Jefferson city Special Olympics

Friday Night Recreation

Special Programs

The Jefferson City Special Olympics is a year round sports training program for any Jefferson City resident sixteen years of age and older, having disabilities because of cognitive de-lays. Participation in Special Olympics provides people with disabilities the opportunity to develop physical fitness, to gain self-confidence, build a more positive self-image and to form friendships with other Special Olympians. If you or someone you know is interested in participating in

one, several, or all of our sporting events, you simply need to contact the Department of Parks and Recreation. Signing up consists of com-pleting a form designating the sports in which you would like to par-ticipate, a medical information form and release form. For more in-formation on how you can get someone involved, please contact Mike Bollinger at 634-6482.

Friday Night Recreation is a year round recreation program for Cole and adjacent County residents with men-tal and/or physical disabilities who are 15 years old or old-er. Family members and friends are welcome and encour-aged to attend any of our activities. Friday Night Recreation is co-sponsored by the Jefferson City Department of Parks and Recreation and Cole County Residential Services. The program includes social, physical and creative activities and tries to fill the leisure needs of our partici-pants. Dances, game nights, dinners, hayrides, bingo, movies, and nature activities are some of the events we offer. Anyone wanting to participate must pre-register before attending any of the activities. Pre-registration con-sists of filling out the registration/application form and re-turning it to the Parks and Recreation office along with the registration fee. This form includes a parent/guardian re-lease, a brief medical history, and emergency contact infor-mation. Schedules and applications may be picked up at the Department of Parks & Recreation and Cole County Residential Services. Participants wishing to enroll in Friday Night Recreation will need to pay a yearly fee to sign up for the program. The fee is $15 for Cole County residents and $25 for Boone, Callaway, Osage, Miller and Moniteau residents. Everyone signing up for the program will receive an ID card which he/she will need to bring to and wear at every activity.

Officials Needed

Are you looking for a way to get exercise and earn a little extra

money on the side? Basketball officiating may be for you. Pay

rates range from $16 to $17 per game depending upon experience

and certification.

If you have basketball knowledge and/or experience in the

game, stop by Parks and Recreation and pick up an application

A basketball officials meeting will be held at Oak Hills Golf

Center (date to be determined). Anyone interested in officiating

adult basketball should attend this meeting. Officials in attendance

will receive a pay rate bonus and scheduling preference.

Officials are reminded that MSHSAA certification results in a

higher rate of pay for adult basketball officials.

YOUTH SPORTS

The Department of Parks and Recreation and the Jefferson City

School District are offering a free youth basketball program for

boys and girls in the 5th grade. Students interested in participat-

ing or parents interested in coaching need to contact their school’s

Physical Education teacher or Athletic Director by September 21.

Games will be played on Tuesday and Thursday evenings.

Schools need to turn in league rosters to the Parks and Recreation

office by 5 p.m., Friday, October 12. Games will tentatively begin

the week of October 30 with the season finishing by winter break.

5th Grade Basketball High School Hoops

6th Grade Basketball

The Department of Parks and Recreation offers a seven-game

basketball league for high school students. This league is open

only to high school students not participating in interscholastic bas-

ketball during the 2012-2013 season. ALL TEAMS MUST HAVE A 

PARENT AS A MANAGER AS WELL AS A TEAM PLAYER AS CAPTAIN.

Each player on a team must be attired in the same color shirts.

Team shirt colors are to be chosen and recorded when you return

your team’s registration form. Registration forms can be picked up

at your school’s main office or at the Parks and Recreation office.

Team Fee: $170 *Late Fee: $190

The Department of Parks and Recreation in cooperation with

the Jefferson City School District offers a free youth basketball pro-

High School Manager’s Meeting

There will be a mandatory pre-season meeting for all High

School Hoops managers and captains. All managers and captains

must attend this meeting in order for their team to play in the

league. Meeting date and time will be published in the High School

Hoops registration packet. League rules, facility guidelines and

Operating Schedule

Oak Hills Golf Center is open daily year round,

providing the temperature is at least 40 degrees, and there is

no frost on the greens or frozen turf conditions. The driving

range is open as long as the course is open, with the excep-

tion of Monday mornings during the summer for mowing pur-

poses. If you are uncertain about course conditions please call

the clubhouse at 573-634-6532.

Personal coolers are not permitted at Oak Hills during

regular daily play. Exceptions will be made to accommodate

tournament sponsors when the course is closed for golf

outings. Clubhouse coolers will be available for rent to those

who wish to bring alcohol onto the course.

When good etiquette is practiced, golf is a much better

and more enjoyable game. Benefits of practicing good golf

etiquette include faster rounds, greater enjoyment, improved

course conditions and better interaction between golfers.

Awards Point Program For every $10 you spend on

golf or merchandise you receive 1 point.

In order to be approved for unsupervised play, golfers

sixteen years of age and younger must successfully complete

the following: pass a written multiple choice test related to

golf rules, etiquette and safety or complete the Oak Hills Jr.

Golf Camp.

Young golfers ages nine through sixteen who do not meet

these requirements and all youth golfers ages eight and

younger will be permitted to play only under the supervision of

someone seventeen years of age or older. Violations of rules,

poor etiquette, bad sportsmanship, abuse of facilities, horse-

play and/or other complaints received from golfers will be

grounds for suspension and/or revocation of the privileges

granted under this policy.

Beginning Judo for All Ages Judo is the ancient martial art of unarmed self defense and emphasizes throwing, grappling, and submission techniques (striking techniques are not used). A judo gi can be purchased at a martial arts supply store or through the class instructor. Minimum age is 7 years old. Beginning class runs from 6 - 7 pm.

Adult/Women’s Judo A second class, from 7-8 pm, is specifically designed for adults, especially women, who seek to understand judo for self defense or to get in shape. Participants will learn basics of tourna-ment judo. Minimum age is 16 years old.

All classes are held on Monday evenings at Shikles Gym. Registration Deadline: 1 week prior to start

Karate is a martial art involving blocks, strikes, evasions, throws, and joint manipulations and is divided into three aspects: kihon (basics), kata (forms), and kumite (sparring).

Youth American Style Shotokan Karate Class focuses on kihon and kata with some for kumite. A judo gi can be purchased at a martial arts supply store or through the class instructor. Minimum age is five years old. Classes are Tuesdays, 5:30 pm to 6:30 pm.

Adult American Style Shotokan Karate Class focuses on kata and kumite with self defense techniques. Minimum age is ten years old. Younger students may be allowed in the class under the discretion of the instruc-tor. Classes are Tuesdays, 6:30 pm to 7:30 pm.

Baton and Stick Self Defense is based on the Filipino and Indonesian martial arts. Known as SinaTirsiaWali Kali, this method of self defense works on techniques that are the same whether you are holding a stick or are empty handed. Block and strikes are one and the same. Proper footwork and body mechanics are empha-sized, enabling people of small stature to defend against a larger person. Minimum age is twelve years of age. Younger students can participate under the discretion of the instructor. Classes are held on Wednesday evenings from 6:30 pm to 7:30 pm.

The Jefferson City AARP Chapter 4401 offers a free Tai Chi

class for senior adults every Wednesday from 10am – noon at the

Shikles Center Gymnasium, 1200 Linden Drive. On fair weather

days, class will meet at a local park. No registration required.

Class is designed to increase strength, flexibility, balance, and

vitality. Many exercises can be performed while seated. For

In conjunction with the Capital City Fly Fishers and the Missouri Department of Conservation, McKay Lake will be stocked with Rainbow Trout. The special season will begin November 1 and continues until January 31 as catch and re-lease (artificial baits, no natural or scented baits). Starting February 1, all trout may be caught and kept under regulations (any legal bait/lure can be used). Anglers ages 16-64 must possess a valid fishing permit. Those wanting to keep trout must possess a trout permit. Please be sure to check out the full fishing regulations for this program by contacting the Missouri Department of Conserva-tion at (573) 751-4115.

S t o r y b o o k T r a i l s Jefferson City Parks and Recreation, Scholastic Inc. and Luetkemeyer Signs are bringing storybooks to the trail (reading, exercising & family time all in one: run, walk or ride your bike). Storybooks will be at the 5-8 year old reading level. Books are available after 12 pm on starting date.

F a l l H a y r i d e P r o g r a m Enjoy autumn’s beauty and the park wildlife with a tractor-drawn hayride through beautiful Binder Park. Hayrides are available through November 18. Hayrides are perfect for families, a group of friends, office parties, or youth groups.

Daytime Hayrides Evening Hayrides Reservations Cost is $25 per hour. Two wagons are available. For younger age groups, up to age 6, wagons can accommodate 25 to 35 children. For older ages, 7 and up, wagons can accommodate 20. All day time hayrides must finish before 5 p.m. Daytime hayrides are available Monday - Friday.

Hayrides, 2 1/2 hours in length, are available seven days a week at 5, 6:30 or 8

pm, with a 2 pm and 3:30 pm time available on Saturday and Sunday. Cost is $50 per

wagon with a maximum of 20 people per wagon. In addition, a refundable deposit fee

of $15 per wagon.

Reservations are accepted on a first-come- first-served basis in person, or by phone if using a credit card. Inquiries may be made by phone, but hayride reservations must be accompanied by payment in full for both the hayride fee and the deposit fee (applies to day and evening hayrides).

The Department of Parks and Recreation would like to invite all daycares/preschools/

kindergarten classes to our eighth Annual Candy Cane Hunt. We will have a candy cane

trail at the North Jeff City Multipurpose Building for the children to walk along, a chance to

visit Santa and his helpers, find candy canes and participate in a craft activity.

If your daycare/preschool group is interested in participating in this event, please con-

tact Santa’s Helper (Angie Toebben) at 634-6491 by Tuesday, November 20 to schedule

your group. The Candy Cane Hunt will be held on Tuesday, December 11, Wednesday,

December 12, Thursday, December 13 and Friday, December 14 starting at 9 a.m. with

each group scheduled 15 minutes apart until 12 p.m. You may schedule a time on Tuesday

afternoon between 1 – 2 p.m. Please let us know what day, how many children will be

coming and the age of the children. Time slots are available first come first serve.

Admission is a $1.50 donation per person, with all proceeds going to the Youth Spon-

sorship Fund. Donations received at the Candy Cane Hunt will be a source of funding for

Parks and Recreation sponsorships, to be available to those who otherwise would not be

able to afford to participate in organized recreation activities.

Enter the 27th Annual Christmas Home Decorating Tour and Contest, which is sponsored by Cottonstone Gallery, Parks and Recreation, the News Tribune Co. and the Retail Merchants Committee of the Chamber of Commerce. Contest is limited to residents within the city limits who have completed and turned in the entry form by the December 7 deadline. There are five categories of competition: City’s Best (Previous Mayor’s Award Winners); Christmas Elegance; Best Use of Lights; Best Religious Display; and Best Use of Christmas Characters. You Can Rent the Washington Park Ice Arena

Group rentals are available at times when no programs are scheduled. Reservations are accepted on a first-come-first-served

basis. Inquiries may be made by telephone, but reservations are not confirmed until a non-refundable $10 holding fee is paid at the

Ice Arena. Full payment of all fees is required a minimum of one week before the scheduled date of usage and, if paid by then, the

holding fee applies toward the rental fee. A $50 damage/clean up deposit is required in addition to the rental charges. The deposit

may be waived with a credit card number. The deposit will be returned by mail approximately two weeks after the date of

reservation. If any damage occurs please allow more than the normal two week processing time.

The regular rental rate is $220/hour or $170/hour after 10:00 p.m. Call 634-6580 and speak to the manager for information.

Rental skates are $2/pair. Youth groups must have one adult supervisor per ten children. Maximum session length is two hours. All

regular Ice Arena rules are in effect during each rental.

LEVEL DESCRIPTION

TOTS For all beginning skaters, ages 3-5 years old, this class will introduce basic skating skills in a play format.

PRE-ALPHA For all beginning skaters, ages 6-17 years old, this class will introduce forward and backward skating skills.

ALPHA For skaters who have passed the Pre-Alpha class/test. More advanced forward skating maneuvers and basic stops are taught.

BETA For skaters who have passed the Alpha class/test. More advanced skating maneuvers and intermediate stops are taught as well as backward skating.

GAMMA For skaters who have passed the Beta class/test. A variety of turns and change of direction are taught.

DELTA For skaters who have passed the Gamma class/test. Edges and basic freestyle maneuvers are introduced.

*Advanced classes for Homeschool and Adults are for skaters in Gamma and higher.*

ISI’s recreational ice skating program weSKATE, is used worldwide, has accepted

standards and has been developed for those who skate for recreation and enjoyment. It

appeals to first-time skaters because it teaches movements they can master almost

immediately. It provides achievable objectives with immediate results. The program is

based on logical progression of skill development, where skills learned in each level build

on skills achieved in the preceding level. Attractive ISI patches are available to recognize

Synchronized Skating is a fun and exciting team sport for figure skaters. The Formation Sensations are a performance based team.

The “Sensations” focus on the fundamental elements of synchronized skating. The team will perform at least four times during the

skating season: the Winter Recital, the Capital City Classic Competition at Washington Park Ice Arena, the annual Ice Show (3 shows)

and the Spring Recital. A team costume is required, but the cost of the costume is kept to a minimum. All skaters must have passed

the Alpha or Basic 3 skating level and be a current member of ISI to participate in this program.

Off-Ice Conditioning Class

Skaters interested in taking private skating lessons may contact the Ice Arena for information on skating professionals

eligible to teach private lessons. Students receiving private instruction must pay admission to the public or freestyle session, as

well as pay the instructor for the private lesson.

Instructors interested in teaching private lessons should contact Rachel Bruemmer, Skating Director or Brent Echols,

Assistant Skating Director at 634-6480 for eligibility, requirements and contact information.

The Jefferson City Department of Parks and Recreation is not liable for any private instruction from a coach who is

not registered through the Washington Park Ice Arena, a member of ISI, USFS or PSA and covered by liability insurance through

one of the aforementioned national skating organizations.

An hour long off-ice conditioning class helps skaters improve their overall

fitness level. The class includes cardiovascular exercises and promotes muscular

strength and endurance. An emphasis is placed on core body strength and agility

which is utilized most in figure skating elements. The class will also focus on jumping

techniques. Level ISI Gamma and above are welcome. Class meets Wednesdays at

5:45 p.m. in the ice arena multipurpose room.

Rules of Conduct for Freestyle Sessions

1. These are practice sessions. Socializing should be kept off the ice prior to or after the session. There will be no standing in groups

talking or skaters will be asked to disperse or leave the ice.

2. The following priority will be followed regarding right of way on the ice.

a. skaters doing their program with music over the ice

b. skaters in a lesson

c. all other skaters.

3. Please watch out for other skaters especially while skaters are

doing their program to music. This does not mean you need

to stand and watch. Use the simple rule: look where you are

going. It is the responsibility of higher level skaters to

watch out for skaters at a lower level.

4. Program music should be played from start to finish, once.

Please do not stop and restart your program as there may be

others who are waiting to have their music played. When

everyone has had their music played, you may play it again.

Be courteous. Professionals with lessons may cut in line no

more than one time per lesson when needed.

5. Please follow the standard ice etiquette for practicing jumps/

spins/teaching areas (see Ice Etiquette map). This does not

apply during programs.

6. There will be NO unsportsmanlike behavior from skaters or

observers such as kicking the ice, foul language, yelling at

other skaters to get out of the way, or intimidating behavior.

Skaters or observers who behave in such a manner will be

asked to leave the ice and/or arena and there will be no re-

funds.

7. No food or drinks other than water on the ice. No chewing

gum.

8. No sitting on the boards.

9. For safety reasons, iPods, MP3 players or any other personal

device with headphones are prohibited during freestyles

sessions.

10. Proper attire should be worn on all sessions.

11. Bleachers or lobby area should be used to observe skaters. Only qualified coaches are allowed to be in teaching areas. No relatives

or friends should cause distractions from off the ice as it could disturb other skaters/coaches. If need be, please exit the ice from

the opened entrance door to speak with parents or observers. Do not open side doors on the bleacher side please.

12. Videotaping must be done off the ice from the bleachers unless authorized to do otherwise.

“Radio Gaga” Spotlight Tryouts: Spotlights are for solos, duets, pairs, and trios.

Tryouts will be held Thursday, January 3, 2013, 5:15-9:00 p.m.

All skaters must have earned a minimum of 75 participation points by the

January 3, 2013 audition. All skaters must sign in for their ice show

participation points for public sessions and freestyles offered by Jefferson

City Parks and Recreation at the front desk when paying for the session.

Individuals who want to try out for a spotlight performance must have passed

the ISI Freestyle 4 test by the tryout date.

Each program will be judged on a 10 point scale in each of the following: creativity/originality, entertainment quality,

musical interpretation, rhythm, variety of moves, participation and general overall.

Individuals must be enrolled and participate in the first three sessions of the Jefferson city Parks and Recreation

group lessons or the Tuesday night advanced freestyle session and must have attended 3 out of the six lessons in

each session.

Starting in September 20012 skaters may provide a blank CD to the ice show directors, with their name on it, or pay

$2 to receive a copy of the spotlight music choices. These CDs will be returned as soon as possible to the skaters

during group lesson or freestyle times.

Applications and detailed guidelines for tryouts will be available at the ice arena in November of 2012.

Applications are due by or before Tuesday, December 11, 2012 no later than 5:00 p.m. and must be turned in the

ice show directors’ office. No applications will be accepted after 5:00 p.m. that day. NO EXCEPTIONS!!!

Group Numbers: Participation is FREE for skaters who have

enrolled in group lessons offered by the

Jefferson City Parks and Recreation in

September-December of 2012. All levels from

Tots to Freestyle will be represented. Some

groups will be asked to provide costume items

and/or pay a small fee to provide costuming

and props for the show. The group number

practices will be held on Tuesday evenings.

We may also host an additional practice on

Saturday if needed.

2012 Frozen Turkey Bowling

The Jefferson City Speed Skating Club (JCSSC) is affiliated with the Missouri Speed Skating Association. JCSSC offers the opportunity for skaters to participate in speed skating competitions throughout the year. For more information call Paul Rudder at 573-635-7995 or Kirk Bonnot at 573-338-3324.

Short track speed skating is an Olympic sport which promotes speed on ice in a competitive, fun, exciting, and safe manner. Any person of almost any age who has a desire to skate either in competition or for recreation can speed skate. Required equipment includes speed skates, long sleeve shirt, gloves and a hat or helmet.

Fee: $110 for either session $5 drop-in fee

Stick & Puck

Stick and Puck is a time for all adult hockey enthusiasts to

practice hockey skills in an informal pick-up game setting. Play-

ers are required to provide their own protective gear, stick and

puck. This is a no-check and no-slapshot program. Rough and

dangerous play will not be tolerated. Players must be at least 18

years of age to participate.

No pre-registration is required for this program—just drop in

and pay an $8 admission fee. There is no charge for goalies.

Stick and Puck sessions are usually held Wednesday evenings

from 10 p.m.—12 a.m. and some Saturday nights. Times vary

throughout the season, so pick up a monthly schedule at the ice

arena or go on our website at www.jeffcitymo.org/parks.

Mid-Mo Tigers Learn-To-Play Hockey

Youth Hockey Washington Park Ice Arena is home to one of mid-Missouri’s fastest and fun youth sports - ice hockey. The youth hockey program

consists of a combination of instructional practice sessions and games. Practices occur week nights on Mondays, Wednesdays and

occasional weekends with highly qualified, USA Hockey certified coaches. Practice sessions are designed to introduce and advance

players ages 4 - 17 in the game of ice hockey by teaching the fundamentals of skating, passing, shooting and team strategy. Emphasis for

our hockey program is to develop each player to the best of their ability through positive coaching and skill development. Players are placed

on a team following a skill evaluation process. All teams play in the St. Louis MAIHA -YD league. Mid-Missouri Tigers home and away games

are played on weekends November through February. A game schedule will be made available to all team members once arrangements are

complete in late October.

Come hit the ice with the Mid-Missouri Tigers and learn to play hockey! The Tigers Hockey Association offers a comprehensive program

that introduces children of all skill levels into the game of ice hockey.

The Learn-To-Play program focuses on skill development without the pressures of competition. Following the USA Hockey Advance

Development Model (ADM), this program is built on a progressive curriculum designed to introduce beginners to the game’s basic skills.

Participants are introduced to the skills of skating, passing, puck control, and shooting in a progressive one-step-at-a-time manner. Our

primary focus is on player development and fun! Program cost is $50 per session*. Equipment is available to rent with a $40 refundable

deposit.

The Jefferson City Figure Skating Club (JCFSC) is an activity co-sponsor of the Jefferson City Parks and Recreation Commission. Established

in 1962, JCFSC is a non-profit organization and a member of U.S. Figure Skating. The club provides skaters of all ages and abilities an

opportunity to develop figure skating skills through a variety of skating opportunities.

The Annual Ice Show provides JCFSC skaters the opportunity to

activities throughout the season.

The JCFSC programming offers Moves in the Field, Freestyle ­

sessions and Adult lessons, as well as group classes such as Snow-

plow Sam, Basic 8's, Freeskate and Special Needs.

Snowplow Sam: Designed to help pre-school children develop

coordination and strength on ice. Emphasis is on learning

through games and fun activities.

Basic 8's: Introduces the fundamentals of the sport such as

forward/backward skating, stops, edges, crossovers, turns and

Mohawks.

Free Skate: Introduces many advanced moves built around

single jumps and spins.

Special Needs: Introduces children with special needs to the

rewards of ice skating. Licensed Physical Therapist on hand

throughout class!

PAVILION AND BUILDING RENTAL

All outdoor pavilions have enough picnic tables, restrooms, barbecue pits, water fountains and water spigots to accommodate the designated capacity. Those facilities with kitchens also have sinks, counter space, refrigerators and serving areas.

FACILITY RENTAL POLICIES 1. These rates apply to all individuals, businesses, and organizations.

2. Reservations are accepted first-come-first-served up to one year in advance. Inquiries may be made by telephone, but reservations

must be made in person, unless using a credit card. All reservations made more than sixty days in advance are required to pay a

$10 non-refundable holding fee to reserve a facility. The balance of the rental amount and deposit are due sixty days prior to the

rental date. If the full payment is not received by this time, the Department of Parks and Recreation will consider the

reservation canceled and will rent the facility to another individual, business or organization, if requested. Reservations made less

than sixty days in advance of use will be required to pay the full amount at the time the reservation is made.

3. The $10 facility holding fee required to reserve park facilities/shelters is not refundable under any circumstance except if Parks and

Recreation is responsible for the cancellation. If a cancellation occurs ten or more business days prior to the scheduled reservation,

the facility/hayride rental fee and deposit is refundable, less a $10 processing fee. If a cancellation occurs less than ten business

days prior to the reservation, 1/2 of the rental fee and the entire damage deposit will be refunded.

4. All facilities require a $50 damage, clean-up, and/or key deposit in addition to rental charges payable by cash, check, MasterCard,

Visa, Discover or bank debit card. Provided the key is returned (if applicable), the facility is cleaned properly and there is no

damage, the deposit, if paid by cash or check will be returned by mail approximately two to three weeks after the date of usage.

If paid by credit/debit card the refund will be credited back to the card the Monday after your rental.

5. Sale of items, usage after 11 p.m., charging admission, and playing amplified music require the completion of a Special Use Permit

Application and advance approval of the Department of Parks and Recreation prior to a reservation being made, but not less than

10 business days in advance of the planned reservation.

6. Alcoholic beverages are permitted in the parks except where specifically prohibited and posted.

7. All rental time outside park public access hours of 5:00 a.m. to 11:00 p.m. carries an additional charge of $25/hour above and

beyond rates charged during public access hours.

PARK IMPROVEMENTS

In April 2012, park crews completed construction of a new

playground at McKay Park. The new playground is located on the

south side of the park along the multi-use trail providing closer access

to the park restrooms and parking lot. The new playground meets the

current safety and ADA accessibility guidelines providing fun for kids of

all ages and abilities. There is a fully accessible play structure

designed to challenge kids 5-12 years old, as well as a separate tot lot

for the first time learners ages 2-5. In addition to the play structures,

the playground includes swing sets, improved safety surfacing, seat-

ing, tree plantings and landscaping.

MCKAY PARK PLAYGROUND

Stop by and check out the new playground located next to the

North Jefferson Pavilion. This fully accessible playground offers fun

activities for children 2-12 years old including slides, swing set,

climbing rock and interactive play panels. Site also includes acces-

sible tile safety surfacing, tree plantings and landscaping.

Rolling Hills Neighborhood Park

The development of Rolling Hills Neighborhood Park will start with

the construction of a playground. Design is complete and the new

playground is scheduled to be installed fall/early winter 2012.

Greenway Trail Development

A .7 mile greenway trail extension from Ellis Porter/Riverside Park to the Lewis and

Clark State Office Building is complete and open for use.

Construction is currently underway to extend the greenway trail from the Leslie/

Stadium/Lafayette round-a-bout through Aurora Neighborhood Park. This new 1.1

mile section will connect Aurora Park, residential neighborhoods, the Knowles YMCA

and Jefferson City Public School District property with the existing greenway trail

running through Lincoln University campus and Community Park to East McCarty

Street. Construction is scheduled to be completed in the fall 2012.

HIKING AND BIKING

If you are a mountain bike enthusiast, check out the 13.5

miles of trail throughout Binder Park and the two miles of trail

near the West Edgewood Greenway (access near the West Edge-

wood Drive parking lot). These trails offer fun for all ages and

ability levels. These trails are designed for non-motorized vehi-

cles - ATV's and motorcycles are prohibited. All the mountain

bike trails are designed and maintained by a trained local volun-

The Parks and Recreation Department operates a wood chip

and mulch give-away program adjacent to the Composting Exhibit

Site in Memorial Park.

When excess wood chips or mulch are produced during forest-

ry maintenance, they are dumped at the site and are free for the

taking for the general public. Availability varies throughout the

year. Just bring your vehicle and your shovel and load the wood

chips anytime the park is open.

The compost site at Memorial Park does not accept yard waste

or tree trimmings. Please do not drop off any items at the com-

post site. If you have yard waste to dispose, please go to 2417

Southridge Drive. This service is free for City residents. For more

WOOD CHIP & MULCH

From September 1 through March 31, Parks and Recreation

staff will plant a tree from the list below. After planting, a memo-

rial plaque will be installed in front of the commemorative tree.

Types of trees available include: Redbud, Dogwood, Crabapple,

Magnolia, evergreen, various species of oaks and maples. Com-

memorative trees are $200 per tree. For more information on

available park locations and proper tree species, please contact

The cost of a memorial bench is $300 which includes instal-

lation and a memorial plaque. For more information on available

Any of the following infractions will subject the individual or individuals to suspension from attendance at Parks and Recreation programs or facilities for a period to be determined by the Director of Parks and Recreation and prosecution for violation of the City of Jefferson trespassing ordinance: Any park user, program participant, or spectator, who verbally or physically threatens or who attempts to intimidate or harass a Parks and Recreation employee or another park patron or causes such employee or other park patron to be apprehensive about his/her personal safety; Any park user, program participant, or spectator, who uses vulgar or inappropriate language in addressing a Parks and Recreation employee or another park pa-tron at a Parks and Recreation program or facility; Any park user, program participant or spectator, who fails to heed the request of an on-site Parks and Recreation supervisor to vacate park property; Any park user, program participant, or spectator, who violates any Parks and Recreation Commission rule, regulation, policy, code, expectation and/or guidelines for conduct.

Photo Policy Frequently, Parks and Recreation staff may videotape or photograph participants enrolled in programs, classes, events, or enjoying park facilities. All photos and videos are for Parks and Recreation use and become the sole property of the Department.

Cancellations

Decisions regarding morning programs will be made by 8 a.m. and announced as quickly as possible thereafter. Decisions on the cancellation of evening activities due to inclement weather will be made by 3:30 p.m. daily, when possible. Equal Opportunity

In any Parks and Recreation program, a participant who is bleeding or who has blood on his/her clothing shall be prohibited from participating further in the activity until appropriate treatment has been administered. Appropriate treatment may include bandaging as necessary to prevent recurrence. This policy has been implemented to protect the participants, coaches, staff, and their families from diseases transported through the accidental contact of tainted blood. If medical care is needed, the participant must leave the activity until the problem situation has been resolved. A 70% isopropyl alcohol solution must be used to disinfect the skin and clothing. All infected areas must be thoroughly cleaned before this individual is allowed to continue participating in the activity. This may require that the player remove affected clothing and replace it in order to be able to continue participating. All participants should bring an extra shirt, pair of pants/shorts, and socks to each activity to change into in the event a blood incident should occur.

The Parks and Recreation Commission believes that no youth should be denied access to Parks and Recreation programs for financial reasons. The Parks and Recreation Foundation makes recreation sponsorships available to those who otherwise would not be able to afford to participate in organized recreation activities. Those seeking sponsorships will be asked to complete a Recreation Sponsorship Application Form available through the Department of Parks and Recreation. Sponsorships are generally limited to those receiving benefits from a form of public assistance as designated on the application form. Sponsorship funding is limited to $200 per individual per calendar year and is restricted to ongoing programs conducted by Parks and Recreation staff. Specialized programs of short duration conducted by non-staff members (e.g. baseball clinics) are ineligible for sponsorship funding. All application forms requesting funding for youth programs must be signed by the parent/guardian of the prospective participant. Participants/parents must pay a minimum of 20% of the registration fee for programs for which sponsorship assistance is requested. Six Easy Ways to Register

The Parks and Recreation Commission has adopted the following refund policy regarding programs and facilities: Programs 1. If a cancellation is made prior to the registration deadline, a refund will be given, less

a $5 processing fee. 2. If a cancellation is made after the registration deadline, a refund will be given for 1/2

of the fee paid. 3. If a cancellation is made the day the program begins or later, no refund will be given. 4. Fees paid for team registrations are not refundable once a team registration has been

accepted and recorded. 5. Full refunds are made if a program is canceled by Parks and Recreation.

Facilities/Hayrides 1. Fees paid for admission to park facilities are not refundable. 2. The $10 facility holding fee required to reserve park facilities/shelters is not

refundable under any circumstance except as in #5 below. 3. If a cancellation occurs ten or more business days prior to the scheduled reservation,

the facility/hayride rental fee and deposit is refundable, less a $10 processing fee. 4. If a cancellation occurs less than ten business days prior to the reservation, 1/2 of the

rental fee and the entire damage deposit will be refunded. 5. Full refunds are made if a rental is canceled by Parks and Recreation. 6. Refunds due to weather will only be given if the park itself is closed.

Amusement Park Tickets 1. Amusement park tickets purchased through the Department of Parks and Recreation

are refunded, less a $5 processing fee, through Friday, September 28, 2012.

Late Fee Policy

Please complete the activity registration form located on page 33 of this program guide. We accept cash, checks, money

orders, MasterCard, VISA, Discover, and all bank debit cards. On a credit card registration, please include the card number, expiration

date, printed name as it appears on the card, and your signature. Make all checks payable to Parks and Recreation.

You can register for activities on-line at www.jeffcitymo.org/parks. You may create an account online if you are a new customer. If you are an established customer but don’t know your login information, your user name and password can be emailed to you if you have an email address on file.

Many parks and recreation programs have enrollment limits and registration deadlines. To ensure a spot in your favorite activity, please be sure to register before the registration deadline. Registering early will allow for proper staffing levels, adequate equipment and program supplies for all participants, as well as saving you money. If space is still available in a program after the registration deadline, the program fees will be higher.

The Jefferson City Department of Parks and Recreation and/or the Jefferson City Parks and Recreation Commission does not provide insurance coverage for injuries suffered while participating in programs or using facilities. Any costs related to such injuries should be presented to your personal medical insurance carrier.

Mission Statement

It is the mission and responsibility of the City of Jefferson Parks and Recreation Commission and the staff of the Department of Parks, Recreation and Forestry to improve the quality of life for residents of the Jefferson City area by providing for the diverse leisure, recreation, community, forestry and open space management and preservation needs of present and future generations. The Parks and Recreation Commission is charged with the operation, manage-ment, supervision, control and use of the city’s parks and recreation facilities. If you would like to serve on the Commission, please fill out a volunteer profile form and submit to the Mayor. The form is available at City Hall or on-line at www.jeffcitymo.org. The Parks and Recreation Commission meets the second Tuesday of each month at 4:00 p.m. in the lower level conference room of the City Annex building.
