The National Dislocated Worker grant pro-

WSA is part of the Texas Workforce Commission statewide net-
work responsible for providing services for employers and job
seekers. We have five workforce centers throughout the city.
These centers are equipped with computer labs and frequently

Texas Veterans Commission, TVC
TVC is a sate agency dedicated to serving veterans through four
program areas; claims representation, education, Funds for Veter-
ans’ Assistance and employment services. The employment pro-
gram services are carried out by Veteran Career Advisors (VCA),
these representatives are veterans themselves and are stationed
at each of the five workforce centers.

Veteran Recruitment Appointment
Veterans' Recruitment Appointment (VRA) is an excepted authori-
ty that allows agencies, to appoint eligible veterans without com-
petition. If you:
are in receipt of a campaign badge for service during a war or in a campaign or expedition; OR
are a disabled veteran, OR are in receipt of an Armed forces Service Medal for participa-
tion in a military operation, OR are a recently separated veteran (within the last 3
years), AND separated under honorable conditions (this means an honor-
able or general discharge), you are VRA eligible.
You can be appointed under this authority at any grade level up to
and including a GS-11 or equivalent. This is an excepted service
appointment. After successfully completing 2 years, you will be
converted to the competitive service. Veterans' preference applies
when using the VRA authority.

Fidelity Bonding
The fidelity bonding service helps at-risk job applicants get and
keep a job. TWC and the Workforce Development Boards offer
free fidelity bonding services to reduce employers’ concerns
about hiring at-risk job applicants who cannot be bonded through
other sources. For this bonding, Union Insurance Group issues an
insurance policy that protects the employer against employee acts
of dishonesty such as larceny, embezzlement, and theft.
Either the job applicant or the prospective employer can request
bonding through any Workforce Solutions office. If the applicant is
eligible, bonding coverage is effective immediately following certi-
fication or on the applicant’s first day of work once certified.
The bond will be mailed to the employer and is issued for six
months. After that, employers may purchase a transfer bond for
an additional six months at the insurance company’s discretion.
Eventually, the employee may become permanently bondable.

Work Opportunity Tax Credit (WOTC)
The Work Opportunity Tax Credit (WOTC) is a federal income tax
benefit administered by the U.S. Department of Labor (DOL) for
employers who hire individuals from specified target popula-
tions. WOTC reduces a business’s federal tax liability, serving as
an incentive to select job candidates who may be disadvantaged
in their efforts to find employment.
