extensive evaluation of the buildingand has had detailed discussions with the State Historic Preservation Office regarding their planto convert the former department store into a mixed-use building. A study of how a series ofprograms, including the New Markets Tax Credit (NMTC), the Federal and State Historic tax

    credits (HTC) and other programs has resulted in an analysis showing how to fund the project.With indications of recovery ,and 'some resurgence in downtown Lansing, TEC has determinedthat renovating the building now will have it ready for occupancy as the econom y recovers.

    The Knapp's Building is a five story 175,000 square foot building with 124,128 netleasable area. The current development plans identify the first floor to be converted into 17,310square feet of retail and office space. The mezzanine will have 14,840 square feet for officeuses. The next three floors will house 68,745 square feet of office space. The fifth floor will becondominiumized from the other floors and will include approximately 19 market rateapartments totaling 23,233 square feet. No HUD funds will be used in the conversion of thespace into apartments. The Lansing Economic Development Corporation (LEDC) will occupy10,000 square feet of the first floor and m ezzanine for an incubator, providing space and servicesto start up local business.

    The project development costs and funding sources are $5.4 million in Section 108 loan,$4.83 million in NMTCs, $3.77 million in federal HTCs, $3.59 million in Michigan HTCs, and$1.8 million in M ichigan Brownfield TCs.

    In addition $2 million in BEDI grant funds will be used to pay the interest on the Section108 loan through the NMTC mandated seven year interest-only period. Depending on interestrates, some amount of the $2 million can be used for project costs.

    The project meets the CDBG program's national objective outlined at 24 CFR 570.208(a)(4)(i), Activities benefiting - low and moderate-income persons, job creation or retentionactivities. The eligible activity for the project is under 24 CFR 570.703(1)(1) Economicdevelopment activities eligible under Section 570.203. The project meets the HUD benefit testby providing a projected 218 new jobs, which is less than the $35,000 cost per job threshold.

    RATING FACTOR 1: CAPACITY OF APPLICANT1. Applicant Capacity

    The City has a long history of promoting economic development. The primary focus oneconomic development is through the Lansing Economic Development Corporation (LEDC),which is under contract with the City to provide those services, as described in detail below.a. Performance in Administration of CDBG , HOM E and other HU D Programs

    The City of Lansing has participated in the CDBG program since its inception in 1974.In the 2009-2010 program year, the City had available $2,189,858 in CDBG funds, and $929,849in HOME funds. Owner-occupied housing rehabilitation has historically received the highestpriority and the largest share of funding. Other activities supported with CDBG funds includeweatherization grants, lead paint hazard reduction grants, community policing, youth recreationprogramming, micro-enterprise training and lending, support to neighborhood groups, homeownership and foreclosure prevention counseling, tool lending programs, neighborhood clean-upprojects, volunteer home repair and handicap accessibility services, assistance with specialassessments for low and moderate income households, acquisition and clearance forredevelopment, support for economic redevelopment of neighborhood retail centers serving lowand m oderate income neighborhoods and assistance for supportive housing development to servehomeless and special needs populations.

    The City's CAPER for the 2008-09 program year identified that $2,548,400 was drawndown, with $127,240 expended for Economic Development. That program provides loans,technical assistance and training to low- and moderate-income owners of and persons developingmicro-enterprises within or planning to locate within the Lansing city limits. The city defines amicro-enterprise as a business with five or fewer em ployees, including the owner(s).

    The City's drawdown rate for the 2009-10 program year as reported on May 2, 1010 was1.42%. The C ity has no unresolved monitoring or audit findings.

    b. Performance in carrying out economic development.The City contracts with the Lansing Economic Development Corporation (LEDC) toprovide economic development services. These services include business development,recruitment, and retention. The LEDC also manages the Lansing Brownfield RedevelopmentAuthority (LBRA), the downtown Tax Increment Finance Authority (TIFA) and all tax zones.and the Lansing Regional. SmartZone, Linking Lansing and U, and the management of all cityincentives. Over the last three years the City of Lansing has experienced a historic level ofcomprehensive economic development, attracting 77 projects valued at approximately $600million in private investment and generating over 4,000 private jobs: The industries : vary frombiotech, national headquarters, insurance industry, cyclotron-related expansions, nanotechnologycomm ercialization, and traditional manufacturing to ad vanced m anufacturing.

    Three of the important projects supported by the L EDC in the last five years include:Accident Funds New World HeadquartersThis project is the $180 million renovation and adaptive reuse of a former power plant to amodern office' campus. The work began in 2009 and is slated 'for' completion in 2011.Incentives included the creation of a Renaissance Zone, Brownfield Reimbursement,Brownfield and MEGA Tax Credit, Historic Tax Credit, EPA and DEQ Grant funds. Theproject will retain 632 jobs and create an additional 500 new jobs.

    Christman BuildingThis historic renovation was granted LEED Platinum Core/Shell and Platinum interior andbecame the world's first "Double Platinum" LEED certified building. The private fundingtotaled $6.72 million and the public incentive was $1.2 million. The office buildingreopened in 2009 and retained 200 jobs for Lansing.

    Stadium DistrictThis new $13' million new construction project is adjacent to Oldsmobile Park, home of theLansing Lugnuts minor league baseball team. This mixed-use project provides office andretail space and 40 new residential units. The public incentives included Brownfield TIF andMichigan Brownfield Tax Credits.

    The LEDC has an extensive and experienced staff. Bob Trezise, Jr. the President andCEO has been with the LEDC for six years. Prior to joining the LEDC, he was employed by theMichigan Economic Development Authority where he created the State's community assistance

    program (CAteam) and Michigan's Main Street program. Karl Dorshimer, the LEDC VicePresident is a 10 years veteran, working with developments ranging from small home-basedmicroenterprise starts-ups to multi-million dollar redevelopment projects. He also had a key rolein the development of the billion dollar GM manufacturing plant. Prior to joining LEDC, he wasemployed by the Capital Area Michigan Works! Agency.c. Achieve state and local commitments und er a Federal DesignationThe City is not a designated EZ, EC or RC.d. Previous EDI and BED I grants.

    The City has not previously applied for either EDI or BEDI grant funds.2. Partner Capacity

    TEC is the owner of the Knapp's building and plans to convert the building into themixed-use development described earlier in this application. For over 50 years, TEC hasdeveloped a wide range of projects, both new construction and renovations. They currently ownover four million square feet of total space, predominantly in Michigan. TEC's strength comesfrom the diversity of its holdings which include: office, call and data centers, retail, industrial,land developments, apartments, senior housing and residential. It is a full service company within-house expertise in acquisition, development, sales and leasing, interior design, constructionand property management. TEC is conservation oriented in its development philosophy and hasalways been environmentally responsible in making improvements and using its manyproperties. The major projects carried out by The Eyde Company in the last five years include: Somerset Park Apartments: 240 Unit Luxury A partment Comm unity located in BathTownship, Michigan (northeast of Lansing). This community of 240 units brings theircurrent apartment holdings (all built by Eyde) to 1,048. Single Family Subdivisions - recently (within last 4 years) developed: Central Park Estates,an 81 lot residential comm unity in Meridian Township (Okem os, Michigan) and Georgetown- 150 lot residential community in Meridian - first 2 phases (86 lots) are now complete.

    Hannah Technology & Research Center - during 2009 "TEC completed the million dollar.renovation to the comm on areas of the 150,000 square foot office building located at 4600 S .Hagadorn, East L ansing, Michigan. This building is the beacon-for the entire 100_+/- acreHannah development. The entire site was the subject of a major Mixed Use Overlay District.approved by the Board of Trustees 'of Meridian Township last year. The site has now been.approved for 1,108 dwelling units with additional commercial and office uses.

    Over the past 5 years TEC has completed approximately 150,000 square feet of tenantspace w ithin their current office holdings - including medical, office / retail, and data centers

    TEC has committed to the City that they will relocate their corporate headquarters fromEast Lansing to the Knapp's Building upon completion.RATING FACTOR 2: DISTRESS/EXTENT OF THE PRO BLEMThe attached chart provides the poverty levels and the unemployment rates for the censustracts and block groups that make up the target area within one-half mile of the`site. The projectis in the downtown Census Tract 14.01, but the area has very few residents. 'The data are fromthe 2000 Census.1.verty rateThe poverty rate for the target area was 33.6% based on the demographic data included inthe 2000 Census. That level is nearly three times the national average at the time of the 2000Census which was 12.4% and greater than the Citywide level of 17%.2.

    Using 2000 Census data, the unemployment rate for the target area was 10.5%, which istwice the national average of 5.8% and greater than the citywide level of 6.3%.3.indicators of social and/or econom ic decline

    This target area has severe economic and social challenges. Based on the 2000 Census,the median household income in the target area is only $20,998; which is only 50% of thenational average of $41,994. Of the residents of the target area, more than 24% have nevergraduated from high school and 7.3% are o n public assistance.

    Lansing is continuing to recover from the reduction in employment at the General MotorsPlant from 22,000 to 4,000. And commercial property values are projected to fall by 14% thisyear. The City's current year Action Plan spells out other distress factors in Lansing:"The 2000 Census tabulated Lansing's population at 119,128. Population within the City ofLansing has been declining steadily for two decades, although it has been rising slowly in theregion. As of 2006, according to the Census Bureau's American Fact Finder, total population inLansing dropped 7% to 110,629. The number of vacant housing units almost doubled from 3,654to 6,451 during the same period. By 2007, the last year for which census estimates are available,7,164 units were vacant, comprising almost 13% of the city's housing stock."RATING FACTOR 3: SOUNDNESS OF APPROACH1. Consistency/Appropriateness of Proposed Activitiesa. Extent BED I/108 addresses identified needs

    The need being met by the project is to bring needed employment to the downtown thathas unemployment that was nearly twice the national average in 2000. The project is estimatedto create 218 net new jobs in downtown Lansing. Through Michigan Works! and other outreach,screening, training and placement programs, help lower-income persons secure training toqualify them for higher paying jobs.
