Saskatchewan’s Fi- nance Minister Ken Krawetz has tabled a balanced budget that he says controls spending while making key invest- ments aimed at ensuring a better quality of life for all Saskatchewan peo- ple. “Saskatchewan’s econ- omy is strong and our budget is balanced. This budget also balances continued growth with meeting the challenges of that growth. It balances economic progress with social progress. And it balances the need to con- trol spending with the need to make important investments in key ar- eas.” Krawetz says one of those key areas is help- ing some of the most vulnerable people in our province. “We are increasing support benets for low income seniors under the Seniors Income Plan and for persons with disabili- ties under the Saskatch- ewan Assured Income for Disability program,” Krawetz adds. “We are doubling capital funding for para-transit buses and increasing transit assistance for persons with disabilities. “And we are doing more to ght the scourge of domestic violence by increasing funding for women’s shelters, to fa- cilities in Regina and Prince Albert that have been expanded, and by opening a new transi- tion house in Melfort – the rst new transition house in Saskatchewan since 1989.” Revenue is projected at $11.61 billion while ex- pense is estimated to be $11.54 billion. The Gen- eral Revenue Fund is pro- jected to post a $64.8 mil- lion pre-transfer surplus and a surplus of $149.8 million is forecast in the Summary Financial Statements, taking into account all government operations including the Crown Corporations. “One of the biggest challenges of growth is making sure we have the infrastructure we need for a growing economy,” Krawetz says. “Today’s budget meets that chal- lenge.” Overall, the govern- ment will invest $847.5 million in infrastructure projects this year, an in- crease of $59.8 million or 7.6 per cent increase from the previous year, and the highest amount budgeted for capital since 2009-10. Parkland College is expanding its commit-ment to partnering with First Nations in East Central Saskatchewan. The college recently signed a memorandum of understanding to estab-lish a formal relationship with Okanese First Nation near Balcarres. The affiliation between Okanese First Nation and the college seeks to improve labour market participation among members of the First Nation through Essential Skills programs, Adult Basic Education, and specific skills training linked to industry and jobs. Among the other goals of the MOU, college programs and courses offered to Okanese First Nation will be strength-ened, and both parties

will work toward secur-ing provincial training allowances for students learning on reserve. “Parkland College val-ues forming partnerships and delivering responsive learning options to improve the way of life of people across the region,” says Michael Cameron, director of Training and Business Development at Parkland College. “This agreement further solidi-fies our commitment to focusing on the learner through accessibility, inclusion and diversity.” Under the leadership of Chief Marie-Anne Daywalker-Pelletier and her Council, Okanese First Nation sees itself as a vibrant community, one that sets the path for a brighter future for its people, the promotion of

a better quality of life, and the ability to perse-vere through many chal-lenges that First Nation people endure. The agreement will be in effect for five years.

Officials from Okanese First Nation and Parkland College will meet at least twice a year to assess the progress made during the collabo-ration.

Ed, my neighbor next door, likes syrup on his pancakes. He has even been known to have some Aunt Jemima syrup with his toast if Ruby is at work. The other day, Ed came to see if we had some syrup he could bor-row. He was cooking sup-per since Ruby was work-ing and it was going to be one of his special home-cooked meals of pan-cakes, sausages and scrambled eggs. Ed didn’t want Ruby to know he had been hitting the syrup bottle while she has been at work. Ed’s sweet tooth has caused him trouble with Ruby repeatedly through the years. There was only a teaspoon left in the syrup bottle. Ed wanted to borrow some from us so he could fill his own syrup bottle to a more respectable level. Ed complained that our almost full bottle of Aunt Jemima was con-taminated. It was 50% less calories or, accord-ing to Ed, a lite syrup disaster. Since we also had a Mrs. Butterworth’s sugar free syrup, I offered him that one instead. It had 90% fewer calories which really turned Ed frustrated. Of course, he wanted to know why we couldn’t eat regular syrup like normal peo-ple. The only thing that seemed to be a solution was to have Ed do a taste

test of the two bottles. He would have to decide which one tasted the most like his regular syrup. Ed tasted them, but couldn’t decide after a teaspoon of each. So, we went to a tablespoon of each. The verdict was he should borrow them both and add some of each to his bottle. According to Ed, it worked out good. Ed said he realized the lite and sugar free must be cheap-er and they weren’t that bad for cheaper bottles of syrup. “Yeah, they are okay for us,” I said. I sure can relate to Ed’s sweet tooth. Homemade fudge is something I have made often. I would still like to, but now sugar has become the enemy. I liked it better when I could claim a sweet tooth. It’s hard to believe choco-late bars are not healthy food. Cake, cookies, pies and brownies have ques-tionable nutritional value. Is it really true suffering to do without them? The Bible doesn’t talk

about sweetness in terms of sugar, but honey. “How sweet are your words to my taste, sweet-er than honey to my mouth.” God promised that He would lead His people to a land flowing with milk and honey. Honey was seen as a blessing as a natural food and a sweetener for other food. The prophet John the Baptist was described as eating locusts and wild honey as his food. The Bible cautions, “If you find honey, eat just enough–too much will make you vomit.” Just enough is how God worked out our sweet salvation. We could not and cannot keep free of the inviting-ly sweet taste of sin. Jesus alone could live a sin-free life on our behalf. He alone, as God’s Son, was willing to pay the ransom of our sins with His own life and death on the cross. He paid it all, which was just enough before God. By faith in Jesus, we are also sin free before God.

The 2013-14 Budget also includes increases to a number of impor-tant training initiatives including increases for 300 additional appren-ticeship training seats, industry-driven skills training and Adult Ba-sic Education. The bud-get also has increased funding for the Pro-vincial Training Allow-ance, First Nations and Métis skills training programs like Northern Career Quest and the Aircraft Maintenance Engineer Training Pro-gram at the Saskatch-ewan Indian Institute of Technologies.

Other budget highlights include:

• $131.8 million in-crease, or 4.5 per cent for Regional Health Au-thorities base operating funding for health care, staff, drugs, medical supplies and other op-erating costs; • $70.5 million for the Saskatchewan Surgical Initiative to reduce sur-gical wait times, an in-crease of $10.0 million; • $29.0 million to ad-dress health care demo-graphic volume pres-sures from population growth; • $4.3 million to es-tablish Collaborative Emergency Centres and improvements to primary health care; • $2.0 million for an innovative home care services pilot for se-niors in Regina; • $9.2 million for the third year of the feder-al/provincial Affordable Housing Agreement, to be used for new afford-able housing, home ren-ovations, home adapta-tions, and rental and housing supplements; • $14.3 million (2.3 per cent) increase in post-secondary base op-erating grants; • $10.0 million through Saskatchewan Housing Corporation to begin construction of a new student residence at the University of Re-gina;

• $17.0 million in-crease to support fore-casted school enrolment increases; • $20.2 million sup-porting 15 new PreK programs, for a total of 301 programs; • $119.6 million, an increase of $7.2 million (6.4 per cent) for school capital projects; • $1.5 million within Work Readiness to ac-celerate essential skills training and increase employment opportu-nities for First Nations and Métis people; Overall, $184.8 mil-lion, or $10.8 million more in targeted fund-ing from government ministries for initia-tives that will benefi t First Nations and Métis people, including $3.0 million directed specifi -cally to address future recommendations of the Joint Task Force on Improving Education and Employment out-comes; $5.0 million is provided to the new Creative Saskatchewan Product Development Invest-ment Program to sup-port growth and devel-opment in the creative industries sector;$576 million in high-ways and transporta-tion funding as part of the government’s four-year, $2.2 billion com-mitment. This year $63.6 million is target-ed to Economic Corri-dor projects such as the Regina West Bypass, the Estevan Bypass, passing lanes on High-way 10 and completion of the Highway 11 twin-ning initiative;$264.4 million, a $27.0 million (11.4 per cent) increase for munici-pal revenue sharing, part of $362 million in overall direct provin-cial support to munici-palities, an increase of $19.6 million (5.7 per cent) from last year;A $2.0 million (8.5 per cent) increase to the municipal roads to the Economy program, bringing the total fund-ing to $25.5 million; and • $198.3 million for

Crop Insurance, a re-cord budget. In order to offset an average 67 per cent in-crease in property val-ues over the past four years, the government is lowering education property tax rates on all classes of property to keep the impact of re-assessment revenue neutral overall. The new education mill rates will be 2.67 mills for agricultural land (reduced from 3.91 mills), 5.03 mills for res-idential property (down from 9.51 mills), 8.28 mills for commercial property (there were previously three higher rates), and 11.04 mills for the new resource property category. The Tobacco Tax rate will increase by 4.0 cents per cigarette, ef-fective midnight Bud-get night, with a com-parable increase on cut/loose tobacco. Liquor mark-ups will increase by approximately 3.0 per cent for all bever-age categories, effective April 1. The Growth and Fi-nancial Security Fund is forecast to end the year with a balance of $695.1 million. The fund will allocate $512.7 million for “Se-curity” to address un-foreseen events outside of the government’s control and will allocate funds of $182.4 million for “Growth,” for future infrastructure projects and debt reduction. Krawetz says that Premier Wall has di-rected that for now, the money in the fund will not be allocated to any specifi c projects until the impact of the poten-tial fl oods this spring is known, so that this money will be available to cover fl ooding costs, if necessary. “This budget not only balances the books, it balances the priori-ties of Saskatchewan people,” Krawetz con-cludes. “It controls spending while making key in-vestments. It promotes opportunity while en-

suring we protect those in our province who need help. It ensures Saskatchewan will continue to grow while meeting the challenges of that growth. And it keeps Saskatchewan moving forward.”
