    Theo quy nh ca Lut Xy dng v ti iu 5 ca Ngh nh 12/2009/N-CP ngy 12/2/2009 ni dung ca Pre-FS (N ny hin nay c b sung sai bi 83/2009/N-CP ngy 15/10/2009).

    a) S cn thit phi u t xy dng cng trnh, cc iu kin thun li v khkhn; ch khai thc v s dng ti nguyn quc gia nu c;

    b) D kin quy m u t: cng sut, din tch xy dng; cc hng mc cngtrnh thuc d n; d kin v a im xy dng cng trnh v nhu cu s dngt;

    c) Phn tch, la chn s b v cng ngh, thng s k thut; cc iu kincung cp vt t thit b, nguyn liu, nng lng, dch v, h tng k thut; phng n gii phng mt bng, ti nh c nu c; cc nh hng ca d ni vi mi trng, sinh thi, phng, chng chy n, an ninh, quc phng;

    d) Hnh thc u t, xc nh s b tng mc u t, thi hn thc hin dn, phng n huy ng vn theo tin v hiu qu kinh t - x hi ca dn v phn k u t nu c.

    PERT (Project Evaluation and Review Techniques) : Dng m hnh xc sut - thi gian hon thnh cng vic cho di dng hm phn phi xc sut.
