Introduction An essential functions job analysis (EFJA) describes the classification/position and not the work of an individual person. It is a critical tool to use when determining if or how a candidate’s or employee’s work restrictions may impact the traditional physical/mental/emotional demands of the position. The EFJA assists the parties to determine where discussions relating to reasonable accommodation need to begin. II. Essential Functions of Classification/Positions: Essential functions are the basic job duties that an employee must be able to perform, with or without reasonable accommodation. The following functions have been determined to be essential only after carefully evaluating them and determining: the function is the primary reason for which the position was established; removing the function would fundamentally change the position, or eliminate the need for the position; there is a lack of qualified employees available to perform such a function; and for some functions, there are severe consequences if the position is not required to perform the function and the function requires specialized expertise. Essential Functions will be reviewed for each incumbent and the above criteria will be evaluated to ensure that a particular function remains essential for a particular candidate or employee in need of accommodation.

Essential Job Functions and Duties Actual assignment hours may vary. This document is based on an 8-hour day and 40 hours per week schedule.

REFUSE AND RECYCLABLE COLLECTION / DISPOSAL DUTIES: Loads, hauls and disposes of trash, debris and heavy objects; responds to trash pick-up requests by police and citizens;

may respond to oil spills caused by broken City sanitation equipment; sweeps and picks up

litter from walkways, streets, alleys, sidewalks, beach, City owned parking structures and other public areas including bus stops; performs other related duties, as assigned. It was clarified in interviews that incumbent assists with collection of refuse and recycling from residents, business and other City locations; maneuvers trash bins up to four yards in size from enclosures to be collected by front loading trash truck; rides in trash truck or may utilize a Scout truck to maneuver bins from areas inaccessible by front loader (i.e. parking garages, etc.); follows an assigned weekly route; replaces trash bins after collection; manually retrieves any spilled refuse or debris; assists trash truck driver to back up out of alley ways and other tight enclosures; may receive radio calls for additional help on other routes; picks up fallen trash cans and moves blocked trash bins to safe loading area; assists with transporting refuse and debris to City transfer station or recycling center; rakes out any stuck debris after dumping. It was further clarified that incumbent receives direction from Supervisor to perform trash clean up at various City locations (i.e. under bridges, City landscaped areas, etc.); cleans debris and liquid spills on City streets and roadways; performs trash clean-up at special events (i.e. marathon, concerts, etc.)

BULKY REFUSE AND RECYCLABLE COLLECTION / DISPOSAL DUTIES: Responds to work order assignments to pick up bulky and large trash items from residential and commercial customers; hauls, labels and stores abandoned belongings of transients; performs other related duties, as assigned. It was clarified in interviews that incumbent may assist with collecting bulky debris and recyclable materials from residents, businesses, and other City locations (i.e. refrigerators, furniture, televisions, old carpet, building materials, etc.); collects either scheduled bulky and/or abandoned bulky items in the City’s right of way and transports to closest available Recycling Center or City Transfer Station; inspects debris of dangerous items before handling; manually loads materials into collection vehicles; makes special pick-ups of abandoned items when required; reports findings of possible hazardous waste and conditions to Crew Leader or Supervisor. It was further clarified that incumbent may haul, label and store abandoned belongings of transients.

EQUIPMENT OPERATION AND MAINTENANCE: Operates steam cleaning equipment; performs routine checks and maintenance on equipment and vehicles; performs other related duties, as assigned. It was clarified in interviews that incumbent operates various City trucks (i.e. utility trucks, Scout trucks, etc.); uses various hand tools, trash grabber, rakes, shovels, brooms, small hand tools (i.e. hammers, wrenches, pliers, etc.) in minor repair and maintenance of the cleanliness of the trucks and work sites; utilizes loppers and pruners; utilizes water hose for cleaning; obeys safety and traffic laws, and rules, regulations, and procedures of the City; utilizes a two-way radio for communication; may use pallet jack, hand trucks and dollies around maintenance yard; utilizes ladders to clean and inspect vehicles; may operate forklift. It was further clarified that incumbent conducts pre and post trip safety inspection of vehicles; fuels vehicle with diesel or CNG; assists with maintenance of equipment such as washing truck, etc.; cleans up oil and hydraulic spills with absorbent; performs minor maintenance and cleaning of all vehicles and equipment; notifies Fleet Services of any equipment malfunctions or replacement needs.

TRASH BIN / ENCLOSURE MAINTENANCE: Responds to reports of damaged refuse and recycling containers and performs repairs using a variety of hand tools; performs roadside groundskeeping duties including sweeping, mowing and trimming hedges; performs a variety of custodial duties including cleaning, disinfecting and replenishing supplies in restrooms; sweeps, cleans and washes floors, walls, and open space; removes and replaces bollards; installs and removes storm fences; performs minor maintenance and repairs to City facilities or refers problems to appropriate staff; ensures that facilities doors, gates and windows are secure; performs other related duties, as assigned. It was clarified in interviews that incumbent performs minor repairs on trash bins; replaces or greases wheels; greases hinges on bins or enclosures when needed; delivers bins to new collection sites and replaces damaged bins; performs tree trimming, hedging and sweeping around bin enclosures and fence line areas; performs minor clean up and weeding around City yard. It was further clarified in interviews that incumbent does not perform mowing, custodial work, restroom cleaning, floor and wall cleaning, replacing bollards, storm fences and repairs to facilities or secure windows in Resource, Recycling and Recovery assignment as indicated in the job description.

It was clarified in interviews that incumbent completes pre and post-trip vehicle safety inspection sheet; completes incident reports; utilizes route maps; reviews addresses on route sheet and checks off completed stops; completes work orders for extra services; logs bin repairs and deliveries; may collect fees for bulky item pickup; writes notes for issues identified in the field. It was clarified in interviews that incumbent does not estimate or calculate hauling fees from customers as indicated in the job description.

It was clarified in interviews that incumbent may drive a variety of Class C City-owned vehicles including but not limited to pick-up truck, Scout truck, etc.; delivers and exchanges trash cans and bins to customers. Clarification was provided that incumbent must exhibit solid judgment, regularly and reliably follow all traffic and safety rules, remain nimble and prepared, exhibit good reaction skills and be able to safely and professionally maneuver vehicles within a busy City filled with pedestrians, skateboarders, bicyclists, etc.

MEETINGS / TRAININGS: It was clarified in interviews that incumbent completes sign-in sheet and attends brief daily tailgate meeting at beginning of shift (to discuss assignments, safety concerns for the day’s work, route sheets, etc.); performs morning stretch routine; participates in meetings with Supervisor when necessary; attends monthly departmental safety meeting and quarterly department meeting. Incumbent participates in a variety of other meetings as required by City through Trukspect on topics such as, but not limited to, traffic control, ladder safety, blood borne pathogens, safe lifting, safe driving, heat illness, heat exhaustion, personal protective equipment, lock out/tag out; disaster response, etc.; attends any OSHA-mandated trainings for position; maintains class C license; may maintain forklift certification.

Possession of a valid Class C driver license. Depending on assignment, a higher-class license may be required.

Supervision Exercised: Trains and coordinates activities of temporary staff, as assigned.

Working Conditions:

Work is regularly performed outside in seasonal climate and weather conditions and on slippery surfaces. Work requires exposure to vibrations, noise, dust, dirt, odors, chemicals and occasional unsanitary conditions. Required to work evenings, weekends and holidays and during emergencies, as assigned. Physical demands include working in confined spaces, repetitive bending, kneeling, reaching, climbing and standing. Must be able to lift heavy objects weighing up to 90 pounds, push and pull heavy containers, and rig heavy loads using truck hydraulic arm lift controls.
