he Ilembe District Municipality approved the 2015/2016 Adjustment Budget at a council Tmeeting at Ilembe House (their official

headquarters) on Thursday, 25 February 2016.The Deputy Mayor, Cllr Dolly Shandu tabled the

Adjustment Budget on behalf of His Worship the Ilembe Mayor Cllr SW Mdabe - who is away on council business in China.

Cllr Shandu said one of the main challenges that resulted in the need to adjust the budget was the utilisation of own committed funds to address the severe drought crisis in the region.

“ C e r t a i n programmes and non-core activities had to be suspended through the use of the district's current virement policy w h e r e a s t h e s e adjustments budget c a t e r t o t h e reinstatement of such programmes in line w i t h t h e S e r v i c e Delivery and Budget Implementation Plan (SDBIP).

“By the first six months the district committed R 12, 9 million through hire of p l a n t s , d r o u g h t awareness and other capital costs in the process of ensuring our community are not left in dire state without water,” said the Deputy Mayor.

Another challenge that led to the budget being adjusted was the slow growth on t h e r e v e n u e collection rate. The ra te i s on 56% ins t ead o f 65% which is the mid-year target.

“ T h i s i m p a c t s negatively on the implementation of t h e b u d g e t , a s expenditure relies so much on what is collected at the end of the month,” said Cllr Shandu.

A c c o r d i n g t o Shandu council has taken strict measures to ensure service delivery is prioritised to maintain continued service delivery as the District's promise of providing excellent services and quality of life for its people.

In terms of bulk purchases the budget was prepared during the process of the t a k e o v e r o f s c h e m e s currently run by Umgeni Water. The schemes were successfully taken over in October 2015 with the exception of the Umvoti scheme of which the take - over is under way.

The adjustments budget requires an additional R28, 1 million to increase the bulk purchases mainly as a result

of the bulk tariff increase of 7.8% and takeover of schemes.

A n a p p e a l process, mediated by SALGA to limit the increase to 5.6% and also to l ook in to t he affordability of the current bulk water tariff charged by UW, is underway. At the time of the finalisation of the a d j u s t m e n t s budget this process has not yet reached conclusion hence the adjustments to t h e b u l k

purchases.In terms of cash flow the

mid- te rm per formance indicated an extreme strain in the cash flows of the municipality due to amongst other things low collection rate impacted by the current drought, demand to respond to the implication of the drought and funds owed to the municipality.

For the adjustments budget a downward adjustments on the water service charges revenue with a total of R23 million is proposed until the drought epidemic is over.

Deputy Mayor addresses local learners

(KDM) Deputy Mayor, Councillor Dolly Govender addressed learners at the launch of the KwaDukuza Drug awareness campaign at Groutville Sports Ground recently.

Govender told learners from three high schools that drugs and alcohol abuse are associated with high risk b e h a v i o u r s s u c h a s unprotected sex, crime and

violence, traffic accidents, mental and physical health problems.

“Those who have become add ic t ed mus t acces s treatment, care and support services. Alcohol and drug abuse impedes Education Delivery Agreement aimed at improving quality of basic education and compromises Schooling 2025 and Action Plan to 2014 goals, namely, improvement in learning outcomes and improved

access to and retention in schooling.

“It has also been noted that there is an increase of patients younger than 20 years who are reporting to treatment centres,” she said.

She added that learners need to be respectful and take care of themselves.

“First, you need to respect your parents. You need to respect your communities. You have to respect your educators. You must respect yourselves before you can be respected by others. Take your education very serious. At all material times you have to know it as a matter of fact that the future is in your hands. Your parents love you. As government we care about you. The question is: d o y o u c a r e a b o u tyourselves, your families, your education and your country?

“Put simply for purposes of today's gathering, those who will make it in life are those who will stay away from alcohol and drugs. Those who will continue to use drugs and alcohol have guaranteed themselves their f a i lu re in l i f e , ” sa idGovender.

Youth shot in cold bloodBy Xpress Reporter

Gledhow youth, Marshal Naidoo (29) was fatally shot in a business robbery on Monday evening, 14 March 2016. His mother, Sheila Naidoo (55) sustained gunshot wounds and is reportedly recovering at Alberlito Hospital.

It is alleged that two suspects entered the family-owned tavern and demanded cash before opening fire on the victims. While this was going on, two other accomplices held up the mini market next door.

According to the owner of Gledhow Mini Market, he was accosted by two men who initially posed as customers.

CRIME SCENE: The community is still reeling in shock after the robbery and murder at a Gledhow tavern and mini market

“Two men came into the shop and asked to buy cigarettes. One of them then pointed a gun at me and demanded money and food items. I then heard three gunshots at the tavern next door, before a third man entered and asked me for phones and my wallet,” he said.

“He took my keys and they left in my vehicle,” he said.

He added that another victim was shot and injured outside the premises as he refused to hand over the keys to his vehicle.

KZN SAPS Media L i a i s o n O f f i c e r , Lieutenant Nqobile Gwala said that the vehicle was later found abandoned a kilometre away from the scene.

“Cha rges o f two counts of business

robbery, murder, two counts of attempted murder and theft of motor vehicle are being investigated by KwaDukuza SAPS,” added Gwala.

Calm returns to IsithebeBy Xpress Reporter

In what can be described as the worst protest within the Ilembe District Municipality, sanity has prevailed after factories were torched and other protester carnage.

The MEC for Economic Affairs, Michael Mabuyakhulu met with Business Against Crime (BAC) members at the Darnall Country Club on Friday, 11 March 2016.

“The reason for this meeting is to deal with the matter of unfortunate incidents of public violence as well as protest taking place with disturbances,” he said.

He cited the incident with the Induna that had been replaced even before due processes had been followed.

The MEC also said that the Honourable Mayor of t h e M a n d e n i Municipality, Cllr SB Zulu was able to give us a “blow by blow” about the attacks that the local leadership dealt with when the events broke out on Monday, 7 March 2016.

Mabuyakhulu a lso promised to bolster the a l r e a d y l a r g e l a w enforcement contingent with specialised SAPS

units, this week, to monitor the once volatile area.

The Mandeni Mayor, Cllr SB Zulu strongly condemned the violent protest in Isithebe.

“We strongly believe that no service delivery demands that should lead to violent protest action.

We want to d i scourage community members from participating in these mass actions and begin to engage the leadership on their demands,” said the Mayor.

The Mayor had a closed door meeting with the stakeholders about the service delivery problems that led to this unrest.

“As the Municipality we want to ensure economic stability in Isithebe Industrial Estate and cannot afford any violence that will disturb the productivity of this precious economic hub in Mandeni. We are asking all security forces to ensure that Isithebe industrial is back to production immediately,” said Mayor Zulu.

cost her, her weddingjewellery. She alleges she was contacted by a friend who wanted to show a customer the design of the jewellery. Since that fateful day in February, Saib has been chasing after the woman who provided excuse upon excuse. Realizing that the jewellery was no longer in her possession, Saib reported a case of theft to the local police. Police with the co-operation of the culprit went to a local pawn shop where the culprit had sold the jewellery for R9440.00, almost a third of the value. Anisa Ally (37) of a local jewellery store is due back at court on 6 May 2016 after being released on bail.

NOTICE

Press Release IRO Meeting Scheduled for Wednesday, 16 March 2016 (Today)The report back meeting held on 24 February at the Kwa Dukuza Town Hall to discuss amongst other matters the draft constitution and the official launch of the association, was unable to conclude its business as some members of the community raised issues relating to the composition of the committee and the presentation of the draft constitution.

In view of the above and in order to address the concerns raised, it was decided that all 27 wards within the Kwa Dukuza Municipality should convene ward meetings and nominate one representative each to serve on the interim committee together with the current 11 members already on the committee. The representatives from the various wards were to be confirmed at the meeting that was to have been held today.

The enlarged committee would then look at working on the draft constitution and, thereafter, convene a public meeting with an agenda it would decide upon. Until the enlarged interim committee was set up, the activities of the current committee would be suspended.

However, the process of getting the ward representatives has proven to be very challenging and no progress has been made in this regard. In order to drive the process forward, I have sought the assistance of The Mayor, Councillor Ricardo Mthembu, The Speaker, Councillor Thulani Khuluse, and Mr Sanele Mthiyane. Unfortunately, recent incidents within and outside the Municipality have demanded the attention of the Mayor and we have not been able to meet to chart a way forward.

As a result, the meeting scheduled for today will not take place and a fresh media release will be published as soon as some finality is reached.Whilst every effort will be made, all things being equal, to resolve this matter as early as possible, no guarantee can be given when this would happen.

SKKSA enroute to national karate champs

The Stanger Dojo branch of Shotokan Kokusai Karatedo SA (SKKSA) recently participated in the iLembe District Championships, which were held to select top athletes to represent the district at Provincial level. Karateka (students) from the SKKSA Dojo blazed through the district championships and stood tall amongst their competitors on the day.

Tia Moonsamy, Veeara Pillay, Kerrisa Naidoo, Mikyle Reddy, Mohammed Siddique Randeree, Emilio Ponnadu and Mohamed Yaseen all achieved district glory as they scooped podium positions. These 7 karateka continued their training under the direct instruction of Sherwin Hooblal Sensei in preparation for the Provincial Championships which was held on 21 February 2016.

Colin Combol Sensei, President of iLembe Karate and a Senior referee at the event congratulated Sherwin Sensei on his instructorship and recognised the talent of the students. “This being our first year as a structured region in karate, the performance of your students have done iLembe proud, Congratulations to Sensei Sherwin on his appointment as District Coach, keep up the good work,” said Combol Sensei.

Sanctioned by Karate South Africa, the KZN Provincial Championships was a highly contested event, sporting the best karate athletes every region had to offer. The calibre of competition was remarkable and after all was concluded, Veeara Pillay, Kerrisa Naidoo, Mikyle Reddy, Mohammed Siddique Randeree and Mohamed Yaseen successfully attained their place in the provincial team to represent KZN at the KSA National All Styles Championships to be held this weekend at the UKZN Old Mutual Sports Centre.

Association received a major boost when Xpress Times announced a R3000 sponsorsdhip for the KDVA Easter tournament. This is not the first time that this newspaper has s u p p o r t e d K D VA w i t h sponsorship.

ahead of the annual KDVA Xpress Times Easter Tournament

Three members of KwaDukuza Cycling Club Shiraz Tayob, Rashid Amir and Roshan Ramkilawan participated in this year's 109km cycle tour in Cape Town on 6 March 2016.

There were over 35000 cyclists who took part in this cycle tour this year. All 3 cyclists

completed the 109km race in good times. This was Rashid's and Roshan's first Argus while it was Shiraz's 3rd one. All 3 cyclists really enjoyed the race and the route and scenery was breath taking. The club intends taking many more guys next year and for other races. At the moment the members of the club will be training for another event which is the Tour Durban which takes place on the 28th April 2016.

11 teams will be vying for honours to be crowned the KDVA Xpress Times Easter champions.

The winners and runners up will receive trophies as w e l l a s p r i z e m o n e y . T h e winners will waltz away with R1200 whilst the runner up will pocket R800. Third and fourth placed clubs will receive R600 a n d R 4 0 0 respectively.

The tournament,

which was schedule to get underway last Thursday had to be postponed due to rain. It began last night and at the time of going to print, results were not available.

The semi-final will take place tomorrow with the finals and t h e p l a y - o f f s scheduled for next week.

On paper, Grove End will start as favourites. However, they are in the group of death with foes KSST and Warrior Sports. Randsons were all smiles as they are the only premier league team drawn in the bottom half and are sure to reach the finals. Volleyball enthusiasts have already predicted a repeat of the Top 8 finals that saw Grove End edge out

tournament which was to take place last Friday was also washed out. It will now take place tonight (Wednesday) starting at 6pm. All ladies above the age of 18 are are urged to participate. All matches

will be played to the best of 3 sets and will comprise of 15 uncapped points. At the end of thetournament KDVA will select a shadow squad to participate in the KZN inter district tournament schedule for April.
