WARSAW, Poland — Judges from across Europe, many of them dressed in their judicial robes, marched silently in Warsaw on Saturday in a show of solidarity with Polish peers who are pro-testing a bill that would allow the government to fire judges who issue rul-ings officials don’t like.

The judges visiting the Polish capital descended the steps of the Supreme Court to applause and chants of “Thank you!” from a large crowd. Their show of support came amid a four-year struggle to protect judicial inde-pendence under Poland’s populist government.

The European judges, joined by many Polish judges, lawyers and other citizens, marched from the high court to the parliament, some carry-ing Polish and European Union flags. City hall esti-mated that 15,000 people took part.

An organizer of the event read out a list of the countries represented, including Germany, Den-mark, Italy and Croatia. Applause was strongest at the mention of Hungary and Turkey, where judicial independence has been curtailed in recent years.

“We have been in a dif-

ficult situation for more than four years,” Supreme Court judge Michał Las-kowski told The Associ-ated Press at the start of the march. “We are not alone. We can see that today. This is very, very important for us. I am really moved by this.”

The legislation giving the right-wing govern-ment new powers to fire or fine judges was passed

by the lower house of parliament before Christ-mas and will be debated in the Senate next week. The EU and the United Nations have raised objec-tions to the measure.

Opponents have charac-terized the legislation as the most dangerous blow to Poland’s democratic foundations since the rul-ing Law and Justice party came to power in 2015.

They said if the law is enacted, it would end the separation of powers in the country.

They also fear it would add to Poland’s margin-alization in the EU and possibly even lead to its eventual departure from the bloc because the bill would give the authorities the power to also punish judges for rulings that are faithful to EU law.

HOUSTON (AP) — Severe storms sweeping across southern portions of the U.S. were blamed Saturday in the deaths of at least 10 people, includ-ing two first responders, as high winds, tornadoes and unrelenting rain bat-tered a large area of the region.

Storm-related fatalities were reported in Texas due to icy weather, in Alabama from a deadly tornado and in Louisiana, where winds were so strong that they lifted a trailer home off its founda-tion and carried it several hundred feet. A man also drowned in Oklahoma. Hundreds of thousands of people were left with-out power from Texas to Michigan, parts of high-ways were closed in Okla-homa and Arkansas due to flooding and hundreds of flights were canceled at Chicago’s international airports.

Two first responders were killed and another was critically injured in Lubbock, Texas, Saturday

morning after they were hit by a vehicle while working the scene of a traffic accident in icy con-ditions, officials said.

Police Officer Nicholas Reyna, 27, who had been with the department for one year, died at the scene. Firefighter Lt. David Hill, 39, was taken to a local hospital where he later died. Firefighter Matthew Dawson, 30, was hospitalized in critical condition.

Lubbock Police Chief Floyd Mitchell called it an “extremely tragic day” for the city.

Another person had died in Texas Friday night when a car flipped into a creek in Dallas as severe thunderstorms passed through. Lightning from Friday’s stormy weather was suspected of caus-ing fires that burned two houses by caused no inju-ries in the North Texas cities of Burleson and Mansfield.

A man drowned near Kiowa, Oklahoma, after he was swept away in

floodwaters, the Okla-homa Highway Patrol said Saturday. Randall Hyatt, 58, of Wardville, was over-whelmed by rushing water while getting out of his stalled truck.

In Alabama, three peo-ple were confirmed killed near Carrollton in Pick-ens County, the National Weather Service in Bir-mingham said on Twitter. The Alabama Emergency Management Agency said the deaths were caused by an “embedded tor-nado within a long line of intense thunderstorms.”

Earlier Saturday, in northwestern Louisiana, firefighters found the bod-ies of an elderly couple near their demolished trail-er in Benton, the Bossier Parish Sheriff’s Office said via Facebook. The winds were so strong the home of the couple, who were the in-laws of a parish deputy, was moved 200 feet from its foundation.

The National Weather Service in Shreveport said a tornado with winds of around 135 mph had

touched down in Bossier Parish

Also in Louisiana, Ray-mond Holden, 75, was killed in his bed when a tree fell on his home in Oil City, crushing him, accord-ing to the Caddo Parish Coroner’s Office.

More than 139,000 peo-ple were without power in Alabama, according to Alabama Power. Accord-ing to PowerOutage.us, Mississippi had more than 39,000 power out-ages Saturday afternoon. About 20,000 customers were without power in Louisiana. Outages were reported from Texas to Michigan.

In Tennessee, Memphis Light, Gas and Water said about 23,000 customers were without power Satur-day morning. Damage was widespread throughout Shelby County, Tennes-see’s most populous coun-ty that includes Memphis, including downed trees and power poles, some of which will need to be replaced, according to the utility.

DUBAI, United Arab Emirates — Oman’s new ruler, Sultan Haitham bin Tariq Al Said, vowed Saturday to uphold his predecessor Sultan Qaboos bin Said’s foreign policy approach, which steered the Arab country through choppy Persian Gulf waters by balancing close relations with both the United States and Iran.

The new ruler, who was Oman’s culture minis-ter, spoke after being named successor to Sultan Qaboos, the Middle East’s longest-ruling monarch whose death was announced Saturday. He died at the age of 79 after years of an undisclosed illness.

Sultan Haitham’s message to Omanis and the world was clear: Oman would continue down the path laid by Qaboos as a facilitator of peace.

“We will follow the same line as the late sultan, and the principles that he asserted for the foreign policy of our country, of peaceful coexistence among nations and people, and good neighborly behavior of non-interference in the affairs of oth-ers,” he said in his first public remarks as sultan.

The 66-year-old shook hands with family mem-bers and top security brass before witnessing ceremonial cannon fire. The Al Said family has ruled Oman since the eighteenth century, and once ruled over Zanzibar too, off the coast of Tanzania.

Oman sits on the southeastern tip of the Ara-bian Peninsula, with Iran to its east. It shares borders with Yemen, Saudi Arabia and the United Arab Emirates.

Sultan Qaboos shaped Oman’s policy of diplo-matic balancing. Under his leadership, Oman was a facilitator of talks between adversaries Iran and the United States. Oman is a close ally of Wash-ington and viewed as a valuable regional player.

Qaboos’ choice of successor was a closely guarded secret believed to have been known only to the sultan, who did not have any children.

Qaboos, who came to power nearly 50 years ago when he deposed his father in a 1970 palace coup, refused to join the Saudi-led coalition at war in Yemen and kept the country’s border with Yemen open. Oman has also played a conciliatory role between the Houthis and their Gulf enemies, hosting peace talks and facilitating prisoner exchanges.

Oman did not join a Saudi- and Emirati-led boycott of neighboring Qatar, and has main-tained relations with rivals Saudi Arabia and Iran. The sultanate was the only Gulf Arab country that kept its embassy in Damascus open throughout Syria’s now 9-year civil war.

In 2018, the sultan hosted Israeli Prime Min-ister Benjamin Netanyahu in a surprise visit, further cementing Oman’s strategic ability to be a facilitator and even mediator. In a tweet Satur-day, Netanyahu said that the meeting was “unbe-lievably important and exciting,” and called the late sultan “a great leader who worked tirelessly to promote peace and stability in our region.”

In the capital Muscat, soldiers stood guard and troops stood with machine guns atop SUVs as Omanis gathered along a highway to see the motorcade carrying the sultan’s body for burial.

Thousands also gathered at the Sultan Qaboos Mosque where funeral prayers were held Satur-day. The mosque is an architecturally stunning complex of white marble and manicured gardens that reflects how the sultan modernized his country without eschewing its cultural heritage or building towering skyscrapers like other neigh-boring Gulf capitals.

Following Islamic tradition, Qaboos was buried before nightfall. His successor was announced by afternoon Saturday.

“It is a sad day in Oman, but also represents a new beginning with a new leader,” a presenter on the state TV said soberly.

The speed and manner in which his successor was named suggest the Al Said family wanted to project a sense of unity, continuity and stability as tensions run high in the Persian Gulf, particu-larly between the U.S. and Iran in the last days of Sultan Qaboos’ life.

“The need for an Omani ‘neutral space’ for dialogue and message passing is more important than ever,” Kristian Coates Ulrichsen, a Gulf expert at Rice University’s Baker Institute for Public Policy, said.

After Qaboos’ burial, state TV broadcast video from the intricate succession process.

ST. LOUIS — Getting legal representation will take longer for hundreds of criminal defendants in Missouri’s largest county now that its judicial circuit has instituted a waiting list that support-ers say is the only way to reduce the massive casel-oads that its overworked public defenders have been handling.

St. Louis County’s waiting list went into effect Jan. 2 following an order by the county’s presiding judge, Gloria Reno. Her review last fall found that public defend-ers — lawyers who are assigned to defendants who can’t afford private attorneys — were jug-gling far more cases than they could logically handle.

“The court finds that at present, the proposed wait list can be imple-mented and managed without unduly endan-gering community safety or causing undue dis-ruption to the effective administration of justice in St. Louis County,” Reno’s order stated.

The list was requested by the St. Louis County public defender office and had the support of Prosecuting Attorney Wesley Bell, who called it in a November court filing “the least-bad alter-native available.”

Stephen Reynolds, who heads the county’s public defender office, said some of his attor-neys were handling up to 140 cases. All told, the county’s 21 public defenders handled about 4,100 cases during the most recent fiscal year, he said. Even homicide cases piled up — the roughly 60 pending mur-der cases are assigned to 10 public defenders.

The county’s plan calls for people accused of Class A or B felo-nies — murder, rape, armed robbery — to get attorneys immediately. Those charged with lesser crimes will wait for a lawyer “as work-load permits.” The court also plans to use private attorneys who are will-ing to takes cases that normally go to public defenders.

Civil rights groups say the waiting list will mean that many people will linger even longer in jail before they go to trial.

The American Civil Liberties Union of Mis-souri filed a lawsuit in 2017 alleging that Mis-souri’s heavy caseloads for public defenders vio-lated the rights of indi-gent defendants. A judge has yet to sign off on a proposed settlement.

Meanwhile, attorney Tony Rothert said the ACLU is “exploring options” over St. Louis County’s decision to institute a waiting list.

“People can’t afford a lawyer, can’t afford bond to get out, and are just sitting in jail waiting, without legal represen-tation,” Rothert said. “That is not the situation we’re supposed to have in this country.”

Missouri lawmakers approved the use of pub-lic defender waiting lists in 2013, and St. Louis County is the latest of

several jurisdictions to have implemented one. Circuits covering Kansas City, Springfield and Columbia also use such lists. The Kansas City Star recently reported that more than 4,000 Missouri defendants are on waiting lists, some of them jailed for months.

The judicial circuit that includes Spring-field, Missouri’s third-largest city, has used a waiting list since 2017, District Defender Rod Hackathorn said. Before the list, some of the dis-trict’s public defenders were handling more than 200 cases.

“It’s a double-edged sword,” Hackathorn said. “All of our clients are getting much better representation. More cases are going to trial, so I think it’s a good thing in that way. It’s bad, though, in that you have people waiting on an attorney. That’s never a good thing.”

The crux of the prob-lem is a lack of funding for the Missouri system, Rothert said. Missouri ranks next-to-last, ahead of only Mississippi, in per capita spending for public defenders.

But experts say the other issue is simply the massive number of people accused of crimes. Incarcerations have risen steadily in Missouri and elsewhere for decades, though some recently elected prosecutors, including Bell, have vowed to cut

back on prosecutions of low-level crimes such as marijuana possession to focus on more serious offenses.

“People are waking up, left and right, that there’s too much incar-ceration and that affects public defender casel-

oads, it affects the qual-ity of justice,” Reynolds said.

Rothert said that if prosecutors would stop

pursuing minor crimes and the Legislature would provide more funding, “then we’d have a constitutional system.”
