• 13 Sector councils in place with +/-18 months of experience

• A well defined Model of Sector Council (VET Act)

Task 3: Stimulate ideas & proposals for improvement

• study visits to Scotland and (additional) to France on other models of SCs

• training sessions on Qualification Management

• two x 2days workshops: „SWOT analysis of the SCs” & proposals

Report on „Role and responsibilities of the SCs”

Main recommandations

1. Increase the involvement of the key VET stakeholders in the Sector Councils’ work

•Promote SCs to key member organisations (Employment Service, Higher Education, Trade Unions…)

• Attract/retain „influential” SC members with:• clarified criteria for SCs members’ selection /

appointment• SCs activities adapted to „busy” members

1. Increase the involvement of the key VET stakeholders in the Sector Councils’ work (2)

Proposals to be further discussed:

•Increase the influence of „the world of work” in the SCs (reassess the representation ratio?)

• Develop SCs work at the sub-sector level

• Extension of the Sector Councils work to some „post-secondary” VET programs ?

Main recommandations

2. Develop mechanisms for permanent improvement of the work of the SCs

Emerging initiative:• A „secretariat for SCs” within the AVETAE

Other suggestions:• Periodic cross-sector discussions of the SCs on common issues & improvements of the practices

• Quality assurance applied on the SCs work and on the Qualification validation process

The Croatian Sector Councils:

Already recognised key institution…

… but still in its implementation phase.

A particular support from all VET stakeholders is needed !
