1 EXECUTIVE SUMMARY

OBM-II Bauxite Mine is located at village- Mewasa, Tehsil-Kalyanpur, District-Devbhumi Dwarkaand State- Gujarat over an area of 8.91 ha. The proposed capacity of the project is 63088 TPA.The total proved mineral reserve (Category 111) reserve of 370716 MT was estimated and126158 MT were considered as pre-feasibility mineral Resource (222). Out of total land of 8.91ha is a govt. land. Open cast other than fully Mechanized mining method with drilling andblasting is the only suitable method of mining for such type of deposit. Brief description of theproject is described below.

2 INTRODUCTION

2.1 The Project ProponentM/s. Orient Abrasives Limited (OAL) is a Public Limited Company, incorporated underCompanies Act, 1956, having its registered office at 1307, Chiranjiv Tower, 43 Nehru Place,New Delhi, India-110019.

OAL was established as a venture of manufacture calcined and fused alumina products in 1974,in technical collaboration with Karborandum, Bentuerky, Czechoslovakia, by the RajgarhiaGroup of Industries. It is a multi-divisional company, having a head office at New Delhi,manufacturing facilities at Porbandar (Gujarat) and Bhiwadi (Rajasthan) and distinction of beingISO-9001 (Quality Management System – QMS) certified. The Company offers a wide range ofrefractory and monolithic products for the iron and steel industry and enjoys a large domesticand international clientele. An in-house R&D facility supports the division’s product developmentinitiatives.

2.2 The Project BackgroundThe lease area of OBM-II Bauxite Mine of M/s. Orient Abrasives Limited is granted vide letterno. MCR-1575/(O-07)/ 8894/1331/CHH dated 18.12.1976 for the period of 20 years andCompany has applied for renewal to the State Government on 16.01.1996. Lease renewalapplication is under consideration at State Government of Gujarat and office of theCommissioner of Geology and Mining, Government of Gujarat, issued circular in 2011 thatLease renewal application are valid under deemed extension as per rule 24(A)(6) of MCR-1960.Further, under Rule 24B of MCR 1960, every person holding Mining Lease for Mineral used inhis own industry shall be entitled for renewal of Mining Lease. As per new Mining ordinance2015, these mining leases are renewed upto 2030.

The Mining Plan was approved by Indian Bureau of Mines, Udaipur vide letter no. 682 (23)545/2009 MCCM (N) UDP Dated 23.02.2011. The subsequent Mining Scheme was approvedby the Indian Bureau of Mines, Udaipur vide their letter no. 682(23) MS-545/2009 MCCM (N)UDP dated 24.04.2014. The present Mining Scheme was approved by the Indian Bureau ofMines, Udaipur, Government of India, vide their letter no. 682(23) MS-545/2009 MCCM (N)UDP dated 24.04.2014.

2.3 Brief Description of the Nature of the ProjectThe proposed project is for expansion of quantity of OBM-II Bauxite Mine from Expantion ofproduction capacity from 5106 TPA to 63088 TPA.

In OBM-II Bauxite Mine the nature of deposit is bedded, mineral bauxite is present in form ofbed, which is overlain by a thin cover of Soil, The proposed project entails open cast semimechanized mining in the mining lease of OBM-II. As the mining lease was already worked outtherefore on the basis of geological data gathered from the working pits, trial pits, ore reservewere estimated.Category wise reserves of Bauxite are summarized in Table 2.1

2.4 Demand-Supply GapThis is an existing captive mine for supply of high grade material to Orient Abrasive Limited’sPlant located at Porbandar. The plant is under expansion, the Supply and Demand gap is 40%,and the project clearance will further reduce the Demand & Supply gap. Hence demand supplyissues whilst important, are considered in the current situation.

2.5 Imports v/s Indigenous ProductionThis is an existing mine for the supply of high grade material to OAL’s plant located atPorbandar and OAL has not imported high grade material yet.

2.6 Export PossibilityHigh grade bauxite from the mine will be used in OAL’s manufacturing unit at Porbandar, whilelow grade will be sold to local consumers of value addition Industry only after getting permissionfrom Government of Gujarat.

2.7 Domestic / Export MarketsHigh grade bauxite from the mine will be used in OAL’s manufacturing unit at Porbandar, whilelow grade will be sold to local consumers only after getting permission from Government ofGujarat.

2.8 Employment Generation (Direct and Indirect) due to the ProjectDirectMine will work in one shift i.e. general shift only, the likely organization chart for that is asfollows:

Bauxite produced from mine will be processed in OAL plant at Porbandar and final product willbe sold to customers for use or further processing. This will generate additional economicdemand that could translate into additional employment.

3 PROJECT DESCRIPTION

The information presented in this chapter is based on IBM approved mining scheme.

3.1 Type of Project including Interlinked and Interdependent ProjectsThe mine is a captive mine for OAL’s manufacturing unit at Porbandar, Gujarat.

3.2 Location (Map Showing General Location, Specific Location and Project Boundary andProject Lay Out with Coordinates)

LocationThe lease area of OBM-II bauxite mine is located at survey number 193,194,195,379 ofMewasa village, OBM-II Bauxite Mine is approachable by road passing through village Ranwhich is located about 1km north of the tar road connecting village limbdi with Dwarka. Limbdi islocated on the Devbhoomi Dwarka-Okha state highway no. 25 and is about 35 km fromKhambhalia.The nearest railway station is Bhatia, which is located on Okha- DevbhoomiDwarka- Rajkot-Viramgaon broad guage section of western railway. 3.4 Project Description with Process DetailsThe present project aims at the increase production capacity from 5106 TPA (Pre 1994) bauxiteRoM to 63088TPA ROM of bauxite at OBM-II Bauxite Mine with lease admeasuring 8.91 Ha atsurvey 193,194,195,379 in village Mewasa, Taluka Kalyanpur, District Devbhumi Dwarka ofGujarat state in order to provide bauxite to manufacturing plant of OAL at Porbandar.

Salient Features of Mode of WorkingAs per IBM approved mining plan, mining work will be carried out by semi mechanized opencast method. In the proposed mining scheme, the work will be started from north part of thelease area adopting semi mechanized open cast method with use of excavator and Tipper.

Year wise Production For The ensuring Three years Period:-In the Proposed Mining Scheme, the mining will be started out from west part of lease area. Thebauxite will be excavated by forming one bench of 3.5m.Soil will be excavated separately. Themining will be done by semi mechanized open cast method with the use of excavator and tipper.The orientation of face will be north – south advance easterly. During scheme period mining will

be done in west part of lease area. West part of the area will be backfilled during mining schemeperiod.

First Year (2014-15):-During first year, mining will be carried out at west part of lease area leaving statuary barrier.The orientation face will be north – south. The bauxite having an average thickness of 3.5m.Soil will be scraped first and stacked in statuary barrier the bauxite will be excavated bydeveloping one bench.

Second Year (2015-16):-In second year, mining will be carried out in central part of the lease area.The face formed at theend of second year will be advanced easterly. The orientation face will be north – south. Thebauxite present in the proposed area having average thickness of 3.5 m will be excavated byforming only one bench. The soil present in the area will be scraped separately.

Third Year (2016-17):-In third year, mining will be carried out in central part of the lease area. The face formed at theend of second year will be advanced easterly. Life of MineMining will be carried out at a maximum production of 69226 TPA and as per IBM approvedScheme of Mining the life of mine would be 10 years. Entire lease area leaving statutory barrierwill be mined out in 10 years.As per estimated Mineable reserves of 498181 MT of Bauxite available with average annualproduction proposed of Bauxite is 52,000 MT, the balance Mine Life period is 10 years.

3.5 Conceptual Mining PlanUltimate Pit LimitIn the Mining lease area the mineralized limits are determined either by the limit of the mininglease boundary or by the limits of the ore body. These limits have been duly marked in thegeological plan. The ultimate pit limit has also marked in conceptual plan plate no. 9. The life ofmine is 10 years. During mine life period entire lease area leaving statutory barrier will beconverted into one common pit and pat of this pit will be backfilled and remaining part will beconverted into reservoir. The conceptual plan has been prepared up to the life of the mine is 10years only. The lease area of OBM-II will be converted into two pits having area 1017 m2 and665 m2 having dimension 465 m in length width varies from 65m to 260m and average depthfrom the surface that will be converted into water reservoir and remaining area will be backfilledas shown in conceptual plan plate no. 9.

Stacking of mineral reject and disposal of waste:-The backfilling will be done in the area after winning full thickness of bauxite. The propose areafor backfilling will be proved barren. The OB of waste generated during scheme period will beback filled in the mined out area in west part of the lease area. The waste generated duringthree years mining scheme period will be backfilled in mined out area at the time of generation itself question of its height and spread does not arise. The soil will be spread on the backfilledarea. As volume volume of voids (area to be worked) is much more than material available forbackfilling of backfilling of entire mined out land upto original ground level will not possible.Therefore waste part of the area will be backfilled and another part of the lease area will beused as water reservoir.Table 3.6: Year wise generation of waste

3.6 Extent of MechanizationThe mining will be done by semi mechanized open cast mining method with the use ofexcavator and tipper.The Bauxite horizon at places being of compact formation, require drilling and blasting which isroughly about 30 % of Bauxite zone for this purpose 1.5 M deep hole will be drilling by jackhammer with compressor and will be blasted by the 25 mm dia and 250 mm long explosiveavailable in the region. The spacing will be kept as 1.0 m and burden will be kept as 1.0 m.

The mineralized waste generated during the mining period will be backfilled in order toreduce the change in land cover or topography of the area. This backfilled area will beused for greenbelt development

Complete backfilling is not possible so a part of mine out area will be used as waterreservoir and stored water will be used for watering the plantation and for dustsuppression. In addition to this water stored in mined out pits will be used by farmers andvillagers in nearby area thus reducing the ground water dependency.

Mine will be worked only in day time (8 hr/ day) and around 63 persons will work,therefore the domestic waste generated will be low and it is possible to recycle. As itdoesn’t require electricity because working will be only in Day time.

3.11 Availability of Water its Source and Energy/Power RequirementWaterFor domestic use water will be supplied by the means of tankers from the nearby village.For greenbelt development and dust suppression water stored in mined out pits will be used.For domestic purpose: 1.84 KLDFor dust suppression: 36.96 KLDFor plantation: 0.2 KLD

Fuel/Power RequirementThe mine will be worked during an eight hours shift i.e. during day time only and hence noelectricity is required for lighting. Diesel, ~3 lit/hr will be used as fuel for running pump fordewatering in rainy season that too for some time.

3.12 Waste Generation and ManagementNature of Waste & Rate of yearly generationIn the proposed mining scheme the OB is likely to be generated during scheme period will beSoil and will be spread on backfilled area.The waste that is likely to be generated will be in the form of associated clay with the bauxitehorizon as mineral waste which is below the threshold grade, which has no sale value. That willbe backfilled in mined out pits.

4 SITE ANALYSIS

4.1 ConnectivityOBM-II Bauxite Mine is approachable only by a Kaccha road. The village Mewasa isapproachable by a kachha road passing through village Ran which is located about 1km northof the tar road connecting village limbdi with Dwarka. Limdi is located on the Devbhumi Dwarka-Okha state highway no. 25 and is about 35km from Khambhalia. The nearest railway station isBhatia which is located Okha-Devbhumi Dwarka-Rajkot-Virgaon broad gauge section of westernrailways. The nearest sea port is Okha which is about 105 km from Mewasa.

4.2 Land Form, Land Use and Land OwnershipLease is granted to M/s Orient Abrasives Limited. Existing land use and proposed land use afterscheme period is given in Table:

4.3 TopographyThe mine area is extending in east west direction. Topographically lease area may beconsidered as very gently sloping. The area is not covered by any water courses in the form ofriver, nallah etc.The area is covered by every scanty vegetation, mostly babool bushes grownover barren stony wastelands.No permanent drainage course exists in the area. It is an activemining area, but crops like Bazara, groundnut etc. are cultivated during monsoon in nearbyagriculture land. Maximum yield per hectares of bazaar and groundnut is around 2500 kg. Thenearest human settlement is in Mewasa village at a distance of 2 km. other villages are Kenedy,bankodi etc.

4.4 Geology of the Mine LeaseThe area around Virpur Kenedy, Nandana, Mota Asota, Kenedy, Ran Village exposes bauxiteas segregated pocket within laterite or horizontal bedded bauxite deposit within laterite or

altered clay. The other rock type exposed in the region are trap rocks, limestone and lithomergicclays. The limestone belonging to Gaj beds series is overlying the laterites. 4.6 Existing InfrastructureThere is a Mine office, Canteen, First Aid room, Rest Shelter, Store, etc. present at the minesite. Apart from this there is no other infrastructure present in the study area.

4.7 Climatic Data from secondary sourcesThe climate in the region is characterized by a hot summer and general dryness except in thesouthwest monsoon season. The year may be divided into four seasons. The cold season fromDecember to February is followed by the hot season from March to May. The period from Juneto September is the Southwest monsoon season. October and November constitute the post-monsoon or retreating monsoon season.

May is generally thehottest month with a mean daily maximum temperature of 44.5˚C and mean daily minimum ofabout 24.8˚C. The weather is intensely hot in summer and on some days the day temperaturemay reach up to 40.2˚C.From November, both day and night temperatures begin to decrease rapidly. January isgenerally the coldest month with the mean daily maximum temperature at about 26.6˚C andmean daily minimum at about 10.6˚C. On such occasions, the minimum temperaturessometimes drops down to 6-7˚C

Most humid conditions are found in the monsoons. Mornings are more humid than evenings andhumidity ranges from a high of 78-87% in monsoon mornings to a low of 37-40% in winterevenings. During post-monsoon season, in morning humidity remains between 67-77 % and inthe evening it remains between 42-49%.

4.8 Social InfrastructureThe lease proposed for mining is with the same lessee since 1980 and mining was carried outsince then. The entire lease area is designated as Private land and has no vertical developmentover it except mine office.There is no social infrastructure available at site. Haul road is well maintained and watersprinkling will be carried out time by time in order to maintain the road condition.

5.4 Amenities / FacilitiesFacilities for drinking water and first aid will be provided in the mine office and an office-cum-restshelter already existing in the lease area.

Hence the mining activity does not involve any displacement of human settlement. No publicbuildings, places, monuments etc exist within the lease area or in the vicinity of the mine leasearea. 8.1 Project ScheduleThe mine lease is working site of OAL however; OAL will start production at proposed rate onlyafter obtaining necessary clearance from Central and State Government

8.2 Estimated Project Cost along with Analysis in Terms of Economic Viability of theProject

Estimated cost of the project would be around Rs. 54.39 lacs only. This cost includes the projectexpenditure towards the laterite and bauxite mine. The mine has been sanctioned by theGovernment for captive consumption only and not for sale of products; hence the profitabilityfactor does not arise at this stage. The cost break-up is given in Table 1.27.

9.1 Financial and Social Benefits with Special Emphasis on the Benefit to the Local Peopleincluding Tribal Population, if any, in the Area

Critical analysis of the existing socio-economic profile of the area vis-à-vis its scenario withproposed project activities identifies the following:About 98 miners will be engaged in mining activities for the project and about 60 people forancilary activities.The proposed activities shall generate indirect employment in the region due to the requirementof workers in supply auxiliary such as higher machinery service and Ore Transport serviceafford from the ancillary works, which would marginally improve the economic status of thepeople.Further the additional benefits from the downstream units such as iron industry, steel industry,cement plant, and metallurgical industry also add value to the society.
