Greetings from the Owatonna Parks and Recreation Department! This brochure features general information, our fall programs, activities and park amenities. Our department continues to update our website, www.ci.owatonna.mn.us/parksrecreation, to make it more customer friendly; we strongly encourage our users to like us on Facebook too. We have worked hard to also provide information through: school fl yers, weekly columns in the Saturday edition of the People’s Press, weekly radio shows and community calendar items on KRFO & KOWZ, interviews on the “Owatonna Today Show”, announcements with the Owatonna Area Chamber of Commerce and our own email blasts. An off-leash Dog Park at Lake Chase, a patio/deck at Brooktree Golf Course, a Mountain Biking Trail in Kaplan’s Woods, a Clubhouse Playground at Manthey Park. We have had the Maximum Solutions registration program for a year now, and hope you fi nd it easy to use for activity registration and membership purchases. Customers can set-up their own individual or family account for registering online; the internet is available 24 hours a day, 7 days a week, and you don’t have to take a trip to the Parks & Recreation offi ce! Parks and Recreation is vitally important to establishing and maintaining the quality of life in a community. Recent studies from colleges and the National Recreation and Parks Association have suggested spending time with nature in our parks and gardens can improve individual satisfaction in life and make us less aggressive, anxious and stressed. So isn’t it time we placed access to nature alongside good health, feeling secure, satisfying employment and positive social relationships as key routes to happiness? Here’s my list of “The Top Ten Things to Do in Owatonna Parks & Recreation”. Remember that “Your Best Investment is your Parks and Recreation Department”!

10. Park CruiseThere are 30 parks with over 700 acres of which over 350 are mowed, trimmed and mulched. If you’re thirsty you can stop at one of our 22 drinking fountains available and if you need a potty stop, there are 24 permanent restrooms and 22 portable restrooms open to the public.

9. Pet Work Out Whether on the road, on a trail, or just walking through the open spaces within a park, there is plenty of space for both you and your pet. There are two rules when taking your pet to the park; keep your pet on a leash and clean up after them. There are 24 “pooper scooper” stations within the park system with the majority of them located along the trails. We go through over 3000 scoopers a year! Please use them but don’t abuse them. And check out the NEW Off-Leash Dog Park now open at Chase Lake!!

8. Minnesota State Public School Orphanage MuseumDuring a rainy day, visiting the museum located at 540 West Hills Circle would be an excellent choice. This unique museum is the only museum in Minnesota where the public can learn about the state orphanage era. A visit to this well maintained museum is educational and interesting, and will help you understand and appreciate the orphanage experience. Cottage 11 is also open for touring 1:00-4:00pm Tuesday through Sunday; and six audio stations can be found around the campus as well.

7. Round of GolfThe Brooktree Golf Course or the “muni” as remembered by some of the locals is open to the public until usually mid-November depending on the weather. If round ball golf is not your game, try Disc (Frisbee) Golf. The River Rock Disc Golf Course is located in Mineral Springs Park. Like Brooktree on Facebook for more information and specials. Make sure to check out all the NEW improvements at Brooktree, especially the deck and patio area attached to the clubhouse! 6. Pick-Up GameWhatever your game, there are many areas within the park system to enjoy your favorite game. Five basketball courts, 16 tennis courts, 4 Pickleball courts at Morehouse Park, 5 football fi elds (2 at Jr. High and 3 at Manthey), 8 sand volleyball courts, 13 soccer fi elds, 22 ball fi elds with batting cages at many sites, 18 horseshoe courts and an inline rink at Morehouse.

5. Go Fishin’Fishing opportunities abound, be it in a lake or river, by boat, canoe or from the shore. Your catch can range from sunfi sh to walleyes or whatever turns your reel. Please do not dump live bait into the lakes or river.Lake Kohlmier offers three fi shing piers, as well as hundreds of feet of shoreline and an island. The boat landing is located at the southeast corner of the lake, off 18th Street SW. Boaters, remember that outboard motors are prohibited, but electronic trolling motors may be used. Many different species of fi sh can be found in this lake. The Straight River also provides some excellent fi shing opportunities usually done from shore but a canoe works well too. Lots of shoreline and serenity is available from the popular spots below and above the dam.Chase Lake is one of the locals’ HOTSPOTS! This lake opened to the public in 2009, and is accessed off County road 45. There is a portable restroom and a few picnic tables for a picnic. Fishing from shore for sunnies is the choice of many.Many a fi sh tale come from these three favorite fi shing spots that include walleye, musky, northern, crappie, bass and oh yeah, an occasional bullhead!

4. Take a BreakIf it’s a lunch break or just a break to get away from it all, the parks offer many areas to just sit back and relax, enjoy life, think, or read a book. From one of our 100 park benches or 400 picnic tables you can enjoy many different settings. There is also plenty of space to throw out a blanket or walk into the woods and grab a stump. If your break includes a snack, please be sure to dispose of the litter in one of the more than 400 receptacles available. A good way to check a few out is with the “Park

Passport Program”. This popular program is included as an insert in this brochure.

3. Take a Child to a PlaygroundPlaygrounds are the #1 spot for many children but don’t forget they are available for everyone to enjoy! From fully handicapped-accessible playgrounds to swings (40 different swings available) large enough for most adults, there are 11 different playground sites all offering their own variety of equipment. Although there is something for everyone at any age, the most enjoyable experience is to take a young child to a playground. Young children must be supervised on the equipment as you play along with them; older children can be viewed from a bench that surrounds most playgrounds. Whatever the age, a camera is a must! NEW this summer, a Club House playground and other amenities have been added to Manthey Park – check it out! This would be a great opportunity to snap a photo to enter into the photo contest!

2. Hike, Bike, and RollWhether you like to walk, jog, hike, run, bike, rollerblade or skateboard, there’s a trail out there for you! We have 8 miles of hard surfaced, handicapped accessible trails along with over 12 miles of wood chipped trails and nature walks. The hard surfaced trails are open year round, 24 hours a day for your enjoyment. Wood chipped trails are located throughout Kaplan’s Woods and Manthey Park. Nature walks are located off the Kaplan’s Woods Parkway Trail and at Leo Rudolph Nature Reserve. There is exercise equipment located along the trail between Morehouse Park and Lake Kohlmier, installed in 2009. All the trails offer viewing of a wide variety of wildlife including deer, turkey, beaver, fox, raccoon, pheasants and the more familiar squirrels, rabbits, ducks and geese. The North Straight River Trail runs from North Street to 26th Street and has a crushed rock surface. Along this trail you will also fi nd a wood chipped trail loop. If you have not checked this trail out - it’s a must see! NEW this summer, Mountain Biking Trails in Kaplan’s Woods! As you can see, many different types of trail opportunities are available to you no matter what your age or mode of transportation.

1. Sunset Picnic at Gainey Park Pavilion There are 13 different pavilions within the park system that you may reserve or just use (if no one has it reserved). There are traditional shelters, the heated Morehouse Park Chalet, and the Gainey Park Pavilion which boasts a beautiful fi replace. With fall’s cooler evenings and earlier sunsets, this site is my favorite. From this shelter you can view the beautiful Straight River and its fall colors at sunset, and start a fi re (wood is provided!). The fi re provides warmth, atmosphere and could be used to roast hot dogs and marshmallows. If hot dogs are not to your liking, each pavilion has its own grill (there are over 90 grills available within the parks).

Youth Scholarship FundThis fund helps support programs for all youth in Steele County and Adult Therapeutic Recreation Programs. Forms are available at the Parks and Recreation Offi ce. Participants must pay 40% of program fees, any late fees, and must show verifi cation of one of the qualifi cations.

Qualifi cations for Scholarship * Current recipients of Free or Reduced Lunch Program * Current recipients of SSI (Supplemental Security Income) or Social Security Benefi ts * Current recipients of Medical Assistance Program * Other circumstances (will need to explain)

Uniforms for youth activitiesParticipants may keep T-shirts donated by business sponsors for youth baseball & softball, volleyball, squirt and youth basketball. All other uniforms and equipment must be returned to coaches at the end of the season.

Refund/Cancellation PolicyThe entire policy can be found on the Parks and Recreation website.

• A request for a refund is accepted when submitted prior to the start of the activity. A $10 cancellation fee will be assessed, remainder of the fee is refunded.

• If a class or activity was cancelled by Parks & Recreation, fee is refunded on a pro-rated basis (except Brooktree).

• Annual memberships – if requested within 90 days of the start in case of illness, death, injury or relocation from Owatonna, 50% of the purchase price is refundable.

• Seasonal memberships (golf), no refund after July 1st.

Waiver of Liability to the City of OwatonnaProgram participants, by registering for an activity, agrees the City of Owatonna will not be liable for any claim, demand, injury, damage, action or course for action while participating in a recreation program. Participation in recreation programs are voluntary in nature and activities that are offered are choices of the individual.

Directory DataThe directory data which may be released by Parks and Recreation includes, but is not limited to, name, participation in activities, awards received and images including candid photos and videos of participants in class, activities or sport settings. You may decline authorization by contacting the Parks & Recreation Offi ce.

Youth with DisabilitiesYouth with disabilities or health concerns are encouraged to participate in any youth program. Adaptive equipment, program modifi cations and other accommodations to assist the child will allow them to participate with equal advantage. Coaches and staff receive pertinent information regarding the child’s needs prior to their fi rst meeting.

Special EventsMovie in the ParkOur fi nal family-friendly movie at Central Park will be August 22nd. The movie will begin at sunset (approximately 8:10pm). The movie is free and concessions are available!

Take your best shot in the 1st annual photo contest sponsored by Owatonna Parks & Recreation and Owatonna Tourism.

Contest Categories: Beauty in the Parks—Capture the everyday beauty and activities of the Owatonna Parks and Trails, including wildlife, breathtaking views and people enjoying the parks.

Highlights of Owatonna—Photograph an historic Owatonna site, attraction or landmark significant to Owatonna.

Photos by Youth—Budding photographers age 17 and younger can submit their favorite Owatonna photo.

How to Enter:Email your photo to: [email protected], or mail photo to 540 West Hills Circle, Owatonna, MN 55060, attn: Jessica between July 21st and October 31st, 2014. All entries must include: Photographer’s name, phone number, and age (only provide age if entering Photos by Youth Category) which category they are entering and the name of location or area where the photo was taken.

Contest Rules:Photographers of all ages are eligible to enter the contest. No entry fee required. All entries must be submitted between Monday, July 21st and Friday, October 31st. Photos must be taken within the City of Owatonna. Photos can be from any season of the year. All entries require the location name or area in which the photo was

taken. Entries not listing the photo location will be disqualified.Judging:Four winning photos will be chosen: one in each category and a people’s choice winner. The Beauty in the Parks winner is chosen by the Owatonna Park Board, the Highlights of Owatonna winner is chosen by the Owatonna Tourism Committee, the Youth winner is chosen by fans of the Owatonna Parks & Recreation and Visit Owatonna Facebook pages by liking the photo and the people’s choice winner (from any category) is also chosen by fans of the Owatonna Parks & Recreation and the Visit Owatonna Facebook pages by liking the photo.

Youth RecreationVolunteer Coaches NeededThe Parks and Recreation Department uses volunteer coaches for many youth programs. Volunteer coaches play an important role in the youth sports experience. They are trained in our philosophy of youth sports, fi rst aid, concussions and how to teach skills for their sport. All volunteers must complete a background check each year.

Youth VolleyballA fun introduction to volleyball. Learn skills and play games! All players will attend the Youth Volleyball Clinic and should be dressed ready to play.Cost: $35; late registration fee $45 (after August 6)Location: practices at various elementary schools, games at OJHS

3rd & 4th Grade Football - Mighty HuskiesA tackle football program. Games and scrimmages are played weekday evenings (typically Thursdays) and/or Saturday mornings. Practices are held when coaches schedule them. Players will meet their coaches at the fi rst practice.

Cost: $40; late registration fee $50 (after August 6)Location: OHS Football Field for ClinicProgram dates: fi rst practice and meeting – August 21, 5:45-7:15pm

5th & 6th Grade Football - Junior Huskies A tackle football program. Games and scrimmages are played weekday evenings (typically Mondays) and/or Saturday mornings. Practices are held when coaches schedule them.

Cost: $40; late registration fee $50 (after August 6)Location: OHS Football Field for ClinicProgram dates: First practice and meeting – August 21, 5:45-7:15pm

**We will be taking registrations for Parks and Recreation football at the Owatonna Huskies Football Camp on Wednesday, August 6 at the OHS Football Field.

Equipment needed for 3rd-6th grade football: A helmet with face bar and chin strap, shoulder pads, mouth guard, football pants and multi-purpose shoes. A facemask which meets the NOCSAE test standard at the time of manufacture. The face mask shall be made of material designed to be non-breakable with rounded edges, and those constructed of metal shall have the surface covered with resilient material. A helmet which meets the NOCSAE test standard at the time of manufacture and has a visible exterior warning label regarding the risk of injury. A properly fastened chinstrap shall secure the helmet. The Parks and Recreation Department will supply the football jerseys, but these must be returned at the completion of the season.

Coaches Meeting is August 18 at 5:30PM in the lower level of the City Administration Building.

Learn to Skate HockeyJoin us for a fun-fi lled winter while learning to skate and developing hockey skating skills. The Learn to Skate Level One-Earn Your Stick take to the ice in 45-minute sessions. Skaters work on their skill progression at their own speed with many volunteers on the ice to help them along. Once a skater has passed our Level One testing, they progress throughout levels two through four, before becoming active in Owatonna Youth Hockey Association traveling hockey.A helmet is required for everyone on the ice. An entire bag of protective equipment is available for rent through the Owatonna Youth Hockey Association rental program for $50 per year. Skates can be leased at Straight River Sports for an entire

season for a reasonable cost. Equipment rental is available the evening of August 26th during registration.

in the same direction. Look ahead and back to be sure the lane is clear before pulling out to pass, then give a warning signal by voice, bell, or horn before passing.

on North State Avenue.

Pickleball CourtsFour dedicated Pickleball courts were constructed in the fall of 2013 at Morehouse Park. They are located near the dam.

In-Line RinkAvailable for use at Morehouse Park. Lighting can be activated by following instructions next to the walk-in door. Reservations can also be made for exclusive use through the Park and Recreation offi ce at no charge.

Tennis CourtsSixteen city-owned tennis courts are available. Manthey Park Courts (also striped for Pickleball), Sid Kenyon Courts (near Lincoln School), Brown Park Courts (artifi cial turf) and Dartts Park Courts. Six indoor courts are available at the Tennis Center at West Hills.

Reservations Reservations may be made at the Parks & Recreation offi ce, and may be made up to a year in advance. Rates vary depending on pavilion size and length of rental. Both the reservation fee and refundable damage deposit must be paid at the time of reservation.

Pavilion Rental Policies Cancellation by the renting party must give notice one month prior to the reservation and the rental fee will be refunded, less a $10 cancellation fee. Notice less than one month prior will not be refunded. If the Parks and Recreation Department fi nds it necessary to cancel a pavilion reservation, a full refund will be given.

Alcohol is allowed at all parks, except at Central Park, Cashman Park, Kaplan’s Woods Parkway, and Owatonna Soccer Complex. Glass containers are not allowed in any parks. Permits for large containers are required. Permits are available at the Parks & Recreation offi ce for $10 and an additional damage deposit of $50. Minnesota Statue 340 regulates against the sale of alcoholic beverages.

Garbage - Renters are responsible for picking up and disposing of all garbage cre-ated by users into garbage cans provided or they could forfeit the damage deposit.

Chalet - No smoking or balloons are allowed in the Warsinski Chalet. Keys should be picked up one or two business days before the rental. Damage deposits will be forfeit for anyone using balloons or failing to return their key. A $50 fee will be charged if the parks on-call person is called to open the Chalet the day of the event.

Event and Special Use PermitsAny park use other than a private party rental requires an event or special use permit to be completed. This includes tournaments, fundraising events, Central Park stage, festivals, or any other event requiring additional assistance from park, street or other city crews; or a request to waive fees. Permits must be submitted at least 30 days prior to the event. Forms are available on the city website.

RECREATIONAL RULES • Count one throw each time disc is

thrown or when a penalty is incurred. Object is to play the course in the least number of throws.

• Start hole by throwing disc from behind the front edge of tee area.

• After teeing, the player whose disc is farthest from the hole throws fi rst. The player with the lowest score on the previous hole tees fi rst on the hole.

• A player’s foot must be touching the ground behind the previous throw while making their next throw.

• A run-up and normal follow through is allowed when there is more than 10 meters from the hole.

Therapeutic Recreation ProgramOur program offers a variety of leisure options for youth and adults with disabilities. We provide an adaptive format as well as opportunities for inclusion. Our policy within the Therapeutic Recreation program is to plan for the person first, the disability second, and to encourage the independent pursuit of personal leisure interests. Our goal is to make recreation and leisure choices available to everyone, and our objective is to accommodate individuals with necessary adaptations so they may participate as fully as their non-disabled peers.

Inclusion in Youth ProgramsYouth with disabilities or health concerns are encouraged to participate in youth sports, aquatics, trips and programs. The inclusion policy of the program provides all children registered to participate with an equal advantage. Adaptive equipment, program modifications and other accommodations are used to assist the individual as needed. Individualized consultation with parents and coordination with the coach or instructor helps make the transition possible. In addition, all coaches, aquatic staff and summer staff receive resource information for working with the child in their training sessions. Requests for one-to-one assistance is provided when possible. When enrolling your child in sports and other programs, please let staff know of medical conditions or other special needs. Information shared with a coach or instructor is confidential.

Adapted GroupsTeen ClubThis activity group is designed for ages 14-22 who have developmental disabilities and would benefit from social interaction and a place to go meet friends. Activities include structured crafts, games, local trips, tours, and attending OHS events as a group.

• Meets weekly, Thursdays 6:30-8:00pm, locations include SeniorPlace and other sites.

Night ClubThis social group is designed for adults 22 years and older, who have developmental disabilities and mental health issues. This group is an extension of Teen Club and functions similarly. Activities are more age appropriate for adults, as we encourage the independent pursuit of leisure interest whenever possible. Night Club is a place to establish and cultivate friendships through recreation.

• Meets weekly, Wednesdays 6:30-8:00pm, locations include SeniorPlace and other sites.

• Transportation provided to members in city limits for a minimal fee, riders must call Owatonna Bus Company for pick up.

LIFELIFE (Leisure Is For Everyone) is a leisure education program designed for individuals with disabilities, 20-35 years old. Members of the LIFE group learn skills necessary to make the most of their leisure time. While keeping involved in recreation activities and pursuing new friendships, they also learn to plan and organize their daily schedules outside of work using a personal planner. Our goals are to explore personal leisure interests and community resources; develop an understanding of self-advocacy and personal independence, and learn the rewards that come from volunteering. We encourage members to attend without staff, if possible. This group serves as a transition program between Teen Club and Night Club, and members will learn the importance of choosing and planning leisure options.

Fall Trips - Therapeutic RecreationWatch for our September - December newsletters for complete details regarding our Fall Trip Program. Trips will be available to persons age 14 and older who are members of Therapeutic Recreation. This fall, we’ll take some outdoor day trips to view the changing of the leaves, and the beautiful landscape as we explore southern Minnesota at its best. Watch for details about a river boat cruise on the beautiful St Croix River departing from Taylors Falls MN, a Lanesboro trip to check out the biking and hiking trails, and a trip to see what our Minnesota apple orchards and pumpkin patches have to offer this year. Staff accompanying groups are experienced individuals who follow routine safety procedures and are trained for emergency situations. They represent the City of Owatonna on these trips. If participants need individualized supervision, a parent or home staff is required to attend.

Kid’s Leisure SwimThis class is designed for ages 6-16 who have disabilities. The instructor is a qualified water safety instructor and experienced in making adaptations for the swimmer with special needs. If a WSI is unavailable, lifeguard staff will conduct a leisure swim session using games and water activities to promote physical exercise, socialization, and independence in the water. Those using a wheelchair may use our pool lift for transfer in and out of the water. Anyone whose ability restricts them

Golden TonesA musical entertainment troupe composed of singers, musicians and entertainers. You are encouraged to be a part of the Golden Tones that performs at various functions throughout the year.
