This is the result of the vigorous efforts by the Lt. Governor and the A&N Administration. In this regard, Lt. Governor had personally met the Union Minister of Human Resource Development, Shri Pallam Raju and the Finance Minister, Mr. P. Chidambaram in Delhi. Follow-up meetings had also been done by senior officers of the Administration with the Ministry. This will now help the Education Department to meet the shortage of teachers in various schools as well as in the implementation of Right to Education Act. This proposal had been pending in the Govt. of India for last four years. The A&N Administration had earlier submitted a proposal for creation of 193 posts, and the Ministry after examining the proposal in terms of its norms, has now sanctioned 150 new teaching posts. The Lt. Governor has directed the Education Department to work out detailed allocation of these posts as per prescribed norms. Thereafter, the process of filling-up of these posts shall be initiated. This has opened up significant employment opportunities for our youth in the immediate future. DJ Venkatesh Sheekha News Service Port Blair, Mar 02: There are altogether 21 fire stations operational in A & N Islands having an infrastructure of 46 Water Tenders, 5 Water bouzers and other small 3 four wheelers and about 25 two wheelers. Adding to this three new fire stations have been sanctioned for Neil Island, Baratang Island and Kalighat at Diglipur. Unfortunately for any major repair in Fire Tenders, if the local mechanics do repair, the stations have to send a signal to Chief Fire Officer regarding the problem. To fulfill the formal codal formalities the files take about 15 days after that the spares are procured and then sent to the concerned station. If a mechanic has to be sent along with the spare part, then it takes a few more days. Presently a single Inspector looks after all the fire stations from Baratang to Diglipur and another Inspector from Nicobar to Campbell Bay, each looks after around 6-8 fire stations. But as per rule every 3 fire stations should be maintained by one Inspector. However the present condition of the said road is very pathetic and the road is in dilapidated condition. The said road, which gives daily nightmares to Staff Correspondent Sheekha News Service residents of the area, needs urgent repairs. However, instead of solving the problem the Prothrapur Panchayat and the APWD are now playing blame game. In Carmel Senior Secondary School, six year old students have asked to write exams at 06.30 AM when the school is supposed to open at 07.30 AM. This timing is giving sleepless nights to parents and children. Examination for class I, will be held from tomorrow from 0630 am. It means the students of class I, will have to get up at 4.00 am to reach school by 06.00 am. “Any person with soft heart will understand how difficult it is for tiny tots to get up in the morning. MHRD approves creationof 150 new teaching posts

Port Blair, Mar 02: Ministry ofHuman ResourceDevelopment, Govt. of Indiahas approved the creation of150 new teaching posts indifferent categories in theEducation Department ofA&N Administration. This isthe result of the vigorous effortsby the Lt. Governor and theA&N Administration.

In this regard, Lt.Governor had personally metthe Union Minister of HumanResource Development, ShriPallam Raju and the FinanceMinister, Mr. P. Chidambaramin Delhi. Follow-up meetingshad also been done by seniorofficers of the Administrationwith the Ministry. This willnow help the EducationDepartment to meet theshortage of teachers in variousschools as well as in the

Rangat, Mar 02: As a part ofNational Science Day cel-ebration, a Trekking expedi-tion cum nature walk wasorganized for the students ofGreeno Eco Club, GSSSSabari on 28.02.2014. 20 se-lected Greenos and 4 teach-ers participated in the trekprogramme which wasflagged off from Panchwati by Shri S K Halder, ForestRanger. Principal of theschool also blessed the stu-dents on the occasion. Headded that taking guided na-

ture walks is a great opportu-nity for children to discover thewonders of nature they mightnot otherwise see. These ex-periences help children de-velop observation skills, learnscience and make deeper con-nections to the natural world.

The 12-km trek routefrom Panchwati to Rampurvia Panchawati hills spreadover 3 hours was organized tocreate environmental aware-ness and to inculcate the feel-ing to love, protect and careMother Nature. The trekkers

were guided on the route bythe forest officials of theMiddle Andaman Forest Di-vision. On the way, theGreenos were briefed aboutthe bio diversity of PanchwatiHills.

On completion of thetrek Shri Bency Joy, Eco ClubIncharge thanked the forestofficials for taking initiativesin organizing the trek. TheGreenos and teachers alsopledged to conserve MotherNature and our rich biodiversity.

Kuldeep demands unemployedallowances for youths

Port Blair, Mar 02: ThePCC President Kuldeep RaiSharma meeting the Lt Gov-ernor on 27th February, 2014and discussed on the unem-ployment problems prevail-ing in these islands in detail.

He stated thatyouths are very much con-cerned about their futureand thus they leave no stoneunturned to make them-selves well educated in thefields of their choices, which  is  of  course  a goodsign for the developing ar-eas like AN Islands.

He has also dis-cussed on the availability ofjobs in the AN Administra-t ion which are notenough for  the  increasingeducated unemployedyouths of these island andhence has requested the LtGovernor to consider intro-ducing of unemployment al-lowance of Rs. 2000/- permonth to each unemployedyouths of these islands tillsuch time new ventures are

not introduced in these is-lands for the better future ofthese youths.

He stated that dueto high price of all commodi-ties in AN Islands than otherparts of India, this allowanceof Rs. 2000/- pm may helpthem to some extent. Kuldeep  also  stated  thatmany State Governmentslike UP, WB, Tamil Nadu,Kerala , Bihar andChandigarh have already in-troduced paying unemployedallowances taking care ofthe unemployed youths oftheir respective States.

He has also statedthat this consideration willsomehow save the unem-ployed youths from frustra-tion to some extent of notmaking themselves able tosupport their families andalso meeting up their ownneeds in these hard days.The Lt Governor has givena patience hearing and as-sured to look into thematter.

Pradhan of ProthrapurPanchayat, the Panchayathad approached the APWDseveral times with the requestto either repair the said roador to issue NOC to the GramPanchayat so that thePanchayat can take up thework for the benefit ofvillagers. But, according toProthrapur Panchayat, theAPWD has neither botheredto maintain the said road norhas issued NOC to theProthrapur Panchayat.

Meanwhile, in anofficial letter (no PG/DB/CD-III/PP/2012-13/1604)the EE, CD-III has said thatdue to site dispute the work

was not completed threeyears back and the road repairwas not attended due to thedispute raised by the peoplewho occupied the road.

“However, if thePanchayat is ready to clearthe dispute we are ready totake up the work,” he said.

Whatever is thereason but on the ground,general public of the area aresuffering a lot due to the badroad. During rainy days thesituation becomes furtherworse. Hope the Pradhan ofProthrapur Panchayat and EECD-III will surely find asolution and reconstruct theroad before this monsoon.

Hemraj woke up before thebreak of dawn. He could notsleep well that night. Themosquitoes and sand flies at-tacked in swarms. “When canI sleep in a comfortable bedagain?” he wondered.

The men were curledup in the sand and fast asleep.Hemraj walked to the otherside of the camp to completehis ablutions. The sea was adead calm. The pink glow ofdawn was slowly spreading onthe horizon. He waited for thesun to come up, a fiery redball. He performed the

prayers to the Sun god, ask-ing for blessings on the finalleg of the long odyssey. Hemade libations of sea waterto all the gods to stand by himand see him safely home.

The hazards of thesea are unpredictable. Onenever knows when a squallcan come without warning.Their frail boat has alreadytaken a lot of punishment.But he had faith in its sturdyplanks and keel.

“OK boys, get up,let’s check the traps.” heshouted to the men.

After a breakfast ofrice and water the men wentout to check the snares andlines they had set during thenight. They did not dare usethe rifle for hunting. Soundscarry long distance over thesea.

By noon the huntingparty returned with two fatpigs. A giant barracuda wascaught on one of the lines.Soon the aroma of roastingrose over the camp. Withsharpened appetites the men

sat to eat.How different from

eating food on Ross! Therethey were made to squat inrows in the open near thekitchen. Those of the un-touchable caste were madeto sit separately. TheJemadarsthrew half-bakedrotis into their rusty platesand poured watery lentil soupover them. There was neverenough to fill the stomach.

Self-supporters hada better time. They couldcook their own food, supple-mented by an occasional fishor chicken. Some used bird-lime to trap pigeons.

Here they sat aroundtheir food, irrespective ofcaste or creed and sharedwhatever nature offeredthem.

After a hearty mealall heads turned towardsBhaman.

EDITORIAL.....Of Power And Empowerment

Development discourses often use the con-cept of empowerment without due consid-eration of the underlying definition of powerthat is embedded within it. Is power lim-ited to control and authority or can it beredefined through the frame of unity andreciprocity? By expanding the definition ofpower we expand our understanding of em-powerment – individually and collectively– and transform relationships that exist insociety away from normative adversarialismtowards cooperation and mutual benefit.

A 19th century scholar oforganisational science, Mary P Follett,stated that no word is used more carelesslyin society than the word “power.” Indeed,many of us use words such as control,authority,influence and domination as syn-onymous expressions of power. These nar-row expressions of power lead to the un-derstanding that all human relationships area struggle for power.

In addition, any tool that lendsimpetus to exerting control and authoritybecomes an agent of power. These tools in-clude money, political access and the use offorce. Hence, when someone has money,we say “he has power.” These tools can beused coercively in relationships to assertdomination. Whether these relationshipsexist on a micro scale between husband andwife or on a macro scale between variouspolitical parties, by narrowly defining powerthrough the lens of domination, we limit therelationships of society to a never-endingstruggle for influence and authority. Viewedthrough this lens, empowerment is seen asthe rise of dominance by vulnerable andmarginalised communities to assert morecontrol and authority over decisions thatimpact their lives. Yet, this type of em-powerment is limiting. It is not transform-ing relationships or systems towards equal-ity and equity – it is simply replacing oneauthoritative voice with another. Whenviewed through a lens of dominance, there

is an assumption that relations amongpeople must conform to the dictates ofcompetition. However, this narrowview ignores the extraordinary poten-tial of the human spirit which has equalcapacity for cooperation and reciproc-ity. According to the Bahá’í writings,cooperation is the principle that gov-erns the functioning of a world systemthat is at once coherent and complex.Just as the human body is an associa-tion of countless cells –so too cancivilisation be seen as the outcome of anew set of interactions among closelyintegrated, diverse components whichhave transcended the narrow purposeof tending to their own existence.

Allegorically speaking, onearm of the body cannot be in a strugglefor power with the other arm. In thesame way that the human body hangstogether with unity in its diverse sys-tems, so too the social body of human-ity can hang together with power ofcooperation, mutual assistance and sup-port.

A new understanding of theconcept of power – away from a para-digm that views power as a zero-sumgame towards a frame of power thatenables transformative interactions –requires development of our latent ca-pacity for mutual assistance and sup-port. Such a focus can assist us in com-bating the pervasive culture of compe-tition and self-centeredness often asso-ciated with narrow perspectives of em-powerment.

“The supreme need of hu-manity is cooperation and reciprocity,”state Bahá’í writings, “The stronger theties of fellowship and solidarityamongst men, the greater will be thepower of constructiveness and accom-plishment in all the planes of humanactivity.”

Kejriwal likely to focus oncommunalism while kicking off campaign in UP

NEW DELHI: Aam AadmiParty (AAP) leader ArvindKejriwal, who has so far tar-geted BJP prime ministerialcandidate Narendra Modi oncrony capitalism and corrup-tion, is likely to shift gears andfocus on communalism as hekicks off the party’s campaignin Uttar Pradesh with a rallyin Kanpur on Sunday.

Kejriwal may use theoccasion to put forth hisparty’s stand on this sensitiveissue.

Party sources saidthe recent Muzaffarnagar ri-ots and the aftermath couldbe issues that the AAP leaderwould dwell on. In a recentmeeting with Islamic leadersin the Capital, Kejriwal haddescribed communalism as abigger threat than corruption.

AAP plans to contestall 80 seats in UP and is seek-ing to hit out at Gujarat’s de-velopment model, touted by its

chief minister Narendra Modi.On the campaign trail, Kejriwal con-

tinued his offensive against Modi and Con-gress vice-president Rahul Gandhi.

Addressing his supporters at a roadrally undertaken by the party, the AAP leadersaid, “Whether (Congress Vice-President)Rahul Gandhi or (BJP’s) Narendra Modi cometo power there will be no affect on price riseand corruption. Beware of these two parties”.

“And this BSP and SP, both MulayamSingh Yadav and Mayawati have cases pend-ing against them in CBI courts,” Kejriwal said.

He also lambasted the Congress andBJP for staying mum over the Reliance gasprice issue. The AAP government in Delhi hadordered the Anti- Corruption Branch (ACB)to register an FIR against Reliance IndustriesChairman Mukesh Ambani and Union Petro-leum Minister Veerappa Moily over the allegedirregularities in the Krishna-Godavari gas pric-ing issue. Kejriwal said from next month therewould be a hike in the gas price and this wouldhave an impact on everyone.

The rally is second after the one inRohtak in Haryana last week. The road showswill cover over 15 Lok Sabha seats in the po-litically significant state.

Singh alleged that 29trains have been arranged forModi’s rally in Lucknow onSunday which would cost

around five crore rupees.“Similarly if arrange-

ment of 5,000 buses, 15,000jeeps, lodging, food, decora-tion and other arrangementsare taken into account, thenthe total expenditure comesaround Rs 40 crore. BJPmust tell from where this fundhas been arranged,” he said.

“So far eight ralliesof Modi have been held inUP and going by the averageestimate more than Rs 320crore had been spent on therallies in the state itself, thenthe party must clarify thatwhat is the total amountspent on his rallies across thecountry,” he alleged.

Singh alleged that itwas nothing more than a “bla-

tant show of money power”by BJP in a bid to “fool” theelectorates ahead of the LokSabha elections.

“But the saffron bri-gade must not forget that thepeople are aware of its tricksand will teach BJP a lessonin the polls,” he said.

The Congress leaderalleged that 80 per cent of thecrowd attending Modi’s rallywas the same and the totalattendance incorporates only20 per cent locals and thepeople from nearby areas.

Car Nicobar, Mar 02: With anobjective to improve liveli-hood and nutritional securityof tribal farmers through theintroduction of pulse cropsunder tribal sub plan, twintraining programmes on pulsecrops was conducted in as-sociation with KVK, Nicobarfrom 17-19 February and 21-25 February, 2014 at BigLapathy, Teetop and Muscluster of villages , by Dr. A.K. Singh, Sr. Scientist, Divi-sion of Field Crops, CARI un-der the leadership and guid-ance of Dr. S. Dam Roy, Di-rector, CARI.

While imparting thescientific and technical knowhow and do how , Dr Singhhighlighted on various techno-logical interventions neededfor improving pulse cultivationwith respect to the nutritionalaspect and prospects ofpulses for crop diversificationat Car Nicobar. He also edu-

cated the farming communityof the villages on adoption ofpulses cultivation in CarNicobar. During training, firsttime the cultivation ofmungbean, urdbean and cow-pea (legume type) in BigLapathy and Teetop was in-troduced, while in Mus Villagefew high yielding varieties ofmungbean, urdbean and cow-pea along with their produc-tion technology for morepopularization of such cropswas done.

Method demonstra-tions on land preparation, sow-ing of mungbean, urdbean andcowpea at Community Vil-lage Garden of Big Lapathyand farmers field of Mus Vil-lage was done in participatorymode. Vegetable kits werealso given to the farmers ofTeetop village.

dictory function emphasizedthe usefulness of trainingprogramme on pulse, whichwill benefit the farmers com-munity as a whole as it is go-ing to supplement nutrition inthe diet and also make the soilhealthy. First captain ShriMichal Jhony of Big Lapathy,First Captain Shri John Leviof Mus and Shri Prophet Paulof Teetop participated in therespective trainingprogrammes. A Sub- Inspector, Mr.Prabhakar Singh was postedat FMT but he was promotedas Inspector and transferred toPolice Motor Transport wherehe looks after only PoliceDepartment vehicles. Butironically still he is drawingthe salary from the Fire StationAccount.

Such arrangementhas not only blocked thepromotion channel of aregular S.I from Fire stationbut also made a shortage of atechnically qualified officer, inthe field of mechanical sectionto Fire Station.

Due to his transferand lack of technicalsupervisor, the Firedepartment is now totallyparalyzed. Adding to theplight, in the place of the saidofficer, now a non technicalInspector has been posted asinspector FMT. Thus nowthe Fire Service, which alreadyhas shortage of Inspectors,has now lost two Inspector

After 2009 there wasneither any Promotion norrecruitment in Firedepartment.  To maintain aFire station as per rule 12Police constables, 2 drivers, 2officers and 4 additionalPolice constables (who willreplace other constables incase of any casual leave)needed for every 24 hours dutyfor one vehicle.  But thepresent situation is such thatin some stations there are only7-10 persons, even less thanhalf of the required strength,who remain in duty for 24hours.

The Fire station is thefirst responder in case of anydisaster. So theadministration should wakeup now strengthen the FireService unit with sufficientnumber of Officers and otherstaffs. Efforts should also bemade to make the departmentcompletely independent.

Apart from Andaman& Nicobar Islands, in fewother states like Assam andUtter Pradesh, the firedepartment functions underthe civil Police but thesuperiors of the firedepartment have full fledgepower to take independentdecision unlike the system ofA & N Fire Service.

The recommen-dations of standing fireadvisory committee (fire)should be implemented inthese Islands like otherstates. Isn’t it shameful thateven after 65 years ofindependence there is no FireAct in Andaman and NicobarIslands?
