CEO CORNER
Welcome back to another CEO Corner. Unfortunately, the big wet that had been expected over the past two weekends didn’t really eventuate besides a few smaller falls, but nothing substantial.
This week we have our August Council Meeting. The Agenda isn’t overly exhaustive with the main content being the award of recently advertised tenders. Councillors will also be completing their mandatory training as required by the WA State Government as part of the Local Government Act Review.
Good luck to the golfers competing in Kulin Golf Club’s annual showcase event, the Clayton Cup, on Saturday 22nd August. I’m sure Phil and Matches will gladly take late entries. The Golf Club and Shire staff certainly have the course looking in top condition.
Congratulations to the other Winter Sports Clubs on successfully hosting a Quiz Night at the FRC last Saturday night. I hear a good time was had by all and quizmaster, Jay Robbo, kept everyone well entertained. Such events certainly bring the community together.
Next week sees the FRC host a couple of regional meetings, including a ‘Grain on Rail’ Meeting with the local WAFF Branch, as well as the WALGA Central Country Zone Meeting. These meetings are certainly an opportunity to showcase the
great community of Kulin.A short report this week, but as always things seem to be busy within the Kulin community to keep it progressing.

Applications are invited for a full time Road Maintenance / Plant Operator position with the Council.
The successful applicant will be required to hold a minimum MR licence and will undertake on the job training to enable him/her to carry out various duties and responsibilities in an efficient manner and to become proficient in operating various items of Council plant and machinery.
Conditions of employment are in accordance with the LGIA 2020 Award. With incentives such as regular overtime, over award payments, superannuation and other bonus schemes operators have the capacity to

Kulin is located three hours south east of Perth and one-hour east of Narrogin. The Shire population is approx 1000, with the townsite of Kulin having 400 residents. The Shire is well serviced in terms of health care and schooling (to year 10), has recreation facilities second to none and an energetic community provides the opportunity for plenty of active participation and quality living.

With the coming spring and even though there are no Bush Races, many visitors will still be arriving/travelling in our Shire for a multitude of reasons, not the least that Kulin is quite simply a fantastic place to be.
With the above in mind the Shire is requesting all residents to set aside some time now to spruce up their little piece of heaven. Time to clean up around your home for the spring and to get in early to get rid of potential fire hazards that will exist once the grasses dry off. There is also the issue that long grass and rubbish makes an ideal home for snakes and other unwanted pests.In terms of Bushfire control, In past years the Council has not seriously considered issuing

infringements however this year there will be no warnings given to anyone not complying with the firebreak order.
THE FIREBREAK ORDER THAT APPLIES TO TOWNSITE LAND IS AS FOLLOWS:“Land Area less than 1 hectare:-All hazardous material must be removed from the whole of the land except living trees, shrubs and plants. In the remaining area all vegetation is to be maintained to a height of no greater than 100mm, and;
It be recommended that at least a 2m wide area, immediately within the external boundaries of the lot, be clear of all flammable material except for living trees, plants and shrubs.”For information any land of one hectare or above the rural provisions apply.

TECH SAVVY SENIORWORKSHOPS STARTING
KERBSIDE RUBBISH COLLECTION
The Shire will be conducting a kerbside pickup throughout the townsite on Thursday 10th and Thursday24th of September 2020. • This will be a great
opportunity to get rid of any rubbish not suited to the weekly depot pick-ups.
• Small electrical goods, small furniture, tree and garden trimmings etc.
• Larger items may be removed from your yard by phoning office staff to organise for pick-up. Please let us know if you would like something removed.
• Please NO broken glass or lawn clippings.

TECH SAVVY SENIOR WORKSHOPS
SHIRE OF KULIN - BUSH FIRES ACT 1954
PURSUANT TO THE POWERS contained in Section 33, you are hereby required on or before 31 October 2020 and thereafter up to and including 15 March 2021 to have a 3 metre firebreak clear of all inflammable material on all rural and townsite rural land owned or occupied by you: 1. Immediately inside all external boundaries of the land; and2. In such other positions as is necessary to divide land into areas not exceeding 500 hectares, each completely surrounded by a firebreak; and3. Immediately surrounding any part of land used for crop; and4. Parallel to and within 100 metres of the perimeter of all buildings, haystacks and fuel ramps on the land; and5. Immediately surrounding receptacles used for the storage of fuel, whether they contain fuel or not; the firebreak required to comply with this item shall be no less than 5 metres wide; and6. Immediately inside land which has been bulldozed, chained or prepared for clearing by burning (whether you intend to burn the bush or not); the firebreak required shall be no less than 7 metres wide. Where the land is prepared for clearing by burning after 19 September 2020 you shall provide the firebreak immediately.

FIREBREAK VARIATIONIf it is considered by the owner or occupier to be impractical to clear firebreaks to comply with this notice due to soil erosion, the spread of salinity or for any other reason, a request for a variation may be made to the Council no later than the 1 September of each year. Such a request must be in writing and include a detailed plan showing the proposed location of firebreaks or of the alterative fire protection methods to be used. HARVESTING OPERATIONS - MOBILE FIRE FIGHTING UNITSAn operational mobile engine powered firefighting pump unit with no less than 500 litres of water shall be in attendance during grain harvesting operations. If the unit is trailer mounted the trailer must be attached to a vehicle at all times during harvesting operations and the unit must be in the paddock, or adjoining paddock, where the harvesting operation is being carried out.
AUTOMATIC HARVESTING BANSA Harvest Ban will apply automatically on Christmas Day and New Year’s Day.
OTHER MATTERSIf for hardship reasons, it is considered by the owner or occupier to be impossible to clear firebreaks required by this Notice, you may apply to Council or its duly authorised officer for permission to seek alternative options. Claimants of hardship, should do so with sufficient time to allow alternatives to be enacted. Claims of hardship does not automatically exempt owners and occupiers from the requirements of this Notice.
The penalty for failing to comply with this Notice is a fine not exceeding $5000. A person in default is also liable, whether prosecuted or not, to pay the cost of the Shire or a contractor performing the work directed in this Notice if it is not carried out by the owner or occupier by the due date. If the requirements of this Notice are carried out by burning, such burning must be in accordance with the relevant provisions of the Bush Fires Act. By Order of the Council.

Shire of Kulin, and have not placed an order in the past 5 years.

On the 9th August, eight dedicated men played a stroke round during the rain and 50km/hr winds. All eight men finished. Scores were not the best but Phil came in with a 78 nett and Ben Whisson, who played his first game of the year, came in with a good score of 81 nett.
On the 16th August, Ellen, Julie and six men played in windy conditions. We played a Stableford event and Norm Quicke came in with a great score of 41 points.

EASY SCIENCE EXPERIMENTS
TRAVELLING WATER.1. 6 x clear plastic cups2. Place water and food
colouring in 3 plastic cups3. Place an empty cup in
between each cup of colour.4. Fold paper towel over to
make a strip.5. Place one end in the colour,
the other in the empty cup.6. Watch the colour travel up
the paper towel, joining in the empty cup to create a new colour.
DRY SAND1. Spread plain beach sand or
bought coloured sand on a tray, spray with Scotchguard, let dry.
2. Using a jug or large bowl of water, place the sand in the water.
3. When you take the sand back out it will be dry!
LAVA LAMP1. Glass jar or coffee jar.2. Fill 2/3 with Baby oil or
cooking oil. Fill remaining with water.
3. Add some food colouring.4. The oil and water will not

How did you do with identifying the event on the left? The picture is of the Premier, Sir David Brand, at the Kulin 50th Anniversary in 1960. Bill Colbourne showed us the plaque from the Kulin museum, that was in front of the tractor on the day. The Plaque reads:
“In commemoraion of the 50th year of settlement of the Kulin District. Unveiled by the Premier. Hon. D Brand on 5th November 1960. This early model tractor was one of the first used in the district and was donated by Mr. J.H. Nichols, Kulin.”

WELCOME
Greetings from your local police!Kulin Police Station is a two-officer station that predominantly polices the Shire of Kulin and provides an extended coverage into the neighbouring shires of Corrigin, Kondinin, Lake Grace and Wickepin.
Although the police station isn’t staffed 24/7 your local officers are available to respond to incidents at any time. Your local police can be contacted as follows:
• If you require police in an emergency then dial 000.
• If you require police for a non-emergency then dial 131444.
• If you wish to speak to an officer at the police station dial 9861 5800.
Out of business hours, the main police station number is diverted to Albany Police Station but the public and local community are encouraged to leave a message with staff there should they wish to speak to their local police.
CHANGE IN MOBILE PHONE WHIST DRIVING PENALTIES
From 1 September 2020, there are changes to the penalties for the use of mobile devices whilst driving. The penalties have been increased due to the increased use of smart phones by drivers and are as follows:
• Use mobile phone (audio call) whilst driving $500 fine 3 demerit points
• Use mobile phone (email, texting, video call or social media) $1000 fine 4 demerit points.
• Further information regarding road safety can be found at www.rsc.wa.gov.au
FIREARMS LICENSING
A reminder to local firearms license holders to ensure firearms licenses are renewed on time and not left too late. Common issues with this are not updating address details with WA Police Licensing or just leaving it for a rainy day!
The current cost of renewing an individual firearm license is $56 as opposed to the $421 fine for not. It is the responsibility of the firearms license holder to ensure it is current at all times.
CRIME PREVENTION
At the beginning of 2020 there were a number of home burglaries reported within the town site. The offenders removed fly screens and entered through unlocked windows. To prevent similar incidents household and business owners are advised to ensure their premises have adequate security before leaving it unoccupied for extended periods. This includes window locks, door locks and the fixing of fly and security screens.

KULIN RSL SUB-BRANCH
The current members of the Kulin RSL, Peter Mullan and Ray Baldock regrettably made the decision to close the Kulin RSL Sub Branch which has been active since 1934. This move is disappointing but there was no other option to continue with the Sub-Branch. The following is an email I received from John McPherson, RSL, Perth regarding the closure.
G’day Peter,
I was sorry to read your email about the closing of the Kulin RSL Sub-Branch but fully understand the reasoning behind this move.
The thanks of RSLWA are extended to all those who have participated in your past endeavours, particularly to yourself and Raymond Baldock (the last members of the branch). As your original Charter is unable to be located, and will therefore not be returned to RSLWA as is the norm, our membership officer will transfer your memberships to RSLWA Central and make note that Kulin RSL Sub-Branch no longer exists.

We would like to take this opportunity to sincerely thank the Kulin Community and the Kulin Shire for their support and assistance in conducting Anzac Day Services and especially the construction of the new war memorial. We are pleased with the knowledge that the Anzac Service in Kulin will continue to be conducted and supported, as it has been for the past 86 years.

ACTS OF KINDNESS AND APPRECIATION
Lately, I have witnessed and heard some really great examples of our strong community and local acts of kindness. I thought it would be a good opportunity for us to share these ‘Acts of Kindness & Appreciation’ in the Kulin Update. If you would like to acknowledge someone or share a positive story, please send it through to the CRC.
Every day, Travis, myself and our kids thank our lucky stars that we live here in this town and more so in the past few months, in Western Australia. We have so much to be thankful for. Today a parade of Shire road machinery graded, then rolled and then graded again some of our very bumpy driveway. The kids and I took great delight in running out onto our veranda this afternoon and jumping for joy and waving at Rod, Jonesy, Jeremy, and Johnno! Thanks, so much guys for the grading and waving back with those big grins!
Lastly, I want to leave you with a thought until next time,
“Be kind to yourself first and foremost because when you feel good, helping and looking out for others comes easier too”.

KULIN MUSEUM SOCIETY INC.
AGM 15TH AUGUST 2020
Despite COVID 19 the Museum and Men’s Shed have had a productive year. Tourists and visitors were less during the shutdown, but many people are on the road now.
The forklift purchased with a grant from the Aust. Men’s Shed Association has been refurbished and painted (in Eagles colours- AARGH) and is ready to use.
Two old CBH elevators have been brought to town and are on display over the road.
New woodworking equipment has been installed in the woodworking area in Ted’s shed. This was purchased with a grant from the Kulin Bush Races.
The Ford Pilot car, owned by the garage proprietors, the Butler family, circa 1948 has come to town and restoration has begun. This car was originally bought by Mr Harry Trundle and traded in at Butler’s a year or two later.
More items have been donated and there is much restoration still to be done.

I joined C.W.A. this year to be involved in fund-raising for the upgrade of the interior of the C.W.A building.
The C.W.A. Members would like to thank our Shire for their interest and assistance in getting drainage completed.
I’ve included a couple of my families favourite recipes. They are well worth a try!

HOW TO REMOVE GREASE STAINS
Eucalyptus oil will remove stains from any kind of material. Apply with a clean piece of flannel, and rub gently until the stain disappears.
Taken from the C.W.A. Cookery Book and household Hints, which will be available for sale at Market day.
SPONGE CAKE
4 Eggs – a few days old¾ Cup of sugar½ Cup cornflour½ Cup custard powder½ Teaspoon carb soda1 Teaspoon cream of tartar
1. Sift cornflour, custard powder, carb soda and cream of tartar 3 times.
2. Separate the egg whites from yolks.
3. Beat whites till stiff, add yolks one at a time and beat well, add sifted flours and mix well.
4. Put mixture with air bubbles through it, into 2 x 8 inch greased cake tins.
5. Bake 20 to 25 minutes.

APPLE CRUMBLE DESERT CAKE
220 grams butter or margarine melted4 Eggs2 ¾ Cups s.R. Flour1 ½ Cups caster sugar1 Cup sour cream or 1 cup greek yoghurt 1/3 Cup custard powder1 Tspn vanilla essence800 gram can pie apple
1. Preheat oven to 180C fan forced
2. Grease roasting dish or slab dish.
3. Using electric beater, beat all ingredients, except apple, for 3 minutes.
4. Pour less than half the mixture into dish. Spread apple onto single layer of mixture.
5. Top with remaining mixture.6. Bake for 1 ½ hours. (Cover
with foil halfway through cooking to prevent it getting too brown.)

Volunteers are the backbone of communities in Western Australia. They want a fulfilling experience that will also be of benefit to them and for their efforts to be acknowledged and recognised. Organisations that have a Volun-teer Engagement Plan or Program that is innovative and flexible are better able to meet the needs and expecta-tions of the modern volunteer.
This workshop will look to
Help understand some of the motivations of modern volunteers and where to find them
Look at your club /organisation and identify what systems and processes you have in place for volunteer management. If you have none, don't worry we will help you with lots of free resources
Help you to identify an appropriate approach for your organisation in managing volunteers so that you can keep them
