New Faculties, Depts, take off this year

of the Deputy Vice-Chancellor (Academic), Prof. Bayo Lawal, the Senate also approved the splitting of the existing Faculty of Business and Social Sciences into two new faculties: the Fac-ulty of Management Sciences, comprising the Departments of Accounting and Finance, Busi-ness Administration, and Marketing, and the Faculty of Social Sciences, comprising the De-partments of Economics, Geography and Envi-ronmental Management, Political Science, Psy-chology, and Sociology. In the same vein, the University Senate also ap-proved the splitting of the existing Department of Arts and Social Sciences Education into two new departments: Arts Education and Social-Sciences Education “to be effective from the 2013/2014 session considering the required lo-gistics needed to actualize a smooth transition”. Also, the Department of Science Education is to split into the Department of Science Education and the Department of Educational Technology. The Senate also approved the increment of the present seven academic departments of the Fac-ulty of Veterinary Medicine to ten in line with the guideline of the Veterinary Council of Nigeria and that of the National Universities Commission on the minimum number of de-partments for each Faculty of Veterinary Medi-cine in Nigerian Universities. Also, the Univer-sity Biological Garden has now been split into the Unilorin Zoo and Unilorin Botanical Garden “with immediate effect”. SSANU inaugurates new exco The National President of the Senior Staff Asso-ciation of Nigerian Universities (SSANU), Mr. Samson Ugwoke, who was represented by the National Vice-President (West), Mr. Alfred Ji-moh, has inaugurated the new SSANU Execu-tive Committee of the Unilorin Chapter.

The new leaders are: Mr. M. A. Alfanla, Chair-man; Mr. J. A. Babatunde, Vice-Chairman; Ms. W. O. Ojulari, Secretary; Mr. M. G. Akanbi, Treasurer; Mr. O. N, Falowo, PRO; Mr. Akande, Assistant Secretary; Mr. S. Adetona, Financial Secretary; Mrs. T. Famulegun, Women Leader; and Mr. A. O. Omisan, Trustee.

Not until...disgraced In his Kunrumi (1971), a riveting historical play that re-enacts the tragic political dynamics of the mid-19th century Yorubaland, Ola Rotimi, the late master playwright, presents a Yoruba proverb in a captivating manner.

“When the tortoise is heading for a senseless journey,” he wrote, “and you say to him: ‘Brother tortoise, brother tortoise, when will you be wise and come back home? The tortoise will say: ‘Brother, not until I have been disgraced. Not until I have been disgraced. Not until I have been disgraced. Disgraced. Disgraced. Not until I have been disgraced.” In simple terms, the tortoise said he would not return from his senseless journey until he was disgraced.

How Kunrumi, the eponymous hero, who resurfaced in a character-friend that played the role when this writer saw it last on stage almost 20 years ago courtesy of our Department of the Performing Arts, said those words still titillate with fresh humour. The proverb has been an object of fascination since then and a moral lesson on how not to be the proverbial tortoise. It was actually the learned Justices of the Supreme Court that brought Kunrumi to mind with reference to some character(s) in the University of Ilorin. The story of sack, litigation, reinstatement and payment for the work not done as directed by the Court is well known. The chicanery of a “company” of the reinstated lecturers (not all), who after their Pyrrhic victory and the compliance of the University with the Supreme Court judge-ment seek to “embarrass” the University, as the learned justices put it, with ludicrous demands af-ter reinstatement continues to interest observers. But the truth is contained in another proverb in Rotimi’s play under reference: “The cow defecates and thinks she is soiling the pasture, we shall see whose buttock gets soiled first.” In what is widely considered a moral victory for the University of Ilorin, which has done virtually everything, including what some stakeholders even consider excessive, in implementing the Su-preme Court judgement, to satisfy the lecturers,

newspapers screamed last Tuesday with the pronouncement of the Supreme Court charging them to be reasonable, at least for once, in their illegal and immoral business: the business of extortion. A major deflation of ego has exposed Nigerians and the world more to the antics of the concerned company, duly registered, as the Supreme Court stressed that the judgement “only covered the payment of the lecturers’ salaries and allowances”, as reported by the newspapers, which the University had duly implemented long ago.

Reacting to the application filed by the University counsel and indisputably one of the best lawyers in Nigeria, Mallam Yusuf Olaolu Ali (SAN), on the clarification of the judgement based on the demands being made by the reinstated staff from the University on the payment for their Sabbatical leaves, among other things, the justices were reported to be visibly angry at not only the “clients” but also their counsel on the frivolity of such demands. “Bring sanity into the legal profes-sion. This is indiscipline”, the lead judge told the lawyer representing them.

The Supreme Court offered the lecturers a lecture on morality: “Which sabbatical? Which order of this court say you should go on sabbatical? Sab-batical when you were not around for eight years? It is immoral of you to be asking for all these.”

Lambasting the lawyer further, one of the Justices, Justice Afolabi Fabiyi, told him, “You are embarking on illegality. It is not your business to ask for money which your clients were not entitled to. Your clients must abide by the law. You don’t take instructions blindly. I was in the matter. What you are doing is immoral…I owe you the duty to tell you in blunt terms – you are not entitled to those things you are asking for. Go and advise your clients and stop embarrassing the university.”

Only those who have the fortune of grace can feel disgraced because without grace, one cannot ac-cept disgrace. Only where shame exists can one feel ashamed. The bata drum that beats too hard will burst. One big drum surely did burst last Monday. And with that, the travelers are in advance welcome heartily by the Alma Mater from their return journey of the proverbial tortoise.

This is how two of the national dailies captured the court's ruling: THISDAY: Be Reasonable, Supreme Court Tells Unilorin Lecturers The Supreme Court Monday in Abuja advised Uni-versity of Ilorin’s sacked but reinstated lecturers to be reasonable in their demand for allowances based on a June 12, 2009 Supreme Court judgment which voided their dismissal by the university authorities. 'Reacting to an application filed by Malam Yusuf Ali (SAN) on behalf of the university for interpreta-tion and clarification of the Supreme Court judg-ment of 2009, Justice Mahmud Mohammed ex-pressed concern that the lecturers were making un-reasonable demand including payment for sabbatical leave. Ali had told the court that the lecturers had secured an order of garnishee attaching N302 million be-longing to the university.He said the lecturers had misinterpreted the Supreme Court judgment which reinstated them and were making unreasonable de-mands on the university. Responding, Justice Mohammed said the judgment of the court was clear and it was for the payment of the lecturers’ salaries and allowances. He advised the counsel representing the parties to sit together and reach a mutual understanding. He told lawyer representing the lecturers, Mr. Toyin Oladipo, to advise his clients by telling them that what they were asking for was not included in the judgment. He said: “Sanity should be introduced. Put your heads together. Bring sanity into the legal profes-sion. This is indiscipline...”

PUNCH: UNILORIN 49: You can’t ask for sabbatical allowance – Court The Supreme Court on Monday told lecturers that

were sacked but later reinstated by the University of Ilorin that its June 12, 2009 judgment which nulli-fied their dismissal by the university authorities did not provide for the payment for sabbatical. Counsel to Unilorin, Mr. Yusuf Ali, (SAN), had in an application on behalf of the university, ap-proached the apex court for interpretation and clari-fication of the June 12, 2009 judgment. The panel of justices of the apex court, chaired by Justice Mohammed Mahmud, held that the lecturers’ demand that they should be paid for sabbatical was unreasonable. Ali had told the court that the lecturers had secured an order of garnishee attaching the sum of N302m belonging to the university. The counsel told the apex court that the lecturers had misinterpreted its judgment, which reinstated them, by asking for the payment. After listening to Ali’s submissions, Mahmud said that the judgment of the court was clear. He stressed that it only covered the payment of the lecturers’ salaries and allowances. Mahmud said the payment demanded by the lecturers was not in-cluded in the judgment. Addressing the counsel representing the lecturers, Mr. Toyin Oladipo, Mahmud said, “Sanity should be introduced – put your heads together. Bring sanity into the legal profession. This is indiscipline,” he said. Another justice on the panel, Justice Afolabi Fabiyi, who said he was on the panel that determined the lecturers’ case, also stressed that the judgment did not provide for the payment for sabbatical. He said, “Which sabbatical? Which order of this court said you should go on sabbatical? “Sabbatical when you were not around for eight years. Is it moral for you to be asking for all these?”

T he Vice-Chancellor of the University of Ilorin, Prof. AbdulGaniyu Am-bali, has praised the sacrifice of

members of the Nigerian Armed Forces, noting that the country is built on the good will of its forefathers. Prof Ambali made this observation in his office last Friday (January 11, 2013) while receiving the leaders of the Nigerian Legion of Ex-servicemen who paid him a courtesy call as part of activities to mark the 2013 Armed Forces Remembrance Day (AFRD). The Vice-Chancellor said, “Our soul and hearts are with you. We recognise your con-tributions to the peace and development of this country. There cannot be development in the absence of peace. Therefore, on-behalf of the Governing Council and Senate of the University we identify with you and sympathise with the families of the fallen heroes. The University will continue to sup-port the legion”, Prof. Ambali said. Speaking earlier, the Chairman, Nigerian Legion of Ex-servicemen, Kwara State council, Col. Ibrahim Idowu (Rtd.), ex-plained the rational for the celebration. His word: “The AFRD celebrations is an annual event set aside in honour of the members of the Nigerian Armed Forces who fought in the First and Second World Wars, those who served or still serving in various Peace Support Operations worldwide and those who fought in the Nigerian Civil War. It is a day we celebrate those of them who paid the supreme sacrifice serving their fatherland and those who are still alive today.” He explained further that the Armed Forces Remembrance Day was initially marked on the 11th of November (11/11) by the First and Second World War veterans in all Com-monwealth countries but that in view of Ni-geria’s significant historical development, 15th of January of every year was chosen. This, according to him, is symbolic as it was

that date in 1970 that the Nigerian Civil War and the quest to keep the nation one. Col. Idowu called on Nigerians to take a moment to think about the fallen heroes and the families they left behind. “As we cele-brate the fallen as well as living heroes (ex-servicemen), we must pause to think about the plight of their wives, children and other dependants who are in dire need of assis-tance. The AFRD celebration is therefore a unique occasion for the government and the society to soberly reflect on the conditions of these heroes and their families with a re-solve to assist them”, he noted. The Chairman added that the gallant heroes gave their lives so that the people of Nigeria could live in peace today. Speaking further, he stressed that the activities of AFRD would therefore serve to remind the public of the sacrifice they made. He thereafter decorated the Vice-Chancellor, Principal Officers, Deans and other members of the University community with the AFRD emblem. Meanwhile, Prof. Ambali, has been included on the list of those who will lay wreath at the Cenotaph of deceased military officers and men during this year’s Armed Forces Remembrance Day Celebration coming up tomorrow. (Tuesday, January 15, 2013) A press release signed by the Secretary to the Kwara State Government, Alhaji Isiaka Gold, said that the inclusion of the Vice-Chancellor was due to the University’s pa-tronage of ex-service men in its employment programmes. Alhaji Gold noted that the University of Ilorin has assisted the Legion through the employment of 200 of its members, adding that this is the highest number of legion-naires to be employed by any single organi-sation in the state.

T he Vice-Chancellor of the University of Ilorin, Prof. AbdulGaniyu Ambali, has advised stakeholders in the na-tion’s education sector to guarantee

quality education at the foundation levels of pri-mary and secondary schools as a way of ensur-ing that those who make it to tertiary educa-tional institutions are of good quality, saying this is the only way to address the much talked-about decline in the standard of education. Prof. Ambali, who gave this advice last Sunday (December 6, 2013) during an interactive ses-sion with journalists in Kwara State, said it is unfair to blame the universities for the falling standard of education when in actual fact, the universities get their students from the secon-dary schools, where education is described as garbage-in, garbage-out. He therefore urged governments at all levels in the country to be more concerned with the qual-ity of students the nation’s secondary schools produce yearly for the universities. The Vice-Chancellor said that the concern has made the National Universities Commission (NUC) to institute a monitoring team to check the efforts of teachers, adding “if you have good teachers you will train well and showcase qual-ity students”. He also said, “So, if we all agree that there is problem in the education sector, let us all watch the students we produce for these universities. Government at all levels should address the quality of secondary school leavers they are pro-ducing for the universities. I know that some states are doing their best but some can still do more by assisting in this direction”. “The universities get their students from the sec-ondary schools, where education is described as garbage-in garbage-out. The University of Ilorin has a catchment area and defined locality, so the quality of those produced from this area will definitely affect the enrolment quality into the University,” he added.

Prof. Ambali, who noted that the nation’s educa-tion system was not as bad as people think, said, “If our education is bad, the people in the West will not admit our graduates or give the multi-tudes of Nigerians doing well in their various professional callings in the US, UK and Europe the opportunity to excel, as we have many Nige-rians doing well in UK and other European countries in their various professional callings. Our doctors who have been practising there are really doing well and respected“.

The Vice-Chancellor, who described the recent herdsmen’s attack on the campus as “quite un-fortunate”, disclosed that the University has put in place measures to tackle the menace, which he said had been there before now. He said, “We have reinforced the security personnel and have more control of the situation. I hope and pray that such occurrence will not happen again. We have upgraded and increased surveillance.”

On his vision for the University, Prof. Ambali disclosed that his Administration was already putting in place certain measures to boost learn-ing and research. He said that the Federal Gov-ernment has released money to the University for the training and retraining of both academic and non-academic staff.
