On important events, the National Flag made of plastic are being used in place of paper Flags. Since, plastic Flags are not biodegradable like the paper flags, these do not get destroyed for a long time. This affects the dignity Provisions of Flag Code of India to be complied with strictly of the Flag. Also plastic, not being biodegradable, is harmful to the atmosphere. This is brought to the notice of General Public to ensure that on important national, cultural and sports events, only Flag made of paper are used by public in terms of the provisions of the Flag Code of India and such paper Flags are not discarded or thrown on the ground after the event. Such Flags are to be disposed off in private consistent with the dignity of the Flag. The provisions contained in the Flag Code of India and Prevention of Insult to National Honour Act, 1971 are to be complied with by all of us strictly. Telangana bill moved in RajyaSabha amid unprecedented bedlam

NEW DELHI: Amid unprec-edented bedlam, home min-ister Sushilkumar Shindemoved the Telangana bill inRajya Sabha for consider-ation leading to three adjourn-ments within 30 minutes.

The well of the Up-per House virtually turnedinto a battle field as Shindemoved the bill with anti-Telangana protestors display-ing huge placards opposingthe bill and creating uproar.

Even though Leaderof the Opposition ArunJaitley, who had raised theissue of constitutional inval-idity of the bill was asked bydeputy chairman P J Kuriento put forth his point of view,

the surcharged atmosphereforced the Chair to go for ashort break.

Jaitley was not al-lowed to have his say despitebeing called by the Chairwhose repeated pleas to main-tain order in the House wentunheeded. The house had wit-nessed high drama onWednesday with SecretaryGeneral Shumsher K Sheriffbeing heckled by a TDP mem-ber who tried to snatch fromhim papers related toTelangana bill.

When the Chair tookup the Whistleblowers Bill forconsideration, PrakashJavadekar (BJP) went nearthe podium to demand that the

Telengana Bill be broughtfirst, even as V Maitrayan(AIADMK) got into a scufflewith the marshals demandinga discussion on the Tamil fish-ermen issue.

The Telangana billwas moved for considerationeven as a deadlock persistedover it with the governmentaccusing BJP of bringingamendments at the eleventhhour. "We have listed theTelangana bill in Rajya Sabhaand we would be attemptingto get it passed.

The question ofamendments at this stage doesnot arise," parliamentary af-fairs minister Kamal Nath hadtold reporters earlier.

EDITORIAL.....There’s So Much To Be Grateful For

Why should I be grateful? Beinggrateful makes us positive, happy andoptimistic; it helps us see the brightside of life. It teaches us the art ofappreciation. Some believe that welack in spirit of gratitude because wetake things for granted. The streeturchin into whose hands you drop apacket of biscuits looks up at you withgratitude and smiles happily. He hasknown what it is to be hungry, to gowithout food often times. He knowsthe value of those biscuits which maynot be dainty enough for our palates.

What do we do? Someonetakes the trouble to shop and planand cook and clean, so that a plate ofhot food is put before us at regularintervals; we make faces and complainthat the dish is either too spicy or notspicy enough; that it is boring; that itnot our favourite recipe that has beenserved; and that the vegetables onthe plate are not the ones we like.

May be we need to go with-out the things we take for granted, tobe able to appreciate what wehave.When you become aware of allthat you have to be grateful for, whenyou actually begin to count yourblessings, you will be overwhelmedwith gratitude for all that has beenbestowed on you unstintingly. Yoursleep, your friends, your good healthwhich you fail to appreciate until youfall ill, the fresh air and sunlightaround you, the marvels of technol-ogy which have made your life soeasy, your society and community –where would you be without them all?

Many think that if they hada little more of this or that, a little more

than what they now have, they wouldindeed be very happy, satisfied andthankful: they are quite mistaken. If weare not satisfied with what we have, weare not likely to be satisfied even if itwere increased many times.

What you feel strongly abouthappens to you. It is thought power thatmakes things happen. If you feel grate-ful for what you have, you will attractmany more things to be grateful for. Grati-tude is the very basis of the abundantlaw of attraction.

I often urge my dissatisfiedfriends to actually put down in black andwhite, all the things for which they aretruly grateful: they are in a black moodwhile they struggle to think of the firsttwo or three; and then, the joy of dis-covering gratitude carries them forward,and they simply don’t want to stop.Their very attitude changes for the bet-ter and they find a new perspective. Be-ing alive, being free to do what you careabout, being literate, being with people– these are privileges which we enjoyand take for granted. Be grateful for them.Gratitude is not an attitude to yourself;it should be an attitude to life, an atti-tude which you show to others.

Gratitude is most beautifulwhen it is expressed, and not just whenit is felt. When we show gratitude, weare sharing our joy and happiness withothers. In the Hindu way of prayer, welight agarbattis or offer incense to showour gratitude to God; the fragrance fromthe incense spreads all around, makingothers happy. So it is with gratitude: itblesses both giver and receiver. Itstrengthens their faith in life, and teachesthem to show their gratitude to others.

Port Blair, Feb 20: The Fi-nance, Taxation & AccountsCommittee of the ZillaParishad South Andaman metunder the Chairmanship ofthe Finance Member ShriNipendra Nath. TheAdhyaksha of the ZillaParishad, Miss. Mariyam Bibiobserved the proceedings.The Chief Executive Officerof the Parishad was alsopresent.

The Committee delib-erate upon the measures thatneeded to be undertaken forrevenue generation sincethere is presently no sourceof revenue for the Parishad,and under GOI instruction, theParishad is required to gen-erate revenue for seekingmatching grant.It was observed with regretthat although the ZillaParishad has constructedmany assets, these had beenhanded over to the GramPanchayat and the PanchayatSamitis. Many of the proper-ties were in varying states ofdisrepair and even where theywere in use, there were noearnings, accruing the ZillaParishad.

The Committee alsotook note of the recent com-plaints pouring in from manysections of the population, thatthe Zilla Niwas of the SouthAndamans Zilla Parishad wasin a state of neglect, andneeded maintenance as well

as facelift. The canteen ofthe Niwas was not servinggood and wholesome food,and was closing at 8.00 PM,which was too early, and didnot provide meals to guests,who often have to be work-ing till late evening. Moreover,the canteen was not operat-ing on Sundays. There werealso complaints that somepersons had blocked some ofthe rooms on long term basisand members of the Parishadbeing denied accommodationin the Niwas.

The Finance, Taxa-tion & Accounts Committeetherefore took the followingdecisions in the interest ofrevenue generation and forthe proper utilization of theZilla Niwas.The Parishad would seek toresume all the properties con-structed by its, which werecurrently under the custodyand use of the GramPanchayat and Samitis, sothat they could be put to opti-mum utilization and generateincome for the Parishad. Al-ternatively, the Parishadwould press for being given40% of the income earnedfrom these properties.

On every liquorbottle sold in the rural areaunder its jurisdiction, theParishad would seek to earn50 paisa, which would beadded to the cost of the bottleby ANIDCO and transferred

to the Parishad. This will bedone after consulting withA&N Administration.

One every truckleaving a quarrying site, theZilla Parishad would seek alevy of Rs. 50/- as a charge.This measure was felt appro-priate as it would not onlybring revenue to the Parishad,but also check illegal quarry-ing operation. This will also bedone after consulting withA&N Administration.

The room rent of theZilla Niwas, which is cur-rently pegged at Rs.100 perday for bed, would be raisedRs. 250/- for members of thePRI, Rs.300/- per day bed forEx-PRI Members and suitrooms Rs.750/- per day perbed. These charges would bedoubled upon expiry of seven(7) days of stay in the Niwas.

All guests would nec-essarily have to produce andfile copies of identificationdocuments upon occupationof the room. At a subsequentstage, entry into the rooms isproposed to be electronicallyregulated to ensure safety offacilities and check overstay-ing or other unauthorized useof the premises.

The revenue genera-tion by these measures wouldbe used to obtain matchinggovernment assistance, andthe funds would be used fordevelopment activities in thepublic interest

“Once upon t imethere used to be regular dayand night matches at NetajiStadium but these matcheswere stopped for unknownreasons. Such matchesattract thousands ofspectators and keep youths

busy in sports and hence itis now a necessity to havethose flood lights inworking condition,” hesaid.
