Meanwhile, Attar Chand, Sub-Divisional Magistrate, Basantgarh has been transferred and posted as Deputy District Election Officer, Reasi, while Masarat Hashim, Project Officer, Wage Employment (ACE)), Srinagar/Ganderbal has been transferred and posted as Sub- Divisional Magistrate, Kangan and Dil Mir Choudhary, Assistant Commissioner Revenue, Doda has been transferred and posted as Sanjeev Pargal JAMMU, Feb 5: In a griev- ous act of provocation that escalated fresh tension on the Line of Control (LoC), Pakistan army today targeted forward Army camps and posts in Jhallas area of Krishna Ghati sector in Poonch district with rockets but the Indian troops didn't retaliate as there were huge processions of civilians passing close to the LoC on Pakistan side on the occasion of 'Solidarity Day' in Pakistan. Official sources confirmed to the Excelsior that timing of tar- geting Indian Army camps and posts by the Pakistani troops was deliberately chosen when the processions by the civilians were crossing Pakistan side of the LoC as retaliation by the Indian side would have led to civilian casualties giving Pakistan a chance to blame India for civilian killings. However, the Indian troops could realize Pakistan army's mischief and exercised restraint by not retaliating despite grave provocation of its posts being targeted with rocket launchers. "As soon as processions started in Pakistan occupied Kashmir (PoK) across Poonch districts on the occasion of 'Solidarity Day', Pakistan army fired two rockets targeting for- ward posts of Indian troops in Jhallas in Krishna Ghati sector of Poonch district and simulta- neously resorted to heavy mortar shelling and firing in civilian areas of Jhallas and Digwar. Pak army hides behind civilians, fires rockets during procession Mohinder Verma JAMMU, Feb 5: To trans- late the advise of the Prime Minister Narendra Modi into reality, Governor's Administration will shortly set into motion process for estab- lishment of one Business Process Outsourcing (BPO) unit in each district of the State, which will help in cre- ation of employment opportu- nities and promotion of digital services on a large scale. Official sources told EXCELSIOR that while inaugu- rating Rural BPO model in Bandipora district of the State during his recent visit the Prime Minister laid emphasis on repli- cating this pilot project of BPO in other 21 districts of Jammu and Kashmir, which according to him will be of great help even in promotion of tourism in the State and also attracting busi- ness from other parts of the country. While pointing towards the Governor, his Advisors and the Chief Secretary, who were pres- ent on the occasion, the Prime Minister had remarked: "The team has noted it and will repli- cate this model in other 21 dis- tricts of the State". According to the sources, discussion has been initiated at the highest level in the Governor's Administration in this regard and shortly Chief Secretary BVR Subrahmanyam will issue for- mal directions to the District Development Commissioners (DDCs) to start acting on the advise of the Prime Minister so that concept of BPO is pro- moted in this State. "The objective behind pay- ing required attention towards the BPO concept is to ensure creation of employment oppor- tunities for the youth of the State by promoting the Information Technology and IT-enabled services industry", sources said. They disclosed that admin- istration will provide infra- structure for ease of establish- ment including industry stan- dard fibre optic connectivity, skill development/employee training incentive and 100% power supply back up. The agency with which the admin- istration will tie-up will oper- ate its business as per the term to be decided by the Government with minimum 100 seats in one shift. Moreover, it will work with the district administration con- cerned by providing required human resources to conduct out- reach to local youth. There will be IT enabled skill lab in each BPO for the training of educated unemployed youth for employa- bility skills, communication skills, employability, life skills and soft skills. According to the sources, each BPO will provide employment to around 200 educated youth and also engage around 50 profession- als on managerial level. "The list of eligible IT enabled serv- ices under BPO operations will include bank office opera- tions, insurance, asset man- agement, manufacturing, health and pharma, telecom, travel agencies and airlines etc", they further said. Governor’s Admn to establish one BPO in each district of J&K DC orders action against 55 Medical staffers Excelsior Correspondent SRINAGAR, Feb 5: Acting tough on the absentee medicos, Deputy Commissioner Shopian, Dr Owais Ahmad, today ordered immediate strict action against 11 doctors and 44 para-medicos for remaining unauthorized absent and warned that there will be zero tolerance against the dereliction of duties by employees. He ordered the action against them during a visit to take stock of health care facili- ties being provided to patients. Apart from inspecting vari- ous sections of the hospital, the Deputy Commissioner interact- ed with patients and enquired about the facilities being pro- vided to them. He exhorted upon the hospi- tal administration to ensure prop- er arrangements for the patients including the provision of beds, proper heating arrangements, sanitation of wards and corridors and other health care facilities. The Deputy Commissioner enjoined upon the entire med- ical/ paramedical staff to serve the patients with utmost dedica- tion and sincerity so that patients be made to feel comfortable while receiving treatment. He also reiterated that district administration is committed to provide requisite quality health care facilities to the people. He had played important role in anti-militancy operations during his posting in the Police Searches in Samba Excelsior Correspondent JAMMU, Feb 5: Security forces today conducted search operation in several border and surrounding villages of Samba district after some children told cops that they had spotted suspicious move- ment at village Manohar Gopala. Getting tip off from the civilians, security forces con- ducted joint search operation in the villages but no suspicious movement was observed any- where. Search operation, carried out jointly by Army and police, was called off this evening. Searches were conducted in the border and adjoining vil- lages, reports said. Fayaz Bukhari/ Gopal Sharma SRINAGAR/ JAMMU, Feb 5: The Jammu-Srinagar National Highway has turned more dangerous with every passing day as today at least 11 passengers were injured after they were hit by shooting stones at Ramsu this evening, one person died of cold while higher reaches in Kashmir and parts of Jammu region received light rain and snow- fall. A senior police official told the Excelsior that a Tavera vehi- cle No. JK03B/ 7342 which was on way to Jammu from Srinagar was trapped in the shooting stones at Mom Passi near Police Station, Ramsu at around 7.05 pm this evening. The vehicle also suffered extensive damage and 11 passengers travelling in the vehicle received injuries. Immediately after this inci- dent, police swung into action, rescued the passengers and shifted them to Ramban hospital after providing first aid at Ramsu. The condition of trio was said to be serious and they were rushed to GMC Hospital Jammu for head injuries. The vehicle was being driven by Mohd Shafi, son of Abdul Salam, resident of Kuchipora in Anantnag. Authorities suspend- ed movement of the vehicles immediately after this incident for precautionary measures. The injured were identified as Janki, wife of Vakil Shah, Hira Lal, son of Bejinder Singh, Vakil Shah, son of Dev Shah, Abhimanyu, son of Vakil Shah and Danish, son of Ram Saran. They are said to be seriously injured. The other injured are Kanta, wife of Gudu Yadav, Gudu Yadav, son of Dorak Yadav, Sanjeet Singh, Krish, son of Guddu Yadav, Chhotu and Sumit, son of Guddu, all residents of Bihar. Earlier, during early hours, the highway was closed due to land- slides at Digdol near Ramban at around 5.30 am. The movement of the vehicles was stalled. The author- ities cleared the blockade at around 10.30 am and allowed the move- ment of vehicles towards Jammu. Meanwhile, hills of Kashmir received light snow- fall this evening with Gulmarg recording one inch fresh snow. Suhail Bhat KOKERNAG: Kokernag constituency in South Kashmir is known for freshwater springs and its scenic beauty attracts thousands of tourists every year. However, little has been done to improve the availability of basic amenities for its residents as they continue to face multi- ple problems. The constituency belongs to the Anantnag Parliamentary constituency and was represent- ed by People's Democratic Party leader, Abdul Rahim Rather. In 2014, he defeated two time Congress MLA, Peerzada Mohammad Sayed with 515 votes. Rather polled 2428 votes, while Peerzada got 1913. T h e constituen- cy is predominantly rural and its residents are facing multiple problems including broken roads, the dearth of potable water, and inadequate health and education facilities. In addi- tion, ineffective disposal domestic and commercial waste has caused strong resentment among the residents. The residents said there is no major development in the area as they were ignored after elections. "Several projects were taken up but could not be completed," Manzoor Ahmad, a resident of Hillar told Excelsior. The facilities of health and education are in demand among the people and the provision of these facilities tops people's list of priorities. Despite having a number of freshwater springs, the con- stituency is marred by safe portable water. The residents said that the Public Health and Engineering department lifts water from the springs and dis- tributes it without any treat- ment. "The authorities supply the water without any filtration which has resulted in the spread of several waterborne diseases in the area," Tawseef Ahmad, a resident told Excelsior. The issue of setting of filtration plants was taken up with the former MLA but he couldn't help. Majority of the people here are dependent on Agriculture and Apple is the mainstay of the economy. However, the resi- dents said no focus was given on quality and quantity of the crop. Besides these problems, lack of awareness and guidance on high yielding apple varieties and excessive use of pesticides or insecticides is also a major issue in the constituency. Making it clear that he has parted ways with BJP, Singh said that his election symbol will be now separate than that of BJP. Justice Ali Mohammad Quake jolts Valley Excelsior Correspondent SRINAGAR, Feb 5: A moderate intensity earthquake of magnitude 5.6 rocked Kashmir today causing panic among the residents who ran out of their homes. The earthquake struck at 10.17 pm and lasted several seconds as people ran out of their homes, fearing for their safety, officials said. The epicentre of the quake was at a depth of 40 kilometres in northwestern Kashmir, 118 kilometres from Srinagar, the officials said. There were no reports of any casualties or damage due to the quake so far. SRINAGAR/ JAMMU,Feb 5: The Jammu-SrinagarNational Highway has turnedmore dangerous with everypassing day as today at least 11passengers were injured afterthey were hit by shootingstones at Ramsu this evening,one person died of cold whilehigher reaches in Kashmir andparts of Jammu regionreceived light rain and snow-fall.

A senior police official toldthe Excelsior that a Tavera vehi-cle No. JK03B/ 7342 which was

on way to Jammu from Srinagarwas trapped in the shootingstones at Mom Passi near PoliceStation, Ramsu at around 7.05pm this evening. The vehiclealso suffered extensive damageand 11 passengers travelling inthe vehicle received injuries.

Immediately after this inci-dent, police swung into action,rescued the passengers andshifted them to Ramban hospitalafter providing first aid atRamsu. The condition of triowas said to be serious and theywere rushed to GMC HospitalJammu for head injuries.

The vehicle was being drivenby Mohd Shafi, son of AbdulSalam, resident of Kuchipora inAnantnag. Authorities suspend-ed movement of the vehiclesimmediately after this incidentfor precautionary measures.

moderate intensity earthquakeof magnitude 5.6 rockedKashmir today causing panicamong the residents who ranout of their homes.

The earthquake struck at10.17 pm and lasted severalseconds as people ran out oftheir homes, fearing for theirsafety, officials said.

The epicentre of the quakewas at a depth of 40 kilometresin northwestern Kashmir, 118kilometres from Srinagar, theofficials said.

There were no reports of anycasualties or damage due to thequake so far.
