Westside Village Update on Planning and Transportationby Ken Alpern

Your Westside Village Homeowners AssociationBoard (WVHA) has been both watchful and activewith the various transportation and planning issuesthat are being raised not only on the Westside butthroughout the City.

Starting with the Expo Line, and developments adjacent to it, the WVHA continues to support theconstruction of the Phase extension from CulverCity to Santa Monica. Those groups against the extension of the line along the Exposition LineRight of Way—citing their opposition to themethodology of the Phase EIR—have lost theircase in the California State Supreme Court.

Construction is now proceeding at a rapid pace,with utility relocation nearly completed andbridge/track and sound wall construction occurringthroughout the week between Palms and SantaMonica. Traffic on Motor, Overland, Westwood,Military, Sepulveda and Sawtelle is being impacted.By now, any Westside Villager planning to drivethese streets should know to leave extra travel time!Completion is currently scheduled for . After a far-reaching and aggressive Westside community/grassroots effort, the proposed Casden/Sepulveda project has been reduced to remove virtually all of its commercial real estatesquare footage, and the number of residential unitshas been dropped to below units. The project isstill too large for many, if not most of us, on theWestside, including those who advocate for transit-oriented development. It has one ten-storytower and two six-story towers, has no guaranteedtransit-oriented amenities, and has a planningprocess that was and still might be a target for multiple lawsuits.

With the completion of the I- Overland AvenueBridge project, Overland Ave. and National Blvd.have been resurfaced and upgraded to allow easiertravel and access, both through the National/Overland intersection and to/from the - freeway.However, drivers be aware there is no longer a leftturn (westward) onto National Blvd. when drivingnorth on Overland Avenue–drivers must turn at National Place

The freeway widening project, which is a yearoverdue and $million overbudget, has two maingoals. The first goal is to widen the northbound -

freeway by a single lane to fill the remaining gap inthe northbound HOV/Carpool lane (which currentlyexists from from the northern to the southern endof the - to its junction with the - freeway). Thesecond goal is to upgrade and improve the free flowof the on/off-ramp network on the - freeway between the - and U.S. freeways. The Metrowebsite (http://www.metro.net/projects/i-405/) cites mid- as the projected completion date.

L.A.’s new Mayor, Eric Garcetti, is focusing on ways

to “get back to basics”, including pothole repair.Westside Village is part of the Mar Vista CommunityCouncil (MVCC), which has responded to a call forpothole repairs. There will be a asphalt repair teamscheduled for September th to fix as many of themost urgent pothole requests within the MVCC ascan be reasonably performed, and the team will return for a second day in the near future.

Although it is in the very early stages, the PalmsNeighborhood Council (PNC) is leading a collaborative effort with the MVCC to create anOverland Avenue Task Force to beautify and repairOverland Avenue between the - freeway and Culver City.

The WVHA Board urges any Westside Villager tobecome active in the WVHA, MVCC and/or PNCto ensure that the City, the business community, andour region, create the best transportation and infrastructure network possible for the Westside,and to ensure the most beneficial planning processto enhance the quality of life for Westside Village.
