AGENCY NEW DELHI, JUNE 29 The Supreme Court on Tuesday di- rected that by July 31, 2021, all states and Union Territories must implement the 'One Nation One Ration Card' scheme that allows migrant labourers to get ration benefits from any part of the coun- try, irrespective of the place where their ration card is registered. 'One Nation One Ration Card' is a scheme implemented by the Government of India providing for nation-wide portability of Nation- al Food Security Act Ration card. A Bench of Justice Ashok Bhushan and Justice MR Shah said 'One Nation One Ration Card' is an "important citizen-centric reform". "Its implementation ensures availability of ration to beneficiar- ies under National Food Security Act (NFSA) and other welfare schemes, especially to the migrant workers and their families at any Fair Price Shop across the coun- try," the Bench said. "We, thus, are of the view that those States who have not yet im- plemented One Nation One Ration Card scheme should implement the same. We direct the States who have not implemented the One Na- tion One Ration Card scheme to implement the scheme by not later than July 31, 2021," ordered the court. The top court also directed the Centre and state governments to provide dry ration and continue community kitchens for migrant workers till the pandemic contin- ues. The top court further directed the Centre and States to complete registration of all migrant workers including those in unorganised sectors positively by July 31, 2021. Further, the Centre was asked to develop a portal for registration under National Database for Unor- ganised Workers (NDUW) in con- sultation with National Informat- ics Centre (NIC) to register unor- ganised and migrant workers and complete the portal and commence the process by July 31, 2021. When the unorganised work- ers are waiting for registration and are waiting to reap the benefit of various welfare schemes of the States and Centre, the "apathy and lackadaisical attitude by the Min- istry of Labour and Employment is unpardonable", the apex court said. The Bench said there was ur- gency in the portal to be finalised and implemented looking to the pandemic and dire need of unor- ganised workers to receive the benefit. "The attitude of Ministry of Labour and Employment in not completing the module even though directed as early as on Au- gust 21, 2018, shows that Ministry is not alive to the concern of the migrant workers and the non-ac- tion of the Ministry is strongly dis- approved," the order stated. "Both, in the first and the second wave of the pandemic, migrant workers had been exposed to financial and other forms of hardships due to their limited access. The encounter had broken out during a Cordon and Search Operation (CASO) on Monday afternoon in Sri- nagar outskirts. Giving details about the incident, the spokesman said there was a specific information about mili- tants' plan to carry out attack on a highway. Corona guidelinesflouted in BalkunjS KBILASPUR: In a programme organisedin Balkunj Chhachhrauli, the guidelinesimplemented during the Corona periodwere flouted. The possibilities of running flyingschools on Public Private Partnership(PPP) basis at 4 locations in Haryanaare being explored, For two locationstenders have also been allotted. Government, through the Min-istry of Social, Justice and Em-powerment, Old Age Al-lowance, Widow Pension, Di-vyang Pension, Destitute Chil-dren, Ladli Social Security Al-lowance Scheme 1 lakh in Kar-nal district. An amount of Rs 44crore 90 lakh 64 thousand is dis-tributed every month as pensionto 84 thousand 37 beneficiaries.

MP Sanjay Bhatia informed that theHaryana Government is providing pensionamount at the rate of Rs 2500 per monthunder various schemes through Social,Justice and Empowerment Department.He said that under the old age honour al-lowance scheme, an amount of Rs 25 crore83 lakh 45 thousand is being given to 1lakh 3 thousand 338 beneficiaries in thedistrict as honour allowance.

CS takes stock of constructionwork of NH 152D

Deputy Commissioner Pradeep Dahiya apprised HaryanaChief Secretary Vijay Vardhan about the status of constructionwork of National Highway 152D through VC.

The Deputy Commissioner said that some people are cre-ating hurdles, which will be resolved. Dahiya said that the cen-tral and state governments are completely serious about theconstruction of roads. There should not be any obstacle in theconstruction work. In such a situation, the concerned officialsshould solve the problem before July 10.

Dahiya said that the National Highway 152-D to be builtunder the ambitious plan of the Central Government will passthrough many villages of the district which is under construc-tion.

This highway is located in the villages of SalempurMehdood, Pabnawa, Kaul, Sangroli, Toontha, Khedi Sikander,Barsana, Hajwana, Barsana, Crora, Kalayat sand, Julani Khe-da, Badsikri, Ramgarh, Kharak Pandava and Kalayat, Dhand,Chandlana, Faral and Tyontha.

Railway over bridge will be built at Pabnawa village onKurukshetra-Jind railway line. A big bridge will be built onSirsa branch in village Kaul. Eight ROBs, three flyovers areto be built in the district. He said that 85 small underpasses and11 major underpasses would be built for convenience on ma-jor routes.

Deputy Commissioner Nishant Kumar Yadav informedthat under the Dr. BR Ambedkar Meritorious Scholar-ship Scheme, there is a provision to give scholarship tothe students of Scheduled Castes and Backward Class-es and Vimukt Jatis, Nomadic, Ardha Ghumantu andTapriwas castes in Karnal district so that these familiescan get education. Poverty should not come in the wayof students' studies. For this, an amount of about Rs. 1crore 60 lakh was given to 1919 students in the districtin the form of scholarship under this scheme last year.

He said that under this scheme, scholarship is givento students whose annual family income does not exceedRs. 4 lakh and the student should be a native of Haryanaas well as belonging to Scheduled Castes and BackwardClasses and Vimukt Jatis, Nomadic, Ardh Ghumantu andTapriwas caste. These scholarships will be given to thestudents on the basis of marks obtained in the examina-tion of all the faculties in Matriculation, XII and Gradua-tion classes. They will be provided to the students study-ing in all government, non-government, recognisedschools, colleges, institutions and universities. He saidthat under this scheme, SC students who got 70 per centmarks in urban area and 60 per cent marks in rural area inMatriculation would get Rs 8000 per year during the firstyear of XI and all diploma and certificate courses. He saidthat the students who have secured 75 per cent in urbanarea and 70 per cent marks in rural area in class XII wouldget Rs. 8000 per annum for arts and commerce, scienceand all diploma and certificate courses.

“It was in September 2019, thatthe use of drones for smugglingweapons was first established inAmritsar and since then, such flyingmachines & delivery platforms arebeing used frequently for smug-gling of drugs and weapons, andnow, the terrorist attack in Jammuusing drone has become anothermajor security concern,” said DGPDinkar Gupta adding that more than60 drone sightings have been re-ported by the BSF, Punjab Policeand the people of the State over thelast 20 months.

The DGP was in Gurdaspur tohold a high-level meeting with sen-ior officials of Border SecurityForce (BSF) and Punjab Police de-ployed in the Gurdaspur andPathankot districts. Notably, in thewake of the attack at the Air Force

base in Jammu through a drone onSunday, this was the second high-level meeting presided over by theDGP in the border districts. With thesemeasures taken by the Modigovernment, the package of Rs6.28 lakh crore, especiallytourism, small industries,agriculture and healthcaresector, will get huge benefitsand will open new opportunities

for self-employment. Tourismand allied industries play animportant role in the economyof Himachal Pradesh. In thispackage, a provision has beenmade to provide financialassistance by the government tothe registered tourist guides andtravel tourism stakeholdersaffected by the Kovid epidemic.

6th pay commission recommendationsshould be implemented soon: Sharma

He wrote anapplication for NOC 15-20 daysago and gave it to the PanchayatSecretary Ispur. But he keptprocrastinating for the NOC, then inthe end he demanded Rs 12000 inreturn for giving the NOC.Ravindra Kumar complained aboutit to Vigilance. After preliminaryinvestigation of the case, thevigilance registered a case against

the accused as per Section 7 of thePC Act 1988 and caught theaccused red-handed while Rs 12000as bribe near Ghaluwal by setting atrap. Rs 12000 bribe was recoveredfrom the dicky of the accused's

motorcycle on the spot. Theaccused did not hold the bribe notesby hand and kept them in the trunkof the motorcycle. The accused hasbeen arrested after the trap and willbe presented in the court tomorrow.

Dr. Jagat Ram, DirectorPGIMER stated that they have 85covid cases in PGIMER, out ofwhich 09 belong to Chandigarh, 55to Punjab, 16 to Haryana, 03 to Hi-machal Pradesh & 02 from otherstates. He also mentioned that theyhave tested 7,724 samples and thepositivity rate was 0.69% forChandigarh. He also mentioned thateven elective surgeries have beenstarted by PGIMER now. He fur-

ther stated that they are doing about100 surgeries daily and currentlyhave about 1,500 patients admittedindoor. There is no covid positivepatient in waiting in emergency re-quiring transfer to covid facilities.The number of mucromycosis pa-tients being received daily alsocome down to about 8 patients perday. The fatality of mucromycosiscases has also come down to 12% inPGIMER.

He also informed that sero-sur-vey for paediatric cases has beenstarted and initial sampling of about10% has been completed.

Administrator appealed to theresidents of Chandigarh to co-oper-ate fully with the PGIMER team incollecting samples for sero-survey,which is very important for futurestrategy to combat covid in the city.

On a special enquiry from theAdministrator, Director, PGIMERclarified that civil works for in-stalling 2,000 Litre Per Minute(LPM) oxygen plant have been

completed and the plant will bemade functional soon. He assuredto start the genome sequencing labin PGIMER urgently. So far, thesample for genome sequencing arebeing sent to NCDC Pune & Delhi,which are taking long time to givethe results. Dr. Jasbinder Kaur, Di-rector Principal, GMCH-32 statedthat they have tested 4,413 covidsamples and the positivity rate wasfound to be 0.84%. She also men-tioned that there are 26 active casesof Mucormycosis (Black fungus),out of which 05 are also sufferingfrom corona. She apprised thatsurgeries have also been started inGMCH-32 and physical OPDsthrough online appointments wouldalso be started from next week.

Dr. Amandeep Kang, DirectorHealth Services stated that 11,270covid samples have been tested forthe city during last week and thepositivity rate was 1.4%. She men-tioned that the overall recovery ratewas 98.4%. She also mentioned that

5,11,872 doses of vaccines havebeen administered in Chandigarh sofar. Currently about 38,000 dosesare available and they are going tostart evening vaccination centres inall Civil Hospitals and GovernmentMulti-Specialty Hospital, Sector 16from 05:00 PM to 09:00 PM (ex-cept Sunday) from 30/06/2021 on-wards to facilitate vaccination ofserving residents.

Deputy Commissioner, Mohalistated that they have 270 active cas-es, Deputy Commissioner,Panchkula stated that they have 70active cases and Deputy Commis-sioner, UT, Chandigarh stated thatthey have 181 active cases. Deshmukh seeks exemption frompersonal appearance before ED

Former Maharashtra HomeMinister Anil Deshmukh onTuesday wrote to EnforcementDirectorate (ED) requestingthem to record his "statement onaudio/visual mode of any natureof your choice at whatever timeconvenient". ED had summonedDeshmukh to its office inMumbai at 11 am for questioningtoday in connection with analleged money laundering case.

In the letter, Tassine Sultan,Assistant Director, ED, theformer Maharashtra HomeMinister cited health issues asthe reason for his inability toappear before the investigatingagency. Deshmukh alsorequested a copy of ECIR saying"so that I can tender effectiveassistance" and asked the ED torecord his statement on the audioor visual mode at whatever timeconvenient. "You have alreadyrecorded my statement forseveral hours on Jun 25 despite

me being an old person of about72 years of age suffering fromvarious age-related ailments. Onthe earlier date of the search, Ihave been exposed to many EDofficials without maintainingproper social distancing. Onaccount of my age and health, Iam vulnerable to contractCOVID-19 disease," Deshmukhsaid. The investigation agencyhad summoned the formerMaharashtra Home Minister toits office on Saturday. However,

he skipped the ED summon andsought a fresh date forappearance.

ED had already arrestedDeshmukh's aides KundanShinde and Sanjeev Palande onSaturday in connection to thecase. The same day, the SpecialPMLA (Preventions of MoneyLaundering Act, 2002) courthad sent Shinde and Palande toED custody till July 1.

there is a definite link betweensleep patterns and personality,and a specific set of personalitytraits come together to fit themorning person type.

Researchers from the Uni-versity of Warwick with col-leagues from the University ofTartu have recently had the pa-per, 'Personality Traits Relate toChronotype at Both the Pheno-typic and Genetic Level' pub-lished in the 'Journal of Person-ality'. The link between the dif-ferent hierarchies of personali-ty, sleep patterns and even ge-netics has been discovered bythe researchers. Atypical exam-ple of a morning person isthought to be someone whowakes up naturally at 6 am,goes for a jog, showers, hasbreakfast, and is ready for aproductive day at work by 9am. Whereas an evening personstruggles to get up in the morn-ing and feels more productivein the evening. In the study, theresearchers analysed the rela-tionship between sleep timing(chronotype), preference to the

morning/evening, and personal-ity traits at a phenotypic and ge-netic level. Ultimately the re-searchers found that the rela-tionship between personalityand morningness-eveningnessis partly due to genetic factors.Using a large-scale sample ofparticipants from the EstonianBiobank, researchers askedthem to answer questionnairesabout their sleep timings and

personality, personality wasalso assessed by someone whoknew the participant well. Onceanswered researchers were ableto identify the phenotypic rela-tionships between sleep andpersonality. However, theywere also able to calculate thegenetic correlations throughsummary statistics of largegenome-wide association stud-ies of personality.

According to a new study, pa-tients who had their wisdomteeth extracted had improved

tasting abilities decades after havingthe surgery. The findings of the newPenn Medicine study were pub-lished in the journal 'Chemical Sens-es'. The results of the study chal-lenge the notion that removal ofwisdom teeth, known as third mo-lars, only has the potential for nega-tive effects on taste, and representone of the first studies to analyse thelong-term effects of extraction ontaste.

"Prior studies have only pointedto adverse effects on taste after ex-traction and it has been generallybelieved that those effects dissipateover time," said senior authorRichard L. Doty, PhD, director of

the Smell and Taste Center at theUniversity of Pennsylvania. "Thisnew study shows us that taste func-tion can actually slightly improvebetween the time patients have sur-gery and up to 20 years later. It's asurprising but fascinating findingthat deserves further investigation tobetter understand why it's enhancedand what it may mean clinically,"added Doty. Doty and co-authorDane Kim, a third-year student inthe University of PennsylvaniaSchool of Dental Medicine, evaluat-ed data from 1,255 patients who hadundergone a chemosensory evalua-tion at Penn's Smell and Taste Cen-ter over the course of 20 years.Among that group, 891 patients hadreceived third molar extractions and364 had not. The "whole-mouth

identification" test incorporates fivedifferent concentrations of sucrose,sodium chloride, citric acid, and caf-feine. Each solution is sipped,swished in the mouth, and then spitout. Subjects then indicate whetherthe solution tastes sweet, salty, sour,or bitter. The extraction group out-performed the control group foreach of the four tastes, and in all cas-es, women outperformed men. Thestudy suggests, for the first time,that people who have received ex-tractions in the distant past experi-ence, on average, an enhancement(typically a three to 10 percent im-provement) in their ability to taste."The study strongly suggests thatextraction of the third molar has apositive long-term, albeit subtle, ef-fect on the function of the lingual

taste pathways of some people,"Kim said. Two possibilities, the au-thors said, could explain the en-hancement.

First, extraction damage to thenerves that innervate the taste budson the front of the mouth can releaseinhibition on nerves that supply thetaste buds at the rear of the mouth,increasing whole-mouth sensitivity.Second, hypersensitivity after pe-ripheral nerve injury from a surgerylike an extraction has been well doc-umented in other contexts. There isevidence, for example, from animalstudies that repetitive light touch,which might occur during chewing,gradually accentuates neural re-sponses from irritated tissue that canlead to progressive long-term tactilehypersensitivity.

scribed the Covid-19 crisis as “The Invention of anEpidemic” — the essay’s title — and went on to speakof how this “supposed epidemic” had enabled “agrowing tendency to trigger a state of exception as thestandard paradigm of governance”. Already cursed with a Central government withpronounced authoritarian tendencies, our country canbear witness to how the pandemic has afforded an op-portunity to our Supreme Leader and his cohort todrive through harsh measures (the first lockdown atfour hours’ notice announced on national television,the construction of the grandiose Central Vista);loosen safety protocols and indulge in self-congratu-latory rhetoric against all scientific advice (the disas-trous encouragement for the massive Kumbh Melagathering when the second wave was underway, glee-ful boasting about India having defeated the coron-avirus and set a shining example at the World Eco-nomic Forum in Davos in January this year); take ac-tion against those warning against complacency (thearrest orders issued against doctors complaining ofoxygen shortages in Uttar Pradesh), to name just afew. Some of these measures will be forgotten, othersforgiven, and yet others justified in the name of pub-lic safety and the need to preserve morale, but a fewwill very likely remain and continue to haunt and hin-der us in the years and the decades to come. The edu-cational reforms being sought to be imposed, takingadvantage of the “state of exception” created by thepandemic, fall squarely in this last category. The po-tential of the National Education Policy 2020 —pushed through without any real consultation withstakeholders, especially state governments — to fur-ther increase the divide between the haves and thehave-nots has already been much discussed, and ques-tions raised about just how the government is going tofind the funds for the ambitious, feel-good plans out-lined in the NEP 2020, not to speak of the possibledeleterious effects of a centralized command structurefor curriculum design and research-fund allocationthat the NEP 2020 envisages.

FCI Punjab Region is fully prepared for immediate implementation of the scheme in Punjab & UT Chandigarh so that the benefit of the scheme could be passed on to the beneficiaries without delay. The respective State Govt./ UT have been requested to lift the entire allocated quantity in one go, on or before 31.10.2021. The Govt. of India will bear the entire cost on account of such distribution including food subsidy, intra-state transportation and dealer’s margin/ additional dealer’s margin, without any sharing by State/UT.

The disputed case related toPrem Prakash, fake DTO, hasalso been published in the localnewspaper of Chandigarh.Despite being in cognizance ofthe matter of the District DeputyCommissioner and the PrincipalRed Cross, the DeputyCommissioner's office, inviolation of the Red Cross's

rules-protocol, being there asSecretary and AssistantSecretary, contract-basedrecruitment was done in theDeputy Commissioner's office(not in the Red Cross office) tocomputer operator PremPrakash.

The fake DTO was alsogiven charge against the rules ofthe nodal officer of Covid, underthe guise of which he himself isopenly misusing the officeletterhead of the DeputyCommissioner and has starteddoing the duty/transfer of theemployees by becoming anunlawfully self-signed DeputyCommissioner equivalent headof the department on theletterhead. There are already twohigh-level departmentalinvestigations pending againsthim in the Red Cross regardingfraud and loan-appointment.

Although the deployment ofPrem Prakash fake DTO wasmade to implement the Covidnodal officer, which is primafacie illegal in itself. But even

after this, he has no legal right toimpose and transfer the duty ofany employee senior or junior tohim, directly or indirectly, by hissignature directly or indirectly asthe head of the department. PremPrakash as the nodal officer offake DTO so-called signed andAll the relevant documents withregard to Prem Prakash arepresent with this journalist.

The International Cricket Council(ICC) on Tuesday confirmed thatthe ICC Men's T20 World Cup 2021will be staged in the UAE andOman due to the ongoing COVID-19 situation in India.

The BCCI will remain the hostsof the event, which will now be heldin Dubai International Stadium, theSheikh Zayed Stadium in AbuDhabi, the Sharjah Stadium, and theOman Cricket Academy Ground,from October 17 to November 14,2021.

The first round of the tourna-ment, comprising the eight qualify-ing teams, will now be split be-tween Oman and UAE. Four ofthese teams will then progress to theSuper 12s round where they'll jointhe eight automatic qualifiers.

The upcoming edition will bethe first Men's T20 World Cupplayed since 2016 when West Indiesbeat England in the final in India.The eight teams competing in thepreliminary stage are Bangladesh,Sri Lanka, Ireland, Netherlands,Scotland, Namibia, Oman, andPapua New Guinea, before the play-off stage and the Final on Novem-ber 14.
