3.0 Executive Summary
3.1 General
The existing 2-lane National Highway No. 66 (formerly NH-17) starts from Panvel in
Maharashtra and passes through Karnataka on west coast before reaching to Edapally (near
Cochin) in Kerala. The project road starts from Goa - Karnataka border (km 93.700) and ends
at Kundapur (km 283.300).The total length of project road is 189.600 km based on existing
km stones. The project highway alignment is located between Arabian Sea coast and
Western ghats in Karnataka. At few stretches the highway is close to the Arabian Sea (within
500m). NH: 63 from Gootyjoins the project road near Ankola at km 135.450 and NH: 206
from Tumkurjoins at Honnavar at Km 195.450.
Land use along the highway is predominantly for agriculture. Majority of the land is being
used for wet crop viz, Paddy, Cashew plantation. There are number of settlements all along
the road. The settlements are for Residential, Commercial, Schools, Hospitals, Petrol
stations, Religious structures etc. Major settlements are close to the existing highway at
number of locations, i.e. Karwar port from Km 108.300 to Km 108.800 (500m), Seabird
compound wall from Km 109.000 to Km 115.800 (7.800 km length) and Navy Fence on either
side of project road approx. from Km 132.050 to Km 135.000 (2.950 km length).
The project consists of Design, Build, Finance, Operation and Transfer of National Highway.
Development of project consists of Four laning of Goa/Karnataka Border to KundapurSection
of NH–17 from Km 93+700 to Km. 283+300 [ Design Length – 187. 240 Km ] in the State of
Karnataka.
3.2 Project Location
The project highway alignment is located between Arabian Sea coast and Western ghats. At few stretches the highway is close to the Arabian Sea (within 500m). The project road from Goa - Karnataka border passes towards South through number of congested locations vizKarwar (km 106.700), Karwar port (km 108.800), Navy’s Sea bird project, Amadalli (km 122.950), Kumata (km 174.400), Haladipura (km 186.600), Honnavara (km 194.500), Kasarakod (km 197.850), Shirali (km 227.450), Bhatkal (km 232.350), and other villages in Karawar and Udupi districts before reaching to Kundapur (Km 283.300).

3.3 Area Terrain and Geology
Terrain is classified by general slope of the country across the highway alignment. Based on this criterion the highway passes through Plain terrain for 120.130 km length, Rolling terrain for 45.670 km length and Mountainous terrain for 24.200 km length.
The project highway alignment is located between Arabian Sea coast and Western Ghats in Karnataka. At few stretches the highway is close to the Arabian Sea (within 500m). The project road passes towards South from Goa-Karnataka border through number of congested towns/villages vizKarwar (km 106.700), Karwar port (km 108.800), Navy’s Sea bird project, Amadalli (km 124.000), Kumata (km 174.400), Haladipura (km 186.600), Honnavara (km 194.500), Kasarakod (km 197.850), Shirali (km 227.450), Bhatkal (km 232.350), Shirur (km.245.000), Byndur (km.250.000), Maravanthe (km. 266.000), Tallur (km.279.500)and other villages in Karawar and Udupi districts before reaching Kundapur (Km 283.300).
3.4 Climate and Environment
The climate along the road is generally hot and humid as it is along the coast line of Arabian
Sea. The average annual rainfall along the project road is greater than 3,000 mm. The project
road receives very high rainfall during June to August. Annual rainfall and temperature
details @ Karwar and Kundapur regions are given in table below.

3.5 Existing Right of Way
Existing Right–of–Way along the project road varies from approx 11 m in mountainous terrain to approx 51 m in plain terrain.

3.6 Pavement Condition at the time of Award
The existing pavement condition based on visual observation varies from Very poor to good.
3.7 Existing Structures
There are 660 nos. of CD structures present in 189.6 km stretch of project road. These include 13 nos. major bridges, 41 nos. minor bridges and 606 nos. culverts. Out of 13 major bridges, one major bridge located @ km 196.200(across SharavathiRiver) is retrofitted. Existing major/minor bridges and culverts are of 2-lane width.
4.0 Scope of Work
The broad scope of project is as below:
i) Construction of the Project Highway as described in Concession Agreement.
ii) Operation and Maintenance of the Project Highway in accordance with the provisions of Agreement; and
iii) Performance and fulfillment of all other obligations of the Concessionaire in accordance with the provisions of this Agreement.

7a) Design & EngineeringThe Associate EPC Contractors M/S Modern Road Makers Limited, have retained the services of M/s L&T-Ramboll Consulting Engineers Limited and M/s Aarvee Associates architects engineers & consultants Pvt. Ltd. for Design and Engineering of this project.
7b) Mobilization of Independent Engineer (IE)M/s. AECOM Asia Company Ltd., in Association with RODIC Consultants Pvt. Ltd., Gurgaonhas been appointed by NHAI, ref: NHAI letter no. 12019/1/2012/PIU(Mnglr)/37 dated 27.03.14 as the Independent Engineer for the project. M/s AECOM RODIC Consultants Pvt. Ltdhas mobilized their Key Staff (Team Leader Cum Senior Highway Engineer, Resident Engineer, and Bridge/Structural Engineer at Site, on18thMarch, 2014. They are functioning fromtheir office at Kundapur.

9.0 Safety Measures
Safety measures taken during the month that is at all the locations of NH- 66 (Formerly NH-17), adequate safety measures i.e. barricades, warning signs, cautionary signs etc. at structures locations and barricades, gunny bags, safety ribbons and cautionary boards etc. at excavated locations of NH-17 as per stipulation of IRC as well as additional boards are also provided as desired by NHAI/IE during site visit.
