Friday, April 8, will be recorded

as Fountain Lake’s ice-out date for

2011, according to Bill Malepsy, the

city’s lake ice observer since 1969.

This is the 42nd year he has per-

formed this public service.

He said the last slivers of honey-

combed ice melted away in Edge-

water Bay in the portion next to

State Highway 13 and across from

Bayview-Freeborn Funeral Home

and the Union Center around 7 p.m.

Friday.Last year’s ice-out date was re-

corded as March 31.

The earliest ice-out date for

Fountain Lake since 1912 is March

7, 2000. That year the last patches

of melting ice were in both Dane and

Edgewater Bays. The latest recorded

ice-out date for this lake is still April

30, 1953.

This is the 99th year of the formal

listing for ice-out dates for Albert

Lea’s centerpiece lake.

The recording of these dates still

ranks as the third oldest in the state

with 10,000-plus lakes, according to

Peter Boulay of the State Climatol-

ogy Office at the University of Min-

nesota. He said the longest-known

recording of ice-out dates in the

state started in 1867 for Lake Osa-

kis near Alexandria but hasn’t been

consistent. The recording of ice-out

dates for Lake Minnetonka west of

the Twin Cities started in 1870 and

has been consistent since 1887.

Malepsy started observing and

recording the ice-out dates for

Fountain Lake in the spring of

1969. He’s continuing a local tradi-

tion started 99 years ago by John E.

“Pop” Murtaugh who died on June

1 that year. Malepsy had earlier

agreed to take over the local tradi-

tion of establishing and recording

the yearly ice-out dates.

Fountain Lake’s earliest ice-out day was March 7, 2000

employee charged with theft

Warrant is out for

woman’s arrest

A former Freeborn

County Sheriff’s Office

secretary at the center

of an internal investiga-

tion last year has been

charged in Freeborn

County District Court

with four felony counts

of theft for reportedly

taking more than $3,000

from the department.

According to court

documents, Kelley Ann

Davenport, 37, who

worked in the civil

processing department

of the Sheriff’s Office,

allegedly took a series of

checks made payable to

the Sheriff’s Office and

cashed them for her own

use.A warrant is out for her

arrest because her cur-

rent address is unknown.

Davenport began

with the Sheriff’s Of-

fice in 2007 and re-

signed in February 2010

amid the allegations of

misconduct.

When she was em-

ployed with the Sher-

iff’s Office, Davenport

managed the accounting

books of the depart-

ment’s deposit funds and

checks, along with draft-

ing checks as payment

Council to vote on

sign installation

The Albert Lea City

Council on Monday is

slated to vote on a project

aimed at improving the

safety of bicyclists riding

around Fountain Lake.

The council is consider-

ing whether to install 25

“Share the Road” signs,

funded by the Statewide

Health Improvement

Program, for the route of

the lake.

The goal of the signs

is to raise awareness of

bicyclists riding around

the lake and to inform

motorists that there are

frequently bikes on this

route. City crews will be

responsible for the sign

installation.

Sign costs by SHIP are

estimated at $3,000.

During the Monday

meeting, the council will

also:• Vote whether to

terminate the agreement

for financial services with

the city of Austin.

The Albert Lea and

Austin City Council

members entered into an

agreement at the end of

February to share Austin

Finance Director Tom

Dankert.

Both cities have since

decided the arrangement

is not practical.

Local federal employees don’t

have to worry about shutdown

If a shutdown of the

federal government had

occurred, local federal

offices were prepared.

Federal employees

at the U.S. Department

of Agriculture office in

Albert Lea and across

the nation were plan-

ning to report to work

on Monday, then take

further direction.

Now, they know they

will be able to have the

doors open next week.

A last-minute budget

deal forged amid bluster

and tough bargaining

averted an embarrass-

ing federal shutdown,

cut billions in spending

and provided the first

major test of the divided

government that voters

ushered in five months

ago.Working late

into Friday night,

congressional

and White House

negotiators

finally agreed

on a plan to

pay for govern-

ment operations

through the end

of September while

trimming $38.5 billion

in spending.

Lawmakers then ap-

proved a measure to

keep the government

running for a few more

days while the details

of the new spending

plan are written into

legislation.

Actual approval of the

deal is expected in

the middle of next

week.First District

U.S. Rep. Tim Walz

said he was pleased

an agreement had

been reached and

he would vote in

favor of legislation

to keep the govern-

ment running.

“I continue to believe

we can be fiscally re-

sponsible and make gov-

ernment more efficient,”

Walz said. “Republicans

Millionaires are fight-

ing billionaires.

That, in a nutshell,

is why the National

Football League is in

a lockout and the 2011

season in limbo.

While a decision on

how to divide $9 billion

dollars between NFL

players and owners

wouldn’t seem to affect

Albert Lea and greater

Minnesota, it will have

repercussions on local

fans, business and the

economy.

Currently, with the

help of lawyers, players

and owners are work-

ing on a new collective

bargaining agreement

after the old one expired

at the end of the 2010

season. Players want to

keep the NFL schedule

at 16 games and have

better benefits, including

lifelong financial sta-

bility. Owners

want an

18-game schedule, more

money out of the $9

billion pie and to cut pay

for rookies. Fans from

Albert Lea just want the

issue resolved.

Bob Sturtz, an attor-

ney at Goldman Sturtz &

Halvorsen is optimistic

the two will reach an

agreement in time for

the 2011 season opening

week scheduled for early

September.

“I don’t believe there

will be any games

canceled,” Sturtz said.

“There is so much mon-

ey to go around. They

just don’t know how to

split it up.”

Sturtz, who is also

an enthusiastic Vikings

fan, said he isn’t angry

with either side, though,

School football coach

and activities director

Clay Anderson said he

wouldn’t be affected by

the absence of an NFL

season this fall.

“I just makes me shake

my head in disbelief,” he

said. After dealing with

many concussions on his

football team this past

fall, Anderson sympa-

thizes with the players

and their stance against

an 18-game season.

“It is not good for foot-

ball or the players,” he

said. “Their careers are

short enough already.”

Sturtz doesn’t side

with the players or the

owners but said the NFL

Players Association, the

former union which is

now a trade organiza-

tion, does serve an im-

portant purpose during

these mediations.

“They are doing what

they need to do to pro-

tect the players,” he said.

Sturtz pointed to NFL

players of the 1950s

through the ’70s. He said

a lot of them are broke

with health problems.

He said many of those

former players didn’t

have pensions or the
