1. Background
1.1. The Capital Agartala (new) was founded in 1838 AD by Maharaja Krishna Kishore Manikya
(1830-49 AD). The Agartala Municipality was instituted in 1871 AD during the reign of
Maharaja Chandra Manikya (1862-96 AD). The 1st British Political Agent, Mr. A.W.B. Power
appointed for hill Tipprah in 1871 AD, was offered the honour of being the Chairman of the
Agartala Municipality. The Municipal Administration in Agartala was established in 1874 A.D
and the city became a planned city by the then Maharaja Bir Bikra Manikya Bahadur in
1940s.This erstwhile Princely State Capital of Tripura merged with India on 15th October 1949.
The city has become the nerve center of all political, administrative, cultural and commercial
activities of the state.
1.2. Agartala, the capital of Tripura, is situated along 23° 45'- 23° 55' N latitude and 91°15'- 91°20' E
longitude, in the flood plains of the Haora River. Historically, the city has been an important
border-trading town with trading linkages with Bangladesh. NF railway & the National Highway
(NH)-44 connects Agartala with Silchar, Guwahati and other parts of the country. Agartala is too
connected by air with Guwahati & Kolkata and most of the prominent fliers like IA, Jet, Indigo,
Spicejet etc. having regular services The climate of Agartala is of tropical monsoon type. The
average annual rainfall is around 220 centimeters (cm). The average no of rainy days is 100 days.
The temperature varies from 4.2°c to 37.6° on the average. The winter period is from November
to February, summer is from March to May and monsoon is from June to September. It has a
moderate temperature and highly humid atmosphere. Winds, which are of moderate velocity, are
from the south-to-south - east direction for most of the time. Average velocity of wind varies
from 4 km to 9 km per hour.
1.3. The city of Agartala has an altitude of 12.8 metres. The erstwhile AMC area, the central portion
of the city is located in an area lower than the surroundings. The central portion of the city is
shaped like a saucer. The central portion is bounded by the rivers Haora in the south and
Katakhal in the north. Due to its saucer shape, the city is vulnerable to recurrent flooding during
monsoons. The city is located in seismic zone.
1.4. Agartala Municipal Corporation (AMC) intends to appoint Project Development and Monitoring
Consultant for Atal Mission for Rejuvenation and Urban Transformation (AMRUT) according to
the guidelines published by MoUD.
2. Scope of Services
2.1. Agartala Municipal Corporation (AMC) (the “Authority”) invites Application (the “Proposals”)
for “selection of a suitable Project Development and Monitoring Consultant (the “Consultant”)
for Atal Mission for Rejuvenation and Urban Transformation (AMRUT)” (the “Project”).

2.2. Detailed Scope of Work
1. Each PDMC will have one state office (comprising of project management and design
professionals) at respective capital city of the state and multiple field offices (comprising of
project implementation professionals). The PDMC’s Management and Design professionals
will be stationed at state office and will travel to the project cities as per the work
requirement.
2. The project implementation professionals will be stationed in cities having population greater
than five lakh and serving all surrounding AMRUT cities having population below five lakh.
In exceptional cases the States may appoint PDMCs for a set of cities surrounding a city
having three-lakh population. Depending on the special circumstances prevailing in the UTs,
NE and Hill States they may decide on a different structure for locating the implementation
professionals.
3. The scope of PDMC under the proposed mission will be divided into four broad components
namely Planning, Design, Supervision and Project Management. The PDMC’s scope
includes preparation of City Wide Concept Plan, Service Level Improvement Plan (SLIP)
and State Annual Action Plan (SAAP). The PDMC will identify projects on the basis of
SLIP framework, and carry out required investigation, design, procurement, and
implementation. The PDMC will also ensure compliances and monitoring of the project
activities using PMIS / latest IT tools and techniques such as online monitoring of work sites
with the aid of cyber tools.
4. The PDMC will develop “City-wide Concept Plan” which is a non-fully complete CDP,
which may be based on old or revised City Development Plan (CDP). The City-wide
Concept Plan will contain the City Vision, description, situation analysis/As-is description of
the water supply, storm water drainage, sewerage and septage management and open spaces
(e.g. parks, playgrounds). All previous plans and documents (e.g. City Sanitation Plan, City
Mobility Plan, Master Plan and other plans) of all departments and agencies will also be
reviewed to craft an overall strategy focused on achievement of Service Level Benchmarks
(SLBs). Possibilities to apply smart technologies for providing better and enhanced basic
services to the people of the city will be included in the strategy.
5. PDMC will build on the available data, information and plans to assess existing levels of
coverage of water supply and sewerage. Nearly all Mission cities will have some data,
information and plans. For example, in water supply and sewerage the basic unit is the zone
(or equivalent) based on ground contours. In the zone the number of households having
water tap connections and those not having will be taken from the Census (2011) or the
baseline survey done by the MoUD. No new baseline survey is envisaged at planning stage.

Once the gap between the existing number of households having water and sewerage/
septage connections and the total number of households is computed, plans will be prepared
to bridge the gap by using one or more of the components set out in the Mission Guidelines.
7. Next, technical investigation will be done to prepare options showing different ways, both
technical and financial, to cover all the households in a zone with water supply and
sewerage/septage connections.
8. The PDMC will examine and use inter-linkages with other schemes mainly in terms of
coverage, impact, outcomes, etc.; convergence in outcomes and funds flow will also be done.
Here, innovative ways of doing more with less, application of Smart Solutions and citizen-
generated innovations will be explored. For each alternative the cost (both capital and O&M)
of the project will be prepared based on line (or abstract) estimates. After this investigation,
the Service Level Improvement Plan (SLIP) will be prepared containing options with their
capital and the O&M costs.
9. The scheduling of projects in the SLIP for next five years will be done in consultation with
citizens after informing them about likely costs of all the projects in the zones/ULB. City
Planning and SLIP development will be people-driven achieved through citizen consultation
meetings involving diverse people and groups of people, such as resident’s welfare
associations, tax payers associations, senior citizens, chamber of commerce and industries,
slum dwellers associations groups. During these consultations details of best practices and
appropriate smart solutions will also be shared with the citizens in order to enable them to
make informed decisions and generate innovative solutions. Citizen participation will
increasingly rely on ICT, especially mobile-based tools.
10. There will also be a financial plan prepared. During consultations citizens will be informed
about the cost and the need for external sources of funds. Innovative financing models and
mechanisms will be fully described. The challenge in providing basic services at benchmark
levels, at reduced costs and less resource consumption will be shared with the citizens.
11. During the process of developing the SAAP, the PDMCs should explore the possibility of
using Public Private Partnerships (PPP), which should be the preferred execution model.
12. For project identified and approved under SAAP, PDMC will prepare Detailed Project
Reports (DPRs) and Bid Document. Review of infrastructure status, gap and demand
assessment with reference to service level indicators will be made for the identified projects.
Convergence of project component will be ensured with other sectoral and area programs in
the city. Field/laboratory Investigations, surveys, formulation of technical options, design,
cost estimates and solutions to resettlement and environmental issues will be made a part of

DPR. The finance plan including O&M strategy for the complete life cycle of the project
will be an integral part of DPR.
14. Possibilities to apply smart technologies for providing better and enhanced basic services to
the citizens will be explored while formulating the DPR. At draft DPR stage, first stage
consultations will be facilitated by PDMC to engage citizens and get feedback and adopt
mid-course correction, if required.
15. The DPR will identify contracting opportunities including exploring options for PPP/
Service Level Agreements or direct contracting and accordingly provide corresponding bid
document. Based on the bid document PDMCwill support States/ULBs in the procurement
of contracting firms, according to their laws and rules.
16. The PDMCs will provide extensive support in project execution to the ULBs/State
parastatal. It will help in ensuring cost, time and quality compliances as envisaged in
contract agreement. Expertise of PDMC firms will be used by the State and City
Governments to make quick decisions so as to ensure timely completion of projects within
cost estimates.
17. The PDMC will also ensure linkage between proposed infrastructure project and delivery of
services. It will monitor improvement in services level indicators as contained in the State
Annual Action Plan (SAAP). Periodic second stage consultations for taking useful feedback
will also be facilitated by PDMCs during implementation phase.
18. All the work has to be done according to the mission statement and guidelines of AMRUT
as issued by MoUD.
3. Procedure for Submission of Bids
3.1. The application fee is Rs. 25,000/- (Rupees Twenty Five Thousand Only) which is to be
submitted along with the bid in the shape of Demand Draft on any scheduled bank in favour of
“Agartala Municipal Corporation” payable at “Agartala”. This application fee is non refundable.
3.2. Bidder shall submit, along with its proposal, a Proposal Security (the “Proposal Security”) for
an amount of Rs. 10,00,000/- (Rupees Ten Lakh) only (refundable in case of unsuccessful
bidders) in the form of Demand Draft (DD) from Scheduled Bank in favour of “Agartala
Municipal Corporation”, payable at Agartala.
4. Conditions of Eligibility of Applicants/Consultant
4.1. Applicants must read carefully the minimum conditions of eligibility (the “Conditions of
Eligibility”) provided herein. Proposals of only those Applicants who satisfy the Conditions of
Eligibility will be considered for evaluation.

4.2. To be eligible for evaluation of its Proposal, the Applicant shall fulfil the following:
(A) Financial Capacity: The Applicant should demonstrate an Average Annual Turnover
of Rs.50 crore (Rupees Fifty Crore) during last 3 (three) financial years preceding
the current year.
(B) Technical Capacity:
a. The Applicant/Consultant shall be empanelled with MoUD, GoI.
b. The Applicant shall have more than 5 (five) years of experience in the field of
Urban Development and Urban Transportation consultancy in India.
c. The Applicant must have prepared at least 3 CDP’s (each CDP having value of
minimum 1000 crore).
d. The Applicant must have prepared DPR under JnNURM for at least Rs. 1000
crore (taking all Urban Infrastructure Projects together) and for at least Rs.500
crore (taking all housing project together) for housing for poor.
e. The Applicant shall have the credibility of obtaining approval of at least one
project (project value not less than Rs. 30 crore) from MoUD in last 3 (three)
financial year for Government of Tripura or North East region.
f. The Applicant shall have successfully completed at least five urban projects in
PPP in India.
5. Procedure for Bid Submission
Bids are to be submitted in two parts,
a. Part I - would comprise of the technical bid, which would include:
Applicants shall submit the application comprising of the following documents in the formats at given
in Appendix-I (the “Application”).
I. Documents supporting the eligibility criteria: I.1. To demonstrate eligible experience Proof of certificate/ Work Order/ Agreement from/with
the competent Government Authority for demonstrating required experience
I.2. Copies of the registration certificate of the firm/company
I.3. Certificate from Firm’s CA supporting the turnover
II. Other documents supporting the Application:
a. Approach and Methodology specific to the project
b. Urban Development projects approved by MoUD
c. CVs of proposed Key Personnel

Part II - would be the financial capacity and would cover the following:
a. The rate should be quoted in both figure and words.
b. Applicants should quote rates clearly indicating the applicable taxes and levies.
5.1. Please note that associating with other firm, consortiums and Joint Venture between firms is not
permitted.
5.2. Bids shall remain valid for a period not less than 90 days from the last date of receipt of
Bid or this may be extended beyond this with the consent of the Applicant as per necessity.
During the above mentioned period no plea by the Applicant for any sort of modification of the
Bid based upon or arising out of any alleged misunderstanding of misconceptions or mistake or
for any reason will be entertained.
5.3. Bids will not be received after the last date / time prescribed in RFP
5.4. The authority reserves the right to verify all statements, information and documents, submitted
by the applicant in response to the Application. Failure of the authority to undertake such
verification shall not relieve the Applicant of its obligations or liabilities hereunder nor will it
affect any rights of the Authority there under.
5.5. In case it is found during the evaluation or at any time before signing of the agreement or after
its execution and during the period of subsistence thereof, that one or more of the eligibility
conditions have not been met by the applicant or the applicant has made material
misrepresentation or has given any materially incorrect or false information, the applicant shall
be disqualified forthwith if not yet appointed as the consultant either by issue of the LOI or
entering into of the agreement, and if the applicant has already been issued the LOI or has
entered into the agreement, as the case may be, the same shall, notwithstanding anything to the
contrary contained therein or in this Application, be liable to be terminated, by a
communication in writing by the authority without the authority being liable in any manner
whatsoever to the applicant or consultant, as the case may be.
5.6. The bids would have to be submitted in separate sealed covers super scribed “Technical Bid”
and “Financial Bid” respectively and both envelopes kept in a single envelope marked
“Selection of a suitable Project Development and Monitoring Consultant (the
“Consultant”) for Atal Mission for Rejuvenation and Urban Transformation (AMRUT)”
for Agartala Municipal Corporation and should be addressed to:

5.7. The cover should clearly indicate the name of the organization submitting the bid.
5.8. This document of detail terms of reference and other conditions will form a part of the proposal
and should be submitted duly signed by the applicant on every page to be submitted with bid.
5.9. All documents should be in English.
5.10. Bids submitted through Email will not be accepted.
5.11. Pre-bid meeting will be held on 27/10/2015 at 12 PM in the chamber of Municipal
Commissiner of Agartala Municipal Corporation, City Center, Agartala-799001.
5.12. The Bid documents should be submitted in the Office of the Municipal Commissioner,
Agartala Municipal Corporation, City Centre Complex, Paradise Chowmuhani, Agartala latest
by 4:00 P.M till 03.11.2015.Bid documents will be opened on same day at 5:00 PM if possible.

6.2. The Consultancy firm/agency shall submit the invoice for payment when the payment is due as
per the agreed terms. The payment shall be released as per the work related milestones achieved
and as per the specified percentage.
6.3. Once a milestone is completed, the Consultancy firm/agency shall submit the requisite
deliverables. The Authority shall release the requisite payment upon acceptance of the
deliverables. However, if the Authority fails to intimate acceptance of the deliverables or its
objections thereto, within 15 days of receipt of it, the Authority shall release the payment to the
Consultancy firm/agency without further delay.
6.4. In case of early termination of the contract, the payment shall be made to the Consultancy
firm/agency as mentioned here with: (i) Assessment should be made about work done from the
previous milestone, for which the payment is made or to be made till the date of the
termination. The Consultancy firm/agency shall provide the details of persons reasonably
worked during this period with supporting documents. Based on such details, the remuneration
shall be calculated based on the man month rate as specified.
7. Evaluation of Application
7.1. AMC will review all the eligible “Bid” of the applicants. The assessment of the technical bids
would be based on the following criteria;

7.3. During preparation of SLIPs, SAAP, Preparation of DPRs and for PMC one Team Leader, three
(3) engineers and supporting staffs must be stationed in Agartala.
7.4. The marks secured based on evaluation of the technical bid as per the above shall be the
technical score of the Applicant for the Project being considered for evaluation (“Technical
Score”).
7.5. Agartala Municipal Corporation will review all the eligible “Applications” and applicant
scoring 90 (“Technical Score) (Ninety) marks out of 100 (hundred), would only eligible for
further evaluation and opening of financial bid
7.6. Criteria for Evaluations of Financial Proposal
a) At the end of the evaluation of pre-qualification and technical proposals, Agartala
Municipal Corporation shall invite applicants who have submitted substantially
responsive pre-qualification and technical proposals and who have been determined as
qualified, for the opening of financial bids. The Applicants shall then be requested to
attend the opening of the financial bids. The schedule and venue for opening of
financial bids shall be duly intimated to the substantially responsive s well in time.
Following shall be read out and recorded at the time of opening of financial bids:
The name of the Applicants
Any other details Agartala Municipal Corporation may consider appropriate.
b) If the bid of the Successful Applicant is seriously unbalanced in relation to the market
rate or Agartala Municipal Corporation’s estimate of the cost to be performed under the
Contract, Agartala Municipal Corporation may require the Applicant to produce a
detailed price analysis for any or all items specified in price bid, to demonstrate the
internal consistency of those prices with the Good Industry Practice. A bid, which is
unrealistically lower or higher than estimate and which could not be substantiated
satisfactorily by the Applicant, may be rejected
c) The financial bids of Applicants, who have secured a “Technical Score” of 90 marks or
above, shall be tabulated for the Project and the Applicant whose financial bid is the
lowest for the Project (“L1 Applicant”) shall be given a Financial Score of 100 marks.
The Financial Scores of Applicants for the Project shall be computed as follows:

d) The marks secured based on evaluation of the Financial Bid as per the above shall be
the financial score of the Applicant for the Project (“Financial Score”).
e) Computation of Composite Score and Determination of Successful Applicant and
award of Project:
The quality marks and the price marks obtained above shall be used to arrive at a
composite score for each using the following weightages:

f) The Applicants qualified in technical capability and financial capability and obtaining
the highest composite score as per the formula prescribed above, would be considered
the preferred applicant for the award of the Project at the sole discretion of Agartala
Municipal Corporation.
g) Negotiations would be done with preferred applicant:
a. The aim would be to reach an agreement on all points, clarification on taxes
and initiate a draft contract at the conclusion of negotiations. .
b. Changes agreed upon will then be reflected in the draft contract,.
h) A detailed contract would be executed within 15 days of issue of work order between
Agartala Municipal Corporation and preferred Applicant which would cover all features
of this RFP document and negotiations.
8. Contract Performance Guarantee / Security Deposit
8.1. A contract performance guarantee is intended to secure the performance of the entire contract.
The Contract Performance Guarantee to be submitted at the time of award of work.
Performance Security shall be 5% of the consultancy fee and this amount should be submitted
within 28 days of receipt of Letter of Acceptance (LOA) by the successful Applicants in any
of the forms given below.
o A Bank Guarantee (Refer Appendix 5)
o FDR or any other form of deposit stipulated by the Employer

o Demand Draft drawn in favour of the Agartala Municipal Corporation, on any
Nationalized Bank of India payable at Agartala
8.2. If performance security is provided by the successful Applicants in the form of bank
guarantee it shall be issued by any Scheduled Bank of RBI/National Bank at the Applicant’s
option
8.3. Bank Guarantee shall be valid for a period of at least 6 (six) months from the date of issuance
of letter of award.
8.4. Performance security in the form of Bank guarantee is to be submitted in the format
prescribed. Bank guarantee shall be irrevocable by the successful Applicant.
8.5. The Guarantee amount shall be payable to the Employer without any condition whatsoever.
8.6. The employer shall be at liberty to deduct from the contract performance guarantee such sums
as are due and payable by the Applicant to the Employer as may be determined in terms of the
contract, and the amount appropriated from the contract performance guarantee shall have to
be restored by Applicant subsequently. Contract Document shall be as per the features of this
EOI cum RFP and shall be provided to the selected Applicant.
8.7. Contract Performance Guarantee shall be released/returned after submission of Final Report
/Completion of the task
9. Right to reject any or all Proposals
Notwithstanding anything contained in this ‘Application’, the Authority reserves the right to
accept or reject any proposal and to annul the selection process and reject all proposals, at any
time without any liability or any obligation for such acceptance rejection or annulment, and
without assigning any reasons thereof.
9.1. The authority reserves the right to reject any proposal if:
at any time, a material misrepresentation is made or uncovered, or
Applicant does not provide, within the time specified by the authority, the

Approach & Methodology specific to the project (Not more than 2 pages)
[Technical approach, methodology and work plan are key components of the Technical Proposal.
You are suggested to present your Technical Proposal (maximum of 50 pages, inclusive of charts and
diagrams for Full Technical Proposal and maximum of 10 pages if a Simplified Technical Proposal is
used) divided into the following three chapters:
a) Technical Approach and Methodology,
b) Work Plan, and
c) Organization and Personnel,
a) Technical Approach and Methodology. In this chapter you should explain your
understanding of the objectives of the assignment, approach to the services, methodology for carrying
out the activities and obtaining the expected output, and the degree of detail of such output. You
should highlight the problems being addressed and their importance, and explain the technical
approach you would adopt to address them. You should also explain the methodologies you propose
to adopt and highlight the compatibility of those methodologies with the proposed approach.
b) Work Plan. In this chapter you should propose the main activities of the assignment, their
content and duration, phasing and interrelations, milestones (including interim approvals by the
Client), and delivery dates of the reports. The proposed work plan should be consistent with the
technical approach and methodology, showing understanding of the TOR and ability to translate them
into a feasible working plan. A list of the final documents, including reports, drawings, and tables to
be delivered as final output, should be included here.
c) Organization and Personnel. In this chapter you should propose the structure and
composition of your team. You should list the main disciplines of the assignment, the key expert
responsible, and proposed technical and support personnel. You shall also specify if you will be the
lead firm in a joint venture or in an association with Sub-Consultants. For joint ventures, you must
attach a copy of the joint venture agreement.]

In consideration of Competent Authority acting on behalf of the Agartala Municipal
Corporation (hereinafter referred as the "AMC", which expression shall, unless repugnant to
the context or meaning thereof, include its successors, administrators and assigns) having

been fully and properly carried out by the said Consultant and accordingly discharges this

thing whatsoever which under the law relating to sureties would, but for this provision, have
the effect of so relieving us.
6. This Guarantee will not be discharged due to the change in the constitution of the Bank or the
Consultant(s).
