In a press release received here, the PBMC has stated that the general public, traders, businessmen, hotelier, tourist etc have been found to be littering on the public properties such as footpath/ roads/parks/garden/ seashore and sea beaches by erratically throwing garbage indiscriminately at various places, which results in an untidy and unhygienic perspective of the city. The PBMC has decided to take immediate action on the matter as such acts are not only causing inconvenience to the public but also spreading diseases. Accordingly, in exercise of powers conferred under Sub-section 49 of the Andaman & Nicobar Islands (Municipal) Regulation, 1994, the Chairperson, PBMC hereby prohibits everyone from littering in the municipal area. If anyone litters in the municipal area, he/she will be dealt with strictly and shall have to pay fine to the extent of Rs.100/- for individual littering landward side and Rs.500/ - for seashore and seaside and Rs.5000/- for littering by commercial establishment at public places, a communication from the Secretary, Municipal Council said. In later stage the APWD is planning to connect Sona Pahar Dam with Jhinga Nallah Dam as a long term solution. Mr. Singh said that nearly a year back desilting was carried out in the Jhinga Nallah Dam but as there was water in the middle of the Dam, desilting was carried out only in the corner areas of the dam. “This is because if desilting is carried out in the middle the water will turn muddy and become unfit for use,” he said. In this regard, three levels of competitions in the respective languages was organized viz. school students (age group 6 to 11), school students (age group 12 to 18), college students (age group 18 to 25) and adults (age group 25 and above). Each category of competition comprised a cash prize of Rs.5,000 for slogan writing and another Rs.5,000 for best title for the exercise. It was promised that the slogans selected will be used in Information Education and Communication (IEC) activities during the exercise. The last date of submission of the entries was Oct 15, 2013. Port Blair, Feb 24: A delega-tion of the Andaman Cham-ber of Commerce & Indus-try (ACCI) led by Mr. G.Bhasker, President met Mr.Montek Singh Ahluwalia,Deputy Chairman, PlanningCommission during his threedays visit to these Islands on19th February, 2014 and sub-mitted a letter of Memoran-dum highlighting various im-portant issues of these is-lands. The issues discussedwere (i) Establishing direct airconnectivity between PortBlair-Thailand/Malaysia/Singapore to boost the tour-ism activity in these islands(ii) Reduction of high air farebetween mainland-island sec-tor by the Airline Companies(iii) exploring the possibility ofshifting the movement of thelocal people travelling by seato air by operating air char-ters and also the subsidywhich is being given for shipticket to the local people toavail air travel, (iv) A&N Is-lands may be exempted fromlevying Service Tax in order

It's fine - up to a point - for ourrepresentatives to work them-selves up into frenzies of ragewhile in Parliament. But if in theprocess they put a lock on pro-ceedings in the Lok Sabha andRajya Sabha, that militates againstdemocracy. Back when the Indianrepublic was in its infancy in the1950s, Lok Sabha met for 127 daysa year on average. That numberhas come down to 71 for the justconcluded 15th Lok Sabha.

The ignominy is com-pounded by the maximum everdisruptions, which ate up 39% ofeven the limited time that it met.Lawmaking has suffered gravely,with least number of Bills passedby any full-term House. Chal-lenges facing the country are dif-ferent than at Independence butthey are no less formidable —socially, economically or from thesecurity perspective.

So it's no exaggeration tosay that India's well-being hingeson the next Parliament walking ahealthier route. An upside is thatvarious stakeholders, includingmany MPs, agree on the contoursof a fitness plan. For example, anextended calendar of sittingswould enable better scheduling oflegislative business. A provisioncan even be made for summoningthe House when enough membersindicate such need. As in the UK,

a certain number of days can be setaside to deliberate matters ofopposition's choice. If Parliamentworks more hours, more MPs getan opportunity to say their piece, in-centives for disruption also shrink.The basic idea must be to bring de-bating back.

Fisticuffs and pepper spray-ing signal an appalling state of af-fairs. Worse will come if counter-measures are not urgently imple-mented. Stricter punishment for un-ruly behaviour is imperative. Butthat's just a first step. The bigger goalis to remake Parliament into a templeof deliberative lawmaking. This ses-sion saw India's 29th state createdagainst din and a TV blackout, plusa budget passed without discussion.A healthy legislature would debateevery tax.

One that cannot deliver aGrievance Redressal Bill to its citi-zens despite pledging it bipartisansupport has pressing need of medi-cation.

There are rays of hope. Theway in which this Parliament passedthe Whistleblowers' Bill to ensure thesafety of those exposing corruptionin government and the Psychotro-pic Substances (Amendment) Bill togive palliative care to Indians in painat its fag end shows much can beachieved with political will. The nextParliament must walk a more ambi-tious, high-minded path.

The island authority hasconveyed that the local Tamil popu-lation in the islands, like other partsof the country, is also sympatheticto the cause of Sri Lankan Tamils.

Further, sympathy of SriLankan Tamil refugees who werebrought and settled in these islandsduring 1960s and 1970s may beeasily gained for abetting, aidingand assisting the LTTE outfit in pro-viding temporary shelters under thethick forest covers in the islands.

“In fact the geographicallocations and conditions make theseislands an ideal place for providingsafe havens for terrorist groups forjungle warfare training and evendumping grounds for arms and am-

munition,” the Standing Committeeon Home Affairs has been in-formed.

Owing to its proximity toMyanmar (which is only 45 kmfrom the northern most point ofAndaman and Nicobar Islands andIndonesia is just 160 km fromCampbell Bay), Thailand and In-donesia, a large number of foreign-ers intrude into Indian territory forpoaching of marine resources.

Since a large number of is-lands are uninhabited and scat-tered over a large area in Andamanand Nicobar, the archipelago iseasily accessible by anti-nationalelements.

Bangladeshi nationals of-ten intrude into these islandsthrough sea route. A number ofBangladeshis have been arrestedfrom the islands and deported.

Andaman and Nicobar Is-lands have peculiar geographicallocations and conditions whichmake it vulnerable to ser iousthreats from illegal cross-borderactivities by various foreign ele-ments.

The islands consist of deeptropical jungles and remote islands,separated by miles of deep seafrom each other. The foreign in-truders often go deep into thecreeks and jungles to take shelter,the panel has been told. (PTI)

Runaway star KappaCassiopeiae's overspeeding

causes spectacular light showNEW DELHI: Nasa's SpitzerSpace Telescope has photo-graphed the sensational effectof a hot supergiant star mov-ing at around 2.5 million mph(1,100 kilometers per second).

This rogue star isknown as Kappa Cassiopeiae,or HD 2905 to astronomers.Such is its speed and so mas-sive is its size that a streaky redglow was observed by Spitzerfour light years ahead of therunaway star created by'winds' from the star collidingwith inter-stellar material.

This is called a bowshock, often seen in front ofthe fastest, most massive starsin the galaxy. Bow shocks formwhere the magnetic fields andwind of particles flowing off astar collide with the diffuse, andusually invisible, gas and dust

Slow-moving stars likeour sun have bow shocks thatare nearly invisible at all wave-lengths of light, but fast starslike Kappa Cassiopeiae createshocks that can be seen bySpitzer's infrareddetectors.Incredibly, this shockis created about 4 light-yearsahead of Kappa Cassiopeiae,showing what a sizable impactthis star has on its surround-ings. This is about the samedistance that we are fromProxima Centauri, the neareststar beyond the sun.

The KappaCassiopeiae bow shock showsup as a vividly red color. Faintgreen cloudy structures were

observed on the sides. Scien-tists think they are light fromcarbon molecules of polycyclicaromatic hydrocarbons in dustclouds along the line of sightthat are illuminated bystarlight.Delicate red filamentsrun through this infrared nebula,crossing the bow shock. Someastronomers have suggestedthese filaments may be tracingout features of the magneticfield that runs throughout ourgalaxy. Since magnetic fieldsare completely invisible them-selves, we rely on chance en-counters like this to reveal a littleof their structure as they inter-act with the surrounding dustand gas.Kappa Cassiopeiae isvisible to the naked eye in theCassiopeia constellation but itsbow shock only shows up ininfrared light.
