WMU-Cooley Law students Elizabeth and Bryan Devolder tookfirst place at the American Bar Association (ABA) Law StudentDivision Client Counseling Competition National Finals on March 14held at North Carolina Central University School of Law, and werenamed National Champions. The Devolders, a husband and wife teamwho attend Cooley’s Tampa Bay campus, will move on to compete atthe Louis M. Brown and Forrest S. Mosten International ClientConsultation Competition in April, representing all U.S. law schoolsin this international competition.

The ABA Client Counseling Competition simulates a law officeconsultation in which law students, acting as attorneys, are presentedwith a client matter. They conduct an interview with a person playingthe role of the client and then explain how they would proceed furtherin the hypothetical situation.

“We are extremely proud of Elizabeth and Bryan for bringing thenational championship in the ABA Client Counseling Competitionback to WMU-Cooley Law School, a title the school last held in2011,” said Christine Church, WMU-Cooley associate dean. “Theywere outstanding all the way through the competition. One judgeapplauded at the end of the round, which I’ve not seen before at anational competition. Another judge said ‘I would hire you’ at the endof the round.”

A total of 108 teams from 66 ABA-approved law schoolsparticipated in 12 regional competitions held across the nation inFebruary. The regional champions advanced to the nationalchampionship round. Following the victorious WMU-Cooley teamwere Southern Methodist University in second place and theUniversity of Oklahoma in third place.

Before heading to national finals, the WMU-Cooley duo bestedteams from the University of Michigan, the University of Pittsburgh,the University of Akron, the University of Louisville, DuquesneUniversity, and Northern Kentucky University. WMU-Cooley’sregional championship in this competition was its seventh in 10 years.

The International Client Consultation Competition will be heldApril 15-18 in Lincoln, Nebraska.

More than 70 students from the TampaBay campus of WMU-Cooley LawSchool recently participated in a two-part series focused on the importance ofcharacter and fitness in practicing law.The series was hosted by WMU-Cooley’s administration, Career andProfessional Development Office, andpersonal and professional responsibilityprofessor Renalia DuBose.

Part one of the series featured KesharaDavis, counsel in the Florida Bar’sOrlando office, who presented “Ethics &Social Networking: Understanding YourProfessional Responsibility in the SocialMedia Era.” The second part of the series included a discussion aboutthe role of character and fitness during the bar admissions process,which was led by Lt. Col. Daryl Manning, chair of the Florida Boardof Bar Examiners; and appointed members of the Florida Board ofBar Examiners, David C. Lyles and Nancy McClain Alfonso.

“WMU-Cooley places an emphasis on professionalism, andcharacter and fitness,” said Amy Bandow, assistant director of theCenter for Ethics, Service, and Professionalism at WMU-Cooley. “Wetake pride in offering these programs to our students, so they knowwhat will be expected of them when applying for admission to theFlorida Bar.”

Two University of South Florida Board ofTrustees members have been reappointed bythe Florida Board of Governors.

USF’s Board Chair Harold “Hal” W. Mullisand Vice Chair Brian Lamb were reappointedfor terms beginning today and ending January6, 2020.

Mullis is President of Trenam Kemkerand a founding member of the law firm.Mullis received his bachelor’s degree fromEmory University and his JD from theUniversity of Virginia. He has served on theBoard since 2010.

Lamb is President and CEO for the FifthThird Bank (North Florida). He received hisBS in accounting from University of SouthFlorida and is also a graduate of the StonierGraduate Banking School at the University ofPennsylvania. Lamb has served on the Boardsince 2010.

The appointments are subject to confirmation by the Florida Senate. USF’s Board of Trustees is composed of 13 members. Six are

appointed by the Governor of the State of Florida and five areappointed by the Board of Governors. The other two members are theelected representative of the University of South Florida SystemStudent Advisory Council and the President of the University ofSouth Florida System Faculty Council.

The Straz Center for the Performing Arts presentsPhotojournalist Jim Richardson’s Islands of Obsession onTuesday, March 31, at 7 p.m. in Ferguson Hall, as the finalinstallment in the fifth season of the National Geographic LIVE!speaker series funded in part by The Joy McCann Foundation andthe Tampa Bay Times. The series showcases the writers,photographers, filmmakers, scientists, explorers and adventurerswho bring the world home.

Jim Richardson is an American photojournalist workingprimarily for the National Geographic Society and as a socialdocumentary photographer recognized for his explorations ofsmall-town life. His first story for National Geographic magazine appeared in 1984. Since then, he has become one ofthe magazine’s most productive contemporary contributing photographers, with more than 20 stories. His combinedareas of expertise include volcanoes, agriculture, rivers and aquifers and the United Kingdom, especially the people,culture, and landscape of Scotland, his Scotland, his family’s native Cornwall, and the wider Celtic world.

Richardson first began using a camera as a youngster on his parents’ wheat and dairy farm north of Belleville in north-central Kansas. He began experimenting with his father’s second-hand box camera, photographing the world of thefarmstead for display at the Republic County Fair.

In 1971, he abandoned his psychology major at Kansas State University to begin a photo internship at the TopekaCapital-Journal. In the intervening 15 years, Richardson’s work was published in many major publications, rangingfrom Life and Time to Sports Illustrated and the New York Times. In 1986, he left a job at The Denver Post to begin afull-time freelance career.

Richardson and his wife, Kathy, returned to Kansas in 1997, having lived 18 years in Denver. They now live inLindsborg, Kansas, where they operate Small World: A Gallery of Arts and Ideas.

State Nonprofit LaunchesHearMobile Unit in Polk, Hardee,East Hillsborough and Highlands Mobile outreach unit expands accessibility of free amplified phonesto those with hearing loss and speech challenges

Central Florida Speech and Hearing Center (CFSHC), a localnonprofit organization serving the 119,000 county residents withhearing loss, recently launched HearMobile, a mobile hearing unitfor those with hearing loss and speech challenges in Polk, Hardee,East Hillsborough and Highlands Counties. CFSHC is a regionaldistribution center for Florida Telecommunications Relay, Inc.(FTRI), a state nonprofit which distributes amplified phones to thosewith hearing loss and speech challenges for free.

CFSHC serves a large region of Florida and recognized the need toexpand the reach of their program to cover their entire footprint.CFSHC is launching HearMobile for two primary purposes. First, itaims to enhance awareness of the impact and identification of hearingloss, and secondly it will provide screening services to people whomay not realize they have hearing difficulties or those who are unableto access these services due to social/economic reasons.

As a regional distribution center for Florida TelecommunicationsRelay, Inc. (FTRI), CFSHC provides amplified phones toFloridians with hearing loss and speech challenges. The Association of Zoos & Aquariums (AZA) announced on March24, 2015 that the Tampa’s Lowry Park Zoo was granted accreditationby AZA’s independent Accreditation Commission.

“Only zoos and aquariums that meet the highest standards areaccredited by the Association of Zoos and Aquariums,” said AZAPresident and CEO Jim Maddy. “The community should take greatpride in knowing that Tampa’s Lowry Park Zoo is a proven leader inthe care and conservation of wildlife, and in inspiring people to takeaction to protect the natural world.”

To be accredited, the Tampa’s Lowry Park Zoo underwent athorough review to ensure it has and will continue to meet ever-risingstandards, which include animal care, veterinary programs,conservation, education, and safety. AZA requires zoos and aquariumsto successfully complete this rigorous accreditation process every fiveyears in order to be members of the Association.

The accreditation process includes a detailed application and ameticulous on-site inspection by a team of trained zoo and aquariumprofessionals. The inspecting team observes all aspects of theinstitution’s operation, including animal care; keeper training; safety forvisitors, staff and animals; educational programs; conservation efforts;veterinary programs; financial stability; risk management; visitorservices; and other areas. Eat at Joe’s Lunchtime ConcertSeries Returns on April 2

Join us for a tropical party in the park as the Eat at Joe’s lunchtimeconcert series returns to Joe Chillura Courthouse Square, corner ofPierce and Kennedy in downtown Tampa on Thursday, April 2 from11 a.m. to 2 p.m.

Food trucks will serve lunchtime favorites with a tropical flare,and the tasty spring celebration will also feature free live music,interactive games, and other special surprises.

To help keep the University Area Community clean, HillsboroughCounty Code Enforcement has scheduled a neighborhood cleanupApril 6 - 11 providing residents with a convenient collection site.

The cleanup boundaries are Sinclair Hills/West Lake Burrell to thenorth, Fowler Ave. to the South, Bruce B. Downs to the east andNebraska Ave. to the west.

During the cleanup, a central collection site will be located at 1111E. 139th Ave. in Tampa. Dumpsters will be available from 8 a.m. to 5 p.m. Residents who live within the cleanup boundaries may disposeof various items at no charge by showing proof of residence, such as aFlorida Driver’s License, Florida Vehicle Registration, or a utility bill.

Straz Center to ShowcaseString Theory’s Fin HarpInstallation opens on April 1 and remains in place through RiverFest

The Straz Center for the Performing is thrilled to announce the installation ofString Theory’s Fin Harp, a brand new sonic sculpture created by LukeRothschild. The installation opens April 1 and remains in place through RiverFeston May 2 and 3. It is free to the public.

Fin Harp has been designed to harness 14 brass wires that will extend morethan 100 feet from a spot near the Riverwalk to the roof of the Straz Center. Morethan 1,000 feet of musical brass wire will adorn the performing arts center, andliterally transform the building into a gigantic interactive musical instrument.

Rothschild is a visual artist, composer and designer whose work spans a broadstylistic spectrum. Drawing on his degree in fine art, and his work with thecritically acclaimed performance ensemble String Theory, he designs and createssonic sculptures and invented instruments. These sculptural musical creations are inherently architectural. They can varyfrom huge scale 200 meter exterior facade installations designed for grand public performances, to intimate customdesigned and fabricated permanent musical sculptures for private residencies and galleries.

String Theory has had the great fortune to design and create installations to buildings by many of the world’s mostesteemed architects including Santiago Calatrava, Frank Gehry, Richard Meier, Arata Isozaki, Christoph Kapeller,Minoru Yamasaki, Cesar Pelli, Renzo Zecchetto Architects, Louis Kahn, Frank Lloyd Wright and Mies Van Der Rohe.

Docents will be available to play and discuss the harp during the annual Best of Tampa Bay (April 11) and prior toperformances of Pippin (April 13-19), MythBusters: Jamie & Adam UNLEASHED! (April 23), Celtic Woman (April 25)and the Florida Orchestra (April 10, 17 and 24). During these docent-attended sessions, the public will have theopportunity to interact with and play the harp.

String Theory’s Fin Harp will also be part of the 2015 RiverFest on May 2 and 3 — docents will be available. Public Meeting Set to Discuss LakeMeade Drainage Improvements

Hillsborough County Public Works Department has scheduled apublic information meeting on Monday, March 30 at 6:30 p.m. todiscuss stormwater drainage improvements in the neighborhoodssurrounding Lake Meade in Brandon. The meeting will be held in theBrandon Recreation Center, 510 Sadie Street in Brandon.

A proposed project would lower the Rosier Road stormwater crossdrain connecting Wee Lake and Lake June. The changes to the crossdrain would lower the water level in Wee Lake and allow for flowfrom Lake Meade to Wee Lake, which could then drain through LakeJune, Martin Pond, and across Windhorst Road to its ultimate outfallin the Tampa Bypass Canal.

The purpose of this meeting is to present the proposed project to thearea residents and determine if the proposed improvements meet theneeds of the community. Based on the comments received and theengineering analyses, Public Works will refine the project or decide ifthe project should not move forward. Construction of the proposedproject is anticipated to begin by fall 2015.

Project information will be provided during a brief presentation atthe meeting and attendees will have an opportunity to review andcomment on the proposed plan with Public Works representatives.

The proposed work is part of Hillsborough County’s MinorNeighborhood Drainage Improvements Program. The estimated$100,000 Capital Improvement Program project is intended to resolveflooding in the area and improve roadway safety.

Storytelling Festival Begins April 18Be enthralled with stories told by Youth Storytellers and local and

regional professional Tellers at the 35th Annual Tampa-HillsboroughStorytelling Festival (www.Tampastory.org), April 18, 2015, 10:00a.m. to 3:00 p.m., at the John F. Germany Library, 900 N. Ashley Dr.,Tampa, FL. Admission is free.

The event will feature nationally/internationally renownedstoryteller and author, Heather Forest. In addition to lots of greatstories to hear, there will be Make ‘N Take Story Crafts, StrollingStorybook Characters and Performers. You can purchase a book atthe Book Fair. Fitch Ratings Assigns an AA+ toHillsborough’s CommunicationsServices Revenue Bonds

Global rating agency Fitch Ratings announced on March 17, 2015that it has assigned an AA+ rating to the County’s $66.5 millionCommunications Services Tax revenue bonds, Series 2015. The bondsare scheduled for sale on a negotiated basis on or before March 31. Therating outlook is Stable. Proceeds will be used for public safetyprojects such as renovations, replacement and expansions for firestations; funding for parks, recreation and other public facility projects.

In its announcement, Fitch, Inc. outlined these Key RatingDrivers for Hillsborough County’s communications services taxrevenue bonds:

• the County’s robust economic recovery as evidenced by increasedemployment and rising housing values

• strong and proactive financial management practices

• consistently healthy financial position as exhibited by sizablereserves and strong liquidity; and

• modest debt levels coupled with solid debt service coverage.

Fitch also reaffirmed two other bond ratings, including its AAA-rated general obligation bonds.

Hillsborough County’s high credit ratings are a notableachievement since they generally lead to lower interest costs on debtfinancings. The County’s debt obligations are issued and administeredto ensure and sustain long-term financial integrity of the County, andto achieve the highest possible credit ratings.

Fitch introduced the AAA to D ratings scale in 1924 to meet thegrowing demand for independent analysis of financial securities.
