The District requires both electronic and written responses to be submitted by Proposers to be
considered responsive. Proposals received after the date and time stated above will be rejected as
non responsive.
· Proposers are strongly encouraged to upload their electronic proposal in CAS significantly prior to the RFP
Due Date and time to avoid last minute system issues. Further, proposers are reminded to click the
"Submit Response" button to ensure their proposal is uploaded correctly.
All written Proposals shall be enclosed in a sealed envelope bearing the Project number, the title of the
Project, the date and hour RFP is due, and the name of the Proposer.
Refer to Section 5 Instructions to Proposers for detailed instructions about submitting proposals.
1.5. Pre-Proposal Conference and Site Meeting
There will be no preproposal conference or site meeting for this RFP.

All questions must be submitted via email.
The deadline for submitting questions is provided in Section 1.8 RFP Schedule.
Proposers may not communicate with District Board Members, staff or consultants. All requests for
clarification, objections to or questions about the structure, content or distribution of this RFP, or other
questions during the procurement process must be submitted via email to the Contract Specialist.
Communicating with any District representative(s) about this RFP other than as specifically permitted
herein is grounds for disqualification.
Questions and/or objections must be as specific as possible and must identify the name of the project and
the RFP section number and title at issue. Any party submitting a question or objection must be as specific
as possible in their description.
Proposers must only rely on information contained in this RFP, and any subsequent written supplement
issued by the District through District's RFP process. Proposers shall not rely on any other written or oral
statements of the District or its officers, directors, employees, or agents regarding the work, including
statements made during site tours or otherwise.
1. 7. Addenda to RFP Documents
The District reserves the right to make changes to the RFP documents as it may deem appropriate up to
the Proposal Due Date. Any and all changes in the RFP documents will be made by one or more written
addenda, and will be posted in the District's CAS. Automatic notification of addenda is sent to proposers
registered under the Expertise Code identified in Section 1.2 Obtaining the Request for Proposal.
If such addenda require changes in quantities or affect the prices, proposal, or both, the Proposal Due
Date may be postponed by such number of days as in the opinion of the District will enable Proposers to
revise their Proposals. In any case, the Proposal Due Date will be at least five (5) business days after the

SECTION 3 PROJECT INFORMATION AND SCOPE OF WORK
3.1. Project Summary
3.1.1. General Overview
The Santa Clara Valley Water District (SCVWD) is requesting proposals from interested, highly qualified
firms to provide one immediate Oracle Application Express contract position to support the Stream
Maintenance Unit. This assignment will not exceed an estimate of 1200 labor hours per position for a 12-
month period with the SCVWD, located at 5750 Almaden Expressway, San Jose, California 95118.
3.1.2. Project Objectives
The District's Watershed division has been using the Stream Maintenance Program (SMP) application
since 2007. It was based on original permit requirements that were established in 2002. The District
negotiated a new SMP permit in 2013 and it was named SMP2 for brevity. In 2014, a new SMP2 database
application was developed using Oracle development technology - Oracle Application Express (APEX) to
address the permit rule changes. SMP2 is a large Information System, which is integrated with Maximo
and utilizes various GIS/Oracle Spatial technologies. SMP2 is the single largest in-house developed custom
Web Application that consists of 899 database objects, 212 Web pages and around 20,000 lines of server
side code. This application supports critical reporting needs of the Stream Maintenance Program. The
primary objective of this contract work is to provide application support to APEX.
Candidate must possess a demonstrated knowledge of software engineering practices for the full
software development life cycle, including coding standards, code reviews, source control management,
build processes, testing and operations.
