Location choice is an important step in the decision-making process of each construction project. Project design and performance can strongly be influenced by geographical, cultural, technical and demographical variables. A good approach to select pilot city is based on results of PhD-research 1 as six best practices sustainable area development projects were compared. These projects were: Bo-01 in Malmö (Sweden), EVA-Lanxmeer in Culemborg (Netherlands), BedZED in London (England), Eco-Viikki in Helsinki (Finland), Vauban in Freiburg (Germany) and Kronsberg in Hannover (Germany). found in case study research done by. 1. Location choice linked to (inter)national events: a. International exhibitions such as Bo01-EXPO1996 and Kronsberg- EXPO2000. b. Changing national policy: changing sustainable building policies in the Netherlands (EVA-Lanxmeer) and in Finland (Eco-Viikki). c. Others: In 1991, French troops vacated Vauban (an army base) in the City of Freiburg; new location became available to realize Vauban. The completion of Öresund link between the city of Malmö and Copenhagen was a boost for Bo01. 2. Geographical, cultural, technical and demographical site variables have been inventoried and used as starting points to work out the plan: a. Link the new energy system with the exiting energy systems. In Bo01 the new district heating system was linked to the reliable existing system of Malmö. b. Use (or extend) existing transport system was to serve the new area such as in Vauban, Kronsberg, Bo-01 and EVA-Lanxmeer. c. Because of the different ethnic and demographic representatives to be hosted in the district, inclusive design was implemented (Kronsberg) or ‘living and working’ concept was implemented (Vauban, EVA-Lanxmeer and BedZED). d. Use existing knowledge on solar energy (Vauban), Passive house (Vauban and Kronsberg), district heating (Malmo, Eco-Viikki) or architecture (BedZED). e. Use special building technologies to meet location variables such as special foundation techniques and landscape design to meet groundwater conditions (EVA-Lanxmeer).

STRATEGIC PRIORITIES FOR THE NEW FRAMEWORK PROGRAMME

FOR RESEARCH AND INNOVATION COVERING THE PERIOD 2014-2020

As mentioned in the 2010 AG report: “Implementation Energy Efficient Neighbourhoods in a number of strategically selected Cities, to act as test beds and pilots, should provide the information, motivation, and reassurance that other European Cities need to be able to adopt the concept, with knowledge, learning and technologies being directly transferable".

Location choice is an important step in the decision-making process of each construction project. Project design and performance can strongly be influenced by geographical, cultural, technical and demographical variables. A good approach to select pilot city is based on results of PhD-research1 as six best practices sustainable area development projects were compared.

1. Location choice linked to (inter)national events:

a. International exhibitions such as Bo01-EXPO1996 and Kronsberg-EXPO2000.

2. Geographical, cultural, technical and demographical site variables have been inventoried and used as starting points to work out the plan:
