The family members of 8 month old baby girl, Shafia Ahad told CNS that a week before, Shafia was in her room sleeping, when stray dogs made their entry into the room through window and mauled her. “I was busy in do- mestic chorus and was aghast to see dogs mauling my baby. Minister for Agriculture, Ghulam Hassan Mir urged upon Saffron growers and oth-ers associated with the Saffron industry to take maximum benefit from the National Saf-fron Mission in the State and play their role to give new im-petus for increasing produc-tion and productivity of the Saffron across the State.

The Minister said this while addressing a Saffron Buyer-Seller meet organised by Agriculture Department at EDI complex today.

The Minister said that government has taken vari-ous initiatives for the revival and upliftment of Saffron industry in the State and in this regard a Saffron Park will be established at a cost of Rs 22.06 crore at Pampore for the promotion of Saffron Industry which will directly benefit the people related with the indus-try in the State.

will be of first of its kind in the State which will be fully equipped with modern and scientific approaches. He said the Park will provide all nec-essary facilities including col-lection and sorting of saffron flowers, quality control, mar-keting besides having the facility of E-Trading through which farmers, growers and traders can get associated with the park online.

The Minister said that State government in coordi-nation with Central govern-ment is very much keen for the upliftment and upscaling of Saffron industry in J&K, adding that by adapting mod-ern scientific methods and by development of infrastruc-ture the Saffron industry of State will get new edge and boost so that people related with the industry are ben-efited socio-economically.

Mir also said that defec-tive and improper handling of saffron flowers causes losses to the saffron produc-

tion and its productivity for which Saffron Park will pro-vide platform for minting its quality besides ensure its in-creased productivity. He said marketing sector is of prime concern and in this regard more marketing channels are being opened for the Saffron industry.

He hoped Saffron park will open new economic and de-velopmental windows for the people. He also urged upon farmers to think positive and play their role for the promo-tion and upliftment of Saffron Industry.

cial achievements of various schemes including Tribal Sub Plan (TSP) and Article 275.

Speaking on the occasion the Minister said that gov-ernment is making all out

efforts for the overall devel-opment of Tribal Population including Gujjar Bakerwal, Scheduled Tribe, Scheduled Caste, Other Backward Classes (OBC) Pahari Speaking people and others adding that several schemes and ambitious plans have been launched for these people.The Minister instructed the officers not to take up any work for construction without prior approval of the admin-

istrative Departments. She stressed upon the officers that while taking up any construc-tion work in any area, the local MLA and the Board Member be taken into confidence.The

The 2-day Pahari Conference, orga-nized by J&K Academy of Art, Culture & Languages, started here Monday with participating writers and scholars stress-ing on popularization and promotion of the language and its literature.

Inaugurated by Vice Chairman, J&K Advisory Board for Development of Pahari Speaking People, Kafil ur Rehman, the literary event is the fourth in the se-ries of language conferences organized by the Academy since October last. Ear-lier, conferences were held about Kash-miri, Dogri and Punjabi languages even as similar activity is in the offing with respect to Gojri, Urdu, Hindi and Bodhi.

The conference began on a posi-tive note with speakers sounding opti-mistic about the richness and develop-ment of the language and appreciating the Academy’s initiative to focus on the challenges and opportunities for Pahari language. During two days, several paper reading sessions will be held and issues relating to Pahari language thoroughly discussed and debated.On the first day, three papers were presented includ-ing Pahari Zaban: Masayil Te Mawaqe by Zafar Iqbal Manhas, Pahari Zaban Te

Isna Nasri Adab by Ghulam Haider Na-deem and Pahari Zaban Naway Daur Ni Darwatni Ver by Fida Rajourvi, followed by question-answer session. On the con-cluding day, seven papers will be pre-sented by K. D. Maini, Raja Nazar Boni-yari, Dr. Jahangir Danish, Nazir Qureshi, Nisar Rahi, Dr. Abdul Haq Nayeemi and Abdur Rashid Qureshi. The papers cover various aspects of Pahari language with special reference to contemporary chal-lenges confronted by it. Former Minis-ters, Mirza Abdur Rashid and Mushtaq Ahmad Bukhari, prominent writers, po-ets and a large number of lovers of Pa-hari language and literature attended the conference that began with a beautiful musical item. On this occasion special number of Sheeraza (Pahari) on Uri was also released. Addressing the conference, Kafil ur Rehman referred to the richness of Pahari language and urged new gen-eration to carry forward the mission of its development started by their seniors. He said writers and poets are valuable assets for any society and through their writings they give direction to people. Pahari writers and poets, he said, have contributed a lot in making it a frontline language in the Subcontinent. He said al-though the literature produced in Pahari

is rich and comparable to any other lan-guage there was need to produce quality works in a sustained manner and take it to further heights.Speaking on the occa-sion, Mirza Abdur Rashid and Mushtaq Ahmad Bukhuari dwelt on the efforts of individual writers and literary groups in bringing Pahari language and literature to its present level and hoped these ef-forts would continue. They appreciated the contribution of the Academy in the development of Pahari literature and un-derscored the need for literary activities like the ongoing conference in the pro-motion of languages and literature.

Welcoming the participants, Sec-retary Academy, Khalid Bashir Ahmad, spoke about the importance of the con-ference in identifying challenges and opportunities for Pahari language and hoped the participants would come up with a roadmap for its promotion. He outlined the growth and importance of Pahari language in Jammu & Kashmir and highlighted its ancient origin. He dwelt in detail on the role of the Acad-emy in the development and promotion of the language and specifically referred to its ambitious Pahari language publica-tion programme ever since the inception of Pahari section in 1978.

Kargil:22-09-13: The in-habitants of the 2nd coldest place of the world, the vil-lagers of Drass had an Hour long jubilation when the art-ists of All India Radio Kargil performed during the Tribal Music and Dance Concert on 21st September 2013 at Higher Secondary School Drass. Danc-ers were dancing to the tune of traditional drums and flutes of Kargil heritage, sounds striking Tiger Hill and Tolo Ling echoed the Drass Valley to dance clap and cheer.

N. N. Vohra, Governor Jammu and Kashmir, today observed that sus-taining peace, normalcy and stabil-ity are imperative for the rapid progress and prosperity of the South Asian region.

The Governor, as Chief Guest, said this in his Presi-dential remarks at the Lecture by Prof. Pratap Bhanu Mehta, President, Centre for Policy Re-search, New Delhi, organized by the UNESCO Madanjeet Singh Institute of Kashmir Studies, University of Kashmir, here today. The topic of the Lecture was “Embattled Liberalism in South Asia”.Mrs. Usha Vohra, First Lady; Prof. Talat Ahmad, Vice Chancellor, Kashmir Uni-versity; Deans, Heads of De-partments, Faculty members of the University, scholars and students of the Institute participated in the seminar.Prof. Pratap Bhanu Mehta spoke extensively about the many se-

rious consequences which arise from the “tyranny of compulsory identity”, the “conflicts and sufferings which Kashmir had gone through” and the “cycle of militancy and militariza-

tion” which had been witnessed in parts of India and the South Asian Countries. He also spoke at length about the “governance deficit” in

South Asian Countries and the need to replace the inherited “architecture of governance” which also impacted the political system in all the coun-tries of the region. He also spoke

about issues of diversity, governance, accountability, need for greater coop-eration and deeper understandings among the countries of South Asia

and varied other aspects which have a great bearing on the rapid progress and prosperity of this region.

The Governor, who is the Chan-cellor of the Kashmir University and

Chairman of the Governing Body of this Institute, suggested to Prof. Gull Mohammad Wani, Director of the Institute, to consider start-ing two academic projects at the Institute which would relate to issues of “Identity” and “Gover-nance”, under the overall guid-ance of Prof. Mehta, as the issues involved have a vital bearing on the future growth, development and stability of South Asia. He added that these projects could add great value as they would involve scholars from each of the SAARC countries who would be pursuing their research projects at this Institute. The Governor observed that the theme of Prof.

Mehta’s talk was of high relevance and desired that a public lecture by him could be organized in the Uni-versity in the coming time so that a

much larger number of scholars, stu-dents and members of the civil soci-ety could benefit from it. He thanked Prof. Mehta, whom he has known for the past many years, for delivering a Lecture at this Institute.

The Lecture by Prof. Mehta was followed by a discussion during which he replied to the queries of the participants.

Prof. Talat Ahmad, Vice Chancel-lor, Kashmir University, dwelt on the initiatives being taken for the growth and development of UNESCO Mad-anjeet Singh Institute of Kashmir Studies.

Earlier, in his welcome address, Prof. Gull Mohammad Wani, Director of the Institute, gave a resume of the establishment, growth, history, aims and objects of this Institute. He also dwelt on the activities of the Institute, special lectures organized during the past months and those planned for the near future.

Peace, stability imperative for progress and growth of South Asian countries: Governor

Royal Springs Golf Course is witnessing a 3-days national event, Police Golf Tourna-ment from October 8, 2013. Director Gen-eral of Police (DGP), Ashok Prasad reviewed the arrangements for the tournament at a high level meeting of police officers here today.In the tournament more than 100 players, representing 26 States and Central Police Organizations of the country would be participating. This is 17th event of the tournament and Jammu and Kashmir Po-lice is hosting the national event for the third time. The first tournament was held at Shillong in October, 1996 and previously JKP hosted the tournament in 2002 and 2005. The Organization lifted the 11th champion-ship in 2007 held in Punjab. Prasad sought progress reports from the organizing com-mittee regarding arrangements made the national event. He was told that the arrange-ments for 3-days long tournament have been put in place and the sub committees constituted for the purpose are coordinat-

ing each other to make the arrangements in a befitting manner.The DGP stressed upon the members of organizing committee to review the arrangements after maintain-ing close coordination at different levels and conduct the tournament smoothly. He said that elaborate arrangements should be made for the visiting players and the staff coming from different states of the country. Prasad addressing the meeting said that JKP has been organizing various national and state level tournaments in different disciplines to promote sports in the state and encourage talented sports persons within and outside the state. He said that it was due to the endeavours of the Organization that our sports persons have excelled well in different national and international tournaments, brining laurels for the nation and the organiza-tion.Earlier, the ADGP (Armed), S. Exercise keeps body and mind healthy

Exercise is not just good for physi-cal health, but it can also boost our mental health, say experts.Now, a new study has explored psychosocial factors that may help to explain connection be-tween physical activity and mental health.Karin Monshouwer of the Trimbos Institute in the Nether-lands and colleagues at Trimbos and VU University Medical Cen-ter specifically wanted to examine two existing explanations for the link between exercise and mental health.The self-image hypothesis suggests that physical activity has positive effects on body weight and body structure, leading to positive feedback from peers and improved self-image, and ultimately im-proving mental health.The social interaction hypothesis, on the oth-er hand, holds that it's the social aspects of physical activity - such as social relationships and mutual support among team members - that contribute to the positive ef-fects of exercise on mental health.Monshouwer and her colleagues surveyed over 7000 Dutch stu-dents, ages 11 to 16. The adoles-cents completed validated surveys aimed at assessing their physical

activity, mental health problems, body weight perception, and par-ticipation in organized sports.The researchers also gathered data on the adolescents' age, gender, and socioeconomic status; wheth-er they lived at home with their parents; and whether they lived in an urban area.The researchers found that ado-lescents who were physically inac-tive or who perceived their bodies as either "too fat" or "too thin" were at greater risk for both inter-nalizing problems (e.g., depres-sion, anxiety) and externalizing problems (e.g., aggression, sub-stance abuse). Adolescents who participated in organized sports, on the other hand, were at lower risk for mental health problems.Confirming both the self-image hypothesis and the social inter-action hypothesis, adolescents' body weight perception (i.e., "too heavy," "good," or "too thin") and sports club membership each par-tially accounted for the relation-ship between physical activity and mental health, even after taking adolescents' backgrounds into ac-count.These results suggested that certain psychosocial factors - body

image and social interaction - may help to explain at least part of the connection between physical ac-tivity and mental health. The re-searchers acknowledge, however, that other factors, such as the physiological effects of exercise, are probably also at work."We think that these findings are important for policymakers and anyone who works in healthcare or prevention. Our findings indi-cate that physical activity may be

one effective tool for the preven-tion of mental health problems in adolescence," said Monshouwer.Monshouwer and her colleagues hope that future studies will be able to examine similar questions while following participants over time. Such longitudinal studies could help researchers to under-stand how physical activity type and context might influence the relationship between exercise and mental health.

Deep sleep turns on puberty

Slow-wave sleep or 'deep sleep' is intimately involved in the complex control of the onset of puberty, a new study has suggested. The many changes that oc-cur in boys and girls dur-ing puberty are triggered by changes in the brain. Previous studies have shown that the parts of the brain that control puberty first become active dur-ing sleep, but the present

study shows that it is deep sleep, rather than sleep in general, that is associated with this activity. "If the parts of the brain that activate the repro-ductive system depend on deep sleep, then we need to be concerned that inad-equate or disturbed sleep in children and young ado-lescents may interfere with normal pubertal matura-tion," Natalie Shaw, lead

researcher from Harvard, said. "This is particularly true for children who have been diagnosed with sleep disorders, but may also have more widespread im-plications as recent studies have found that most ado-lescents get less sleep than they require," she said. In the study, research-ers examined pulses of luteinizing hormone (LH)

secretion in relation to specific sleep stages in children ages 9-15. LH is essential for reproduction and triggers ovulation in females and stimulates the production of testosterone in males. leged hoax calls made to at-torney general GM Vahanvati by a woman impersonating as Congress president Sonia Gandhi and expressing dis-

pleasure at how high-profile cases were being handled.

The Delhi Police and the CBI have reportedly identi-fied the caller as an employee

at a Public Sector Undertak-ing known for her accurate imitation of Sonia Gandhi’s voice, amid speculations that it could have been an

attempt to influence the coal allocation scam case at the instance of a more powerful person.

The caller, identifying herself as the UPA chairper-son, called the top lawyer on September 5 and 11, before hearings on the coal block al-location scam.

The caller is learnt to have advised Vahanvati to lie low. But the caller sounded so convincingly like Gandhi that Vahanvati contacted se-nior Congress leaders.

As the Gandhi was in New York for a medical check-up at the time of the calls, the attorney general suspected something wrong and reported the calls to the home ministry.A news chan-nel quoted Congress MP Ajay Maken as saying, “It is a very small matter and has noth-ing to do with the party. Why should the party be dragged into it?”

President Barack Obama me-morialized the victims of the Washington Navy Yard shooting as patriots but also individuals - one with a talent for fixing cars, another who coached softball and yet another who loved hockey and her cats.

It’s not enough to cry over their deaths, Obama said.

“If we really want to honor these 12 men and women, if we really want to be a country where we can go to work and go to school and walk our streets free from senseless violence without so many lives being stolen by a bullet from a gun, then we’re go-ing to have to change,” the presi-dent said.

Speaking Sunday at the city’s Marine Barracks, just blocks away from where the shootings happened a week ago Monday, Obama called on Americans not to give up on trying to change gun laws that he argued are to blame for an epidemic of violence.

Gun control measures Obama had backed failed to pass Congress earlier this year and showed no new momentum in the days fol-lowing the rampage at the Navy Yard, a military installation just blocks from the Capitol.

Obama said that when such tragedies strike, “it ought to be a shock to all of us, it ought to ob-sess us. It ought to lead to some sort of transformation.”

But, he said, “nothing hap-

pens.” Obama said he sometimes fears “there is a creeping resigna-tion that these tragedies are just somehow the way it is, that this is somehow the new normal. We cannot accept this.”

Ahmedabad:

Two ministers in Narendra Modi’s Gu-jarat government are among four people to be questioned in connection with the Ishrat Jahan encounter case.

The Central Bureau of Investigation today questioned Gujarat Law Minister Pradeep Singh Jadeja at an undisclosed location, said sources. The agency has also summoned Education Minister Bhupendrasinh Chudasama over audio tapes of a meeting in 2011, on which voices purportedly be-longing to ministers and officials of the state government discuss derailing investigations into the killing of 19-year-old college student Ishrat Jahan in 2004.

Advocate General Kamal Trivedi, in whose office the meeting was allegedly held, has also been summoned, along with former state minister, Pra-ful Patel.

In that meeting, the ministers and officials allegedly discussed ways to discredit the Special Investigation Team’s probe into the killings.

The CBI has already questioned two offi-cials who attended the meeting, AK Sharma and GC Murmu.

Ishrat was shot along with three men on the outskirts of Ahmedabad in 2004,

by the Crime Branch of the Gujarat Police, which claimed that all four were terrorists involved in a plot to kill Narendra Modi.

The CBI in its chargesheet in July said seven cops had shot the group “in cold blood” and destroyed evidence.

A Mumbai-based bookie has al-leged that four players from Sunris-ers Hyderabad have fixed an Indian Premier League (IPL) match for Rs six crores. The bookie recorded his statement in front of Mum-bai Police Crime Branch in its chargesheet filed on Saturday.

The four players who have been named are Thisara Perera, Hanuma Vihari, Karan Sharma and Ashish Reddy, according to news report published in Dec-can Chronicle.

The bookie was arrested from a Mumbai hotel by Delhi police special cell. According to the report, the bookie met the four players in Pune and had finalised the deal with the help of other bookies.

It is being said that one of the player’s brother was the mediator in the deal. Cricketers Ashish Reddy and Hanuma Vihari were unreachable for

An extract from Hussey’s new book, Underneath the Southern Cross, was published in News Ltd news-papers on Sunday and outlined the events surrounding a pre-planned team party on James Packer’s boat to celebrate the end of the summer following the Sydney Test against Sri Lanka in January.Hussey had announced prior to the Test that it would be his last, although that was not known at the time when captain Michael Clarke organised the boat trip, months in advance. Because children were not allowed on the boat for safety reasons, Hussey and his family did not attend and in the weeks that followed, rumours began to circulate of a rift between Hussey and Clarke.

KARACHI: The Pakistan Cricket Board has no mechanism in place to “convince” retired Test umpire, Asad Rauf to go to Mumbai to face spot-fixing charges, an official said on Mon-

said that there was also no extradition treaty between Pakistan and India so the issue was a difficult one to respond if the Mumbai courts issued summons for Rauf to appear in person for exami-

nation. “It is a difficult question to an-

swer but one thing is clear that he is a retired umpire and this is a matter between him and the Mumbai police and the IPL and ICC. The PCB is not a party to this,” Rizvi said.

“The PCB has no mechanism to force or convince him to go to Mumbai in case a summon are issued to him. One solution could be in existing situ-ation that his statement is recorded in Pakistan,” he said.

Rauf, who was dropped from the Champions Trophy panel soon after his name emerged in the IPL spot-fix-ing, was later not retained on the ICC elite panel of umpires leading to his telling the media in Lahore that he had retired from his umpiring career.

Rauf was named as ‘wanted ac-cused’ in the Mumbai Police’s IPL spot-fixing chargesheet last week and although he has remained under-ground in his hometown in Lahore, he has vehemently denied any involve-ment in fixing. “Anyone can check my accounts and these allegations of me passing on information to anyone re-garding matches is untrue,” Rauf said.
