Sena to r Long and also has B e r n a r d Fens te r wa ld indebted to h im

as he go t Fens te rwald h is job . Our gues s i s tha t the mai n approach

to Sena to r Long by Shenker w as on the ove r - a l l pol i t ics of call ingM aheu as a witness and tha t CIA w as probably ment ioned only in

· g e n e r a l t e r m s as having a conce rn with any such appearance .

However , again , according to Maheu , one John Leon tes t i f ied

be f o r e the Long Subcommi t t ee in c losed sess ion about the Onassis

c a s e , and the Subcommit tee s ta f f probably knows tha t Maheu used

an audio device aga ins t Onass i s in New York . Leon has subsequent ly

tes t i f ied in open sess ion and w as no t ques t ioned in th is connection.

This m ay have been because the Onass is episode w as about 10 yea r s

ago, b u t Maheu bel i eves i t ind ica tes tha t Long does not intend to get

into this type of cas e.

4. Maheu c la ims tha t Shenker has a guarantee from Senator

Long tha t he, Maheu, wil l not be ques t ioned along these l ines and

nec t ion wi th any informat ion on CIA, he w ould " t ake a dive" but did

not m a k e c l e a r how th is would be done. He a l so sa id tha t he thought

the ove r - a l l impl ica t ions w e r e so se r ious t ha t he mi gh t have to t ake

the s i tua t ion up with the D e p a r t m e n t of Sta te and the White House.

It would a p p e a r t ha t Maheu i s conce rned tha t h i s ve ry appea r ance

before the Subcommit tee , pa r t i cu la r ly i f pho t ogr aphs were taken,

would ident i fy h im and connec t h im with ac t iv i t ies which would l ead

to e m b a r r a s s i n g s i tua t ions fo r h im, so tha t he i s as wor r ied aboutthe fac t of appearance as he is about the in format ion which m ig h t

be deve loped thereby.

a . We could appr oach Sena to r Long on the assumpt ion

t ha t Maheu has co r r ec t ly r epo r ted the s i tua t ion and hope

fo r as su r ance f rom the Sena to r t ha t Ma he u would not be

ca l led a t all . The danger , of c o u r s e , i s tha t th is could

give Sena t o r Long ju s t the handle he want ed to s t a r t off ac i r cus , saying tha t CIA had t r i ed to s top i t .

b. We can approach Sena to r Di r ks en, who i s a

m e m b e r of the Long Subcommi t t ee , and ask for h i s

i n t e r ces s ion . (According to Maheu, Dirksen knew a t

complexion might be put on the si tuat ion if Senator Long were

to inquire from ua if we had any in te r ea t in hi1 interrogat ion

never requeated h im to do any wire tapping o r bugging for ua,

and he never had done ao, and tha t in hia work fo r ua there w&a

sensi t ive information re la t ing to the national aecuri ty which we

would ask Senator Long to pro tec t in the courae of any interrogat ion.

Warerv i l l e , Maine. He gradua ted from Holy Cross College,Worces ter , Massachuset ts in 1940. He i s married and hasfour chi ldren .

2. He was employed as a Spec ia l Agent with theFedera l Bureau of Inve s t iga t ion from 1940 to 1947. Upon

res igning from th e Bureau a ven tu re i n to p r iva t e enter-

pr i se culminated in bankruptcy in 1952. Subsequent to

h is bankruptcy, he was employed as Spec ia l Assis tant tothe Adminis t ra tor , Small Business Adminis t ra t ion with the

spec i f i c duty of Di rec to r of Secur i ty . In February 1954,he was forced to res ign fo r p o l i t i c a l reasons from th i s

pos i t i on . He then es tab l i shed h is own i nves t iga t ive

organ iza t ion known as Robert A. Maheu Associa tes , andren ted desk space in a su i t e occupied by Carmine S. Bel l ino ,

a former Bureau Agent , Cer t i f i ed Publ ic Accountant , andcur ren t l y employed on Capi to l H i l l with one of the Congres-s iona l Committees.

3. Mr. Haheu's organ iza t ion success fu l ly handled a

number of pres t ige accounts , inc luding Niarchos , SchenleyDi . s t i l l e rs , ·New York Cent ra l Ra i l road , United Steel WorkersUnion, and ul t imate ly Howard Hughes. Although he has main-t a ined of f ices in Washington, D.C. and Los Angeles, mostrecent ly he res ided in Las Vegas, Nevada.

4. He was i n i t i a l l y c c r u i t P ~ by t ~ Office of Secu-r i t y in 1954 and granted a .Approval on 30

August 1954. He performed any s e n s i t i v ~ s s i g n m e n t s fo r

the Off ice of Secur i ty , and a lso accepted assignments fromelements of the predecessor o f the Deputy Director fo rOpera t ions .
