MCCPTA:PTAinMontgomeryCounty

Foundedin1944,MCCPTAhasgrownfrom15PTAsto193localPTAsandPTSAs.This

growthreflectsthevitalrolePTAshavehad-individuallyandincouncil–inmeetingthe

needsofourchildrenandfamilies.

LocalPTAPresidentsandtheirMCCPTADelegatesserveasalinkbetweentheMontgomery

CountyCouncilofPTAsandthelocalPTAbyparticipatinginMCCPTADelegates

Assemblies,workingwiththeirClusterCoordinatorsandAreaVicePresidents,andsharing

informationbetweenthetwoorganizations.Delegateswillhaveinformationaboutwhatis

happeningacrosstheschoolsystemtosharewiththemembersoftheirlocalPTAandwill

bringtheperspectiveoftheirlocalPTAtothediscussionsatthecountylevel.

GeneralMCCPTAmeetings,DelegatesAssemblies,normallyareheldonthefourthTuesday

ofthemonthduringtheschoolyearat7:30pmatCarverEducationalServicesCenterin

RockvilleandareopentoallPTAmembers.Theprivilegesofintroducingmotions,

debating,andvotingarelimitedtothevotingbody,whichconsistsofthedelegatesfrom

localPTAs(thepresident,oralternate,andtwoaccrediteddelegates)andthemembersof

theMCCPTABoardofDirectors(theofficers,areavicepresidents,clustercoordinators,and

committeechairs).Themonthlymeetingsprovideanopportunityfordelegatestopresent

ideas,debateissues,becomebetterinformed,makepersonalcontactswithotherPTA

leaders,andvoteonMCCPTAbusiness.

AreaVicePresidentsandClusterCoordinatorswillalsocoordinatemeetingswiththeir

localrespectivePTAstodeveloptherelationshipbetweenthePTAsanddiscussissuesof

concernacrossPTAs.

MCCPTAPresents!,specialinformationalprograms,isusuallyheldfrom6:30-7:30pmon

thefourthTuesdayofthemonthpriortotheDelegatesAssembly.Thisprogramisopento

WhyJoinPTA?

ThePTAandNationalPTAaremembershiporganizationsandgrowingmembershipisimportant.

Membershipprovidestheresources-talent,time,ideas,volunteers,andfunds-tobenefitthe

childrenofourschools.

Peoplejointoshowsupportoftheworkdonelocallyandcollectivelytohelpchildren,families,and

schools,andwhentheyunderstandthebenefitstothemselvesand/ortheschoolcommunity.The

workthelocalPTAdoesmustberelevanttothecommunity.

TheMembershipChairensuresthatthePTAdefinesthebenefitsofmembershipandcommunicates

thatmessagetothecommunity.

inaslideshow.PlaythemonmonitorsorTVsintheschool—hallwaysorclassrooms—

whenparentsgather,forBack-to-SchoolNightorotherparentassembliesandschool

events.

YourCommunity,YourBoard,YourMembershipStrategy

The PTA/PTSA membership drive should be a reflection of the community and should follow

guidelinesandgoalsestablishedbythePTABoardinlinewithcurrentbylaws.StartplanninginJuly

andwrapupthedrivebymid-March,althoughmemberscancontinuetojoinfortheremainderof

theschoolyear.

Themembershipstrategyshouldinclude:

• Numeric targets. Howmuchmembership growth is achievable? Look at the past year.

Considerwhatpercentageoffamiliesandstaffjoinedinthepast.Isthereroomforgrowth?

Ataminimum,alocalPTAmusthave25memberstoremainaunitingoodstanding.

• Inclusion goals. Who generally has joined the PTA? Who hasn’t? Are specific groups

under-represented?Deviseaplantoreachthem.

• Types of membership. PTA is an individualmember association, whichmeans that the

organizationisanassociationofindividualswhovoluntarilyjointosupporttheworkofthe

PTA.Therefore,“membership”mustbedefinedasonemember=onecard=onevote.Ifthe

PTA offers familymembership, explicitly define howmany votingmembers are included.

“Family”membership could include, for example, two adults, or, in the case of a PTSA, a

studentandanadult,oreventwoadultsandastudent.Suchmembershipswouldrequirea

specificnumberofmembershipcards,oneforeachindividual.Duesmustbepaidforeach

individualtoMarylandPTAandMCCPTA,andthoseindividuals’nameswouldbelistedon

themembershiproster.

• StudentPTA/PTSAmembers. Middleandhighschoolsshouldhaveamembershipform

orformsthatencourageandenablestudentstojoin,withtheirparentsorwithout.Include

in yourmembership plans a strategy to get students to join and participate. Elementary

studentscanalsojoineveniftheorganizationisaPTA,notPTSA.

MembershipDues&Cards

DuesPayments

EachlocalPTAmustmakeduespaymentstoMCCPTAandMarylandPTAinordertoremainingood

standingeachyear;otherwise,thePTAwillnotreceiveNationalPTAmaterial,applyforgrants,or

be able to participate in programs such as Reflections. Payment of dues is required to receive

credentialcardsfortheMarylandPTAannualconvention.Inaddition,ifaPTAisnolongeringood

standing,MarylandPTAisrequiredtonotifytheIRSthatthePTAisnolongercoveredbythetax-

exemptstatusconferredbybeingaPTA inMaryland. CollectmembershipsONLYfor thecurrent

schoolyear.

2017-18Dues(permember-parent,teacher,orstudent)

• MCCPTA: $1.00

• MarylandPTA: $2.00

• NationalPTA: $2.25

MCCPTA(County):

• Makecheckspayable to “MCCPTA”andsendwith theduesvoucher to theMCCPTAoffice

(seecoverforaddress).

• Acopyofthe"MCCPTADues"voucheris locatedinthebackofthisGuidebookandonthe

MCCPTAwebsite.

• ThevoucherformandyourPTA’schecksshouldbesenttotheMCCPTAofficeonamonthly

basis.PTAsshouldmakeaduespayment toMCCPTAat thesametime thePTA ismaking

• Make checks payable to Maryland PTA and send to 5 Central Avenue, Glen Burnie, MD,

• MarylandPTAsendsmembership cardsbasedon thepreviousyearandwill invoiceeach

localPTAmonthly.

• Remember to pay Maryland PTA only for the amount of memberships sold during that

month.

• ReturnanyunusedmembershipcardstoMarylandPTAbyMarch15th.

• There are no refunds for overpayment; do not pay the entire invoice unless and until all

membershipcardshavebeensold.

• Ifadditional cardsareneeded, sendacheck toMarylandPTAwith the invoicerequesting

additionalmembershipcards.

MembershipCards

Membership cards are issued byMaryland PTA directly to each local PTA or PTSA on behalf of

National PTA for a specific fiscal year; the number of cards initially usually sent is based on the

previousyear’smembership.

Complete the followingon each card; cards change annually but this basic information is always

necessary:

• NationalPTAIDnumber,thatnumberisavailablefromtheMarylandPTAoffice;and

• LocalUnit(school)name.

Members join ALL levels of PTA; each local PTA/PTSA has an obligation to distribute PTA

membershipcardstoeachmember,eachyear.

• Cards should include the name of the individual PT(S)A member. Again, there are no

“family”or“parentorguardiancards”. Membershipcardsaregoodforone individual for

thecurrentschoolyear.

• MembershipinonelocalPTAdoesnotconstituteprivilegesinanyotherlocalPTAorPTSA.

• MembershipinaPTAisrequiredfortheprivilegeofvoting,andofholdinganofficeinthat

localand/orinthecounty,MarylandorNationalPTA.

• ALLdamaged,invalid,orunusedcardsmustbereturnedtotheMarylandPTAoffice

nolaterthanMarch15;theycanbereturnedwiththemonthlyduespayment.Local

PTAswillhavetopayforanycardsnotreturnedbythattime.

Foradditionalmembershipcards:

• PuttherequestonthemonthlyinvoicereceivedfromMarylandPTA;

• MarylandPTAwillnotissueadditionalcardsuntiltheunithaspaidforatleast75%ofthe

cardsoriginallyissued.

PricingLocalPTAMembershipDues

Eachindividual,uponpaymentofdues,joinsthelocalPTA,MCCPTA,MarylandPTA,andNational

PTA.ThelocalboardofdirectorssetsthePTAdues,whichshouldcovertheduesforthelarger

organizations.

SowhatshouldthePTAchargeontopoftheduesthelocalwillsendtoMarylandPTAandMCCPTA?

Knowthecommunity.Knowthemembershipgoals.Knowthefundingneedsandmethods.

• WhathasthePTA/PTSAhistoricallycharged?Ifthatamountisworking,maintainthat

amount.

• Ifmembershipislow,donotautomaticallydecreasetheduesamount.Loweringthecost

willnotnecessarilyachievethisgoal.Instead,reconsiderthereasonsof“whyoneshould

jointhePTA.”

• IfthePTAdoesnotseektoraiseoperatingfundsthroughmembershiporthecommunityis

notinapositiontopaymorethanrequiredcosts,considermakingtheduesequaltothe

requiredcounty,state,andnationaldues,makingPTAaffordabletomany.

• IfthePTAdoeswanttoraisefunds,lookatthebudgetanddeterminehowmuchcanand

shouldcomefrommembershipdues.LetthepotentialmembersknowwhatPTAduespay

forattheschool.

ContributionPaperwork

A federal law that became effective on January 1, 1994, affects PTAs, which receive charitable

donations. Since PTAs in Maryland, by virtue of their IRS 501(c)(3) status, are charitable

organizations,giftstoPTAsaretax-deductibleforthedonors.Thelawrequiresthatthecharity

(the PTA) send a written receipt to a donor for any charitable contribution of $250 or

more.Thus,thetaxpayermaynolongerrelysolelyonacancelledchecktosubstantiatesuchacash

contribution, and the taxpayer's deduction may be disallowed in an audit without such

documentation.Ingeneral,the$250thresholdappliestoeachdonation,nottothesumofseveral

donationsmadebythesamedonoratdifferenttimes.Thereceiptmustbesentbythecharitytothe

donor,not to the IRS.There isno requirement for thecharity (thePTA) to report thegift to the

IRS.Thereisalsonoprescribedformatforthewrittenacknowledgmentofthegift,exceptthatthe

acknowledgmentshouldbesufficienttosubstantiatetheamountofthecontribution.

Charities,suchasPTAs,whichfailtocomplywiththeprovisionsofthislaw,aresubjecttofinancial

penalties by the IRS. For more information on this law, see IRS Publication 1771 (Charitable

Contributions-SubstantiationandDisclosureRequirements)orSections6701and6115oftheIRS

Code.

CharitableContributionGuidelineIfadonationis$75.00ormore,thenissueacontributionreceipt–regardlessofthevalueofthegoodsexchangedforthedonation.ThetimeexpendedwritingreceiptswillcertainlybelessthananypenaltytheIRSmayimpose!SometimesaW-9formisrequestedforadonation.ThiscanbepulledfromtheIRSwebsite,andshouldincludePTAEIN#andnameoftheindividual/organizationandaddress.

Summer(Membership)Mailings

AsummermailingistheopportunitytoreachEVERYparentorguardianofachildattheschool.

Thisisanessentialsteptostrongmembership.

AstandalonePTAsummermailingshouldincludeawelcomeletterthatstatesthetop3-5reasons

tosupportandjointhePTA,amembershipform,andakeyinformationsheet(calendarofPTA

events,contactinformationforPTAleaders,websiteaddressandothercommunicationstools).If

there’sspace,addavolunteeropportunitiessheet.Youmayalsoincludefallfundraiser

information.

Ifthemailingwillbeincludedintheschool’ssummermailingorsharedwithanotherschool-group

(suchasaBoosterclub),thePTAmaybelimitedtooneortwopages.Besuretoincludea

membershipformand/orinformationonhowtojointhePTA.

ToGoGreenorNotToGoGreen?ShouldyourPTA/PTSAgogreen,thatis,savepaperandseek

membersviaonlinecommunicationsonly?It’srecommendedthatPTAscontinuetomakepaper

membershipformsavailableinordergrowmembershipthatincludeseachandeverymemberof

thecommunity.NotallfamiliesareconnectedtotheInternet.Andpotentialmembersineventhe

mostconnectedcommunitiesrespondtomailandflyers.

BulkMailingPermits PTAsmayapplyforabulkmailingpostalpermit,whichcansavesubstantial

money.Thispermitcanbeusedwhenmailing200piecesor50poundsoflikemailatonetime.A

permitcosts$150.00peryearplusaninitialapplicationfee.ContactUSPSforanapplicationform

andotherinformation.IfthepostofficerequestsacopyoftheIRStaxexemptionrulingfor

MarylandPTAs,itcanbeobtainedfromtheMarylandPTAtreasurer.MarylandPTAchecksthatthe

localisingoodstandingandthenissuesthetaxdeterminationletterandaletterindicatingthePTA

isingoodstanding.

ABack-to-SchoolpacketisanalternativeifthePTAdoesn’tdoasummermailing,especiallyforan

elementaryschoolPTA.Makeitbright,tostandoutamongalltheotherback-to-schoolforms.Make

itinformativeandbesuretoincludeamembershipform.

GettingReadyforBack-to-SchoolEvents

Whilethemembershipdriverunsallyear,Back-to-SchooltimeisthehighseasonforPTA

membership.ParentsandstaffwillbeexcitedaboutPTAifleaderssharetheirenthusiasmand

communicatewhatthePT(S)Ahasplannedtobenefitthechildrenandschooloverthecomingyear.

BereadytorecruitmembersateveryPTAandschooleventfromthefirstopenhouseatleast

throughNovember.Ateachandeveryevent,plantohavealively,welcomingPTAmembership

table,ideallystaffedwithleadersandmembersofthePTAwhorepresentthediversityofthe

community.Beprepared:

• Havean“elevatorpitch”ready–ashort,quick(30-second)statementaboutjoiningPTA

• Havemembershipforms,change,andacurrentmembershiplist.

• MakethePTAtablestandout.Haveballoonsinschool’scolors.(PTAlogoballoonsare

availableattheMarylandandNationalPTAStore.)

• Recruitcurrentandpastmembersoftheboardtogreetparents.Thisisthetimetogetthem

outtointroducethemselvestoparentsandstaff.Usingformermembersallowscurrent

WhilethePT(S)AmembershipdriveisinhighgearfromAugustthroughOctober,therearestill

manymemberstobeaddedafterBack-to-Schoolfeverhasebbed.NovemberthroughJanuaryisa

greattimetokeepgrowingthePTA/PTSAs.Hereareafewtips:

• NewFamilies.GetalistfromtheschooloffamilieswhoenrolledAFTERthestartofthe

schoolyear.Makeapersonalphonecallorsendthemawelcomeletterwithamembership
