ADVANC E IN NATIVE EDUCATION.

1 n our last issue we published an interestiDg inte rview with D r L ora m d ealing wltb the recent developments a t the Soutb African N ative College. "'vVe were s truck with the optimistic tone of D r. Loram's remarks, especially w ben he said tha t education was the one bright s pot on the black borizon of the N ative Q aetion. For oorselves we hold tha t if education Is rigbt every­t hing else will come right 10 tbe end a nd the black horizon does Dot daunt us.

I t certain ly seems that tbiogs are going well at tbe South Afri can N ative College, and we are particu larly pleased that the scbeme for the training of Na· tive doctors 10 thi s country is likely to s ucceed. Of the necessi ty for Native doctors noth ing need be sa id, but we wish to empbasise the point that the fulles t education of which he or she is capable is the birthright of every Na­tive boy or girl . Natives have shown that they can qualify for the profession of medicine and practi se it with dignity and success, so that there in DO re3son why training in this subject should Dot be given In their na t ive land instead of the students being forced to go over· sea for it.

lt is not, however, only at Fort Hare that Native education is Corging ahead. From enquiries which we have made we find that progress is apparent every wbere. Steps have heen taken to barmonize if Dot to uDify the different schemes in the four provinces and we are in a fair way to bave a national system of Native education. We learn that the Transvaal has been consider. 109 ways and means of bringing its system up to the level of tbe Cape and Nat,,!. Among the schemes discussed have been the rai sing of the standard of admissioD to the Dormal schools from StaDdard 5 to StaDdard 6, aDd tbe arraogement whereby all uncertificated or partially qualified te3.chers can go to the training college to complete the course of training.

The Lape Province is by no means s tanding still. Under the act ive Chief Inspector, Mr. W. G . Bennie, s teady progre~s is being made in spite of the financial striogenc y. Development of new work: is impossi ble bo t SC hOOlS are being conSOlida ted , teachers are being better trai ned. a nd the system IS being got ready for tbe .. big push" which will come as soon as the money IS available·

Natal has apPOinted its Native Supervisors of Schools and Is tbrow log open its positions in a ll grades of scbools to competent N atives . A fourtb year of training is to he ins titut­ed for a h igher certificate. In the F ree S tate it is proposed to create th e office of O rganizing Inspector of Native E dncahon and app lications for the post are being invited. [n B ecbuanaland C hief Isang has built a large schOOl and is now ad ve rti sing for a teacher wbo is also to be an ins pector of schools for the Protectorate wheo called upon.

It seems certain that the Pro­v inces will not add a penny to the sub' s id ies which they already give, even though they will derive an inc reasing revenue from Natives as well as from Europeans · We do not see any prac­tical sugges tions for the rai s ing of more money for Nati ve educa tion in the Re port of the Prov incial F inances Com­mission or in the Educational Adminis· tra tion Report.

I t is from the assumption of Union control of Native education that we have the greatest hopes. There seems no necessity for three or four separate sys tems. Provided there is a proper adaptation to local conditions it is pos­sible for one administration to deal with the who~ e U :l ion . \Vh lt is needed more than anything else is the co­ordination of the system of education wHb the general policy of the Govern· ment especially in tbe direction of better agriculture and more instruction in industrial occupations.

Resolutlo ns Carried, Concerning the Administration of Justice.

Wblle recognising tbe high s tandard of integrity and impartiality generelly upbeld by those who adminis ter justice in this country, this Conference is forced to the concius ion that there are repeatedly grave inequalities of justice; a od tbis Cooference respectfully re­quests tbe Blsbops in Synod, to seek the co · operation of the leaders of other rel igioll s bcd ies in tbis country wHh a ,· jew tn ~('I rro~('b fl'1g the Gov' ernment In a common appeal.

The Conference would draw their Lordships ' attention to the following points :-

1. That on occasion comparatively tri vial offences by Natives are puoished by sentences out of proportioo to the offence committed, and that Natives are fined sums out of proportion to their earning capacity.

Furthermore the Conference believes that the frequent arrest and imprison­ment of Natives for v iolation of the Pass Laws is one of the most ferti le methods of manufacturing Criminals.

2. That in cases of assaul t by E uropeans upon Natives, Europeans freq uentl y receive fH lighter punish­meot than would be the cas' if the aggressor were a N ati ve, and the vic tim a E uropean.

), T hat there is r easoo to believe that it is sometimes difficult to obtain a fa ir verdic t from j uries in cases where European aDd Native interests are in cODflict·

4. Tbat prosecution shol1ld im mediately follow in cases where it is evident that perjury hasbeen committed .

5 . That in each diocese of the P rovinc e a small committee s bouid be appointed by the bishop of the diocese to collect evidence of cases of apparent m iscarriage of justice, and to take such steps as may seem advisable.
