ITEM 12.1

CONFIRMATION OF THE MINUTES OF 11thMEETING OF THE INSTITUTE SENATEHELD ON OCTOBER 17,2007

The eleventh meeting of the Senate of Dr B R Ambedkar National Institute ofTechnology, Jalandhar was held on October 17, 2007 in the Committee Room of theInstitute. The minutes of the meeting were circulated vide No.NITJ/MS/Senate/XI/1953-

91 dated 31.1.08. No comments have so far been received from any member.

The members confirmed the minutes of the 11th meeting of the Senate of Dr B R

Ambedkar National Institute of Technology, Jalandhar except item 11.4. The comments

of the members have been incorporated and the final list is placed as Annexure-I Pages-22-27.

ITEM 12.2

TO REPORT THE ACTION TAKEN ON THE MINUTES OF ELEVENTH MEETING OFTHE INSTITUTE SENATE HELD ON 17.10.2007.

The Hon'ble members of the Senate noted the action taken by the institute in respect of

various decisions of the meeting of the Institute Senate.

ITEM 12.3

REDUCTION OF INDUSTRIAL PRACTICAL TRAINING PERIOD FROM 3 MONTHSTO 2 MONTHS

The Hon'ble members of the Senate approved the reduction of Industrial Practical

Training period from 3 months to 2 months so that the same academic calendar be

followed for all the semesters and sixth semester students may get an opportunity to

attend the classes along with regular students of lower semesters and can clear their

backlogs.

DIS-CONTINUATION OF M TECH (BY RESEARCH) PROGRAMME

The Hon'ble members of the Senate approved the proposal regarding discontinuation of

M Tech (By Research) programme due to lack of faculty/expertise.

The Hon'ble members of the Senate approved the recommendations of the Committee

constituted for deliberating on the various ways and meanslincentives to motivate the

faculty members of the institute to enroll themselves for Ph D programme on Part timebasis in the institute for achieving academic and research goals of the institute placed as

Annexure-II Pages-28-29.

ITEM 12.8

THESIS SUBMISSION FEE OF Ph D AND M TECH PROGRAMMES

The Hon'ble members of the Senate approved the proposal regarding thesis submission

fee of Ph D and PG Programmes Rs. 10,000/- for Ph.D (Rs. 5,000/- for internal

Research Scholars) and Rs. 4,000/- for PG programmes (Rs. 2,000/- for internalcandidates).

ITEM 12.9

REVISION OF M TECH (PART TIME) INDUSTRIAL ENGINEERING SCHEME ANDSYLLABI TO BE EFFECTIVE FROM 2008-09 BATCH

The Hon'ble members of the Senate approved the revision of M Tech (Part time)Industrial Engineering Scheme and Syllabi to be effective from 2008-09 batch. The

approved eligibility criteria is as under:-

BEtB.Tech Industrial/ Mechanical/Production or any allied equivalent branch with

minimum marks of 55%. In addition, the candidate must be sponsored from a technical

institute (approved by AICTE/lndustry/ R&D/National Lab) and must have two years

(minimum) of teaching/research/professional experience.

ITEM 12.10

PAYMENT OF SEMESTER FEEl CONTINUATION FEE BY THE STUDENTS OF Ph.DAND PG PROGRAMMES.

The members approved the following continuation fee to be paid by Ph D and Post

Graduate Programmes students from the academic session 2008-09: -

For Ph D students Fee (as decided by the institute) to be paid at the time ofregistration in every semester till the minimum prescribed timeperiod to submit the thesis. In case of exceeding of this timeperiod, the student shall pay @ Rs.2500/- per semester tillsubmission of thesis. Further, if the student is yet to attend theregular classes as a requirement of the programme, he/sheshall pay the full semester fee till the completion of therequirement.

The Hon'ble members of the Senate approved the list of overall topper and branch

toppers (8 Tech students of batch 2003-2006) in the various disciplines for the award of

The Hon'ble members of the Senate approved the scheme introduced by the Central

Government (Annexure-VI Pages-40-41) regarding preferential allotment of courses for

the children of Defence/Paramilitary personnel killed or permanently disabled in action

during war or peace time operations in all NITs, lilTs and Centrally funded technical

institutions where admission is through the All India Engineering Entrance Examination(AIEEE).

The Hon'ble members of the Senate approved the proceedings of the meeting of Dean,

Research and Industrial Liaison, Dean, Academic Programme and Deputy Registrar

(Academics) held on 11.9.2007 regarding of students of 2005 batch who were involved

award of degree of Doctor of Philosophy of the institute. The approved regulations areplaced as Annexure-VIII PageS-43-52.

The Hon'ble members of the Senate approved the instructions/guidelines prepared for

The Hon'ble members of the Senate approved the guidelines for supervising the

The Hon'ble members of the Senate ratified the decision taken by the Chairman, Senate

FLEXIBILITY IN ACADEMIC SYSTEM AND CLEARANCE OF BACKLOG OFSTUDENTSWITH THE INTRODUCTION OF NEW SCHEME- REGARDING

The Hon'ble members of the Senate ratified the decision taken by the Chairman, Senateand approved the flexibility for the students to choose the courses of their interest fromthe new scheme to earn the prescribed number of credits in accordance with thescheme applicable to their own batch.

REGISTRATION FOR 3RD SEMESTER (AUGUST TO DECEMBER 2007)The Hon'ble members of the Senate ratified the decision taken by the Chairman, Senate

and approved the registration of Mr Neeraj Kumar Gound, Roll No.06102026 of Civil

Engineering discipline in the second semester during January to June 2008 along with

the students of 2007 batch, enabling him to clear his backlog.

The Hon'ble members of the Senate ratified the decision taken by the Chairman, Senate

and approved all the points raised in the 7th meeting of Academic Council for UG

programmes in the meeting held on 24.10.2007 (Annexure-XI pages-55-56).

TO WITHDRAW THE REGISTERATION OF 6TH SEMESTER

The Hon'ble members of the Senate ratified the decision taken by the Chairman, Senateand approved, to allow Mr Bhajan Lal Noatia (Roll No. 0103011), Computer Science &

Engg. Discipline to withdraw his registration of 6thSemester & allowed to register in 4th&

2nd Semester to clear his backlog courses on the following conditions:-

meeting of Board of Governors held on August 11, 2007 vide item no. 13.7 and theBoard took the following decision on the issue:-

"The Hon'ble members deliberated on the issue and suggested that the matter forchange of nomenclature of the department of industrial engineering be re­considered for appropriate change based on appropriate feedback from theindustry and academia, keeping in view the employment opportunity, currentterminology, present and futuristic requirement of the industry in the next meetingof the Board of Studies and Senate for appropriate change. In this connectioninstitute may consider Industrial Engineering and Design as on of the opinion".

On the above advice of the Board members, a meeting of Board of Studies of the

department was held on 4.10.2007 and recommended that the nomenclature of the

degree offered by the department and also name of the department should be "Industrial

and Production Engineering". The Hon'ble members of the Senate approved the

recommendations of the Board of Studies for change of nomenclature of the Degree as

well as the Department.

FINISHING SCHOOL FOR ENGINEERING GRADUATES

The Hon'ble members of the Senate deliberated on the issue to plan and conduct

Finishing Schools for Engg Graduates at NIT, Jalandhar and decided that in view of the

shortage of faculty, it will not be possible to plan and conduct the finishing schools for

the engineering graduates from the Academic Session-2008-09. However, as and when

the shortage of faculty position is eased out, the same may be conducted.

Reference to office order vide No PAINITJ/824-28 dated 16.01.2007, acommittee was constituted to suggest and recommend the ways andmeans/incentives to motive the faculty members of NIT, Jalandhar to enrollthemselves in the PhD programme at NIT, Jalandhar. The committee wasconstituted in the wake of the decision taken in the Heads of the Departmentsmeeting and directive of MHRD.

The followings were present in the meeting:

The members deliberated on the issue and recommended the following waysand means/incentives to motivate the faculty members of NIT, Jalandhar to enrollthemselves in the PhD programme at NIT, Jalandhar: (DnF~tirvu- ~)

1. Any regular faculty member may be allowed to register himself/herselfat NIT, Jalandhar in his/her parent department or other departmentwhere guidance is available.

There may be a provision of joint guidance in the Ph 0 Regulations ofNIT, Jalandhar according to which an internal faculty member pursuingPh 0 at NIT, Jalandhar could take two supervisors from NIT, Jalandhar(one from parent department and other from cognate/parentdepartment) and third from other centrally funded/state funded/publicsector organizations/institutions/universities/research labs as perhis/her requirements.A regular faculty member pursuing PhD at NIT, Jalandhar may beconsidered for relaxation in the teaching load. It is proposed that theconcerned may be given 50% load (of the prescribed load) for oneyear, i.e, two semesters and completely offload (no teaching load) foradditional one semester as per the choice of the concerned facultymember. The resultant load of these teachers shall be managed by theDepartment by recruiting additional faculty members ontemporary/adhoc basis. In case of many aspirants in the samedepartment, their seniority in terms of date 'of registration of PhD shallbe considered at the department level for the said incentive.For encouraging the internal faculty members to get enroll for PhD atNIT, Jalandhar, a special grant of RS.5.00 lacs per person may beearmarked for laboratory setup/infrastructure/hardware/sofiwarerelated to the research problem. The grant may be sanctioned to thedepartment where the candidate is registered.An additional grant of RS.1.00 lac per person shall be earmarked forpurchase of books/subscription of journals/periodicals/reports/backvolumes for Central Library relevant for individual internal facultymember to enroll for PhD at NIT, Jalandhar.A contingency grant of Rs.20,000/- per person per annum may beprovided to encourage the internal faculty member to enroll for PhD atNIT, Jalandhar.A cash prize of Rs.25,000/- along with a citation may be awarded tothe internal faculty member who completes his/her PhD within theminimum prescribed time period (as per the PhD Regulations) at NIT,Jalandhar. The cash prize along with the citation may be awarded tothe concerned during Convocation.In addition to allowing a faculty member to participate in the nationalconferences per year as per the institute service regulations, anincentive chance to attend/participate in a national conference in therelevant area may be given to the internal faculty members who will getenroll for PhD at NIT, Jalandhar.According to the existing recommendations in practice, the internalfaculty members who enroll for PhD at NIT, Jalandhar are alreadyexempted of the course work requirement and normal semester fee asapplicable to othe full time/part time students.

The Central Government has introduced a Scheme of preferentialallotment of courses for the children of Defence/paramilitary personnelkilled or permanently disabled in action during war or peace timeoperations in all NITs, lIlTs and other Centrally funded technicalinstitutions where admission is through the All India EngineeringEntrance Examination (AIEEE).

Regulationsfor the awardof Ph 0 Degree

1. Eligibility Criteriafor Admission:

1.1.1 Ph.Dfor Regularcandidates:

For Engineering Departments: Master's Degree in EngineeringlTechnology in relevant areaswith first class or minimum 60% marks (CGPA 6.5 on 10 point scale), for other departments:Master's degree in appropriate branch of Science/Humanities/Social Sciences/Managementwith a first class or minimum 60% marks (CGPA 6.5).

1.1.2 Ph.D.for InternalCandidates:

FacultylTechnical/Scientific staff of NITJ having teachingllndustrial experience of more than 2years and possessing the same academic qualifications as that for Ph.D. Full time scheme,are eligible to apply for Ph.D. Programme (as a part-time candidate).

1.1.3 Ph.D.for ExternalCandidates:

External candidates specified by Industryllnstitute having R&D facility recognized by NITJwith industrial/teaching experience of 2 years or more and having same academicqualifications as that for Ph.D. Full time scheme are eligible to apply for Ph.D. Programme (asa part-time candidate).

1.1.4 Ph.D. for Staff underProjects:

Project staff working under the projects sponsored by MHRD/DST/UGC or some othergovernment agency and coordinated by the institute faculty as certified by the concernedPrincipal Investigator/Coordinator and having the same academic qualifications as that forPh.D. Full time Programme are eligible to apply for admission to Ph.D. programme as a (part­time) candidate provided an adequate financial support for the period of Ph.D. degree isensured from project employment or other sources.

2. Inviting applicationsfor admission

Applications on prescribed format for admission to Ph.D. programme will be invited twice in ayear (in the months of January and July) through All India advertisement

3. Admission Process

3.1• Scrutiny Committee

A Scrutiny Committee comprising the concerned Head of Department and all faculty membersholding Ph D degree shall screen all applications for admission to Ph D programme. Thecommittee is expected to verify the suitability of the applicant(s) based upon his/her detailsmentioned in the application(s) and the documents enclosed. After screening of allapplications, the respective Head of department shall forward the list of the eligiblecandidates to Deputy Registrar (Academics) with a copy to Dean, Research and IndustrialLiaison (DRIL).

3.2. InterviewCommittee

The eligible candidates after screening shall have to appear before an Interview Committeefor a written test and/or interview. The Interview Committee shall comprise of the following:

The Interview Committee shall recommend the names of candidates found suitable foradmission to Ph.D. Programme for the approval of Chairman, Senate.

4. Admission:

Candidates, whose selection is recommended by the Interview Committee and approved byChairman Senate, shall be offered admission through Academic Section and advised todeposit prescribed fee. After depositing the fee, he/she shall be desiqnated as "ResearchScholar (RS)". For all purposes, the date of registration of a RS shall be the date on whichhe/she has deposited fee in the institute. After registration, Research Advisory Committees(RACs) for the individual RS shall be constituted by DRIL in consultation with the concernedHOD and Supervisor(s) as per Clause 12. After the constitution of the RACs, the first meetingshall be held within a month to approve the supervisor(s), broad area of Research and thecourses of study for individual RS.

5. Registration:

A RS is required to follow the instructions given beiow for registration:

1. He/she is required to register himself/herself (in person) on the scheduled dates ofregistration (only). There shall not be any provision of deputing any representative byhim/her for registration purposes. Further, he/she shall be required to register insubsequent semesters till the submission of Ph D thesis.

2. He/she shall deposit the requisite fee at the time of registration in every semester.3. He/she is required to fill the "registration form" (Annexure-A) and deposit it with Deputy

Registrar (Academics) after getting signatures of his/her supervisor(s) and Head of theDepartment.

4. He/she shall be allowed to register for the subsequent semester(s) if his/her progressreport by his/her supervisor(s)/HOD during the previous semester(s) is found satisfactory.

5. The act of not-depositing the fee or not-completing the registration process as mentionedabove on the scheduled dates shall be treated as the "voluntary discontinuation" ofstudies by the RS. In such case, he/she will cease to be a bonafide student withimmediate effect.

6. The instructions as above for registration shall be applicable for all full-time and part-timeResearch Scholars.

6. Duration of Programme:

6.1 A RS admitted under Ph.D. full time scheme is allowed to submit his/her thesis within 03 to3Y2years from the date of registration, after which he/she shall have to request for extensionfor submission of thesis. The Research Advisory Committee may extend the period ofsubmission of thesis by another 1Y2year. Thus, maximum duration for submission of thesis islimited to 05 years.A RS under external/part time/Faculty/Staff scheme is allowed to submit his/her thesis within04 to 4Y2 years from the date of registration, after which he/she shall have to request forextension for submission of thesis. The Research Advisory Committee may extend the periodof submission of thesis by another 1Y2year. Thus, maximum duration for submission of thesisis limited to 06 years.

6.2

7. CourseWork:

7.1 A RS is required to pass the theory courses approved by the RAC (for minimum 12 credits)securing CGPA=6.0 (minimum). However, on the recommendations of RAC and approval ofthe Chairman, Senate, the internal faculty members pursuing Ph D (part time) may beexempted from the course work.

7.2 Courses completed after the date of registration shall count towards thethe award of Ph.D. degree.

8.1 The institute desires 100% attendance in the theory courses with a provision for consideration forabsence due to unavoidable circumstances. The attendance requirements of 75% of thescheduled classes in a course are needed for appearing in the theory examination.

8.2 The course coordinator will consolidate the attendance record for the course from the beginningof the semester upto class test-I and class test-II and also up to the end of the semester. Theteacher offering the course shall notify the students having less than 75% attendance with anintimation of the same to the concerned HOD.

8.3 Every faculty offering a course will take attendance till three calendar days before the lastinstruction day in the semester. The percentage of attendance, calculated up to thisinstruction day, will be indicated in a code number/letter as follows:

A RS who has attendance code letter L will not be allowed to sit for end semester examination inthe course in which the short fall exists.

9. LeaveRules:

9.1 A RS is required apply to the concerned HOD for leave stating the reasons whenever theyare not in a position to attend classes/perform thesis work. They will not be permitted to availan unauthorized leave even if they have not fully utilized the eligible leave.

9.2 All RS are eligible for leave of 30 days in a year @ 15 days per semester. The interveningholidays will be treated as part of leave with provision of suffixing and prefixing holidays. In noway, the leave rules would affect the attendance requirements for a RS.

10. Discipline:

10.1 The RS is. required to observe proper discipline and decorous behaviour both inside andoutside the campus. He/She should not indulge in any activity, which will tend to lower theprestige of the institute.

10.2 Any act of indiscipline on the part RS, which is reported to DRIL, will be referred to theDiscipline Committee of the Senate from time to time. The Committee will investigate thecharges. If the charges are substantiated, it will recommend suitable punishment for thesame to the Director. The decision of the Director will be final in this regard.

11. ResearchGuidance:

11.1 A permanent faculty member of the institute with Ph D qualification can act as a researchsupervisor. However, in case of resignation/long leave of a supervisor(s) from the institute(more than 06 months)/lien/ deputation to join other institute, the RS(s) registered under asupervisor(s) shall be transferred to other suitable supervisor(s) in the department subject tothe approval of RAC. If desired, the concerned faculty member (after being relieved from NIT,Jalandhar) can continue as 'another supervisor' after due approval of the RAC. In addition, ifa supervisor(s) gets transferred/reemployed/avails deputation/lien in other departmenUworkplace/centre at NIT, Jalandhar then he/she shall continue. supervising the RS in thedepartment where he/she is registered. If desired, the concerned RS may choose one moresupervisor from the department where he/she is registered, after due approval of RAC.

11.2 Depending upon the requirements, another supervisor(s) may be allowed in addition to thesupervisor from the department where the RS is registered. In such case, a RS can choosetwo more supervisors, out of which, one from the same/other department from NIT,

The consent (on theofficial letterhead)of the proposedsupervisor(s)shall be forwardedto DRIL to be discussedin the RAC.After discussion,the RACmayapprovethe same.The requestfor appointmentofanothersupervisor(s)/change of supervisor(s)may be entertainedwithin 18 monthsof theregistration.

11.3 The number of RS with a Supervisor shall not ordinarily exceed four. Being anothersupervisorfor two full- time RS or a single researchsupervisorfor two part-timeRSwill beconsideredequivalenttoa singleresearchsupervisorfor one RS.

11.4 Permissionmay be granted to a RS for the change of Researchsupervisor(s)by the RACunder exceptional circumstances.However, in such a cases, the consent of both, l.e,approvedResearchsupervisorandproposed(new)Researchsupervisorshall be essential.

12. ResearchAdviSOryCommittee:

12.1 Compositionof ResearchAdvisoryCommittee

The followingwill be the compositionof RAC:

1. Dean,Researchand IndustrialLiaison(Ex-officio)(Chairman)2. Headof the concernedDepartment(Member).3. All approvedPhD supervisorsof the RS (Member(s».4. Subject expert(s) outside the institute to be nominated by the Chairman, Senate

(Member).The concernedsupervisor(s)shall providea list of three SubjectExpertswith their addresses, telephone numbers and e-mail IDs (through Head ofDepartment)to DRILwell in advance.

5. Subject expert(s) other than supervisor(s)from NIT, Jalandharto be nominatedbythe Chairman,Senate(Member).

12.2 Responsibilitiesof ResearchAdvisoryCommittee

The RACswill havethe followingresponsibilities:

1. To monitorthe performanceof the RS.2. To recommendthe Coursesof studiesfor the concernedRS.3. To hold the comprehensiveviva-voceexaminationof RS.

13. MinimumResidentialRequirements:

For a regular RS under scholarship/Projectscheme, the minimum period of residentialrequirementfor study and researchat the institutefrom the date of registrationto the date ofsubmissionof thesis shall be 36 months.Duringthis residentialrequirement,the RS(s)shallreport to his/her supervisor(s)from the departmentwhere he/she is registered.The RS isallowed to leave station to visit other libraries/ laboratories/industryetc. for consultation/experimentation/datacollection/ attend a conference/present a paper in a conference/symposiumafter due permissionfrom his/her supervisor(s)and approval of the concernedHeadof department.However,there shall not be any residentialrequirementfor the regularinternal faculty registered as part-time RS, and also other part-time RS employed in anAICTElUGC approved institution in Jalandhar/within a radius of 200 KM around NIT,Jalandhar, or external candidates sponsored from a centrally funded institution/university/Research laboratory of Government of India/Public Sector undertakings/statefunded University /institution having a MOUwith NIT, Jalandhar. These external/parttimeRSs shall be requiredto submita Certificatefrom their Employersat the time of registrationstatingthat the concernedcandidate(s)is a permanentemployeeof that organizationand isallowed to pursue his/her researchwork at NIT, Jalandhar,and his/her routinework permithim/herto devote sufficienttime for researchwork. 14. Comprehensive Viva-voce Examination:

14.1 The comprehensive examination of a RS shall be held after six months (minimum) ofregistration, provided he/she has passed the course work prescribed by the RAC.

14.2 The comprehensive examination shall be held as oral.

14.3 For the comprehensive examination, the RS is required to present a Research Plan/DetailedResearch Proposal before RAC. In case, the RAC is satisfied with the presentation, thenhe/she shall be declared successful/pass in the comprehensive examination and his/herResearch Plan/detailed Research Proposal shall be approved. On the other hand, if theperformance of the RS is not satisfactory, then he/she may be given one more chance topresent his/her research proposal within three months of first presentation. After the secondattempt, if the performance of the RS remains unsatisfactory, his/her registration shall becancelled from the institute.

15. Pre-submission Seminar and submission of synopsis:

Before submission of synopsis, a RS shall deliver a pre-submission seminar (Open House)before RAC for the comprehensive assessment of his/her research work. If the RAC issatisfied with the performance of RS, he/she is required to submit the synopsis (10 copies) ofhis/her research work .

The synopsis will be submitted preferably three months before the submission of Ph.D thesis.It should be computer printed on A4 size paper with appropriate references/bibliography.

16. Submission ofthesis:

16.1 On the recommendations of RAC, DRIL may allow a RS to submit his/her thesis providedhe/she has published/accepted for publication minimum one research paper in anational/international refereed journal (out of his/her research work) and submitted thesynopsis of his/her thesis subject to fulfilling all other regulations.

16.2 The thesis should be written in English in a format, which may include the following sections:

i. Abstractii. Introduction and objectivesiii. Literature reviewiv. ExperimentallTheoretical workv. Results and discussionsvi. Conclusionsvii. Scope of the future workviii. References/Bibliography

In thesis write up, the following guidelines should be followed:

• The thesis should be typed 1.5 spaced on both sides of the paper of A4 size, leaving40 mm margin on the left hand side. Six copies of the thesis, with all photographs andillustrations, are to be submitted.

• Headings of SUb-divisions of the text should be in lower case capitals, left aligned andbold. Sub-headings should be in lower case capitals and placed immediately next tothe margin and the text should start from the next line. Further sub-heading should belower case capitalized first letter only and placed next to the margin with colon. Thematter would be in continuation of sub-heading.

• All symbols should be defined wherever they first appear and conform to theinternationally accepted symbols.

• Reference cited in the text should be indicated by the author's name and the year ofpublication in parenthesis. These should not be numbered and should be typed at theend of the paper in the alphabetical order. The title of the work should be withininverted commas.

16.3 The RS is required to submit three copies of Ph D thesis (spiral bound) to the Office of DRILthrough his/her supervisor(s) and the concerned HOD provided he/she has already submittedhis/her synopsis.

16.4 The RS will submit a certificate from hislher research supervisor stating that the researchwork undertaken has been original and has not been published/printed anywhere else for theaward of any degree.

16.5 A certificate from the Accounts Section of the institute stating 'no dues pending' against RSwill also be submitted along with the thesis.

17. Evaluationof thesis:

17.1 The thesis shall contain account of the research work carried out by the RS leading todiscovery of new facts and should give evidence of originality either in interpretation of data,development of new experimental or theoretical techniques or definite contribution to theadvancement of knowledge. The thesis should give evidence regarding the capability of theRS to do independent research work.

17.2 Alongwith the synopsis of Ph D thesis submitted by the RS, the supervisor(s) shall forward apanel of six examiners (three foreign examiners) through Head of Department to DRIL, out ofwhich the Chairman, Senate, shall appoint any two examiners for evaluation of Ph D thesis.DRIL will obtain the willingness from the appointed examiners by sending them a copy ofsynopsis each submitted by the RS.

The Chairman Senate is empowered to amend the panel of examiners submitted by theresearch supervisor(s).

17.3 After getting the willingness from the appointed examiners, DRIL will send two copies of spiralbound thesis to them for detailed evaluation.

DRIL will convey to the thesis examiners that their evaluation reports should include:

(i) Definite statement as to whether the thesis is acceptable or not acceptable for theaward of Ph.D. Degree

(ii) List of questions to be asked or clarifications to be sought from the RS during theviva-voce examination

(iii) The detailed statement regarding the quality of the work undertaken

(iv) Statement whether the quantity of work done is sufficient for the award of Ph.D.Degree or not

(v) In case the examiners feel that:

• Definite Revision of the thesis is required

• Or, the thesis is not acceptable in the present form and has to be completely re­written due to insufficient quantity and/or quality of research work undertaken, itshould be clearly stated

17.4 After receiving of the examiners' reports, the Photostat copies of the reports shall beforwarded to the concerned research supervisor(s) by ORIL. The research supervisor(s) shallsend his/her comments to the Dean, Research and Industrial Liaison for further action.

17.5 If one or both examiners ask for complete/partial revision of the thesis, the RS will be asked tore-submit the thesis after incorporating the necessary changes in light of the comments of theexaminer(s) within a period of six months. The re-submitted thesis may be sent to the sameexaminer(s) again for evaluation, if required.

17.6 If one or both examiners recommend the thesis for the award of Ph 0 degree, subject tominor changes, the RS will be asked to re-submit the thesis after incorporating the changes inlight of the comments of the examiner within a period of three months. The re-submittedthesis may be sent to the same examlnerts) only if the Examiner(s) has mentioned about it inhis/her report(s).

17.7 In case, both the examiners give positive/favorable reports, the thesis will be consideredaccepted. However, if one of the examiners gives positive/favorable report and the otherrejects the thesis, then another copy of thesis shall be sent to a third examiner (same set ofexaminer) appointed by the Chairman, Senate from the panel already given by the researchsupervisor(s). If the report of the third examiner is found positive/favorable, then the thesisshall be considered accepted. In case, the third examiner rejects the thesis, then theChairman Senate will decide (on the basis of the reports of examiners), whether the thesis isto be rejected/or referred again to a new set of examiners for a fresh evaluation.

17.8 In all other cases, not covered by the above regulations, the matter will be referred to theRAC for consideration.

17.9 A RS whose thesis has been accepted for the award of Ph 0 degree shall be required toappear in Open House Viva Voce Examination before the following committee/panel:

i. Dean, Research and Industrial Liaisonii. One of the External Examinersiii. Head of the concerned departmentiv. Research supervisor(s)

After satisfactory performance of the RS in the open house viva-voce examination, thiscommittee shall forward its recommendations to the Chairman Senate for the award of Ph 0degree to the RS. The Chairman Senate will recommend to the Senate for the award of Ph 0degree to the successful RS.

The RS is required to submit six hardbound copies of his/her Ph 0 thesis as per the approvedformat alongwith a soft copy (in a CD) in PDF format. The distribution of these six copies is asfollows:

a. For central library (alongwith CD and certificate of copyrights)b. For departmental libraryc. For the RSd. For one supervisore. For second supervisorf. For the Office of Dean, Research and Industrial Liaisong. In case, there are more than two supervisors, then the number of copies to be submitted

by the RS will increased accordingly, i.e. six plus number of supervisors more than two.

17.10 In case the RS fails in the open house viva-voce examination, he/she may be permitted toreappear in the open house viva-voce examination at a later date (approved by the ChairmanSenate) after the recommendation has been made by the RAC in this regard.

17.11 If the open house viva voce examination committee/panel finds that the performance of theRS is not satisfactory even on the second occasion, the matter will be referred to the InstituteSenate for a decision.

18. Award of Degree:

If the performance of the RS has been satisfactory in the open House viva-voce examinationas per Clause 17, he/she will be awarded Ph.D. degree on the recommendations of theSenate and with the approval of the Board of Governors.

19. Conversionof full-timeadmissionto part-timefor RS

The RS (full-time) may be allowed to continue as RS (part-time) if he/she satisfies thefollowing conditions:

1. The request from the RS in this regard is made to DRIL through proper channel and he/shehas already passed the prescribed course work.

2. His/her progress report by his/her supervisor(s) is found satisfactory.

3. In case, he/she has been offered a regular job in some organization, then he/she may obtaina 'no objection certificate' from his/her employer to continue his/her research work as a part­time RS at NIT, Jalandhar and enclose alongwith his/her request for the purpose.

4. The RS may be allowed to register as part-time candidate only after the recommendation ofthe RAC and approval of Chairman Senate.

5. The full-time RS after conversion to part-time RS shall not be considered for anyscholarship/stipend/contingency grant! teaching assistantship as meant for full-time RS.

6. All rules and regulations of part-time programme shall be applicable for such RS. Further,once changed to part time candidature, the concerned RS cannot revert back.

20. StipendcumTeachingAssistantship,andContingencygrant to RS(full time)

A full time RS may be awarded Stipend cum Teaching Assistantship, and contingency grantfor a duration of three years (maximum) from the date of his/her registration (out of thesanctioned fellowships awarded by MHRD to NIT, Jalandhar) as per the guidelines of Ministryof HRD, Government of India from time to time. As a requirement for grant of stipend in thesubsequent semesters, his/her progress report in the preceding semester forwarded byhis/her supervisor(s)/HOD must be found satisfactory. The utilization of contingency grant byRS shall be allowed as per the institute rules.

21. The Ph D Regulations as approved by the Senate in its iz"meeting held on 19.02.2008 shallbe applicable for all the RS (on rolls) of NIT, Jalandhar.

22. Since the institute has proposed the discontinuation of the M Tech by Research programme,the relevant Regulations of Ph D as amended above will also be applicable to the remainingstudents (on rolls) of M Tech by Research programme for their award of degree and otherrequirements, except the thesis examiners shall remain Indian as earlier.

23. Remuneration:

The remuneration payable to each examiner shall be decided by the Institute from time totime.

24 Powerto Modify:

Notwithstanding all that has been stated above, the Chairman, Senate can modify any of theabove regulations from time to time in the academic interest.

Subject: Registration of the students pursuing PG Programmes

All students pursuing PG Programmes are required to follow the following instructionsfor registration with immediate effect:

1. Every student pursuing PG Programme at NIT Jalandhar is required to registerhimself/herself (in person) on the scheduled date of registration (only). Thereis no provision of deputing any representative by the student for registrationpurposes. The registration has to be made by the students in every semester tillthe submission of the dissertation.

2. The requisite registration fee has to be deposited by the student at the time ofregistration.

3. The "registration form" meant for the-purpose completely filled by the studentafter getting signed by the concerned Head of the Departments must reach theoffice of Deputy Registrar (Academics).

4. A student shall be allowed to pursue PG Programme if his/her progress reporthas been found satisfactory by his/her Supervisor(s)/HOD.

5. The act of not-depositing the fee or not-completing the registration process asmentioned above on the scheduled date shall be treated as the "voluntarydiscontinuation" of studies by the student.

6. The instructions as above are applicable for all full-time and part-timestudents.
