    Another Election.

    Meh.Well, we got yet another

    election in the books, and

    as usual, a handful of people

    selected a smaller handful

    to either win or lose jobs, (or

    in many cases, as it was a run-off,

    the right to apply for those jobs), and the

    electorate in general celebrated or mourned

    impending change or lack of such. The one

    thing that never changes is the truth about

    political power, the point of which is to

    reward ones friends at the cost of ones

    enemies, to take from the many to give to

    the few, and to not let the law stand in the

    way of either of those things. Politics is not

    only show business for ugly people, i ts also

    blood sport for sneaky people.

    Im inclined to describe New Braunfels

    and its surrounds in the same way as the former

    Mr Barker does London at the beginning of

    Sweeney Todd. Elections be damned. Those

    who do not have a direct line to the elected

    always fall into the aforementioned many

    category. In short, if you dont own part of

    a politician, the best you can hope for is an

    unintended benefit to fall your way.

    But enough of reason. Lets move on to

    the results of Tuesday nights run off. The big

    story locally was Jen Crownovers win over

    Dan Krueger for the Countys Precinct Four

    Commissioners seat, and what it means for

    the Republican Party in Comal County.

    This one was a big deal because

    the Republican machine had been

    looking to bury Crownover fromthe beginning. Retiring Precinct

    Four Commissioner Jan Kennady

    threw her support behind Jeanne

    Slupik early on, only to have

    Crownover beat Slupik by about four

    percentage points in the primary. (Slupik

    entered the race after previous candidate

    Scott Watson died, and prior to Kruegers

    entry. Her purpose was to keep Crownoverfrom walking into the job unopposed.) Shortly

    thereafter the County dissolved its elections

    office and dismissed the official in charge of it.

    Coincidence? Absolutely. Just like when County

    Judge Danny Scheel and State Representative

    Carter Casteel (mother of New Braunfels Mayor

    Barron Casteel) and Senator Jeff Wentworth all

    got exactly 18,181 each in the 2002 election.

    These things just happen.Anyhow, when we asked Kennady her

    opinion of Crownover, she gave us this

    non-answer:

    I supported a candidate (Slupik) I have

    known for over 15 years and was disappointed

    that she did not make the run-off because I am

    convinced she would have been an excellent

    commissioner. At this point, I pray the person

    who wins the election in May will be the rightperson for the job.

    Good lord. Forgive me for expecting a

    straight answer.

    Hey, this might be a good a time as any to

    put all the new politicians on notice. If we ask

    you a direct quest ion, and you tell us youre

    not going to answer it, well respect that,

    report it as such, lay out the possible answersyou could have given, and move on. But if you

    try to swerve us, as Kennady did, we wont

    forget. Were not the City Hall-check-cashing,

    Houston-owned Herald-Zeitung, nor are we

    the government/Chamber of Commerce

    press release machine that is KGNB. We

    dont respect you. Youre politicians. Thats

    puts you at the bottom of the societal heap.

    Ew. Dont touch me.

    In any case, there was major heat between

    Kennady and Crownover, and Crownover

    told us it was likely because she had publicly

    mentioned Kennady as a mentor to her,

    implying a possible endorsement, which

    reportedly sent Kennady into a tailspin. While

    the story seems to hold up, I dont think thats

    the reason Kennady turned on her. If human

    history is any indication, it came down to

    protecting a hopefully seamless exchange of

    power, with Kennady making sure the next

    person in that Commissioners seat was going

    to take care of the people who put her there

    in the first place, while Crownover had a

    different set of beneficiaries in mind. We have

    no idea which set of backers would be better

    for the public at large. As it stands now, were

    going to find out.

    We do know that Kennady lost much of

    her influence with the party faithful, as her

    candidate came in third, and Crownover

    survived two elections with the machine

    working against her. Another candidate wouldhave had a better shot at beating her, as Dan

    Kruegers history on the scandal-ridden Comal

    ISD Board probably cost him a few votes.

    The fact that Kennady has been very ill

    over the last couple years would have been

    of dire concern for her coalition. The last

    thing they want to see is a change in what

    theyve come to expect from her. In order

    for a lame-duck incumbent to retain power

    right until the end of their run, they need to

    assure their coalition that the transition of

    power will be smooth and in their interest,

    otherwise they may well pull their support for

    the incumbents interests and start looking for

    greener pastures. This is why dictators often

    name their children (i.e. Kim Jong-il & Kim

    ong-un) or other close relatives (Fidel & Raul

    Castro) to succeed them, and announce i t well

    ahead of time. The goal is to keep the peace.

    Maintain the status quo.

    One thing is for sure somewhere along

    the line it became clear to the Republican

    machine that Crownover was going to

    upset somebodys apple cart, which, for my

    money, was a good enough reason to votefor her. Some men just want to watch the

    apple cart burn...

    Anyway, here s who s moving on to

    As you saw on the cover, new Mayor and

    Eighth Wonder of the World Barron Casteel

    got sworn in Monday night by former Mayor,

    current District Judge, and the guy that forced

    the still incomplete Walnut Avenue project

    upon us, Bruce Boyer. Also sworn in were

    anti-tourism and new District Five rep Wayne

    Peters, and new District Six rep Leah Garcia.

    Former reps Bryan Miranda, illegal Council

    voter Stephen Digges, and Mayor Gale

    Pospisil have returned to private life and are no

    longer readily available for our entertainment.

    Im sure well think of something.

    Deceive Council,

    Get Promoted!As we mentioned in previous issues, City Hall

    employee Garry Ford did his best not to play

    it straight when directly asked by District Twos

    Aja Edwards about legal requirements being

    met for the permit-parking only areas around

    town. His sins of omission while reading the

    relevant ordinance just earned him a likely

    pay bump and a brand new title, that of City

    Engineer (according to the Citys website).

    City Hall, youre making it increasingly

    difficult for me to teach my son that honesty is

    the best policy.

    Update: Towing Companiesvs City HallThree towing company operators who are

    suing the New Braunfels accused the Cityof misrepresenting the facts the case. The

    companies make the argument in their

    response to Citys motion to the Third Court of

    Appeals, which will hear arguments sometime

    this summer regarding New Braunfels claims

    that courts do not have jurisdiction.

    The City filed the appeal after Judge Dib

    Waldrip ruled that New Braunfels isnt immune

    to suit in the case and that the court is the only

    venue for possible redress. The judge, whosedistrict includes Comal County, also noted that

    the City possibly violated the Open Meetings

    Act, a contention New Braunfels denies.

    At issue is the Citys decision to end its

    previous non-consent towing ordinance that

    utilized 17 towing companies. On Nov. 2,

    2012, City Council discussed a Request for

    Proposal (RFP) that would name one company

    to provide all non-consent towing operations

    within the city. On Nov. 26, the City repealedthe previous ordinance in favor of the one-

    company-towing option and said it would

    provide the contract during a Council meeting

    on Dec. 10. However, on Dec. 10, the City

    announced that it would, instead, contract with

    four pre-chosen companies.

    Garrison Maurer, of Comal Towing;

    eramie Hernandez, of JJ Towing; and Robert

    Fleming, of Pro Care Wrecker Service, asked

    the City to reissue the RFP in order to giveeveryone a fair shot at the contract. Council

    declined and the three filed suit.

    Maurer, who did file an RFP when the City

    considered one towing operator, accused the

    City of not following its own RFP guidelines by

    picking four companies that did not meet the

    job criteria Council had demanded. Since they

    were under the assumption there would be only

    one towing company, Hernandez and Fleming

    did not file an RFP because the job would betoo much. The two operators argue that had

    they known the City would decide on four

    companies, they would have submitted bids.

    In its appeal motion, the City argued that

    it cannot be sued because it never passed an

    ordinance to name four towing companies,

    so it didnt have to follow competitive bidding

    laws, nor did it violate the Open Meetings Act.

    The City also argued that the three companies

    suing only want the courts to force NewBraunfels to give them contracts, something the

    three vehemently deny.

    This case is about a list, the City

    argued in its appeal motion. A non-binding

    discretionary referral list at that.

    Maurer, Hernandez and Fleming accuse

    the City of playing games.Rather than address the inequity created

    by their decision to unilaterally abandon the

    competitive bidding the process they initiated,

    the towing companies respond, appellants

    attempt to minimize the effect of their conduct

    by recasting appellees claims.

    To be clear, appellees do not seek a

    court order compelling the City to award

    contracts to them, the operators argue.

    Rather, appellees seek the opportunity to bidon a very significant economic opportunity.

    There is, indeed, a great deal of income

    at stake, said Dan McCarthy, attorney for the

    towing companies.

    Were not just talking about towing fees,

    he said. Were also talking about body work for

    the damaged vehicles as well as storage fees.

    The towing companies also note that

    Waldrip was correct in that the City possibly

    violated the Open Meetings Act.The three companies accuse the City of

    meeting about the RFP away from the public,

    noting that a meeting must have occurred since

    the original plan to approve only one towing

    company was altered, without notice, between

    Nov. 26 and Dec. 10.

    Maurer, Hernandez and Fleming refer

    to the Citys argument that it gave notice of a

    meeting about the RFP as a red herring. The

    companies note that while the Open Meetings

    Act does, indeed, require a governmental

    entity to give adequate notice of a public

    meeting, the Act also specifically prohibits

    governmental bodies from deliberating outside

    of public meetings. Thus, adequate notice

    does not necessarily vitiate a claim that a

    governmental body deliberated in secret.

    The companies press their argument that

    in deciding to go with four companies instead

    of one, the decision had to be made behind

    closed doors.Appellees are not arguing that the Act

    requires deliberations before a vote is taken,

    the companies state. Rather, appellees assert

    that the Act is violated when deliberations

    occur outside of a public meeting.

    It was apparently a foregone conclusion

    that four contracts were going to be awarded

    as there was not deliberation during the

    December 10, 2012 City Council Meeting,

    they argue. The facts certainly raise the issueof a possible violation.

    they have created a gravitational force. You

    may think these people are floating in tubes,

    but they are actually being sucked into black

    holes created by the cans.

    Dear Opa Esel:

    Could you tell us something about thenative tribes who once populated what is

    now Comal County? We know very little

    about the areas pre-settler history.

    Dear Visitors:

    The most visible tribe in the area was the

    Tonkawa, which means People of the Wolf.

    For centuries, the Tonkawa lived by and

    fished in what are now the Comal and the

    Guadalupe Rivers. You can sometimes still

    find artifacts, such as fishing hooks, various

    tools and renderings of rocks painted on

    rocks. When you find a rock by the river, look

    at it closely to make sure that it isnt actually

    a painting of a rock on another rock. These

    rarities can fetch hundreds of dollars (or sometime in the pokey for fraud).

    In order to escape a simple subsistence

    existence, the Tonkawa provided services

    to tourists from other tribes who came to the

    area to escape the fast-paced, hectic life of

    the woodlands and prairies. The Tonkawa

    would make and sell little canoes shaped

    like holes, and tightly woven containers to

    keep the visitors brew cold and tobacco dry.

    However, this area tribe took a financial hit

    when the Comanche came through and said

    that while people could eat fish near the river,they couldnt eat fish in the river. With the

    tourism trade dried up, the Tonkawa returned

    to painting rocks on rocks.

    The first German settlers to the area

    eventually forced the Tonkawa to leave. Having

    never seen dark-skinned people before, the

    settlers responded by screeching, gnashing

    teeth, pulling hair, hoisting pitchforks and

    starting fires. The commotion made it difficult

    for the Tonkawa to sleep.

    When the settlers demanded laws limiting

    native immigrants, the confused Tonkawa

    sent a note to Prince Solms, asking whats

    wrong with you people? Youre driving down

    property values.

    Embarrassed, Prince Solms sent a letter to

    the tribe that said, Sorry about all this. Were

    Germans. Its the way of our people.

    In order to make amends, the Prince visited

    the tribe bearing rudely-shaped vegetables.

    During discussions with tribal elders, Solms

    asked to know where their women bathed.

    It was the final straw for the Tonkawa. They

    moved away and made a fortune making

    metal-constructed replicas of heavy equipmenttrucks for children.

    Greetings from the M/V Liseron and Southeast Alaska! Its been an exciting and busy week

    with our first guests. Weve seen lots of wild life, from eagles soaring to sea lions laying in the

    sun barking at each other. I was fortunate enough to see several Pacific white-sided dolphins

    racing the bow of the boat and then watch a female Humpback and her offspring breaching

    and slapping the water. All this was going on while Chef April and I were busy in the galley

    whipping up amazing meals for our guests and crew. I made these hot pickled carrots before

    our first weeks guests arrived, and our ten person crew ate them all up! So, I had to make more

    quickly. You too can make these and enjoy them within a day or refrigerate them and enjoy

    them all month long.

    Hot Pickled Carrots 1 pound carrots,

    cut into 3 1/2 x 1/3 inch sticks

    1 1/4 cups water

    1 cup cider vinegar

    1/4 cup sugar

    2 garlic cloves, lightly crushed

    1 1/2 tablespoons dill seeds

    1 1/2 tablespoons salt

    Blanch carrots in a 4-quart non-reactive saucepan of boiling salted water for one minute.

    Then, drain the carrots in a colander and rinse under cold water to stop cooking. Transfer

    carrots to a bowl.

    Bring remaining ingredients to a boil in saucepan, then reduce heat and simmer two

    minutes. Pour pickling liquid over carrots and cool uncovered. Refrigerate carrots in a

    Ball Jar or other container with a tight lid for at least one day for flavors to develop. Keep

    carrots chilled in an airtight container for at least one month. The flavors and pickling action

    develop better over time.

    Our first week is done and we have 15 more weeks to go with new guests each week.

    Knowing Chef April and I were from Texas, our Captain made sure we had a smoker on board.

    So, stay tuned for some amazing smoked black cod, salmon, and trout recipes. I even caughttwo 40 lb Alaskan Halibut, so who knows what recipes will be coming out of our galley over

    the next several weeks!

    The Battle off SamarThis column will be printed sometime

    afterward, but it is being written on Memorial

    Day. Because of this, I wanted to take thetime to recognize our fallen protectors. One

    day is far too little to celebrate the sacrifice

    made for all of our sakes, but it is enough to

    remind us that we all owe a debt that can

    never be repaid. They say that freedom

    isnt free, and its true that our freedom

    would not exist without the sacrifice made

    by military heroes, but its also true that

    our fallen soldiers rarely ended up in theircircumstances while fighting for American

    freedom in mind. More often than not, they

    died fighting for the life of the man beside

    them, fighting out of a sense of duty to their

    country or just fighting for their lives when

    they were left with no other option.

    That doesnt make their sacrifice any less

    profound or valuable. In some cases, a man

    fighting tooth and nail just to live can be thedeciding factor in a battle. I often think that

    these are the stories we should try to remember

    when we think about our fallen. Heroism is

    often born of desperation. Such was the case

    for the task unit 77.4.3, also known as Taffy 3,

    at the Battle off Samar.

    The Battle off Samar was part of the U.S.

    Navys effort to retake the Philippines. Taffy 3

    was intended to provide support to the effort

    by sending aircraft to support ground troops.

    As the rest of the group when forward to

    launch the assault, Taffy 3 was left behind,

    where they could perform their function from

    relative safety.

    Unfortunately, while they waited, they

    received word that a Japanese battle group

    was moving to engage them. Taffy 3 was not

    designed for naval battle and they could not

    have been more outclassed. Approaching

    them was the Japanese super-battleship

    Yamato, along with three battleships, eight

    cruisers and 11 destroyers.

    Taffy 3 could not have escaped the threat

    that raced toward them, and even if they could

    have, it only would have left the American

    forces currently fighting on Leyte Island at themercy of the Japanese battle group.

    The Yamato was the largest battleship

    ever built, and carried 18-inch guns that

    could devastate any opponent. The biggest

    guns available to Taffy 3 were on their

    destroyers and destroyer escorts, 5-inch

    guns designed for shooting down aircraft

    primarily. Taffy 3 did have a number of

    aircraft at their disposal, but their munitions

    were high explosive bombs for direct enemy

    ground-troop attacks and depth charges for

    use against enemy submarines. Taffy 3 simply

    didnt have the weapons to engage any of

    the Japanese battleships and nothing that

    would even scratch the Yamato.Taffy 3 turned their carriers into the wind

    and launched their aircraft. Meanwhile, the

    destroyers and escorts in the group put out

    smokescreens to hide themselves. TheJohnston,

    a Fletcher class destroyer and one of the few

    ships equipped with torpedoes, attacked.

    As the Johnston made its way through

    enemy fire to get close enough to do some

    damage, the fighter aircraft hit the Japanesewith everything they could manage. They

    continually strafed the decks of the Japanese

    battleships in order to create confusion and

    protect theJohnstonfrom the most dangerous

    guns. The fighters used their depth charges and

    explosive ordinance to do as much damage

    to the enemy as possible. None of this would

    sink a battleship, but it could take out enemy

    weapons and other systems.Miraculously, the Johnston managed to

    get within point-blank range of the Japanese

    cruiser Kumano. The Johnston opened up

    with its 5-inch guns battering the ship and

    damaging several of its guns. The Kumanowas

    seven times the size of theJohnston, but when

    theJohnstonunloaded all of its torpedoes into

    the Kumano, destroying her bow and taking

    her out of the fight.

    TheJohnstonturned and retreated, having

    used up its torpedoes. On its way back to

    the task unit, the Johnstonmet the destroyers

    Johnstonimmediately turned around and took

    up the rear to provide support.

    In the battle that followed, the American

    ships were outnumbered and outgunned, but

    they fought the enemy at point-blank range.

    Keeping the fight to close quarters allowed the

    smaller vessels to negate the value of some of

    the Japanese superior weaponry. They used

    their torpedoes effectively and the Heerman

    even managed to unleash a torpedo attack that

    drove the Yamatoto evade and pull themselves

    out of the battle for a time.

    Aircraft that were carrying propaganda

    leaflets opened up their torpedo bays and

    feigned torpedo runs to cause the enemy

    to break off attacks and take evasive

    action. Others who had exhausted their

    ammunition strafing continued to dive-bombthe Japanese ships, harassing the crews and

    keeping them from operating their guns to

    their best effect.

    The battle raged for over two hours. In the

    end, the Americans had lost four ships, but they

    had caused so much damage to the Japanese

    battle group that it retreated. One could hardly

    call this a win. Taffy 3 lost 792 men and had

    nearly as many wounded, but the overalloperation was a success and there was no way

    it could have been without Taffy 3s valor.

    The men who died in task unit Taffy

    3 didnt sacrifice themselves for freedom,

    American or otherwise. They did everything

    they could to protect an important operation.

    They fought and died for each other.

    Mostly, I suspect, they fought and died in a

    desperate effort to stay alive. That doesntmake our debt to them any less, though.

    Their actions were instrumental in taking

    back the Philippines, and eventually winning

    the war in the Pacific.

    Our freedom is, in no small part, there

    because of the sacrifice of military personnel

    in every war since the Revolution. Few of these

    dead made the sacrifice willingly. None of

    them were able to come home and enjoy the

    freedom they had maintained, and we have

    only Memorial Day set aside to remember

    them by. So, while you enjoy the barbeque

    and the clearance sales be sure to take a few

    moments to truly appreciate our fallen heroes.

    If we fail to see the cost of freedom, its only

    because they paid it for us.
