citizens of load shedding by power utility Eskom, locally especially, comes amid the KwaDukuza Municipality's (KDM) desperate attempt to get individuals and corporate to settle their outstanding electricity debts.

The relevance of KDM's official project to recoup the money, officially known as the “Debtors Incentive Scheme 2013 / 2014” (DIS) reveals how debtors took the opportunity of applying and benefitting.

The Council report, which bears the same name as the official project; and is available to the public to scrutinise, reveals how individuals and businesses got away with settling electricity

KRA and local law enforcement fight crimeBy Xpress Reporter

The KwaDukuza Retailer's Association (KRA) held a ground-breaking meeting with the South African Police Services (SAPS) and the KwaDukuza Municipality Crime Prevention Unit (KDM) on Thursday, 6 November 2014. The meeting was convened to address the issue of rampant crime in the CBD.

Salim Tootla, speaking on behalf of the KRA said: “Crime in the CBD has reached alarming proportions with many retailers recently having been subject to brazen, armed robberies and theft. We would like the SAPS to work co-operatively with

KDM Crime Prevention to e f f e c t i v e l y combat crime in the CBD.”

expressed the vulnerability of businesses to crime and stressed the importance of increased police visibility and more foot patrols. Samson Pillay of KRA requested that crime prevention officers conduct stop and search operations in the CBD.

Colonel Nene of the SAPS, who will head the joint crime-fighting operations, praised the KRA for convening the meeting and pledged the full support of the SAPS.

“We want to partner with business and KDM Crime Prevention to combat crime and have already deployed more police officers to the CBD during the festive season. We will also ensure high police presence throughout the year. We are serious about fighting crime and will exert the full might of the law when it comes to criminality,” said Nene.

The strategic joint operations will also see the KDM Crime Prevention unit deploying 5 crime prevention officers on

foot in the CBD immediately. Mr Sanga of KDM stated that the municipality will enforce by-laws relating to formal and informal traders and second-hand dealers. Car guards will also come under the spotlight. The KRA will assist the SAPS and KDM by identifying known criminals and highlighting notorious areas in the CBD with high incidence of criminality. The KRA members were given a tour of the KDM CCTV Control room and requested the provision and installation of more surveillance cameras in the CBD. KRA members also requested that loudspeakers be fitted to cameras so that the controller can raise the alarm to prevent criminal activity.

Joint crime fighting operations have already begun in the CBD and shoppers and traders will immediately notice the benefits of a safer and more secure CBD, especially over the festive season.

President announces multi-million Tugela bridge

President Jacob Zuma announced on Saturday that a multi-million rand bridge will be built over the Tugela River at uMsinga to connect the Mashunka and Ngubo communities.

Speaking at uMsinga, Kwazulu-Natal, Zuma said that there was no structure for residents to cross the river, except for a pedestrian bridge at Jolwayo.

“The distance by road between the communities is about 30 kilometres, with the nearest medical facility to the communi ty be ing the Mandleni Clinic located at Ngubo.

“Residents of Mashunka have to cross the Tugela River to access the clinic and when the river is in flood, the only access to the facility is by road, a distance of 30km,” he said.

N-Force Security owner, Nitesh Arjun, was patrolling the CBD undercover on Sunday when he spotted a suspicious man coming out of the CBD mosque driveway.

Arjun said that he apprehended a Mohammed Bux with 50 whoonga straws and upon interrogation learned that Bux was selling for a local businessman.

A 50-year-old Erasmus Dam woman was robbed on her way home from the KwaDukuza CBD on Monday just after midday.

According to Mrs D Soboram, she was walking home with her husband opposite Shoprite on the pavement alongside Dawnview Primary School at 12:50pm.

“I gave my husband my handbag to safe keep as we were walking towards our home. He was already ahead of me when I suddenly felt a push as if someone was calling me from behind,” she said.

Traffic officers need to fine parking offenders

In one fell swoop a black youth allegedly pulled three pairs of her gold earrings off of her earlobes in an “expert manner” without hurting Soboram. Her husband was too late when as he turned the youth allegedly was across the road in spite of him yelling and ran towards the Market Plaza.

Soboram said that she suffered a scratch on her left ear lobe after the attack and described the youth as wearing a “darkish blue track top and dark brown pants” and claiming that “these guys must be undergoing expert training doing this.”

What convicted persons need to know and understand is that a conviction will place them in jeopardy when applying for a job and can only be expunged after ten (10) years.

A cold sonAs whoonga takes its grip on

society, families are being torn apart. In the latest incident, Irene Khuzwayo of Groutville returned home and found her refrigerator missing. She contacted her

husband as she suspected her son who is addicted to whoonga. Unfortunately for Lindokuhle Khuzwayo (20) he took the fridge to Melville where the family also has a house. The community apprehended him and beat him up. Irene caught a taxi and rushed to Melville where she identified her fridge and alerted the police. Lindokuhle explained that he needed to sell the fridge to support his habit. He is due back in court on 27 January 2015.

Son or daughterThe direction our youth are moving

raises the question is it easier to have a son or a daughter? One mother has posed this question after her wayward 23-year-old drug addict son stole from her. Nonhlakanipho Gumede alleges that at the beginning of October, her son stole her two-plate stove, Nokia phone and a DVD player. On 31 October the father tracked down his son, apprehended him and handed him over to the police. Sqwili Gumede is due back in court this week to apply for bail.

Last Sunday at about 3:15pm, members of the Groutville Road Traffic Inspectorate trapped a man at Umvoti Bridge on the N2 travelling at a speed of 172 km/ph. Sithembiso Dingane Zungu was driving a Chrysler when he was stopped and was taken to the local police station as there is no admission of guilt or summons for one travelling at such a high speed. Zungu's case has been adjourned to 21 January 2015.

Motor vehicle accidents occur all the time. Avoiding accidents could save your life, as well as your money.

Here are a few tips to help you stay safe:

• Keep at least one hand on the steering wheel. Reduce in-car distractions such as changing radio stations or CDs, cell phones, eating or momentarily taking a hand off the wheel. A gust of wind, pothole or a blown tire could send the vehicle into another lane and cause a serious accident.

Watch for red light runners. Count to three b e f o r e e n t e r i n g a n intersection on a green light. Look both ways and be sure no one is trying to speed through a yellow light;

Scan 12 seconds a h e a d . A l w a y s concentrate on the area where you will be driving in 10-12 seconds. For highway driving, keep positioned far enough from other cars so if someone were to suddenly stop or swerve, you could avoid them;

Exercise caution when passing trucks as these drivers have a large blind spot on their right-hand side, so be especially careful when driving next to an 18-wheeler. If you cannot see the truck's side mirrors, the truck driver cannot see you;

purposefully across the lawn, half leading, half dragging a sorrowful looking, large, shaggy dog. She arrived at the front door of the house and rang the bell several times. Mrs. Winter opened the door, but before she could say anything, the dog twisted free from Mrs. Dowling's grasp and bounded through the open doorway.

"He was standing right in the middle of what used to be my flower bed. Look at him! He's still covered in dirt." Mrs. Dowling scowled at the mud covered, gray and black dog who was now watching her from behind her neighbour's legs. "Here's the cost to replace my petunias." She tore a page from a small spiral notepad, handed it to Mrs. Winter, turned, and walked across the Winter's the front lawn, back to her house next door.

Mandy Winter closed the door and turned to look at her son who was on his knees hugging the dog. "We can't afford this, Tommy," she said.

"He chewed up Andy Martin's cat's dishes, then it was the supplies in Mr. Bailey's shed -- and now this! He keeps getting out of the yard. If we put him on the chain, he barks all night. He chewed up all the linoleum at the back door when we put him in the service porch for the night. I have done everything to try to help you keep him, but he's just impossible.”

"He's not! Charlie didn't mean to do that stuff. They just hate him!" Tommy shouted. He turned and ran out the back door, Charlie at his heels. He sat on the edge of the brick planter that bordered the Winter's back garden wall. "Charlie, you've got to stop this stuff. She'll send you away," he said. Tommy hugged the scruffy dog and buried his face in Charlie's fur.

"Maybe he didn't do it. My dad says you shouldn't convict without hard evidence and my dad's the best lawyer there is." Tommy looked up. His best friend Kyle Peterson was peering over the back brick wall that separated their yards.

"Mrs. Dowling saw him this time. She caught him and brought him home.”

Kyle climbed over the fence and dropped to the ground. "Maybe something made him do it," he said.

"Like what?”"Another dog?" Kyle said. "Mrs. Dowling didn't say anything

about another dog. Neither did old Andy Martin when his cat dishes got all torn up. He said Charlie was sure to be the only one who could've done it.”

"Another dog could've gotten into the Martin yard. Old man Martin

Circumstantial Evidenceleaves those cat dishes out all the time. He never said he actually saw Charlie chew up the dishes, did he?"

"But, Charlie always chases his cats if they get up on our fence," Tommy said. "And what about the shed? Mr. Bailey said there were muddy paw prints inside his shed when his boxes of dry food supplies for camping were torn up. Charlie was all muddy from the rain that night.”

Charlie looked at Tommy, sensing something was wrong. He bumped his nose under the boy's arm, begging for an ear scratching.

"Poor Charlie. It's three strikes for him for sure." Tommy hugged the dog again. Charlie whimpered at his best friend's obvious distress and started planting slobbering kisses on the boy's cheek with his long, pink tongue.

"But, nobody ever actually saw Charlie, right?" Kyle continued.

"What about this morning? I told you that Mrs. Dowling did. She caught him diggin' up her flowers -- caught him red handed," Tommy said.

"Maybe she didn't see the whole thing. Maybe she only saw half," Kyle said. "It had to be dark. The sun's only been up about an hour now."

"I guess. But if anything else was there-- like another dog, wouldn't she have seen that too?”

"Not if whatever it was ran into the hedge and hid. The hedge is pretty thick.”

"Like, if Charlie chased it? Oh, Come on! Nobody will believe that," Tommy said.

"Maybe we can prove it. I've got an idea. Come over to my house. We've got some stuff to put together." Kyle got up and started climbing back over the fence. Tommy watched him, but didn't move.

"Come on! Don't just sit there. You want to save Charlie, don't you?" Kyle looked down at Tommy and Charlie from the top of the wall.

"Okay. I guess you're right," Tommy said. "I'm going around. I'm not leaving Charlie here." The boy and dog headed toward the backyard gate together.

Kyle's plan depended on a bag of dog kibble, good timing and a lot of luck -- and being able to slip out of their rooms without waking anybody. Their weapons were a flashlight and Kyle's new digital camera.

After everyone was asleep, Tommy and Kyle snuck out and poured the kibble into a pile by the hedge that bordered Kyle's back fence. From the tool shed in his backyard, they had a good view of

the kibble. They spread a sleeping bag on the floor and settled in. Charlie lay between them, happily munching dog biscuits Tommy had brought to keep him quiet.

As they waited, the excitement of the hunt began wearing off. Finally both fell asleep. Near midnight, a low rumble started deep in Charlie's chest. Suddenly, Tommy yelped in pain. He had Charlie's leash wrapped around his wrist. His arm jerked forward as Charlie leapt up, snarling. Kyle jumped up and helped Tommy hold the dog back. Something was coming toward the hedge. It was big, dark and furry.

"I'll get my camera," Kyle whispered. "Keep Charlie quiet. Don't scare it away. We've got to get pictures of it. Don't turn on the flashlight until I tell you to."

Tommy balanced the flashlight with one hand while trying to control Charlie, who was now standing, teeth bared, with all the fur on his back standing straight up like a porcupine.

Charlie gave a bravo of barks and bounded from the shed, dragging Tommy behind him. The flashlight went on. Kyle ran after them, clicking the camera as he ran.

Blinded for a moment by the flashlight, the creature looked up from the kibble and made a whirring sound --"r-r-r-r-r-r-r", it snarled. Kyle kept clicking. Tommy managed to dig his heels into the lawn and pull Charlie back.

The midnight marauder rose on it's hind feet and stared at them. It was a raccoon almost as big as Charlie. It munched a few more bites of kibble and then calmly turned and disappeared into the hedge without a sound.

"Wow! That's what Charlie's been after. He's huge!" Tommy said.

"He's out looking for food at night. That's why nobody ever sees him. I've read that raccoons like to eat slugs and grubs too. They even go after the nuts the squirrels bury. I bet that's what he was digging for in her garden when Charlie almost caught him.”

"Sure. Then the sun started coming up and he ran away," Tommy added. "We've got proof now that it wasn't Charlie.”

Between Charlie's barking and the boys yelling, lights came on in all the surrounding houses.

"Do you two know what time it is? What in the world are you two doing out there?" Kyle's dad yelled from an upstairs window.

“No sweat, Dad," Kyle called back, beaming with pride and waving his camera aloft. "I'm clearing an innocent client. Just like you would.”

Gledhow United and R&B Gledhow caused huge upsets in the opening round of the Dilley Puckree Memorial hosted by KwaDukuza Darts Association when they beat favourites Isithebe Paints and Neville's Auto respectively last Wednesday.

Charlie Pillay and Justin Naidoo were in scintillating form when they won 5 out of their 6 games to lead Gledhow to a 20-16 victory. They were well supported by Yogan Pillay who won 4 and Terrence Subban and Vasa Rungasamy who won 3 each. Only Jerry Govender and Nine Pillay showed any resistance winning 4 games each.

Isithebe started the game positively winning the first frame 4-2 but Gledhow returned the favour in the second and third frame for a 10-8 lead. The next two frames ended in a tame 3-3 draw before Gledhow scooped the final frame to win the game 20-16.

Nine Pillay scored 171 (three triple 19).

Gledhow cause huge upsetsIn the other game played, Sanjay Singh was

in prolific form for Neville's Auto scoring a wonderful 180 (three triple 20) and winning a phenomenal 6 out of 6 games. However his heroics could save defeat as they went down 16-20 to R&B Gledhow. Gledhow should attribute their victory to an all-round team performance.

Neville's Auto started like a house on fire winning the opening frame 5-1. Gledhow quickly regrouped and cornered Neville's Auto by the same margin in the second frame. Neville's Auto then once again stepped onto the peddle to win the third frame 5-1to take an overall lead of 11-7 lead. However, the wheels came off Neville's Auto's bus as they lost the last three frames 4-2, 5-1, 4-2.

A record breaking 392 run unbeaten second wicket partnership between Shaylin Govender and Trinesh Deodat allowed Oceanville to trounce Mandeni by 440 runs in the iLembe and District Cricket Union 50 over match played last Sunday.

Oceanville won the toss decided to bat first and took full advantage of the nine-man Mandeni side. Deodat opened the batting with Keshav Basdeo and immediately sending the ball to all over the park. They put on 67 runs for the first wicket before Basdeo was caught and bowled by N. Mjadufor a well-played 37 that included 6 boundaries. Govender stepped into the crease and showed scant respect for the Mandeni bowlers becoming the aggressor from both batsmen. He compiled a match winning 225 runs not out that included 24 boundaries and 12 towering sixes. Deodat played a much conservative role but went on to score a patient 165 not out. He scored 22 boundaries and just I six in his knock. They were especially severe S. Nuza who conceded 70 runs in just 4 overs whilst the most economical bowler was B. Mthembu who returned figures of 10 overs for 43 runs. Oceanville compiled a whopping 459 in their allotted 50 overs.

When Mandeni came out to bat, the Oceanville bowlers ripped into the heart of the Mandeni batsmen with no batsman recording double figures and with no less than 5 ducks. Sashin Sadayan was the destroyer-in-chief claiming 7 scalps in six overs that included 3 maidens and conceding just 6 runs. He was well supported by Rajiv Ramsing (2 overs, 5 runs) and Keegan Baldeo (3 overs, 8 runs). Mandeni were bowled out in 10.5 overs making only 19 runs.

On Saturday, Oceanville had to settle for a thrilling draw with Nkobongo in the iLembe and District 20 over league pool A.

Nkobongo won the toss and elected to bat first. Man-of-match L. Gebani was in scintillating form hitting 2 fours and 2 towering sixes in compiling a well-deserved 51. None of the other batsmen were able to reach double figures. Nkobongo made 81 in their allotted overs Keshav Basdeo returned with figures of 7 overs, 23 runs and 2 wickets whilst Kaylin Naidoo claimed 2 wickets for 18 runs.

In return, Oceanville could muster up 81 runs thus drawing the game. Playing at number 6, Rajiv Ramsing was the pick of the Oceanville batsmen scoring 27 and being the only batsmen to reach double figures.

I Khoza was very economical claiming 2 wickets for a miserly 7 runs from 4 overs whilst L. Gebani also claimed 2 wickets for 14 runs in 5 overs.

Ndlovu scoops runner of the year awardMelody Ndlovu was over the moon when

she scooped the coveted runner of the year award for 2014 at a glitzy awards presentation hosted by the KwaDukuza Athletic Club this past Saturday at the Mdoniville Hall.

Ndlovu covered a staggering 368 kilometres this season as well as receiving her green number after completing 10 Comrades Marathon. Ndlovu was also recognised for extreme dedication and commitment having done more than 20 time trials for the year as well as participating in long distance running, 52km Ultra Marathon and the Comrades.

Beena Ramrup was rewarded for her efforts when she won the walker of the y e a r a w a r d . Ramrup clocked a w h o p p i n g 2 0 0 k m t h i s season.

O t h e r s honoured for special awards

were Nikkeyi Marbeel who received a shield , Dan of Y2K for his sponsorship, Dippy Moodley for achieving his double green number after completing 20 Comrades Marathon and the executive for their hard work.

In his address, President of KDAC, Chander 'Zoo' Gungadeen said that 2014 was indeed a challenging year and went on to outline the highlights for 2014. He said that the breakfast run was enjoyed by all who participated. He added that after the run, everyone jumped into the pool for a swim and then got out to a fully laden breakfast. He congratulated Yathin Narothum and Bazil Naidoo who became the first athletes from KwaDukuza to participate in an international event when they completed the Dubai Marathon. Runners also participated in the Buffalo Marathon in Port Elizabeth and tackled the Comrades. He thanked the supporters on the road and they said that KDAC achieved all that they set out to do in 2014 anh hopes with continuous dedication, they will definitely be an improvement in the club in 2015.

running, 52km Ultra Run, and Comrades), Nikeyi Maarbeel (time trials, long distance running), Jay Ramnath (time trials, long distance run, Two Oceans Marathon and Comrades), Bala Soobramoney (time trials, long distance run, Comrades) , Zoo Gungadeen (time trials, middle distance run), Sue Gungaden (time trials, middle distance run) Praveen (time trials) Ashnee Naidoo ( t ime t r i a l s ) , Thuthukani (time trials), Dippy Moodley (middle distance walk, long distance run, 52km Ultra run, Buffalo Marathon, Comrades), Jew Boy (middle distance walk),NKosinathi (middle distance run, 52km Ultra run), Yathin Narothum (long distance run, Dubai Marathon, Comrades), Leon Moodliar, Indran Naidoo, Nishen Chettyand Gordon Pillay (Buffalo Marathon), and Thulani and Pradeev (Comrades).

The Annual General Meeting for KDAC will take place on 22 November 2014 at Stanger Manor Primary School commencing at 3pm.
