SEWP Origins - 1992
4
SEWP conceived as a Goddard-wide IDIQ contract for IT products to promote reduction of sole source requirements
NASA HQ asked for the contracts to be available NASA-wide
GSA (through DPA) strongly encouraged NASA to use SEWP as a test case for GWACs• Cited NASA’s unique expertise in the combination
of technical and procurement activities
SEWP / GWAC Origins – Part II

2015 – NASA awards the fifth iteration of the SEWP contracts
• NIH became the second GWAC agency
• Others joined in: GSA, Commerce, Transportation
• With time, Commerce and Transportation did not have a large enough customer base to continue their GWAC programs
1996 – Clinger-Cohen Act passed and OMB authorized to designate executive agency status
• GSA and NASA collaborated on setting the initial GWAC parameters
1993 – SEWP I contract awarded
