Walker’s father, who is the executor of his son’s estate, filed the lawsuit claiming that the Porsche Carrera GT that his son was riding in lacked safety features that could have saved the actor’s life.

The lawsuit cites features included in other pend-ing lawsuits against the automaker over the crash that might have saved the actor’s life, including a stability control system, side-door reinforcements and a breakaway fuel line to help prevent the car from bursting into flames after a collision.

Walker was on a break from filming the seventh film in the “Fast & Furious” franchise when he was killed. He was riding in the Carrera GT driven by friend and business associate Roger Rodas when the car spun out of control, struck three trees and burst into flames on a street in Santa Clarita, California.

The lawsuit seeks unspecified damages.Rodas’ widow, Kristine, who has a pending

claim against Porsche in federal court, also filed a wrongful death lawsuit against the carmaker in state court on Wednesday.

An after-hours message sent to Porsche seeking comment was not immediately returned.

The car company has denied in other lawsuits, including one filed by the actor’s daughter, that it is responsible for Walker’s death.

On Nov. 12, Porsche stated in a court filing that the Carrera GT had been altered and improperly maintained and those factors contributed to the deaths of Walker and Rodas.

The company also called Walker “a knowledge-able and sophisticated user of the 2005 Carrera GT,” Porsche’s lawyers stated in response to the lawsuit by Meadow Walker, the actor’s daughter.

Meadow Walker’s attorney, Jeff Milam, criti-cized the filing, reiterating his claims that the car as sold was unsafe.

“If Porsche had designed the car to include

proper safety features, Paul would have sur-vived, he would be filming ‘Fast and Furious 8,’ and Meadow Walker would have the father she adored,” Milam wrote in a statement.

None of the cases have yet been set for trial.

Wednesday’s lawsuit repeats a claim from Meadow Walker’s case that the Porsche was traveling between 63 and 71 mph (101 to 114 kph) before it spun out of c o n t r o l . (ap)

PHNOM PENH — The little-known Cambodia International Film Festival is getting a star-powered boost this year from Angelina Jolie Pitt.

The Hollywood star, who is currently in Cambodia filming her latest movie, will serve as president of the festival’s honorary com-mittee, organizers said.

The festival held in the capital, Phnom Penh, runs Dec. 4-10 and is screening 130 films from 34 countries.

“Cambodia’s rich history, long culture and talented people mean it has a huge amount to offer the region and the world,” Jolie Pitt said in a statement issued Tuesday by the festival. “I’m proud to support the Cambodia Interna-tional Film Festival and Cambodia as a home for vibrant and innovative filmmaking.”

Festival adviser Cedric Eloy, head of the Cambodian Film Commission, said Jolie Pitt’s role would provide moral support and help “bring attention to the rebirth of the Cambodian film industry.”

Cambodia’s film industry was devastated by the murderous reign of the Khmer Rouge in the 1970s. The regime executed artists, writers and filmmakers as part of its Maoist vision to eliminate the educated elite and transform the country into an agrarian utopia. More than 1.7 million people died under the regime.

Jolie Pitt is currently filming an adaptation of a Khmer Rouge biography, “First They Killed My Father,” based on a 2000 memoir by Cambodian author and human rights activ-ist Luong Ung. (ap)

have even had to turn down guests around Christmas and New Year because. I doubt that anyone will be turned away or have to be redi-rected to other hotels this year,” said Suryawijaya.

The increase in the number of hotel rooms in Bali has not been

EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and some-times painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, car-rying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

“Investors can play both parties. They give donations to all candidates -so regard-less of who wins, they win too. This has happened and can be found happening in Bali. Prospective leaders should be vigilant. Are they being supported or will they indeed be taken advantage of?” he questioned affirmatively.

Subanda went on to say that political parties must also select candidates that are capable and acceptable. Candidates should be desirable in the public eye, be able to meet expectations and have a capacity to lead. Even without financial support, parties must dare to seriously put forth such candidates.

“Do not let them fight alone, and be-come vulnerable to ‘dark funds’. This is dangerous because it lacks idealism. We must guard against this constantly, not just in the matter of campaigning that is geared at mobilizing the masses, but in terms of concepts, ideas, rule enforcement and in implementing programs that are relevant to the vision and mission of the party. There must be no intervention from investors,” he concluded. (rin)

Another member of Commission I, I Nyo-man Adnyana added that if a candidate accepts a donation with the prom-ise of passing a particu-lar project through once elected, is a violation of the law and: “it can be categorized as corrup-tion if proven,” he said.

Adnyana advised all candidates to have their eyes wide open when investors suddenly have a show of good faith and make a large donation

because most probably they have something nefarious planned.

“Candidate need to be selective in accepting donations. Those that are given voluntarily without any associated pressures, should be ac-cepted with gratitude. But without having the appropriate discernment candidates might accept donations that are given with the intention to undermine government rule and thus act as a boomerang for the can-didate,” he explained. “Although Europe has not been conducive in terms of its economic condition, the people still travel to Bali, and the number has even increased over time,” a tourism observer Made Sudana noted on Thursday.

He remarked that 53,991 Eu-ropean tourists arrived in January 2015, and the figure increased to 89,983 in October. A total of 712,917 foreign tourists arrived during the January-October 2015 period.

He quoted the Bali Tourism Of-fice as saying that the number of British travelers visiting Bali had increased by 28.82 percent. This figure was quite high compared to other countries facing gloomy economic growth.

The number of British tourists visiting Bali in the January-Octo-ber 2015 period was recorded at 138,795, an increase from 107,745 visitors in the corresponding period in 2014.

Sudana remarked that French

tourists were also interested in visiting Bali, and 115,228 visitors from France were recorded in the January-October 2015 period.

Meanwhile, 103,799 German tourists visited Bali during the January-October 2015 period, an increase of 14.65 percent from 90,535 visitors in the previous year. Meanwhile, 69,213 Dutch tourists visited Bali during the same period.

Sudana affirmed that tourism promotion through art performanc-es and Indonesia’s participation in various exhibitions in European countries have helped to boost for-eign tourist arrivals to Bali. (ant)

MANGUPURA - The adult il-literate population in Indonesia has dropped to 5.9 million over the past five years, an education and culture ministry official stated.

“In 2015, the adult illiteracy rate has dropped to 3.7 percent, or 5.9 million people, as compared to 9.18 million people, or 5.3 percent, in 2010,” Erman Syamsuddin, the director for Literacy and Equal Edu-cation Development of the Ministry of Education and Culture, noted on Wednesday.

He remarked that the achieve-ment in reducing the illiteracy rate over the past five years has placed Indonesia at par with China and Mexico, as the three large populous countries that were able to reduce the illiteracy rate of their adult population.

Indonesia continues to face the challenge of eliminating illiteracy as four provinces and 45 districts or municipalities still have a high illiteracy rate and need special at-tention.

The achievement made by In-donesia over the past five years showcases the country’s hard work in providing education to its illiter-ate citizens.

“Literacy can not only change

life but also make it meaningful,” the official stated.

With the ability to reduce illit-eracy, the adult population in Indo-nesia can broaden its horizons and have the opportunity to explore the world, take active part in develop-ment, implement democratization, observe peace values, strengthen cultural identity, and support good decision-making.

“In observing the International Literacy Day, the education and culture minister has been consistent in spreading literacy among the adult population through innovative activities,” Erman affirmed.

In the meantime, Bali Province has also shown good progress in the area of literacy development and has managed to increase its literacy rate to 94.89 percent in 2013.

“The figure was achieved two years ago. This achievement based on the statistical data, is an impressive one. We, from the ministry of education and culture, highly laud the achievement,” noted Erman.

For instance, in Badung District, a total of 9,735 illiterate people were recorded in 2013, but this year, the number has possibly reduced to nil, he pointed out. (ant)

AMLAPURA - The Putung at-traction in East Duda village, Selat, has been abandoned. The Karan-gasem Culture and Tourism Agency therefor plans to manage the site in collaboration with a third party starting next year, after an open bid for the role of co-managing the site.

Head of the Karangasem Culture and Tourism Agency, Wayan Purna, recently said that Putung has a lot of potential to become a great at-traction. “We’ve decided to hold an open bid next year. The auction committee is already getting things ready” he said.

Purna is confident that this effort to reinvigorate Putung could make it into one of Karangasem’s flag-ship attractions on the same level as Sukasada Ujung Park, Tirtagangga and Besakih. The third party bidder that wins the management contract will cooperate with the local gov-ernment and the customary village in managing the 1.2 hectare site. “In terms of spatial planning Putung is categorized as a tourist area” he added.

A number of parties, he said, have already expressed their interest in managing this tourist attraction, that relies on the natural beauty of the surrounding area. Purna was

however reluctant to mention who they are because in accordance with the auction process, those bidding on the contract will submit their names next year.

Acting Regent of Karangasem, Ida Bagus Ngurah Arda, became concerned when he checked into the condition of Putung last year. After its heyday on the 1980’s when Putung was one of Karagasem’s leading attractions, it became in-creasingly neglected. After visiting the Putung, the acting regent as-certained that the local government was unable to manage the site on their own and needed to partner with a third party to help manage the site.

Purna added that apart from mak-ing arrangements for renovating the Putung attraction, the Karangasem Culture and Tourism Agency, will be making repairs to number of other areas that support tourism such as Kusambi, Bunutan village, Jemeluk, and Sibetan village. There are some obstacles to rebuilding the rest area at Dukuh because it is the property of the village, so an agreement needs to be made between the district government and the local customary village before improvements can be made there. Kim, a towering figure in South Korea who fought against a succes-sion of dictatorships from the 1960s through the ‘80s, died of a severe blood infection and acute heart failure on Sunday at age 87.

“We are here together to bid a final goodbye to former Presi-dent Kim Young-sam, who was a huge mountain that oversaw our country’s democratization,” Prime Minister Hwang Kyo-ahn said in a speech during a state funeral.

The televised funeral was held on the National Assembly lawn, where Kim was sworn in as presi-dent in early 1993 for a single five-year term. He was buried at the state cemetery in Seoul later Thursday.

Mourners, dressed in black and

braving cold wind and flurries of snow, sat in silence below a flag at half-staff, many of them sobbing or wiping away tears with hand-kerchiefs.

There has been outpouring of mourning for Kim, whose achieve-ments have been largely ignored since he left office in disgrace in early 1998, after accepting what many South Koreans still recall as a humiliating international bailout during the 1997-1998 Asian finan-cial crisis.

More than 180,000 people have paid respects for Kim at makeshift mourning sites across the country, while TV stations and newspapers have run feature stories every day since his death.

At age 25, Kim was the youngest lawmaker and spent most his career in the opposition. His courageous, outspoken criticism against back-to-back dictatorships led by Presi-dent Park Chung-hee — the father of current President Park Geun-hye — and his successor Chun Doo-hwan, earned him a reputation as a pro-democracy fighter, but also made him the subject of repeated political suppression.

As president, Kim reshuffled top military generals loyal to past dic-tators, brought transparency to the country’s murky financial system and took other reforms.

Kim’s reputation was seriously undermined after his government accepted a $58 billion bailout from the International Monetary Fund in late 1997 amid the Asian for-eign exchange crisis. Thousands of companies collapsed, stripping millions of people of their jobs in South Korea. (ap)

JERUSALEM — Two Palestinians were shot and killed in separate incidents Thursday in the West Bank as Israel announced plans to build a new fence near the flashpoint city of Hebron in an effort to contain a two-month spate of violence.

In the first incident, the Israeli military said “a violent riot erupted” when troops raided the village of Qattana overnight to search for ammunition and arrest suspected assailants. The Palestinians hurled firebombs and stones at troops, according to the army.

Troops shot 21-year-old Yehya Taha in the head, according to Pal-estinian health ministry spokesman Mohammed Awawdeh, and the youth later died of his wounds in a Ramallah hospital.

Later Thursday, Israeli border guards shot and killed a Palestinian attacker wielding a knife near the West Bank city of Nablus. Police spokeswoman Luba Samri said the man got out of a taxi near a military post and began running toward officers, brandishing a knife. No Israelis were hurt in that attack, Samri added. The Palestinian health ministry identified the assailant as 51-year-old Samir Seresi.

The two deaths were the latest in a two-month wave of violence. Since mid-September, 19 Israelis have died in Palestinian attacks, mostly stabbings and shootings. At least 93 Palestinians have also died, including 58 said by Israel to be attackers. The others died in clashes with Israeli forces.

In an effort to quell the violence, Defense Minister Moshe Yaalon announced Wednesday that Israel will build a fortified fence near He-bron, a southern West Bank city that has been a flashpoint in the current unrest. He said the fence would fill in a gap in the security barrier Israel began building in the early 2000s in response to Palestinian attacks.

Yaalon told lawmakers that construction of the fence will take a year. The fence will have similar technology as the recently constructed Israeli fence on the Egyptian frontier meant to deter infiltration of militants or migrants seeking asylum. Egypt is currently struggling to put down an Islamic insurgency in the volatile north of its Sinai Peninsula, which borders Israel.

According to a senior military officer, the army has proposed easing restrictions on Palestinians and providing ammunition to Palestinian security forces to avert the attacks. Government officials, however, have rejected the idea, an Israeli official said. Both the officer and the official spoke on condition of anonymity because the offer has not been made public.

Israel says the unrest stems from incitement by Palestinians. The Palestinians say it’s rooted in frustrations over Israel’s nearly half a century-long occupation. Palestinians accuse Israel of using excessive force in suppressing violence.(ap)

NEGARA - The area of Gilimanuk Bay to be worked on for tourism seems to need intensive improvement. Condition of the bay area having been arranged to Gilimanuk Museum still looks rundown due to some sheds of cattle and goat.

As observation on Wednesday (Nov. 25), condition of the Gilimanuk Archeo-logical Museum area right behind the museum still occur several sheds of cattle and goats. Besides, there are also semi-permanent huts used for stalls and collect-ing used goods. According to information, the cows belong to local residents and are deliberately placed at the location to be raised. Due to many sheds, the location looks like a cattle market.

Previously the sheds were placed right alongside the fence of the museum. Howev-er, when the fence surrounding the museum area is repaired, the sheds are getting closer to the bay, between the guardrail of site and the West Bali National Park (TNBB) area. Besides, in the waters of bay area near the sheds line a number of vessels.

Widiada, when asked for his confirmation last Wednesday admitted that he would like to curb the sheds causing the area to look dirty. According to him, village authority has appealed to surrounding people having the shed in the museum area, but the museum authority only keeps silent.

On the other hand, the Culture Division Head of the Jembrana Culture and Tour-ism Agency, A.A. Ngurah Mahadikara, stated not to know about the cattle shed in the museum area. He said that every time making a visit to the museum he does not see the presence of the sheds. Probably, it happens because the location is behind the compound wall of the museum. Pre-viously, there are indeed a lot of cattle around the museum, but they have been disciplined and the museum area has now been clean with the newly renovated build-ing. (kmb26)

Sub-directorate Head of Goods and Packaging, Directorate of Waste Management, Ministry of Environment and Forestry, Ujang Solihin Sidik, spoke to the manage-ment of supermarkets and retailers in the Sewaka Dharma Building on Wednesaday (Nov. 25), about the need to reduce the amount of plastic waste that they use. The event was attended by Regional Secretary of Denpasar AAN Rai Iswara, Head of the Denpasar Environment Agency as well as the Head of the Sanitation and Landscaping Agency.

Solihin Sidik said that dissemina-tion of information is part of a policy that has been prepared by the Min-istry of Environment and Forestry in an effort to reduce the amount of plastic waste being produced. “We are deliberately targeting the man-agement of supermarkets as well as the people of Denpasar so that in the future they can reduce their use of plastic bags,” he said.

By increasing public aware-ness about the need to reduce the use of plastic in everyday life, the production of plastic will certainly be affected. Solihin Sidik added that currently his institution is not

targeting plastic manufacturers, but instead targeting users of plastic with the hope that this will cause manufacturers to have to reduce their production.

Regional Secretary of Denpasar, AAN Rai Iswara, said that dissemi-nating information about plastic waste in Denpasar is one way to realize the “clean Denpasar” goal. Denpasar won the Adipura trophy (awarded to clean cities), so that it will be a challenge to realize an even cleaner Denpasar.

The government cannot imple-ment developments in sanitation on their own, the support of both the public and the private sector are required. These three pillars play an important role in the success of any development program including the reduction of plastic waste.

“The government of Denpasar has innovated numerous ways of reducing garbage in general including plastic. One of them is by a providing a garbage ATM that can be utilized by people in Denpasar,” he said.

Currently garbage is not a catas-trophe because it is being processed properly. In fact quite the contrary, it can becomes a blessing that helps

families economically. Rai Iswara added that a mayoral regulation will be required in order to regulate the use of plastic and help to diminish the amount of plastic waste that is generated.

HONG KONG — Chinese e-commerce giant Alibaba is in talks to buy Hong Kong’s leading English language newspaper, the South China Morning Post, a person with knowledge of the potential deal said Thurs-day.

The person, who spoke on condition of anonymity because the talks were ongoing, said Alibaba is interested in acquiring the newspaper and its related businesses.

The Post’s publisher, SCMP Group, said in a stock exchange filing late Wednesday that it was considering an offer, but did not name the possible buyer. It said it has received a “preliminary approach from a third party” for a possible purchase of its media assets.

The company said the discussions are at a “very early stage” and terms of a deal are subject to “regulatory review.”

In a front-page story, the newspaper noted the “intense speculation” that Alibaba’s bil-lionaire founder and chairman, Jack Ma, was in talks to buy the company’s media businesses, which also include magazines, advertising and custom publishing.

However, the person with knowledge of the talks said it was Alibaba Group Hold-ings Ltd., not Ma, who would be the buyer. The acquisition would fit into the company’s strategy of expanding its media interests, the person said.

Alibaba has been buying stakes in media companies in order to tap Chinese consum-ers’ growing demand for online content as it diversifies outside of its mainstay business of online shopping. In October it bought the remaining shares in video streaming site Youku Tudou it didn’t already own for $3.6 billion.

Acquisition of the Post would also give Al-ibaba greater exposure to a global audience.

The 112-year-old newspaper is Hong Kong’s biggest and most influential English-language newspaper and followed internationally for its reporting on China.

Media mogul Rupert Murdoch owned a controlling stake in the paper for seven years until selling it in 1993 to its current owner, Malaysian sugar tycoon Robert Kuok, who

controls it through his Kerry Group.The South China Morning Post was once

reputed to be the world’s most profitable newspaper but its fortunes have dwindled along with the traditional newsprint industry as the Internet changed news consumption habits.

SCMP Group’s net profit has declined for

the past four years, falling last year to 137 million Hong Kong dollars ($17.7 million) on HK$1.2 billion in revenue, according to its latest annual report.

Speculation about an Alibaba deal first emerged on Nov. 9 when the state-owned China Daily newspaper reported on a possible investment. (ap)

STR Global said that compared to the same dates a year ago, occu-pancy rates were 39 percent lower last Saturday and 33 percent lower last Sunday, the two most recent days in the company’s report.

The day after the attacks, there was a 14 percent drop from the same date a year earlier, followed by decreases in the 20 and 30 per-cent range Nov. 15 to 20.

STR Global cautioned that its report only represents 37 percent of its monthly sample for Paris hotels, so the data is not defini-tive. But it does confirm anecdotal and other reports of a downturn in leisure travel to France.

The leading U.S. airlines, online travel agencies and ticket-distribution companies declined to comment on booking trends.

But travel-information com-pany Forward Data SL said book-ings to Paris over the Christmas holiday were down 13 percent compared with last year since the Nov. 13 attacks.

Forward Data CEO Olivier Jager said in an interview that the company reviewed bookings data that it buys from ticket in-formation distribution systems used by 200,000 travel agencies. The information does not include trips booked directly with the airlines, which is roughly half of all tickets.

Forward Data said cancela-tions among passengers who had already purchased tickets spiked in the days after the attacks but returned to normal levels within a week.

Much of the decline in new bookings appeared to come from leisure travelers — not surprising, since business travel in Europe tends to slow during December. Bookings with online travel agen-cies fell faster than those from corporate travel offices, according to Forward Data. Christmas book-ings from the U.S. to Paris had

been running ahead of 2014 levels until the attacks but fell slightly below last year’s pace after Nov. 13, the company reported.

The three biggest U.S. airlines have said they are continuing to operate normal schedules between the U.S. and Paris.

A website that compares rates for travel insurance, Insure-MyTrip, said in a statement that its agents were experiencing an estimated 20 percent jump in queries from travelers overall seeking insurance since the Paris attacks. (ap)

AMLAPURA - A foreign tourist from Russia, Mozalev Viktor, 53, was found dead in the bathroom of an inn located at Bugbug Kelodan hamlet, Bugbug, at dawn Wednesday (Nov. 25). He was found dead after the bathroom door was broken by security and innkeeper. It has not been known what caused the death of Mozalev, whether it had something to do with cer-tain disorders or suffered food poisoning after eating fish-based food.

The innkeeper, I Nyoman Sukerata, delivered on Wednesday that he ini-tially received a call from his inn security around 02:00 a.m. to check the presence of foreigner staying at the inn. At first, the victim’s wife, Tatiana Mozoleva, 53, said that her husband was not seen after asking to go to bathroom of the inn. After checking the bathroom, in fact, the victim was found lying there. The innkeeper, security and the victim’s wife were shocked. After that, they contacted Penta Medika Clinic in Manggis to check the condition of Mozalev. Based on the results of external examination by Ni Nyoman Wiyani from Penta Medika Clinic, it was not found any signs of violence on the victim’s body. The victim’s wife told the innkeeper that Mozalev previously ate fish. However, it is uncertain whether the

victim died of food poisoning.Victim’s body was then taken to San-

glah Hospital for an autopsy process. His wife then reported the incident to Candi-dasa Sub-sector Police and forwarded it to the Karangasem Police. Chief of Karan-gasem Police Crime Investigation, Noor Maghantara, said on Wednesday that his institution is still investigating the death cause of the victim that has been staying at the inn since October 16. Police also conducted examination to the innkeeper, security and the victim’s wife.

“But we are still constrained by lan-guage problem because the victim’s wife speaks Russian,” he said. Thus, he admitted to find difficulty in uncovering the death cause in the bathroom. From the crime scene, the evidence found like leftover of food (fish) and medicine are still being checked in the laboratory of the Bali Police Forensic.

To learn more about the death cause of the victim, police plan to conduct an inves-tigation with autopsy process. However, his institution is still awaiting the results of coordination with the consulate. Later on, the autopsy will explain more details what caused the death in the bathroom of the accommodation. According to Widiada, this solution needs to be prioritized as a way to over-come the problem of the limited space available for building new schools in Denpasar. “We don’t necessarily have to respond to the sharp increase in the num-ber students each year by building new schools but rather by creating multi story schools,” he said.

Widiada added that this option is much more realistic solution to the problem and would also cost less. The multi-storey building model needs to be put forward,” he said.

According to national standards, a class room must hold a maximum of 32 students. However, a number of public schools in Denpasar hold 40 students in each classroom. “This overloaded condi-tion is particularly prevalent in elementary schools,” he said.

Furthermore, he added that education remains a priority for the fiscal year of 2016. It is said that the government should also fo-

cus on improving educational infrastructure as part of a commitment to improving the quality of education. “The allocation for the construction of multi-storey building can be taken from the parent budget. It is better that we direct this funding to the construction of ‘high rises’ rather to building a new schools,” he suggested.

Previously, the Planning Section Chief at the Denpasar Education Agency, I Made Sudarya, said that tens of school buildings in Denpasar are currently under repair, forcing students to study in neighbouring schools while the work is underway.

According to Sudarya, the building repair consist of: 18 primary schools buildings, two junior high school buildings (SMPN 11 and SMPN 4 Denpasar), one multipurpose hall at SMAN 8 Denpasar high school and lab building at SMK 1 Denpasar and SMK 5 Denpasar vocational school. DENPASAR - The number of students enrolling in schools in Denpasar each year, has been skyrocketing. Yet the construction of a new schools seems to be difficult to realize due to the lack of available land. This has resulted in overcrowded classrooms. To get around this problem, member of Commission IV of the Denpasar House of Representatives, A.A. Ngurah Gede Widiada, revealed that the Municipality of Denpasar has found that the most appropriate solution is to create multi-storey schools, including for elementary schools.

Francis met with a small group of Kenya’s faith leaders before celebrating his first public Mass on the continent, a joyful, rain-soaked celebration of an estimated 300,000 faithful, including Kenya’s president. The Argentine pope, who has never been to Africa before, was treated to ululating Swahili singers, swaying nuns, Maasai tribesmen and traditional dancers at the Mass on the grounds of the University of Nairobi.

On his first full day in Kenya, Francis received a raucous wel-come from the crowd as he zoomed around in his open-sided popemo-bile, some 10,000 police providing security. Some people had been at the university since 3 a.m., brav-ing heavy showers that turned the grounds into thick puddles of mud. Others waited in queues 3 kilome-ters (1.8 miles) deep to get close to the venue.

But the size of the crowd — estimated by both police and the Vatican — was far smaller than the 1.4 million that Kenyan authorities had expected after declaring Thurs-day a national holiday. Vatican of-ficials had predicted a maximum of a half-million people, and the lower number was likely due in large part to the weather.

In his homily, Francis appealed for traditional family values, call-ing for Kenyans to “resist practices which foster arrogance in men, hurt or demean women, don’t care for the elderly and threaten the life of the innocent unborn.”

The African church is among the most conservative in the world, and African bishops have been at the forefront in insisting that traditional church teachings on marriage and sexuality, and its opposition to abortion, be strongly emphasized.

Francis obliged, but also stressed issues of his own concern: He called for Kenyans to shape a more just society that looks out for the poor and to “reject everything that leads

to prejudice and discrimination, for these things are not of God.”

Francis heads later to the U.N. regional headquarters in Nairobi for an environment speech. On Friday, he arrives in Uganda for the second leg of his trip. Earlier Thursday, Francis met with about 25 repre-sentatives of Kenya’s faith groups: Anglicans, other Protestants, Mus-lims, Sikhs, Hindus and Jews.

The pope insisted that reli-gion can never be used to justify violence and lamented that “all too often, young people are being radicalized in the name of religion to sow discord and fear, and to tear at the very fabric of our societies.” He said dialogue among the faiths isn’t a luxury or optional, but is simply “essential.”

Kenya, a former British colony,

is majority Christian. Muslims represent about 10 percent of the population.

In the meeting, Francis referred explicitly to three recent attacks claimed by the Somalia-based al-Shabab extremist group, saying he knew well that the memories were still fresh in Kenya’s mind.

In April, the al-Qaida-linked al-Shabab claimed responsibility for the attack on a mostly Christian college in northeastern Kenya that left some 150 people dead. A month earlier, al-Shabab claimed responsi-bility for attacks in Mandera county on the Somali border in which 12 people died. In September 2013, at least 67 people were killed in an attack by al-Shabab on the Westgate mall in Nairobi.

Al-Shabab opposes Kenya’s decision to send troops to Somalia to fight the group as part of an Afri-can Union force backing Somalia’s weak federal government. “How important it is that we be seen as prophets of peace, peacemakers who invite others to live in peace, harmony and mutual respect,” Francis said.

His comments were echoed by Abdulghafur El-Busaidy, the head of the Supreme Council of Kenyan Muslims.

He said Christians and Mus-lims must work together to ac-commodate one another, and lead the country. “We should not step back,” he said. “We have to lead, because we are led by the word of God.”

Francis’ message of tolerance and his concern for the poor has been welcomed by Kenyans of all religious stripes.

“This pope has transcended religious fault lines,” said Kenyan Sen. Hassan Omar, a Muslim. “He has talked about the plight of Palestinians, the weak and the downtrodden. He epitomizes sim-plicity and demonstrated that he is foremost a defender for social justice.”(ap)

JOHANNESBURG — A South African judge has struck down a government ban on the domestic trade in the horns of rhinos, alarming some conservationists who say the decision could intensify the slaughter of the threatened species.

Judge Francis Legodi delivered the ruling on Thursday, saying the government had failed to properly consult the public before imposing the moratorium in 2009. Legodi also questions

the effectiveness of the moratorium in a 39-page judgment and notes that rhino poaching surged to record levels after it was imposed.

The South African government did not immediately comment on whether it would appeal the ruling. Rhino breeders and game reserve owners took the South African gov-ernment to court to try to overturn the ban on the domestic trade of rhino horn. (ap)

MOSCOW — Russian President Vladi-mir Putin says Turkey still has not apologized for the downing of a Russian warplane or given assurances that “the culprits of this crime” will be punished.

Previously warm relations between the two countries have soured after Turkey on Tuesday shot down a Russian Su-24 on a bombing mission near the Syria border.

Speaking at the Kremlin on Thursday, Putin complained that he has not received an apology from Turkey nor an offer “to make up for the damages.” Russia previously in-sisted that its plane never violated the Turkish airspace as Turkey claimed.

He said he regretted the fact that relations between Turkey and Russia have been driven into a stalemate. (ap)

Executive Director of Indef Enny Sri Hartati said balance of payments is one of the factors determining the exchange rate.

The trade balance tends to leave surplus but more on fall-ing imports faster than decline in exports. Meanwhile service account and income are almost certain to be negative,” Enny said on Thursday.

Enny said the position of the balance of payments will depend on inflows of capital both for direct investment and portfolio.

Performance in foreign direct investment will be determined by the effectiveness of government’s policy packages, while portfolio investment will continue to swell boosted by high domestic interest rate, she said.

“However, portfolio investment will remain volatile to follow the trend of expectations , rumors, and developments of interest rates,”

she said. She said the main external fac-

tor determining the rupiah value in 2016 is the decision of the Fed to raise its fund rate.

She said expected improvement of the US economy will lead the Fed into raising its fund rate in 2016 .

The increase in the Fed fund rate would put pressure on rupiah that could result in capital flight from portfolio investment, she said.

In addition, China has not made progress in coping with its economic setback that global commodity demand is feared to remain weak.

Shrinking demand from China, the world’s second largest economy, and Indonesia’s largest trading part-ner, would have bad impact on the country’s export performance.

“High credit interest rate in Indonesia would contribute to in-crease in foreign debts, which are relatively low in interest rate. As a

result the pressure on rupiah would greater,” Enny said.

Meanwhile, imports in 2016 would follow the trend of industrial development and effectiveness of the government’s policy packages. If the policy packages are effective, demand for foreign exchanges will remain large.

Indonesia’s imports in Janu-ary-September, 2015 averaged US$107.94 billion and demand for foreign exchange to pay for-eign debts and interest of the government and the central bank in January-July, 2016 would reach US$5.08 billion.

Taking into account all the prediction and assumptions, Enny predicted that the rupiah value would fall to the level of 14,000 per dollar.

“It is more pessimistic than the government’s prediction of 13,900. However, if the government and Bank Indonesia succeeded in reduc-ing the current account deficit and in increasing the economic growth, there is still a chance for rupiah to stand at the level of below 14,000 per dollar,” she said. JAKARTA - Bank Indonesia (BI) said it has maintained its benchmark interest rate (BI rate) at 7.5 percent this year to prevent capital outflow.

BI Senior Deputy Governor Mirza Adityaswara said the central bank could not yet cut the BI rate to follow the U.S. and the European Central Banks in order to boost economic growth.

“As what we need is the avail-ability of foreign exchange. Around 37 percent of the state bonds are in foreign exchange. It is important to keep foreign exchange to finance the state budget. We have to see to it that there is no capital outflow,” Mirza said on Thursday.

Mirza said current ly i t is impossible for the nation to grow with foreign assistance in capital. Therefore, there should be policy directed to freeing Indonesia from dependence on foreign capital.

“Concerning portfolio invest-ment, we have to increase pension fund, insurance and mutual fund,” he added.

He also said that equity and loans should be proportional in foreign investment (PMA) enter-ing the country, adding many PMA companies pay high interest rate to banks abroad.

“We should invite only PMA with equity and borrowing bal-anced. Therefore, capital structure of PMA also need improvement. The policies have to be directed that way,” he said.

The monthly meeting of the BI board of governors on Tuesday decided to maintain the BI rate at 7.5 percent with deposit interest rate at 5.5 percent and landing rate at 8 percent.

The central bank, however, de-cided to reduce the primary mini-mum reserve requirement (GWM) in rupiah from originally 8 percent to 7.5 percent of the third party fund effective as from December 1, 2015.

“Yesterday we relaxed monetary policy by reducing GWM, a mon-etary instrument which is also used by the central banks of many other countries,” Mirza said. (ant)

MANCHESTER — Manchester United’s Champions League ambitions were plunged into doubt after a 0-0 home draw against PSV Eindhoven on Wednesday that highlighted the English team’s attacking shortcomings under manager Louis van Gaal.

On a day when Old Trafford paid tribute to the late George Best on the 10th anniversary of the great winger’s death, how United fans wished they had a player to produce similar wizardry or excitement in the current team.

After wasting a string of early chances, United faded against the Dutch champions and was hanging on for a draw by the final whistle, which was met with boos from many home fans. It was United’s fourth goalless draw in its last seven games in all competitions.

United is a point behind Wolfsburg with one game remaining, and may have to beat the Germans away in their group closer in two weeks to reach the knockout stage. That’s because PSV is only a point further back in third, ahead of its last match at home to CSKA Moscow.

“Of course I’m worried,” said Van Gaal, who described United’s display as “average” in the first half and no better in the second.

Van Gaal will be even more concerned once he sees Wolfsburg’s home record. The German side has won both its home games in the Champions League without conceding, and is unbeaten its last 29 home games in the Bundesliga.

United has scored only six goals in its last eight games, and looked directionless after its high-tempo start failed to yield any reward.

“We are not ruthless enough — we have to score more goals as a team,” United captain Wayne Rooney said. “(It’s) a learning curve but we cannot go on saying that. We have to change these (draws) into victories.”

MANCHESTER — Manchester United’s Champions League ambitions were plunged into doubt after a 0-0 home draw against PSV Eindhoven on Wednesday that highlighted the English team’s attacking shortcomings under manager Louis van Gaal.

On a day when Old Trafford paid tribute to the late George Best on the 10th anniversary of the great winger’s death, how United fans wished they had a player to produce similar wizardry or excitement in the current team.

After wasting a string of early chances, United faded against the Dutch champions and was hanging on for a draw by the final whistle, which was met with boos from many home fans. It was United’s fourth goalless draw in its last seven games in all competitions.

United is a point behind Wolfsburg with one game remaining, and may have to beat the Germans away in their group closer in two weeks to reach the knockout stage. That’s because PSV is only a point further back in third, ahead of its last match at home to CSKA Moscow.

“Of course I’m worried,” said Van Gaal, who described United’s display as “average” in the first half and no better in the second.

Van Gaal will be even more concerned once he sees Wolfsburg’s home record. The German side has won both its home games in the Champions League without conceding, and is unbeaten its last 29 home games in the Bundesliga.

United has scored only six goals in its last eight games, and looked directionless after its high-tempo start failed to yield any reward.

“We are not ruthless enough — we have to score more goals as a team,” United captain Wayne Rooney said. “(It’s) a learning curve but we cannot go on saying that. We have to change these (draws) into victories.”

“They want to dominate the game. That is their style,” PSV coach Phillip Cocu said. “We felt as the game went on and they couldn’t score, they were not so dominant anymore. They couldn’t find a solution to beat our defense. We were tactically very good.”

United’s players looked exhausted in the final minutes, and the final whistle was greeted by lots of boos.

MADRID - Real Madrid rediscovered their scoring touch against Shakhtar Do-netsk on Wednesday but a fine attacking performance was nearly spoiled by lingering problems in defence that almost saw them throw away a four-goal lead.

Francis met with a small group of Kenya’s faith leaders before celebrating his first public Mass on the continent, a joyful, rain-soaked celebration of an estimated 300,000 faithful, including Kenya’s president. The Argentine pope, who has never been to Africa before, was treated to ululating Swahili singers, swaying nuns, Maasai tribesmen and traditional dancers at the Mass on the grounds of the University of Nairobi.

On his first full day in Kenya, Francis received a raucous wel-come from the crowd as he zoomed around in his open-sided popemo-bile, some 10,000 police providing security. Some people had been at the university since 3 a.m., brav-ing heavy showers that turned the grounds into thick puddles of mud. Others waited in queues 3 kilome-ters (1.8 miles) deep to get close to the venue.

But the size of the crowd — estimated by both police and the Vatican — was far smaller than the 1.4 million that Kenyan authorities had expected after declaring Thurs-day a national holiday. Vatican of-ficials had predicted a maximum of a half-million people, and the lower number was likely due in large part to the weather.

In his homily, Francis appealed for traditional family values, call-ing for Kenyans to “resist practices which foster arrogance in men, hurt or demean women, don’t care for the elderly and threaten the life of the innocent unborn.”

The African church is among the most conservative in the world, and African bishops have been at the forefront in insisting that traditional church teachings on marriage and sexuality, and its opposition to abortion, be strongly emphasized.

Francis obliged, but also stressed issues of his own concern: He called for Kenyans to shape a more just society that looks out for the poor and to “reject everything that leads

to prejudice and discrimination, for these things are not of God.”

Francis heads later to the U.N. regional headquarters in Nairobi for an environment speech. On Friday, he arrives in Uganda for the second leg of his trip. Earlier Thursday, Francis met with about 25 repre-sentatives of Kenya’s faith groups: Anglicans, other Protestants, Mus-lims, Sikhs, Hindus and Jews.

The pope insisted that reli-gion can never be used to justify violence and lamented that “all too often, young people are being radicalized in the name of religion to sow discord and fear, and to tear at the very fabric of our societies.” He said dialogue among the faiths isn’t a luxury or optional, but is simply “essential.”

Kenya, a former British colony,

is majority Christian. Muslims represent about 10 percent of the population.

In the meeting, Francis referred explicitly to three recent attacks claimed by the Somalia-based al-Shabab extremist group, saying he knew well that the memories were still fresh in Kenya’s mind.

In April, the al-Qaida-linked al-Shabab claimed responsibility for the attack on a mostly Christian college in northeastern Kenya that left some 150 people dead. A month earlier, al-Shabab claimed responsi-bility for attacks in Mandera county on the Somali border in which 12 people died. In September 2013, at least 67 people were killed in an attack by al-Shabab on the Westgate mall in Nairobi.

Al-Shabab opposes Kenya’s decision to send troops to Somalia to fight the group as part of an Afri-can Union force backing Somalia’s weak federal government. “How important it is that we be seen as prophets of peace, peacemakers who invite others to live in peace, harmony and mutual respect,” Francis said.

His comments were echoed by Abdulghafur El-Busaidy, the head of the Supreme Council of Kenyan Muslims.

He said Christians and Mus-lims must work together to ac-commodate one another, and lead the country. “We should not step back,” he said. “We have to lead, because we are led by the word of God.”

Francis’ message of tolerance and his concern for the poor has been welcomed by Kenyans of all religious stripes.

“This pope has transcended religious fault lines,” said Kenyan Sen. Hassan Omar, a Muslim. “He has talked about the plight of Palestinians, the weak and the downtrodden. He epitomizes sim-plicity and demonstrated that he is foremost a defender for social justice.”(ap)

JOHANNESBURG — A South African judge has struck down a government ban on the domestic trade in the horns of rhinos, alarming some conservationists who say the decision could intensify the slaughter of the threatened species.

Judge Francis Legodi delivered the ruling on Thursday, saying the government had failed to properly consult the public before imposing the moratorium in 2009. Legodi also questions

the effectiveness of the moratorium in a 39-page judgment and notes that rhino poaching surged to record levels after it was imposed.

The South African government did not immediately comment on whether it would appeal the ruling. Rhino breeders and game reserve owners took the South African gov-ernment to court to try to overturn the ban on the domestic trade of rhino horn. (ap)

MOSCOW — Russian President Vladi-mir Putin says Turkey still has not apologized for the downing of a Russian warplane or given assurances that “the culprits of this crime” will be punished.

Previously warm relations between the two countries have soured after Turkey on Tuesday shot down a Russian Su-24 on a bombing mission near the Syria border.

Speaking at the Kremlin on Thursday, Putin complained that he has not received an apology from Turkey nor an offer “to make up for the damages.” Russia previously in-sisted that its plane never violated the Turkish airspace as Turkey claimed.

He said he regretted the fact that relations between Turkey and Russia have been driven into a stalemate. (ap)

The trade balance tends to leave surplus but more on fall-ing imports faster than decline in exports. Meanwhile service account and income are almost certain to be negative,” Enny said on Thursday.

Enny said the position of the balance of payments will depend on inflows of capital both for direct investment and portfolio.

Performance in foreign direct investment will be determined by the effectiveness of government’s policy packages, while portfolio investment will continue to swell boosted by high domestic interest rate, she said.

“However, portfolio investment will remain volatile to follow the trend of expectations , rumors, and developments of interest rates,”

she said. She said the main external fac-

tor determining the rupiah value in 2016 is the decision of the Fed to raise its fund rate.

She said expected improvement of the US economy will lead the Fed into raising its fund rate in 2016 .

The increase in the Fed fund rate would put pressure on rupiah that could result in capital flight from portfolio investment, she said.

In addition, China has not made progress in coping with its economic setback that global commodity demand is feared to remain weak.

Shrinking demand from China, the world’s second largest economy, and Indonesia’s largest trading part-ner, would have bad impact on the country’s export performance.

“High credit interest rate in Indonesia would contribute to in-crease in foreign debts, which are relatively low in interest rate. As a

result the pressure on rupiah would greater,” Enny said.

Meanwhile, imports in 2016 would follow the trend of industrial development and effectiveness of the government’s policy packages. If the policy packages are effective, demand for foreign exchanges will remain large.

Indonesia’s imports in Janu-ary-September, 2015 averaged US$107.94 billion and demand for foreign exchange to pay for-eign debts and interest of the government and the central bank in January-July, 2016 would reach US$5.08 billion.

Taking into account all the prediction and assumptions, Enny predicted that the rupiah value would fall to the level of 14,000 per dollar.

“It is more pessimistic than the government’s prediction of 13,900. However, if the government and Bank Indonesia succeeded in reduc-ing the current account deficit and in increasing the economic growth, there is still a chance for rupiah to stand at the level of below 14,000 per dollar,” she said. JAKARTA - Bank Indonesia (BI) said it has maintained its benchmark interest rate (BI rate) at 7.5 percent this year to prevent capital outflow.

BI Senior Deputy Governor Mirza Adityaswara said the central bank could not yet cut the BI rate to follow the U.S. and the European Central Banks in order to boost economic growth.

“As what we need is the avail-ability of foreign exchange. Around 37 percent of the state bonds are in foreign exchange. It is important to keep foreign exchange to finance the state budget. We have to see to it that there is no capital outflow,” Mirza said on Thursday.

Mirza said current ly i t is impossible for the nation to grow with foreign assistance in capital. Therefore, there should be policy directed to freeing Indonesia from dependence on foreign capital.

“Concerning portfolio invest-ment, we have to increase pension fund, insurance and mutual fund,” he added.

He also said that equity and loans should be proportional in foreign investment (PMA) enter-ing the country, adding many PMA companies pay high interest rate to banks abroad.

“We should invite only PMA with equity and borrowing bal-anced. Therefore, capital structure of PMA also need improvement. The policies have to be directed that way,” he said.

The monthly meeting of the BI board of governors on Tuesday decided to maintain the BI rate at 7.5 percent with deposit interest rate at 5.5 percent and landing rate at 8 percent.

The central bank, however, de-cided to reduce the primary mini-mum reserve requirement (GWM) in rupiah from originally 8 percent to 7.5 percent of the third party fund effective as from December 1, 2015.

“Yesterday we relaxed monetary policy by reducing GWM, a mon-etary instrument which is also used by the central banks of many other countries,” Mirza said. (ant)

HONG KONG — Chinese e-commerce giant Alibaba is in talks to buy Hong Kong’s leading English language newspaper, the South China Morning Post, a person with knowledge of the potential deal said Thurs-day.

The person, who spoke on condition of anonymity because the talks were ongoing, said Alibaba is interested in acquiring the newspaper and its related businesses.

The Post’s publisher, SCMP Group, said in a stock exchange filing late Wednesday that it was considering an offer, but did not name the possible buyer. It said it has received a “preliminary approach from a third party” for a possible purchase of its media assets.

The company said the discussions are at a “very early stage” and terms of a deal are subject to “regulatory review.”

In a front-page story, the newspaper noted the “intense speculation” that Alibaba’s bil-lionaire founder and chairman, Jack Ma, was in talks to buy the company’s media businesses, which also include magazines, advertising and custom publishing.

However, the person with knowledge of the talks said it was Alibaba Group Hold-ings Ltd., not Ma, who would be the buyer. The acquisition would fit into the company’s strategy of expanding its media interests, the person said.

Alibaba has been buying stakes in media companies in order to tap Chinese consum-ers’ growing demand for online content as it diversifies outside of its mainstay business of online shopping. In October it bought the remaining shares in video streaming site Youku Tudou it didn’t already own for $3.6 billion.

Acquisition of the Post would also give Al-ibaba greater exposure to a global audience.

The 112-year-old newspaper is Hong Kong’s biggest and most influential English-language newspaper and followed internationally for its reporting on China.

Media mogul Rupert Murdoch owned a controlling stake in the paper for seven years until selling it in 1993 to its current owner, Malaysian sugar tycoon Robert Kuok, who

controls it through his Kerry Group.The South China Morning Post was once

reputed to be the world’s most profitable newspaper but its fortunes have dwindled along with the traditional newsprint industry as the Internet changed news consumption habits.

STR Global said that compared to the same dates a year ago, occu-pancy rates were 39 percent lower last Saturday and 33 percent lower last Sunday, the two most recent days in the company’s report.

STR Global cautioned that its report only represents 37 percent of its monthly sample for Paris hotels, so the data is not defini-tive. But it does confirm anecdotal and other reports of a downturn in leisure travel to France.

The leading U.S. airlines, online travel agencies and ticket-distribution companies declined to comment on booking trends.

But travel-information com-pany Forward Data SL said book-ings to Paris over the Christmas holiday were down 13 percent compared with last year since the Nov. 13 attacks.

Forward Data CEO Olivier Jager said in an interview that the company reviewed bookings data that it buys from ticket in-formation distribution systems used by 200,000 travel agencies. The information does not include trips booked directly with the airlines, which is roughly half of all tickets.

Forward Data said cancela-tions among passengers who had already purchased tickets spiked in the days after the attacks but returned to normal levels within a week.

Much of the decline in new bookings appeared to come from leisure travelers — not surprising, since business travel in Europe tends to slow during December. Bookings with online travel agen-cies fell faster than those from corporate travel offices, according to Forward Data. Christmas book-ings from the U.S. to Paris had

been running ahead of 2014 levels until the attacks but fell slightly below last year’s pace after Nov. 13, the company reported.

The three biggest U.S. airlines have said they are continuing to operate normal schedules between the U.S. and Paris.

A website that compares rates for travel insurance, Insure-MyTrip, said in a statement that its agents were experiencing an estimated 20 percent jump in queries from travelers overall seeking insurance since the Paris attacks. (ap)

AMLAPURA - A foreign tourist from Russia, Mozalev Viktor, 53, was found dead in the bathroom of an inn located at Bugbug Kelodan hamlet, Bugbug, at dawn Wednesday (Nov. 25). He was found dead after the bathroom door was broken by security and innkeeper. It has not been known what caused the death of Mozalev, whether it had something to do with cer-tain disorders or suffered food poisoning after eating fish-based food.

The innkeeper, I Nyoman Sukerata, delivered on Wednesday that he ini-tially received a call from his inn security around 02:00 a.m. to check the presence of foreigner staying at the inn. At first, the victim’s wife, Tatiana Mozoleva, 53, said that her husband was not seen after asking to go to bathroom of the inn. After checking the bathroom, in fact, the victim was found lying there. The innkeeper, security and the victim’s wife were shocked. After that, they contacted Penta Medika Clinic in Manggis to check the condition of Mozalev. Based on the results of external examination by Ni Nyoman Wiyani from Penta Medika Clinic, it was not found any signs of violence on the victim’s body. The victim’s wife told the innkeeper that Mozalev previously ate fish. However, it is uncertain whether the

victim died of food poisoning.Victim’s body was then taken to San-

glah Hospital for an autopsy process. His wife then reported the incident to Candi-dasa Sub-sector Police and forwarded it to the Karangasem Police. Chief of Karan-gasem Police Crime Investigation, Noor Maghantara, said on Wednesday that his institution is still investigating the death cause of the victim that has been staying at the inn since October 16. Police also conducted examination to the innkeeper, security and the victim’s wife.

“But we are still constrained by lan-guage problem because the victim’s wife speaks Russian,” he said. Thus, he admitted to find difficulty in uncovering the death cause in the bathroom. From the crime scene, the evidence found like leftover of food (fish) and medicine are still being checked in the laboratory of the Bali Police Forensic.

To learn more about the death cause of the victim, police plan to conduct an inves-tigation with autopsy process. However, his institution is still awaiting the results of coordination with the consulate. Later on, the autopsy will explain more details what caused the death in the bathroom of the accommodation. According to Widiada, this solution needs to be prioritized as a way to over-come the problem of the limited space available for building new schools in Denpasar. “We don’t necessarily have to respond to the sharp increase in the num-ber students each year by building new schools but rather by creating multi story schools,” he said.

Widiada added that this option is much more realistic solution to the problem and would also cost less. The multi-storey building model needs to be put forward,” he said.

According to national standards, a class room must hold a maximum of 32 students. However, a number of public schools in Denpasar hold 40 students in each classroom. “This overloaded condi-tion is particularly prevalent in elementary schools,” he said.

Furthermore, he added that education remains a priority for the fiscal year of 2016. It is said that the government should also fo-

cus on improving educational infrastructure as part of a commitment to improving the quality of education. “The allocation for the construction of multi-storey building can be taken from the parent budget. It is better that we direct this funding to the construction of ‘high rises’ rather to building a new schools,” he suggested.

Previously, the Planning Section Chief at the Denpasar Education Agency, I Made Sudarya, said that tens of school buildings in Denpasar are currently under repair, forcing students to study in neighbouring schools while the work is underway.

According to Sudarya, the building repair consist of: 18 primary schools buildings, two junior high school buildings (SMPN 11 and SMPN 4 Denpasar), one multipurpose hall at SMAN 8 Denpasar high school and lab building at SMK 1 Denpasar and SMK 5 Denpasar vocational school. Ngurah Gede Widiada, revealed that the Municipality of Denpasar has found that the most appropriate solution is to create multi-storey schools, including for elementary schools.

Kim, a towering figure in South Korea who fought against a succes-sion of dictatorships from the 1960s through the ‘80s, died of a severe blood infection and acute heart failure on Sunday at age 87.

“We are here together to bid a final goodbye to former Presi-dent Kim Young-sam, who was a huge mountain that oversaw our country’s democratization,” Prime Minister Hwang Kyo-ahn said in a speech during a state funeral.

The televised funeral was held on the National Assembly lawn, where Kim was sworn in as presi-dent in early 1993 for a single five-year term. He was buried at the state cemetery in Seoul later Thursday.

Mourners, dressed in black and

braving cold wind and flurries of snow, sat in silence below a flag at half-staff, many of them sobbing or wiping away tears with hand-kerchiefs.

There has been outpouring of mourning for Kim, whose achieve-ments have been largely ignored since he left office in disgrace in early 1998, after accepting what many South Koreans still recall as a humiliating international bailout during the 1997-1998 Asian finan-cial crisis.

More than 180,000 people have paid respects for Kim at makeshift mourning sites across the country, while TV stations and newspapers have run feature stories every day since his death.

At age 25, Kim was the youngest lawmaker and spent most his career in the opposition. His courageous, outspoken criticism against back-to-back dictatorships led by Presi-dent Park Chung-hee — the father of current President Park Geun-hye — and his successor Chun Doo-hwan, earned him a reputation as a pro-democracy fighter, but also made him the subject of repeated political suppression.

As president, Kim reshuffled top military generals loyal to past dic-tators, brought transparency to the country’s murky financial system and took other reforms.

Kim’s reputation was seriously undermined after his government accepted a $58 billion bailout from the International Monetary Fund in late 1997 amid the Asian for-eign exchange crisis. Thousands of companies collapsed, stripping millions of people of their jobs in South Korea. (ap)

JERUSALEM — Two Palestinians were shot and killed in separate incidents Thursday in the West Bank as Israel announced plans to build a new fence near the flashpoint city of Hebron in an effort to contain a two-month spate of violence.

In the first incident, the Israeli military said “a violent riot erupted” when troops raided the village of Qattana overnight to search for ammunition and arrest suspected assailants. The Palestinians hurled firebombs and stones at troops, according to the army.

Troops shot 21-year-old Yehya Taha in the head, according to Pal-estinian health ministry spokesman Mohammed Awawdeh, and the youth later died of his wounds in a Ramallah hospital.

Later Thursday, Israeli border guards shot and killed a Palestinian attacker wielding a knife near the West Bank city of Nablus. Police spokeswoman Luba Samri said the man got out of a taxi near a military post and began running toward officers, brandishing a knife. No Israelis were hurt in that attack, Samri added. The Palestinian health ministry identified the assailant as 51-year-old Samir Seresi.

The two deaths were the latest in a two-month wave of violence. Since mid-September, 19 Israelis have died in Palestinian attacks, mostly stabbings and shootings. At least 93 Palestinians have also died, including 58 said by Israel to be attackers. The others died in clashes with Israeli forces.

In an effort to quell the violence, Defense Minister Moshe Yaalon announced Wednesday that Israel will build a fortified fence near He-bron, a southern West Bank city that has been a flashpoint in the current unrest. He said the fence would fill in a gap in the security barrier Israel began building in the early 2000s in response to Palestinian attacks.

Yaalon told lawmakers that construction of the fence will take a year. The fence will have similar technology as the recently constructed Israeli fence on the Egyptian frontier meant to deter infiltration of militants or migrants seeking asylum. Egypt is currently struggling to put down an Islamic insurgency in the volatile north of its Sinai Peninsula, which borders Israel.

According to a senior military officer, the army has proposed easing restrictions on Palestinians and providing ammunition to Palestinian security forces to avert the attacks. Government officials, however, have rejected the idea, an Israeli official said. Both the officer and the official spoke on condition of anonymity because the offer has not been made public.

Israel says the unrest stems from incitement by Palestinians. The Palestinians say it’s rooted in frustrations over Israel’s nearly half a century-long occupation. Palestinians accuse Israel of using excessive force in suppressing violence.(ap)

As observation on Wednesday (Nov. 25), condition of the Gilimanuk Archeo-logical Museum area right behind the museum still occur several sheds of cattle and goats. Besides, there are also semi-permanent huts used for stalls and collect-ing used goods. According to information, the cows belong to local residents and are deliberately placed at the location to be raised. Due to many sheds, the location looks like a cattle market.

Previously the sheds were placed right alongside the fence of the museum. Howev-er, when the fence surrounding the museum area is repaired, the sheds are getting closer to the bay, between the guardrail of site and the West Bali National Park (TNBB) area. Besides, in the waters of bay area near the sheds line a number of vessels.

Widiada, when asked for his confirmation last Wednesday admitted that he would like to curb the sheds causing the area to look dirty. However, since the sheds are located in the museum area, it is rather dif-ficult to be disciplined. Other than located in the museum area, a part of the shed is located in the TNBB area. According to him, village authority has appealed to surrounding people having the shed in the museum area, but the museum authority only keeps silent.

On the other hand, the Culture Division Head of the Jembrana Culture and Tour-ism Agency, A.A. Ngurah Mahadikara, stated not to know about the cattle shed in the museum area. He said that every time making a visit to the museum he does not see the presence of the sheds. Probably, it happens because the location is behind the compound wall of the museum. Pre-viously, there are indeed a lot of cattle around the museum, but they have been disciplined and the museum area has now been clean with the newly renovated build-ing. (kmb26)

Sub-directorate Head of Goods and Packaging, Directorate of Waste Management, Ministry of Environment and Forestry, Ujang Solihin Sidik, spoke to the manage-ment of supermarkets and retailers in the Sewaka Dharma Building on Wednesaday (Nov. 25), about the need to reduce the amount of plastic waste that they use. The event was attended by Regional Secretary of Denpasar AAN Rai Iswara, Head of the Denpasar Environment Agency as well as the Head of the Sanitation and Landscaping Agency.

Solihin Sidik said that dissemina-tion of information is part of a policy that has been prepared by the Min-istry of Environment and Forestry in an effort to reduce the amount of plastic waste being produced. “We are deliberately targeting the man-agement of supermarkets as well as the people of Denpasar so that in the future they can reduce their use of plastic bags,” he said.

By increasing public aware-ness about the need to reduce the use of plastic in everyday life, the production of plastic will certainly be affected. Solihin Sidik added that currently his institution is not

targeting plastic manufacturers, but instead targeting users of plastic with the hope that this will cause manufacturers to have to reduce their production.

Regional Secretary of Denpasar, AAN Rai Iswara, said that dissemi-nating information about plastic waste in Denpasar is one way to realize the “clean Denpasar” goal. Denpasar won the Adipura trophy (awarded to clean cities), so that it will be a challenge to realize an even cleaner Denpasar.

The government cannot imple-ment developments in sanitation on their own, the support of both the public and the private sector are required. These three pillars play an important role in the success of any development program including the reduction of plastic waste.

“The government of Denpasar has innovated numerous ways of reducing garbage in general including plastic. One of them is by a providing a garbage ATM that can be utilized by people in Denpasar,” he said.

Currently garbage is not a catas-trophe because it is being processed properly. In fact quite the contrary, it can becomes a blessing that helps

families economically. Rai Iswara added that a mayoral regulation will be required in order to regulate the use of plastic and help to diminish the amount of plastic waste that is generated.

He remarked that 53,991 Eu-ropean tourists arrived in January 2015, and the figure increased to 89,983 in October. A total of 712,917 foreign tourists arrived during the January-October 2015 period.

He quoted the Bali Tourism Of-fice as saying that the number of British travelers visiting Bali had increased by 28.82 percent. This figure was quite high compared to other countries facing gloomy economic growth.

The number of British tourists visiting Bali in the January-Octo-ber 2015 period was recorded at 138,795, an increase from 107,745 visitors in the corresponding period in 2014.

Sudana remarked that French

tourists were also interested in visiting Bali, and 115,228 visitors from France were recorded in the January-October 2015 period.

Meanwhile, 103,799 German tourists visited Bali during the January-October 2015 period, an increase of 14.65 percent from 90,535 visitors in the previous year. Meanwhile, 69,213 Dutch tourists visited Bali during the same period.

Sudana affirmed that tourism promotion through art performanc-es and Indonesia’s participation in various exhibitions in European countries have helped to boost for-eign tourist arrivals to Bali. (ant)

MANGUPURA - The adult il-literate population in Indonesia has dropped to 5.9 million over the past five years, an education and culture ministry official stated.

“In 2015, the adult illiteracy rate has dropped to 3.7 percent, or 5.9 million people, as compared to 9.18 million people, or 5.3 percent, in 2010,” Erman Syamsuddin, the director for Literacy and Equal Edu-cation Development of the Ministry of Education and Culture, noted on Wednesday.

He remarked that the achieve-ment in reducing the illiteracy rate over the past five years has placed Indonesia at par with China and Mexico, as the three large populous countries that were able to reduce the illiteracy rate of their adult population.

Indonesia continues to face the challenge of eliminating illiteracy as four provinces and 45 districts or municipalities still have a high illiteracy rate and need special at-tention.

The achievement made by In-donesia over the past five years showcases the country’s hard work in providing education to its illiter-ate citizens.

“Literacy can not only change

life but also make it meaningful,” the official stated.

With the ability to reduce illit-eracy, the adult population in Indo-nesia can broaden its horizons and have the opportunity to explore the world, take active part in develop-ment, implement democratization, observe peace values, strengthen cultural identity, and support good decision-making.

“In observing the International Literacy Day, the education and culture minister has been consistent in spreading literacy among the adult population through innovative activities,” Erman affirmed.

In the meantime, Bali Province has also shown good progress in the area of literacy development and has managed to increase its literacy rate to 94.89 percent in 2013.

“The figure was achieved two years ago. This achievement based on the statistical data, is an impressive one. We, from the ministry of education and culture, highly laud the achievement,” noted Erman.

For instance, in Badung District, a total of 9,735 illiterate people were recorded in 2013, but this year, the number has possibly reduced to nil, he pointed out. (ant)

Purna is confident that this effort to reinvigorate Putung could make it into one of Karangasem’s flag-ship attractions on the same level as Sukasada Ujung Park, Tirtagangga and Besakih. The third party bidder that wins the management contract will cooperate with the local gov-ernment and the customary village in managing the 1.2 hectare site. “In terms of spatial planning Putung is categorized as a tourist area” he added.

A number of parties, he said, have already expressed their interest in managing this tourist attraction, that relies on the natural beauty of the surrounding area. Purna was

however reluctant to mention who they are because in accordance with the auction process, those bidding on the contract will submit their names next year.

Acting Regent of Karangasem, Ida Bagus Ngurah Arda, became concerned when he checked into the condition of Putung last year. After its heyday on the 1980’s when Putung was one of Karagasem’s leading attractions, it became in-creasingly neglected. After visiting the Putung, the acting regent as-certained that the local government was unable to manage the site on their own and needed to partner with a third party to help manage the site.

Purna added that apart from mak-ing arrangements for renovating the Putung attraction, the Karangasem Culture and Tourism Agency, will be making repairs to number of other areas that support tourism such as Kusambi, Bunutan village, Jemeluk, and Sibetan village. There are some obstacles to rebuilding the rest area at Dukuh because it is the property of the village, so an agreement needs to be made between the district government and the local customary village before improvements can be made there. EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and some-times painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, car-rying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

over Indonesia, including Bali. In fact, the potential that tourism in Bali represents, makes this island very attractive to inves-tors who try to play with the regulations that govern the issuing of permits for hotels, villas and buildings that violate coastal, river or even road borderline, for example.

“Investors can play both parties. They give donations to all candidates -so regard-less of who wins, they win too. This has happened and can be found happening in Bali. Prospective leaders should be vigilant. Are they being supported or will they indeed be taken advantage of?” he questioned affirmatively.

Subanda went on to say that political parties must also select candidates that are capable and acceptable. Candidates should be desirable in the public eye, be able to meet expectations and have a capacity to lead. Even without financial support, parties must dare to seriously put forth such candidates.

“Do not let them fight alone, and be-come vulnerable to ‘dark funds’. This is dangerous because it lacks idealism. We must guard against this constantly, not just in the matter of campaigning that is geared at mobilizing the masses, but in terms of concepts, ideas, rule enforcement and in implementing programs that are relevant to the vision and mission of the party. There must be no intervention from investors,” he concluded. (rin)

Another member of Commission I, I Nyo-man Adnyana added that if a candidate accepts a donation with the prom-ise of passing a particu-lar project through once elected, is a violation of the law and: “it can be categorized as corrup-tion if proven,” he said.

because most probably they have something nefarious planned.

“Candidate need to be selective in accepting donations. Those that are given voluntarily without any associated pressures, should be ac-cepted with gratitude. But without having the appropriate discernment candidates might accept donations that are given with the intention to undermine government rule and thus act as a boomerang for the can-didate,” he explained. Walker’s father, who is the executor of his son’s estate, filed the lawsuit claiming that the Porsche Carrera GT that his son was riding in lacked safety features that could have saved the actor’s life.

The lawsuit cites features included in other pend-ing lawsuits against the automaker over the crash that might have saved the actor’s life, including a stability control system, side-door reinforcements and a breakaway fuel line to help prevent the car from bursting into flames after a collision.

Walker was on a break from filming the seventh film in the “Fast & Furious” franchise when he was killed. He was riding in the Carrera GT driven by friend and business associate Roger Rodas when the car spun out of control, struck three trees and burst into flames on a street in Santa Clarita, California.

The lawsuit seeks unspecified damages.Rodas’ widow, Kristine, who has a pending

claim against Porsche in federal court, also filed a wrongful death lawsuit against the carmaker in state court on Wednesday.

An after-hours message sent to Porsche seeking comment was not immediately returned.

The car company has denied in other lawsuits, including one filed by the actor’s daughter, that it is responsible for Walker’s death.

On Nov. 12, Porsche stated in a court filing that the Carrera GT had been altered and improperly maintained and those factors contributed to the deaths of Walker and Rodas.

The company also called Walker “a knowledge-able and sophisticated user of the 2005 Carrera GT,” Porsche’s lawyers stated in response to the lawsuit by Meadow Walker, the actor’s daughter.

Meadow Walker’s attorney, Jeff Milam, criti-cized the filing, reiterating his claims that the car as sold was unsafe.

“If Porsche had designed the car to include

proper safety features, Paul would have sur-vived, he would be filming ‘Fast and Furious 8,’ and Meadow Walker would have the father she adored,” Milam wrote in a statement.

None of the cases have yet been set for trial.

Wednesday’s lawsuit repeats a claim from Meadow Walker’s case that the Porsche was traveling between 63 and 71 mph (101 to 114 kph) before it spun out of c o n t r o l . (ap)

PHNOM PENH — The little-known Cambodia International Film Festival is getting a star-powered boost this year from Angelina Jolie Pitt.

The Hollywood star, who is currently in Cambodia filming her latest movie, will serve as president of the festival’s honorary com-mittee, organizers said.

The festival held in the capital, Phnom Penh, runs Dec. 4-10 and is screening 130 films from 34 countries.

“Cambodia’s rich history, long culture and talented people mean it has a huge amount to offer the region and the world,” Jolie Pitt said in a statement issued Tuesday by the festival. “I’m proud to support the Cambodia Interna-tional Film Festival and Cambodia as a home for vibrant and innovative filmmaking.”

Festival adviser Cedric Eloy, head of the Cambodian Film Commission, said Jolie Pitt’s role would provide moral support and help “bring attention to the rebirth of the Cambodian film industry.”

Cambodia’s film industry was devastated by the murderous reign of the Khmer Rouge in the 1970s. The regime executed artists, writers and filmmakers as part of its Maoist vision to eliminate the educated elite and transform the country into an agrarian utopia. More than 1.7 million people died under the regime.

Jolie Pitt is currently filming an adaptation of a Khmer Rouge biography, “First They Killed My Father,” based on a 2000 memoir by Cambodian author and human rights activ-ist Luong Ung. (ap)

Head of the Indonesia Hotel and Restaurant Association (PHRI) of Badung, IGN Rai Suryawijaya said that the overabundance of hotels rooms, that have sprung up recently is in part to blame for Badung’s lower occupancy rates.

“In the past hotels in Badung

have even had to turn down guests around Christmas and New Year because. I doubt that anyone will be turned away or have to be redi-rected to other hotels this year,” said Suryawijaya.

The increase in the number of hotel rooms in Bali has not been

commiserating with number of tour-ists visiting the island. Thousands of new hotels have been built in the last 5 years and as Suryawijaya said: “this shaw caused a decrease in quality and frequent price wars between hotels,” he said.

He did admit that the govern-ment of Badung had issued a Regent Regulation stating the mini-mum requirements for new hotels, but added that this is only enough to slow down the excessive building of new hotels only very slightly.

“Construction permits for the

building of new hotels should only be given out once the average oc-cupancy rate has reached 80%, to avoid the rampant tariff wars that are happening today,” he said.

Between 2009 and 2014 the total number of rooms available for rent in Badung went from 28,448 to 61,206. The number of non star hotels went from 505 to 855 (or 11, 463 rooms to 34,815 rooms). The number of cottages went form 395 to 999 (or 1,986 rooms to 3, 937 rooms, and there were only 7 condotels in 2009 but by 2014 there

were 38 with a total of 5, 141 com-pared to the 775 condotel rooms that existed in 2014. The number of rental houses also increased from 31 to 37 or from 513 rooms to 953 rooms. (kmb27)

“Everything must be transparent. If the donations are given without any terms or particular interests there is no problem, but there will certainly be prob-lems if this is not the case and should therefore not be accepted,” said member of Commission I of the Bali House of Representatives, I Gusti Putu Widjera, in Denpasar recently.

Widjera added that accepting a donation that is tied to an agreement is tantamount to mortgaging off the region which obvisouly has an impact on the people of that region. On that account, candidates are expected to have the courage and integrity to reject such donations from investors.
