Title
Regulations Amending Certain Regulations made under the Motor Vehicle Safety Act (7 pages, in English and French)

The Motor Vehicle Safety Act (MVSA) has
recently been updated. One of the
amendments was to remove subsection
12(4), which means that sections of
the Motor Vehicle Safety
Regulations (MVSR), the Motor Vehicle
Tire Safety Regulations (MVTSR) and
the Motor Vehicle Restraint Systems and
Booster Seats Safety Regulations (RSSR),
hereinafter referred to as the regulations,
that incorporate a Technical Standards
Document (TSD) as amended from time to
time are no longer required to have expiry
dates of up to five years after the day on
which they came into force.
Since the current regulations were enacted
under the previous version of the MVSA,
all sections of the regulations that
incorporate a TSD by reference have
expiry dates, some of which are nearing
their five-year limit. To maintain their
continuous application, these sections need
to be amended to remove their expiry
dates. If they are allowed to expire, the
safety requirements they contain, which
help ensure the safety of the Canadian
driving public, will cease to be legally
enforceable requirements under the
MVSA.
This amendment and its publication in
the Canada Gazette, Part II, without
prepublication of a proposal in the Canada
Gazette, Part I, has been discussed with the
major vehicle manufacturing stakeholders.
They did not have any concerns and are
glad to see this administrative burden
removed.

Lithium metal batteries on passenger aircraft

The transport of lithium metal batteries as
cargo on aircraft has been identified by the
international community as an increasing
risk in light of a number of incidents and
near incidents that have occurred. The
main safety concern is that once lithium
metal batteries start to burn, fire
suppression systems on board aircraft
cannot extinguish them. As a result, in
June 2014 the International Civil Aviation
Organization (ICAO) decided that,
effective January 1, 2015 member states
will have the obligation to apply a ban
prohibiting the transport of such batteries
as cargo on passenger flights. Therefore,
this amendment will implement ICAOs
prohibition of lithium metal batteries on
passenger aircraft.
A further issue addressed with this
proposal is the need to include in the
Transportation of Dangerous Goods
Regulations (TDGR) Protective Direction
(PD) 33, issued on April 23, 2014, which
established Emergency Response
Assistance Plan (ERAP) requirements for
nine flammable liquids. This is being done
to increase the transparency of the ERAP
requirements under the TDGR and to avoid
stakeholders having to consult two separate
regulatory instruments to ensure proper
compliance. As well, given that significant
amounts of ethanol are exported from the
United States into Canada, UN1987
(another number used to identify ethanol),
which was not previously identified in PD
33 but is used frequently in the United
States as a shipping name to classify
ethanol, will now be subject to the ERAP
requirements. To ensure proper coverage
of petroleum products, UN3494 (SOUR
CRUDE OIL) will now also be subject to
these requirements given that it is a new
classification for crude oil introduced with
the updates related to the 18th edition of
the UN Recommendations.
The addition of Emergency Response
Assistance Plan (ERAP) requirements for
the nine flammable liquids identified in
Protective Direction 33 (PD 33) (i.e.,
ethanol, diesel, gasoline, crude oil,
petroleum distillates, aviation fuel, ethanol
gasoline mixtures, and two other generic
shipping names for flammable and
hydrocarbon liquids) including UN1987,
alcohols, N.O.S. and UN3494, petroleum
sour crude oil, flammable, toxic to Part 7,
ERAP of the TDGR;
Updates to align the schedules of the
TDGR with the 18th
edition of the UN
Recommendations (UN 18) on the
transport of dangerous goods. Including:
New UN Numbers such as UN3494, petroleum sour crude oil, flammable, toxic and generic shipping names such as organo metallic compounds and
adsorbed gases; Clarification of the difference between
lithium metal and lithium ion batteries; Relaxation for the transport of small
quantities of dangerous goods under the Excepted Quantity Exemption;
New classification criteria to facilitate the classification of aerosols;
Introduction of a special provision, already
contained in UN Recommendations,
pertaining to UN1203, gasoline, which will
define the percentages of ethanol required
to differentiate between the use of
UN1203, gasoline and UN3475, ethanol
and gasoline mixture (i.e., more than 10%
ethanol content) for the classification of
ethanol-gasoline mixtures.

light vehicles with a nominal voltage of
12V. Batteries in accordance with this
standard can be fastened to the vehicles
either by means of ledges around the
container or by means of a hold down
device engaging with a lid.
PS:206-2 (2nd Revision) – The object of
the present standard is to specify: the main dimensions of starter
batteries of the two preferred series LN and LBN;
the location of the positive and negative terminals with respect to the fastening system;
the dimensions of tapered terminals of
starter batteries; the main dimensions and design of the
Semi Lid (SL); the top clamping area (M) for fastening
on the upper part.
This standard covers battery sizes of the
geographical regions Europe, East Asia
and North America.

requirements for lamps, including test
methods and means of confirming

production appraisal methods regarding a

of a batch test procedure, which can be
used to make an assessment of specific
batches, are included, but it is not suitable
for certification purposes. For some of the
requirements given in this standard,
reference is made to the relevant data

This Pakistan Standard prescribes the
requirements and the methods of sampling
and test for expeller pressed cottonseed
oilcake for livestock feed.
The material shall be firm, but not flinty in
texture. It shall be free from rancidity,
adulterants insect or fungus infestation and
from fermented, musty of other
objectionable odour, extraneous matter,
such as dirt, iron or other metallic pieces
and free from harmful constituents, like
castor cake or husk or both, when tested
accordingly.
The formulation of this Standard was in
accordance with the programme planned
for the preparation of the various
ingredients used in compounding feed
mixtures. It is expected that the standard
will assist in the development of the mixed
feeds industry in Pakistan.
Cottonseed Oilcake provides a rich source
of proteins and is extensively used as a
protein supplement in livestock rations.
But it has been observed that cottonseed
oilcake containing more than 0.065 percent
by weight of free gossypol is not suitable
for feeding monogastric animals such as
poultry. Therefore, in order to safeguard
the interests of the consumer a provision
has been made in this standard which calls
for an agreement between the purchaser
and the supplier regarding the free-
gossypol content of cottonseed oilcake.

In view of the fact that current cosmetic
regulations are inadequate in the face of
practical requirements, the proposed
amendment of the Statute for Control of
Cosmetic Hygiene was formulated to
increase the protection of national health
and international trade liberalization. The
main amendments contained in this draft

The definition of cosmetics has been revised to expend the cosmetic categories to oral care products;
Both of registration and market approval for cosmetics containing medical, poisonous or potent drug(s) and pre-market filing for other cosmetics have been replaced by requirements of product notification and product information files creation;
Regulations governing the labelling information have been amended;
Manufacturers for cosmetics have been required to comply with good manufacturing practice and be supervised by pharmacists or personnel with professional skills in the field of cosmetics;
Pre-approval of advertisements has been replaced by increase of the legal
responsibility of businesses, including that cosmetics businesses may be required to publish or broadcast corrective advertisements in case of severe violations of advertisements regulation and media businesses shall preserve data pertaining to commissioning entities for advertisements to allow an effective tracking of the source of violating advertisements;
Cosmetics businesses have been given responsibilities of keeping data on direct supply sources and destinations of products and reporting serious adverse effect generated by cosmetics;
The central competent authority is authorized to announce certain cosmetics categories or items that may be pose a hazard to hygiene and safety requiring test checks and inspection at the time of importation;
Competent authorities may grant rewards to people who found violations of the provisions listed in this Act;
Criminal punishment has been converted into administrative fines with minimum fine amounts have been specified and maximum fine amounts have been increased.

authorized to publish information about
violations and businesses committing
violations to protect the rights and interests
of consumers, and to appoint or
commission other units to conduct legally
required inspections, test checks, tests or

new use rule (SNUR) for 2,4-toluene
diisocyanate, 2,6- toluene diisocyanate,
toluene diisocyanate unspecified isomers
(these three chemical substances are
hereafter referred to as toluene
diisocyanates or TDI) and related
compounds as identified in this proposed
rule. The proposed significant new use is
any use in a consumer product, with a
proposed exception for use of certain
chemical substances in coatings,
elastomers, adhesives, binders, and
sealants that results in less than or equal to
0.1 percent by weight of TDI in a
consumer product. In addition, EPA is also
proposing that the general SNUR article
exemption for persons who import or
process these chemical substances as part
of an article would not apply. Persons
subject to the SNUR would be required to
notify EPA at least 90 days before
commencing any manufacturing or
processing. The required notification
would provide EPA with the opportunity to
evaluate the intended use and, if necessary
based on the information available at that
time, an opportunity to protect against
potential unreasonable risks, if any, from
that activity before it occurs.
