EDITORIAL.....Why Kiran Reddy is wrong

A fervent desire for change issweeping the nation. That is whatpitch-forked Arvind Kejriwal topower in Delhi. It also accounts forNarendra Modi's huge popularity.Andhra Pradesh chief ministerKiran Reddy, attempting a Kejriwalencore, sat on dharna in New Delhi, bringing to sharp focus theTelangana issue.

While prima facie Reddydemonstrated an anti-establish-ment stance, he is really not fight-ing for change. On the contrary, heis in favour of status quo. His re-monstration that this was the firsttime a state was being partitionedagainst the wish of the legislativeassembly implied that division ofAndhra Pradesh was against thecol lect ive will of the people.Reddy's assertions are at best rhe-torical.

Sonia Gandhi's desire todivide AP is undoubtedly based onanticipated political gains for Con-gress, but the rationale for bifur-cating the state is deeper. The cre-ation of AP after Independence wasbased on the prevailing idea thatlanguage was the basis of homo-geneous culture. This was at besta simplistic explanation as subse-quent developments surroundingthe Telangana agitation showed.

Following the state's cre-ation on linguistic lines, peoplefrom the Andhra region dominatedmost fields because they had ac-cess to English education and eco-nomic might, which was the resultof agricultural prosperity. Agricul-tural advancement in turn producedsurplus wealth, turning the Andhrafolks entrepreneurial. On the otherhand, with little or no access toEnglish educat ion under theNizams, the people of Telangana, bearing the burden of an exploit-ative zamindari system, laggedbehind.Seemandhra region ac-counts for a greater share of LokSabha and assembly seats, with asmany as 23 parliamentary constitu-encies, while Telangana consti-tutes 19. Seemandhra legislatorsdominated over their Telanganacounterparts, which also explainswhy the resolution for the creationof a separate state failed to passthe legislative test.As a breakawayregion from the erstwhile Madrasstate, Andhra had no major cities.Following AP's creation, droves ofpeople from that region flocked toHyderabad. Although the Nizam'sstate was economically backward,Hyderabad was blessed with mod-ern infrastructure. The demo-graphic void created by the migra-tion of a large number of affluentMuslims in the wake ofHyderabad's annexation to the In-dian Union turned the Andhra driveinto the city effortless.A clash ofcultures erupted as Seemandhrafolks exercised political and eco-nomic domination over the peopleof Telangana. No wonder that thefirst movement for a separateTelangana state boiled over in 1969,

barely 13 years after the formation ofAP. Indira Gandhi crushed the move-ment with a heavy hand.

While the Telangana move-ment would rear its head three decadeslater, in the interim the political lead-ership of AP did nothing to create anintegrated culture, allowing the re-gional chasm to accentuate. Power tooremained concentrated in the handsof higher castes. While Reddys domi-nated Congress, Kammas ruled theroost in TDP, with the two parties al-ternately holding the reins of power.

Across AP, Brahmins consti-tute less than 1% of the population, with the Reddys (10%) and Kammas(5%) at the top of the social ladder. These higher castes, enjoying thebenefits of higher education and en-trepreneurship, propelled themselveseconomically and politically. WhileDalits and Kapus (an intermediatecaste) played second fiddle in Con-gress, OBCs were relegated to a simi-lar position in TDP.

As the country took the pathto liberalisation in 1991, Hyderabadturned into an international tech city. The Reddys and the Kammas whoowned large companies and controlledthe real estate market, dominated itsbusiness. Political dominance fol-lowed economic supremacy: today, top politicians, like Congress MPLagadapati Rajagopal, founder ofLanco Group, a power company, havehuge business interests in Hyderabad.Needless to say, Rajagopal is amongsome of the most strident voicesagainst the creation of Telangana.

The r ise of intermediatecastes to power in AP followed a pat-tern similar to other parts of the coun-try. Capitalising on this phenomenonTelugu superstar Chiranjeevi, a Kapu, formed the Praja Rajyam party in 2009.But he was outmanoeuvered becauseof political inexperience and a busi-nessman-like approach to politics.Praja Rajyam merged with Congress, leaving the politically weaker castesdeprived. At a deeper level, the de-mand for Telangana is also the mani-festation of these politically unrepre-sented castes. Some of them have, however, become economically andeducationally empowered.

Contrary to Kiran Reddy'sclaims, large sections of the popula-tion in Seemandhra are indifferent toAP's division. Many see an opportu-nity as they see the levers of politicspassing to intermediate castes. Oth-ers see greater economic opportuni-ties in a smaller state.

If Congress sees immediateelectoral gains in Telangana BJP, with-out whose support the proposed statecannot be a reality, too prefers to makethe most of the situation. Whilewholeheartedly supporting the de-mand for Telangana in its earlier ava-tar as the Jana Sangh, BJP now wantsto stall its creation. Narendra Modihas set his sights on Delhi and toachieve that end he is cozying up topro-status quo forces in AP. But cana pro-change agent don a no-changemantle? That is the sixty-four-milliondollar question.
