1. Analytical Consultant: 2019 Gender and Inclusion Review (GIR) Plan are seeking to find a consultant to support with the 2019 Gender and Inclusion review analysis. The Gender and Inclusion Review (GIR) is Plan International’s annual monitoring process for Plan International’s Global Policy on Gender Equality and Inclusion, which was approved by the Members Assembly in 2017. The annual process provides all Plan International offices with a space and mechanism to reflect on how gender transformative and inclusive their work is. It is centered around the three inter-related areas of the Implementation Guidelines of the Global Policy on Gender Equality and Inclusion: (1) Offices and Staff, (2) Programming and Influencing, (3) Marketing and Communications. The GIR uses an on-line survey tool on SurveyMonkey, available in English, Spanish, Portuguese and French. Data from the GIR tool is be complemented with secondary data from the quarterly KPI process, the Global Staff Engagement Survey, HRIS as well as findings from Gender Equality and Inclusion Self-Assessment (GEISA) processes where available. The findings of the review can be used by management and all staff for annual planning and budgeting, as benchmarking that can contribute to the transformation process, to trainings, inductions of new staff and more. Additionally, it should aid offices with preparation for the more in-depth Gender Equality and Inclusion Self-Assessments (GEISAs) and Gender and Inclusion Audits by Global Assurance. The review process is compulsory for Plan International offices, while National Organizations are strongly encouraged to participate.

Requirements (to be met in full): Objectives of the GIR Process The principal objectives of the GIR process are;

• To enable constructive discussion on the progress, challenges and opportunities related to embedding our commitment to gender equality and inclusion.

• To provide the organization with global data and a clear picture on our progress towards implementing the Global Policy on Gender Equality and Inclusion and 100 Million Reasons.

• To enable year-on-year data and comparative data from the past processes.

• To support a range of reporting and communications activities on gender equality, girls’ rights and inclusion, including for external audiences.

Objective of the Consultancy To support Plan International’s Global Hub to analyse data from the 2019 Gender and Inclusion Review and produce high quality reports that clearly articulate, and progress reported by offices on gender equality, girls’ rights and inclusion, challenges and opportunities. Key Consultant Tasks - Collate analyse quantitative data from different office type across Plan (Country, Regional,

National, Liaison and Global Hub) across the 30 questions of the 2019 GIR and identify trends, commonalities, areas of concern and opportunities.

- Analyse qualitative information to identify trends, what is working well, where and why, what is really driving change, what types of challenges offices are facing and how they are being overcome, and where are examples of good/promising practice that Plan can learn from.

- Liaise with relevant colleagues in key Departments and functions to garner their analysis of specific areas / questions and ensure additional data sources are considered and triangulated

- Identify gaps in data and communicate immediately with relevant offices to clarify and adjust as necessary

- To prepare preliminary findings, conclusions and recommendations for the Annual Gender and Inclusion Group (GIG) meeting (December 9th – 12th 2019)

- Write a comprehensive report describing and analysing the findings from each of the GIR sections

- To prepare preliminary findings, conclusions and recommendations in a succinct Executive Summary of the 2019 GIR Report in time for the Annual Gender and Inclusion Group (GIG) meeting (December 9th – 12th 2019)

- Prepare quantitative comparative analysis of findings for each office (e.g. Country Office compared to other offices in their region, National Organisation compared with other National Organisations etc.)

- Share drafts of each deliverable in a timely manner with a core team to get feedback before finalising.

Key Relationships The Consultant will work closely with the Gender and Inclusion Team in Plan’s International’s Gender, Research, Inclusion and Learning Department who lead the GIR. This team will liaise with key Departments to ensure a comprehensive analysis and report, including;

✓ Global Assurance: To validate integrity of data and ensure alignment with Global Management Standards

✓ Human Resources: To validate data and triangulate data with other relevant sources ✓ Global Influencing and Partnerships: To harvest their analysis of relevant findings and what

it means for influencing, communications work ✓ Regional Hub and National Organisation Representatives: To identify issues that need to

be clearly addressed from a regional Hub and National Organisation perspective.

The Consultant will report directly to the Global Inclusion Specialist within the Gender, Inclusion, Research and Learning (GIRL) Department who is the GIR Global lead. Key Deliverables

1. Draft full report in Microsoft Word 2. Executive Summary in Microsoft Word outlining key findings, comparison to previous years,

conclusions and recommendations (max 05 pages) 3. Final full report in Microsoft Word outlining key findings across three key sections (Offices

and Staff, Programming and Influencing, Marketing and Communications) and clearly articulates conclusions and recommendations. (max 30 pages)

4. Statistical Comparative Analysis of findings for each office type.

Suggested Timeline The following activities should be reflected in your application and be conducted between November and December 2019.

Consultant qualifications and skills • Postgraduate degree in social sciences, gender and/or inclusion studies and human rights

• Proficiency in qualitative and quantitative methods of data collection

• Expert knowledge of survey platforms such as SurveyMonkey

• Proven experience in data analysis for gender/inclusion audits or self-assessments

• Excellent writing skills in English and ability to convey complex issues in plain, accessible language

• Knowledge of Plan’s governance and management structures (preferable)

• Experience of Plan’s cross-cutting issues such as gender equality and inclusion as well as awareness on child protection and child rights issues.

2. List of documents to be submitted with the RFQ Add any additional documents to the table below. The following examples are the minimum requirement. RFQ must be inclusive of the following documents:

Submission of offers The offer must be sent via email to [email protected] Offers must be received before the deadline specified in the “Request for Quotations” Pricing for services should state whether they are fixed or non-fixed. 4. Evaluation of offers Shortlisted suppliers may be invited to discuss their proposals in more detail at Plan’s discretion. Plan International, at its sole discretion, will select the successful RFQ. Plan international shall be free to:

• Accept the whole, or part only, of any submission

• Accept none of the proposals

• Republish this Request for Quotations Plan International reserves the right to keep confidential the circumstances that have been considered for the selection of the offers. Part of the evaluation process may include a presentation from the supplier and a site visit by Plan International staff, to offices. Value for money is very important to Plan International, as every additional £ saved is money that we can use on our humanitarian and development work throughout the world. Plan International may award multiple contracts and all contracts will be non-exclusive. 5. Contract Payment terms Please note that, if successful, Plan International’s standard terms of payment are 30 days after the end of the month of receipt of invoice, or after acceptance of the Goods/Services/Works, if later. 6. Plan International’s Ethical & Environmental Statement

The supplier should establish environmental standards and good practices that follow the principles of ISO 14001 Environmental Management Systems, and in particular to ensure compliance with environmental legislation
