According to Col Singh two Coast Guard ships on routine surveillance diverted to search along East coast of Andaman and Nicobar Islands. “Navy Dornier aircraft undertook search from 1600hr to 2000hr on 13 March covering area 110 by 70nm approx and 180nm South East of Car Nicobar Islands with nothing to report,” the PRO added. Meanwhile, Mi-8 helicopter of Indian Air Force from Car Nicobar Island searched seas around Nancowry Group of Islands with nothing to report. Search areas are to be designated to Andaman and Nicobar Command for search by P-8I and C-130 aircraft, which are presently parked at Port Blair’s Naval Airbase INS Utkrosh. According to confirmed reports, till late evening the Andaman and Nicobar Command could not trace out any evidence of the missing Jet in Indian Ocean. “Two Naval ships deployed east of Great Nicobar Island towards Straits of Malacca nil returned. SC agrees to hear PIL onINS Sindhuratna tragedy

NEW DELHI: The SupremeCourt on Friday agreed tohear a PIL seeking a court-monitored probe into the firetragedy in submarine INSSindhuratna and a compen-sation of Rs 1 crore each forrelatives of the two Navyofficers who died.

A bench headed byChief Justice P Sathasivam,before whom the matter wasmentioned for an urgent hear-ing, posted the case to March28.

The petition claimedthe officers died allegedlydue to technical and mainte-nance failure of batteries in

the submarine. It sought acourt-monitored probe to as-certain whether there was atimely provision of batteriesand other safety equipment.

The PIL, filed by ad-vocates Subrata Das and NRajaraman, also sought a di-rection for producing the com-munication between the de-fence ministry and the Navycommand relating to the main-tenance of submarines, par-ticularly Sindhuratna.

Seven sailors werealso injured when fire eruptedon board Sindhuratna around40 nautical miles off Mumbaion February 26.

Navy chief AdmiralDK Joshi resigned followingthe incident, taking moral re-sponsibility.

The Navy had saidthat human miscalculation ledto the fire that broke out oncables on Sindhuratna. Theprobe had mentioned a devia-tion from standard operatingprocedure.

The PIL soughtcourt's direction to the de-fence ministry to submit thestatus report on the actiontaken by it on the requisitionsconcerning repairs and re-placement of safety equip-ment of the armed forces.

Narendra Modi soft on NaveenPatnaik, attacks Salman Khurshidfor questioning role of EC and SC

"I wonder whichcountry does he represent.He has gone to London toabuse the EC. He has de-stroyed its reputation. They(Congress) are looking forexcuses for their certaindefeat. He has attacked theSupreme Court also. PrimeMinister, it is your respon-sibility to look into it," hesaid.

The name of IndianNational Congress shouldbe changed to InstitutionNeglecting Congress, hesaid, adding that it had be-

come the ruling party's habitto attack and abuse institu-tions.

His rivals, he said,have no agenda but to chant"stop Modi, stop Modi. Iam working 24 hours a dayto find solution to India'sproblems. They are work-ing to find a solution toModi."

The BJP's primeministerial candidate said hewanted to pursue politics ofdevelopment, jobs andprosperity and wipe offtears of the poor.

"You give yourblessings to me. The worldwill otherwise gallop past usand we will remain laggards.The more you tolerate them(Congress), the more painthey will inflict on you," hesaid.

"The electoral fightin 2014 is all about goodgovernance and you shouldjoin it with lotus (BJP sym-bol) and Modi," he said.

LUCKNOW: BJP general secretary Varun Gandhi hasruled out campaigning againsthis estranged cousin and Con-gress vice-president RahulGandhi in Uttar Pradesh'sAmethi constituency.

The AamAadmi Party (AAP) chief Arvind Kejriwaland his party leaders are good at makingmost audacious statements against thepeople whom they think are against theirideology and their party. Facial Hair Transplants New Option for Beard EnvyA facial hair transplant pro-cedure is a new option forenvious men who are unableto grow a complete beard.The surgery for a beardtransplant takes a full day tocomplete and can cost up toseveral thousand dollars.This medical procedure isconsis tently growing inpopula r ity, because ofbeards and facial hair be-coming a popular trend inAmerican culture.

The surgery for afacial hair transplant is a“relatively safe” procedurethat is quite expensive. Menare spending about “as muchas $7,000 to pump theirbeards” for this modernmedical method. Differentoptions for these transplantsare available for patients withdifferent amounts of facialhair. They can be as simpleas a procedure of “filling ina few gaps,” or they can beas major as a “ completebeard construction.” Manyprior patients tended to havesome facial hair, but theychoose to receive the proce-dure that provided them witha complete beard.

This new option ofoffering facial hair trans-plants to beard-envious menis not simple process, how-ever, and one doctor referred

to the procedure as being“very meticulous.” Completehair strands from a patient’s“bottom of the back of thehead” are removed, as theyare then used as the new fa-cial hairs. Tiny holes arethen made into a patient’sface with the use of a 0.8-mm blade, and the hairs arethen precisely placed into thesmall incisions.

The angle at whichthe hairs are placed into theholes causes the mosttrouble for doctors, becausethey str ive to provide a“natural” look to match thecontours of a patient’s face.Once complete, some pa-tients have commonly expe-rienced “some temporaryredness and itching to thearea.” The new facial hairsthat were transplanted willact like naturally growingfacial hairs that will need tobe trimmed like a normalbeard.Facial hair has be-come a major trend in recenttimes in American culture.Beards have been sported by“A-list” celebrities such asBrad Pitt, Christian Bale, BenAffleck, and GeorgeClooney. Also, beards havebecome a major part ofhipster culture for Americanmales. News of facial hairtransplants has even recently

been featured on HowardStern’s radio program, inwhich a prominent hair lossdoctor discussed the in-creasingly popular proce-dure.

The primary demo-graphic of men who receivethe facial hair transplants arein their 20's and 30's, whoare “bohemian, artists, mu-sicians.” But men “of allwalks of life” have had thesurgery to give themselvesthat “scruffy” look. Somemen are choosing to havethis procedure done becausethey want to have the“popular” look, and somehave the surgery becausethey always wanted a fullbeard.

With this new optionnow available for men whoare envious of the ability tofully grow a beard, facialhair transplants are quicklybecoming a popular medicalenhancement. Currently,only a limited number ofmedical offices offer thisprocedure for men, but thegrowing demand may sproutsome more up soon. Menwho have been faced withdisappointment, becausetheir facial hair was too bareto their liking, now have achoice of altering their natu-ral looks to their preference.

SC notice to Centre, EC on PIL againstcandidates contesting two seats

NEW DELHI: The SupremeCourt on Friday sought re-sponse from Centre andElection Commission on aPIL seeking to declare as"null and void" the nomina-tion papers of any candidatecontesting election frommore than one constituency.

A bench headed byChief Justice P Sathasivamand Justice N V Ramana is-sued notices to Centre andEC on the petition which alsosought direction to candi-dates not to file nominationpapers and contest electionfrom more than one constitu-ency for the same legislativebody.

"Issue a directionthat Section 70 of the Rep-resentation of Peoples Act isultra vires to the Constitutionof India.

"Issue a direction tothe Election Commission to

ask candidateto file affida-vit to the ef-fect that theyare not con-testing fromany other con-stituency fail-ing which theirnomina t ionmay be re-jected," the petition, filed byadvocate H K Naik, said.According to Section 70 ofthe Representation ofPeoples Act, "if a person iselected to more than one seatin either House of Parliamentor in the House or eitherHouse of the legislature of astate, then, unless within theprescribed time he resigns allbut one of the seats (by writ-ing under his hand addressedto the speaker or chairman,as the case may be, or tosuch other authority or of-

ficer as may be prescribed),all the seats shall becomevacant". The petition alsosaid that the nomination ofthe candidate be declared nulland void if he files papersfrom more than one constitu-ency simultaneously.

"Law speaks aboutthe qualification of the can-didate to contest but neverspeaks about whether aqualified candidate may filenomination for more than oneconstituency simultaneously,"it said.

Will you cover sun and cut trees,Jayalalithaa asks Election Commission

CHENNAI: Will the ElectionCommission cover the 'risingsun,' which is the party sym-bol of the DMK, or cut treeshaving green leaves merelybecause 'two leaves' isAIADMK symbol or ban useof cycle and lanterns, whichalso are recognized symbolsof various political parties?

Framing answerlessquestions is chief ministerJayalalithaa's forte, and theElection Commission of Indiafound itself on the receivingend on Friday.

Miffed at thecommission's decision tocover the green leaves paint-ing on small buses, she movedthe Madras high court asking:"Would the Election Commis-sion say the rising sun shouldbe covered, trees havinggreen leaves should be cut,cycles should not be used andall hands too should be cov-ered, because it would amountto advertisement for the re-spective political parties, as isdone in the case of theAIADMK?"The petitionchallenged the March 10 de-cision of the Election Com-mission to cover green leavespainted on small buses, appar-ently because they resembledAIADMK's party symbol andwould become 'mobile adver-tisement' for the party duringthe coming general elections.

Last week, DMKtreasurer and former deputychief minister M K Stalin fileda petition in the high court toremove paintings and photo-graphs of chief ministerJayalalithaa or her party'ssymbol from governmentcompanies, schemes and wel-fare initiatives such as smallbuses. On March 10, the Elec-tion Commission's senior

counsel told the court thatwhile the generic name of'Amma' could be retained,steps would be taken to blockleaves painted on smallbuses.

Assailing the deci-sion, Jayalalithaa filed thepresent petition on Friday andsought urgent hearing. Thematter was first mentionedbefore Justice B Rajendranand later before Acting ChiefJustice Satish K Agnihotri,who has agreed to hear thematter on Monday.

In her petition,Jayalalithaa said Stalin hadfiled the petition 'out of sheerjealousy and political reasons'as he could not stomach thetremendous response thenewly launched small busscheme was evoking amongthe public. The Election Com-mission, on its part, erred inhaving decided to block thepainting without even issuingnotice or affording the gov-ernment a chance to explainthe matter, she said.

Referring to advo-cate-general A L Somayaji'searlier clarification made to

the high court, which in No-vember last year did not deemit fit to grant any interim or-der on covering the painting,Jayalalithaa said the commis-sion was proceeding on thebasis of assumptions and pre-sumptions. She said there wasno similarity whatsoever be-tween the two sets of twoleaves painted on the smallbuses and the AIADMK'stwo leaves symbol.
