Code Section (c) of Code Section 21-2-438 and, if so, said vote shall be counted as the elector intended. In the event of a tie vote by the vote review panel, the vote of the election superintendent or designee thereof shall control. (B) The election superintendent may create multiple vote review panels in accordance with subparagraph (A) of this paragraph to handle the processing of such ballots more efficiently. Upon the creation of such panels, the election superintendent shall designate one of the panels as the chief vote review panel. In the event of a disagreement on such additional panels, the ballots in question shall be reviewed by the chief vote review panel and decided in accordance with the procedures contained in subparagraph (A) of this paragraph.

• In a nonpartisan election, the panel shall be composed of the election superintendent or designee thereof and two electors of the county appointed by the chief judge of the superior court of the county in which the election is held.

The requirement to be an elector of the County Per

O.C.G.A *21‐2‐2, “elector” is defined as any person who shall possess all the qualifications for voting now or hereafter prescribed by the laws of this state, including applicable charter provisions, and shall have registered in accordance with this chapter.

• In a nonpartisan election, the panel shall be composed of the election superintendent or designee thereof and two electors of the municipality appointed by the chief judge of the superior court of the county in which the election is held.

RULES OF ROAD • Appointment Letters to Parties asking for Party Representatives sent

approximately 2 weeks before the Primary or Election. • Judicial Appointment for Non Partisan Representatives, if required,

will begin approximately a week or so before the Election. • Election Superintendent Designee is a staff member of the Board of

Elections Office. • If a ballot is rejected by the Optical Scanner due to an over vote, the

ballot is reviewed by the Vote Review Panel. • The Panel will determine the voter’s intent by majority vote. • The ballot will be duplicated, if necessary. • In any event, the vote will be counted per the voter’s intent as

determined by the Vote Review Panel.

A county election superintendent may, in his or her discretion, after7:00 A.M. on the day of the primary, election, or runoff open theinner envelopes in accordance with the procedures prescribed inthis subsection and begin tabulating the absentee ballots. O.C.G.A.§ 21-2-386(a)(3)

The superintendent shall notify in writing, at least seven days priorto the primary, election, or runoff, the Secretary of State of thesuperintendent's intent to begin the absentee ballot tabulationprior to the close of the polls. O.C.G.A. § 21-2-386(a)(G)(3)
