JAMMU, Feb 5:Government today orderedplacement of 40 Junior ScaleKAS Officers and 13Departmental Feeding ServiceOfficers in the Time Scale ofJammu and KashmirAdministrative Service on stopgap basis and transfer andpostings of 88 others.

late the advise of the PrimeMinister Narendra Modi intoreality, Governor'sAdministration will shortly setinto motion process for estab-lishment of one BusinessProcess Outsourcing (BPO)unit in each district of theState, which will help in cre-ation of employment opportu-nities and promotion of digitalservices on a large scale.
Official sources toldEXCELSIOR that while inaugu-rating Rural BPO model inBandipora district of the Stateduring his recent visit the PrimeMinister laid emphasis on repli-cating this pilot project of BPOin other 21 districts of Jammuand Kashmir, which accordingto him will be of great help evenin promotion of tourism in theState and also attracting busi-ness from other parts of thecountry.
While pointing towards theGovernor, his Advisors and theChief Secretary, who were pres-ent on the occasion, the PrimeMinister had remarked: "Theteam has noted it and will repli-cate this model in other 21 dis-
tricts of the State".According to the sources,
discussion has been initiated atthe highest level in theGovernor's Administration inthis regard and shortly ChiefSecretary BVRSubrahmanyam will issue for-mal directions to the DistrictDevelopment Commissioners(DDCs) to start acting on theadvise of the Prime Ministerso that concept of BPO is pro-moted in this State.
"The objective behind pay-ing required attention towardsthe BPO concept is to ensurecreation of employment oppor-tunities for the youth of the Stateby promoting the InformationTechnology and IT-enabledservices industry", sources said.
They disclosed that admin-istration will provide infra-structure for ease of establish-ment including industry stan-dard fibre optic connectivity,skill development/employeetraining incentive and 100%power supply back up. Theagency with which the admin-
istration will tie-up will oper-ate its business as per the termto be decided by theGovernment with minimum100 seats in one shift.
Moreover, it will work withthe district administration con-cerned by providing requiredhuman resources to conduct out-reach to local youth. There willbe IT enabled skill lab in eachBPO for the training of educatedunemployed youth for employa-bility skills, communicationskills, employability, life skillsand soft skills.
According to the sources,each BPO will provideemployment to around 200educated youth and alsoengage around 50 profession-als on managerial level. "Thelist of eligible IT enabled serv-ices under BPO operationswill include bank office opera-tions, insurance, asset man-agement, manufacturing,health and pharma, telecom,travel agencies and airlinesetc", they further said.

tough on the absentee medicos,Deputy Commissioner Shopian,Dr Owais Ahmad, today orderedimmediate strict action against 11doctors and 44 para-medicos forremaining unauthorized absentand warned that there will be zerotolerance against the derelictionof duties by employees.
He ordered the actionagainst them during a visit totake stock of health care facili-ties being provided to patients.
Apart from inspecting vari-ous sections of the hospital, theDeputy Commissioner interact-ed with patients and enquiredabout the facilities being pro-vided to them.
He exhorted upon the hospi-tal administration to ensure prop-er arrangements for the patientsincluding the provision of beds,proper heating arrangements,sanitation of wards and corridorsand other health care facilities.
The Deputy Commissionerenjoined upon the entire med-ical/ paramedical staff to servethe patients with utmost dedica-tion and sincerity so that patientsbe made to feel comfortablewhile receiving treatment.
He also reiterated that districtadministration is committed toprovide requisite quality healthcare facilities to the people.

Samba district after somechildren told cops that theyhad spotted suspicious move-ment at village ManoharGopala.
Getting tip off from thecivilians, security forces con-ducted joint search operation inthe villages but no suspiciousmovement was observed any-where.
Search operation, carriedout jointly by Army and police,was called off this evening.
Searches were conducted inthe border and adjoining vil-lages, reports said.

SRINAGAR/ JAMMU,Feb 5: The Jammu-SrinagarNational Highway has turnedmore dangerous with everypassing day as today at least 11passengers were injured afterthey were hit by shootingstones at Ramsu this evening,one person died of cold whilehigher reaches in Kashmir andparts of Jammu regionreceived light rain and snow-fall.
A senior police official toldthe Excelsior that a Tavera vehi-cle No. JK03B/ 7342 which was
on way to Jammu from Srinagarwas trapped in the shootingstones at Mom Passi near PoliceStation, Ramsu at around 7.05pm this evening. The vehiclealso suffered extensive damageand 11 passengers travelling inthe vehicle received injuries.
Immediately after this inci-dent, police swung into action,rescued the passengers andshifted them to Ramban hospitalafter providing first aid atRamsu. The condition of triowas said to be serious and theywere rushed to GMC HospitalJammu for head injuries.
The vehicle was being drivenby Mohd Shafi, son of AbdulSalam, resident of Kuchipora inAnantnag. Authorities suspend-ed movement of the vehiclesimmediately after this incidentfor precautionary measures.
The injured were identifiedas Janki, wife of Vakil Shah,Hira Lal, son of Bejinder Singh,Vakil Shah, son of Dev Shah,
Abhimanyu, son of Vakil Shahand Danish, son of Ram Saran.They are said to be seriouslyinjured. The other injured areKanta, wife of Gudu Yadav,Gudu Yadav, son of Dorak

Earlier, duringearly hours, thehighway wasclosed due to land-slides at Digdolnear Ramban ataround 5.30 am.The movement ofthe vehicles wasstalled. The author-ities cleared theblockade at around10.30 am andallowed the move-ment of vehiclestowards Jammu.
Meanwhile, hills ofKashmir received light snow-fall this evening with Gulmargrecording one inch fresh snow.

constituency in South Kashmiris known for freshwater springsand its scenic beauty attractsthousands of tourists every year.However, little has been done toimprove the availability ofbasic amenities for its residentsas they continue to face multi-ple problems.
The constituency belongs tothe Anantnag Parliamentaryconstituency and was represent-ed by People's DemocraticParty leader, Abdul RahimRather. In 2014, he defeatedtwo time Congress MLA,Peerzada Mohammad Sayedwith 515 votes. Rather polled2428 votes, while Peerzada got1913.

cy is predominantly rural andits residents are facing multipleproblems including brokenroads, the dearth of potablewater, and inadequate healthand education facilities. In addi-tion, ineffective disposaldomestic and commercial wastehas caused strong resentmentamong the residents.
The residents said there isno major development in thearea as they were ignored afterelections. "Several projectswere taken up but could not be
completed," Manzoor Ahmad, aresident of Hillar told Excelsior.
The facilities of health andeducation are in demand amongthe people and the provision ofthese facilities tops people's listof priorities.
Despite having a number offreshwater springs, the con-stituency is marred by safeportable water. The residentssaid that the Public Health andEngineering department liftswater from the springs and dis-tributes it without any treat-ment. "The authorities supplythe water without any filtration
which has resulted in the spreadof several waterborne diseasesin the area," Tawseef Ahmad, aresident told Excelsior. Theissue of setting of filtrationplants was taken up with theformer MLA but he couldn'thelp.
Majority of the people hereare dependent on Agricultureand Apple is the mainstay of theeconomy. However, the resi-dents said no focus was givenon quality and quantity of thecrop.

Minister and senior BJPleader, Ch Lal Singh, who hadmaintained a distance fromthe Party for quite some time,today parted ways with theparty and announced to formhis new political party soon tocontest Lok Sabha andAssembly elections in theState.
The former Minister dis-closed this during an interviewto a news channel today. He saidhe will field his candidates fromboth Lok Sabha seats of Jammuregion, i. e Jammu-Poonch LokSabha seat as well as Kathua -Udhampur-Doda seat.
Ch. Lal Singh, who main-tained distance from the partyafter the infamous Rassana rape
and murder issue when hisdemand for a CBI probe was notconceded by the thenGovernment, had framed DograSwabhiman Sangthan (DSS) tofight for the cause of Dogras ofJammu region, who, he said,have been subjected to discrimi-natory treatment by successivegovernments since 1947 includ-ing that of previous PDP-BJPalliance.
The former Minister said thatthe registration of his new polit-ical party is also in process.

nine persons were detained bythe security forces duringovernight raids in two villagesof South Kashmir's Pulwamadistrict.
Security forces raidedArigam and Arihal villages ofthe district and picked up asmany as nine persons.
While eight persons weredetained from Arigam, one wasarrested from Arihal.
They are being quizzed fortheir alleged role in variousstone-pelting incidents.

About 245 candidates, whohave been appointed as MedicalOfficers after proper selectionby the Public ServiceCommission (in terms of adver-tisement notification no. 12-PSC (DR-P) of 2018 dated15.10.2018) approached theCourt that they be allowed toundergo PG course in variousdisciplines and in case they arepressed to join the posts inbefore completing the PGcourse, their rights will be prej-udiced.

moderate intensity earthquakeof magnitude 5.6 rockedKashmir today causing panicamong the residents who ranout of their homes.
The earthquake struck at10.17 pm and lasted severalseconds as people ran out oftheir homes, fearing for theirsafety, officials said.
The epicentre of the quakewas at a depth of 40 kilometresin northwestern Kashmir, 118kilometres from Srinagar, theofficials said.
There were no reports of anycasualties or damage due to thequake so far.
