The case relates to alleged illegal mining by Associated Mining Company owned by former minister and mining baron Gali Ja- nardhana Reddy and his wife Lakshmi Aruna. The Supreme Court had directed the CBI to investigate two cases, in which the FIR was filed in one of them today. The CBI presented the FIR to the CBI spe- cial court here. Apart from the two, the CBI has also named former mining minister V Muniyap- pa, now-suspended Bellary former deputy conservator of forests S Muthaiah, Marken- daya Mines, Brahminin Industries, JSW Steel, ISL Trading Company, Janadevi Min- erals, Eagle Traders and Logistics Company, B K Yogendranath and Bhakta Markendaya Mining Companies, Vijaya Mining Infra- strucure, Deccan Mining Syndicate, Gintex Company and others. A copy of the FIR was presented to the CBI special court by CBI DIG R Hitendra. With this, troubles for former minister Ja- nardhana Reddy have only multiplied. He is already in judicial custody at the Chancha- laguda Central Prison in Hyderabad under for his alleged involvement in illegal mining in Anantapur district bordering Andhra Pradesh and Karnataka. He was arrested on September 5 and the CBI special court at Nampalli, on the outskirts of Hyderabad, has already rejected his bail application four times. The Andhra Pradesh government had handed over the case of alleged illegal min- ing to the CBI in 2009. After a rap by the Supreme Court, the CBI hastened the in- vestigation and arrested Reddy. The CBI has now set up an office at Bellary, Reddy’s hometown, to conduct investigations into the alleged illegalities committed by the former BJP strongman. The CBI special court yesterday sum- moned YSR Congress president and former Andhra chief minister Y S R Rajashekara Red- dy’s son Jagan Mohan Reddy for hearing. But getting out of the court, Jagan had claimed that most of the mining leases had been giv- en during the tenure of former chief minis- ter and Telugu Desam Party president Chan- drababu Naidu, who was instrumental in forcing the then Congress government to hand over Reddy’s case to the CBI. MFN status not granted: Gilani Islamabad: Prime Minister Yousuf Raza Gi- lani has made it clear that Pakistan has not granted the Most Favoured Nation status to India, saying the Commerce Ministry has only been tasked to move forward on the issue in bilateral negotiations. "The cabinet has only given its approval in principle to move forward on the issue (of MFN) and permitted the Ministry of Com- merce, which is actively engaged in trade talks with New Delhi, to negotiate with it trade-related issues," Gilani told reporters at his home in Lahore on Friday night. "We will give it the go-ahead if the situa- tion is quite favourable and in the national interest. Otherwise, proceedings on it would be withheld," the Premier was quoted as say- ing by the media. Gilani's remarks came against the back- ground of a flip-flop by the Pakistan gov- ernment on the issue of whether India had been granted MFN status. Information Minister Firdous Awan had announced on Wednesday that the Cabinet had 'unanimously approved' a proposal to give India the MFN status. The Foreign Office subsequently clarified the Cabinet had only taken an in-principle decision on the issue and both countries would have to work towards the goal in further engagements. According to one media report, Gilani said during his interac- tion with the re- porters that the MFN issue does not in- volve the army. The Premier was quoted by The Ex- press Tribune as say- ing that only the business communi- ties and stock ex- changes of Pakistan and India are 'legiti- mate stakeholders' in the issue and both were 'on board' along with the parties in the ruling coalition. However, during her news conference on Wednesday, Information Minister Awan had said that all stakeholders, including the military and defence institutions, were 'on board' on the MFN issue. The issue of normalising trade ties also fig- ured in foreign minister Hina Rabbani Khar's consultations on Friday with top military of- ficials, including ISI chief Lt Gen Ahmed Shu- ja Pasha. Gilani said the Commerce Ministry would have to make important decisions inde- pendently in bargaining with India over trade policy and hence it had sought the Cab- inet's go-ahead. He contended the Cabinet did not have to refer decisions made on the MFN issue to Par- liament. "We can brief Parliament over the Cabi- net's decision of going ahead with MFN, but according to my point of view it is not nec- essary. Only Cabinet approval is necessary to negotiate with other countries," he said. Parliament would be briefed at an 'ap- propriate time', he added. Gilani said liberalisation of trade with In- dia would benefit Pakistan's economy. "It does not mean that we have given up our stand on other issues, including Kash- mir. Look at the rising trade volume between China and India despite their border dis- putes," he noted. Gilani said he had persuaded his Indian counterpart Manmohan Singh to resume the composite dialogue on all issues, including Kashmir, after the peace process was stalled in the wake of the 2008 Mumbai attacks. "I told Dr Manmohan at our meetings in Sharm el-Sheikh, Thimphu and Mohali that terrorists were common enemies of both countries and we should not let one incident hold the whole peace process as hostage," he said. Gilani said all partners in the PPP-led coali- tion did not have 'any objection or concern' over strengthening trade ties with India. Parulekar has come out with a letter which he claims was written by Hazare. In the letter, Anna says he wanted to re- structure the core committee. Parulekar also said Team Anna mem- bers Arvind Kejriwal, Manish Sisosida and Kiran Bedi are leading Hazare toward a 'blackhole' and towards 'doom' for their vested interests. Meanwhile, Anna reacted sharply to al- legations by his ex-blogger, saying that he will shut his blog. He, however, said that if his blogs have his signature, they are his. "Is this a conspiracy against us? Crores of money is being spent to malign our im- age. When there are allegations, thoughts come to my mind but that's not my view eventually," Hazare said. It all started with Hazare telling re- porters in New Delhi that how could Parulekar, a journalist who is the ac- tivist's official blogger, talk about dis- banding Team Anna's Core Committee and that he would question him. "I have not employed him or giving him salary. How can he say all these things? I will ask him," Hazare said earlier, when asked about Parulekar's views. "I have not told him anything about this. If he has written anything like that then I will take action," he had said. Parulekar had responded by saying that the issue raised a question on his integrity and honour. Finding love in twilight yearsNGO arranges marriages for elderly persons

L RaghunandaBangalore Beat Bureau

Bangalore: Probably, you needlove and affection of your partnermore when you are old thanwhen you are young.

A social service organisation,Vina Mulya Amulya Sewa(VMAS), has understood this so-cial necessity and is making ef-forts to bring lonely, elderly soulstogether and arrange their mar-riages.

It is now holding a swayamvarin Ahmedabad allowing elderlymen and women to find idealpartners in the twilight of theirlives. The swayamvar is beingheld in Ahmedabad and morethan 1,600 elderly persons areexpected to get married.

At a time when most couplesare admitting their parents toold age homes, VMAS hasbrought new hope to the elderly, who have been wracked by feel-ing of loneliness. 60- year-oldNatubhai Patel, who runs VMAS,says, “When I started VMAS in2001, it coincided with the dev-astating Gujarat earthquake. Anumber of elderly had lost theirpartners it the natural disaster. They were badly in need of sup-port and we stepped in andbrought several of them togeth-er.”

He said, “I started VMAS soonafter leaving the superintendent’sjob with the Census Survey Or-ganisation. In the beginning, itwas difficult to raise revenuesfor VNAS. I started it with a seedmoney of Rs 1 lakh on the base-ment of my apartment at Vasanvillage. After 10 years now, weare financially stable as wecharge some money from thoseseeking counseling and arrang-ing their weddings. Around a

thousand people have benefitedfrom our service.”

He said, “Those who havebenefited from VMAS are notjust from Gujarat, but from allover the country, and abroadtoo.”

Giving a brief description ofhow VMAS started, he said thefirst meeting for prospectivespouses was held in the dininghall of his apartment withoutcharging a rupee. But later theystarted charging some money. The NGO has till now held 34such sammelans, with five beingexclusively for those above 50years.

One sammelan has been heldin Bangalore. The last one wasorganized in Surat in Gujarat onNovember 26 of last year, two

were in Ahmedabad and one inKota, Rajasthan.

So far, Patel has facilitatedmarriages of 26 widowers anddivorcees and four live-in rela-tionships. Take the example of75-year-old Yashwant Modi, aretired railway officer with a sonand two daughters, all settled. After Modi’s wife passed away,he was leading a lonely life. “Heapproached us and we arrangedhis marriage with a suitablewoman. After the marriage, Modieven went on an all-India tourwith his newlywed,” says a proudPatel.

“He has not just put on weight, but probably added five bonusyears to his life by opting for acompanion who can match hismental wavelength,” Patel said.

Bakrid: Customers complainof high prices for sheep, goat

Aknisree KarthikBangalore Beat Bureau

Bangalore: Eid-ul-Aza or Bakrid is beingcelebrated on Monday and the price ofsacrificial goat has gone through theroof.

The prices have seen a huge increaseover last year, said customers who hadthronged the Idgah Maidan or NirmalaGround at Chamrajpet. But businessmenhere said their business this year hastaken a dip due to various reasons.

“It is a rumour that the rates haveseen a huge increase. Yes, it is agreedthat we have increased the prices tosome extent as the cost of rearing thecattle, transportation and others hasgone up. We had no choice but to in-crease the rates. Because of these ru-mours, a lot of our customers have notturned up fearing exorbitant rates.

“Our business has also seen a dip aspeople form teams from their own area, visit nearby villages and buy goats andsheep for the festival. We expect thesale to pick up with a day remainingfor the festival,” they said.

Sheep and goats from Bagalkote, Da-vanagere, Hospet, Indigal, Malvalli andothers are being sold here. There hasalso been talk of camels being slaugh-tered, which is illegal.

Deputy mayor S Harish said, "Camelslaughtering has been prohibited bythe BBMP and we will not allow itwithin BBMP limits. Our animal hus-bandry teams will seize camels thathave been brought here for slaughter.”

Reasons for dip in salesl Customers now have picked up thetrend of moving to nearby villages andpurchasing sheep or goats in lots. Theyshare the cost of transportation withtheir neighbours as this works outcheap.l Also people have started sacrificingcamel. This has taken a huge toll onthe sellers of sheep and goats. The meatof a single camel can be shared byseven families. This has proven to beeasy means to save money. Some ofthem are also opting for camel meat tohave a change from the regular farethroughout the year.l Due to continuous rain, customersare opting to wait till the last minute asgoats and sheep are likely to catch feverin this cold weather.l The reason for the delay could alsoto protect the animals being stolen.

Ground Cleaned UpThe BBMP has cleaned Idgah

Maidan for Bakrid. Chamrajpet ward corporator B V Ganesh said, "Weclean the ground twice a year – oncefor Ramzan and now for Bakrid. Whilecleaning for Ramzan is easy, for Bakridsheep and goat sellers leave a lot ofwaste behind, like grass and sheepdroppings etc. I feel, the business thisyear has been good. Till Thursday, some10,000 animals had been sold. I thinkanother 10,000 would be sold beforethe festival.”

You would be surprised toknow their diet.

“I have fed them only milk, eggs and almonds, which are all very nutritious. They weigh more than 80 kgeach and I am sure the tasteof meat would be very goodas they have been given a gooddiet.”

Addressing a workshop on ur-banisation issues in Karnataka,Gowda said that Bangalore hasgrown 12 times area wise since1947 and 12 times populationwise since 1951. There needs tobe a perspective on the growthof the city and the other urbancentres in the state, he added.

The government has to takeup initiative to build nationalpolitical consensus to bring re-forms like regulatory frameworkfor urban services and bettergovernance and tax reforms, through constitutional and leg-islative measures, he said.

The state has initiated housingscheme for 50,000 urban poorat a cost of Rs 920 crore underthe Vajpayee Housing Scheme.

He said that Tier-II cities havebeen the favourite destinationfor economic activity in the state. In all 53 projects under Jn-nurmhave been taken up in thesecities at Rs 3,476 crore. He urgedthe central government to con-sider Bangalore under a specialcategory.

He said that under the chiefminister’s scheme – Nagarothana– each city corporation in thestate will be given Rs 200 croreand the total allotment has beenfixed at Rs 3,000 crore.

Isher Judge Ahluwalia, chair-person of the high powered ex-pert committee on urban infra-structure, while presenting a re-port on urban infrastructure andgrowth said that the urban pop-ulation in the country will in-crease to 600 million by 2031against the present populationof 377 million. The country nowhas 53 metropolitan cities, whichwill go up to 87 in another 20years.

Karnataka is the seventh mosturbanised state in the countrywith a population of 23.6 millionstaying in urban areas. Bangaloreis the only metropolitan city inthe state.

The number of cities andtowns in the state has gone upfrom 270 in 2001 to 370 now.But compared to other states, the slum population is quite lowat 15.4 percent, the report stated, while urban poverty was put at25.9 percent in 2004-05.

The pressure of migration onurban centres has increased dueto industries and services at theseplaces. Over the next 20 years, many cities will see peripheralgrowth, with smaller municipal-ities and corporations aroundthese cities becoming part of themetropolitan area.

Tier-II cities, like Hubli-Dhar-wad, Mangalore and Mysorehave great potential for growthand the government should turnits focus on them, he said. 10percent of all the income fromthe state should be diverted atimproving infrastructure at theseplaces, he added.

The report recommends that

an exclusive urban housing, in-frastructure and urban affairsministry has to be set up at thecentral level, a unified commandhas to be set up under the chair-manship of the mayor to handleurban issues, an urban transport, housing and developmentshould be brought under onedepartment for better coordina-tion and a unified mission forurban transport, housing anddevelopment has to be set up.

On the state government’sachievements, the report statesthat Hubli-Dharwad, Gulbargaand Belgaum have been getting24x7 piped water supply andpublic-private participation proj-ects in Bangalore have been suc-cessful in automated parkingand public transport. Malegaon blast: All9 accused given bail

New Delhi: All the nine accused in 2006Malegaon blast case have been grantedbail on Saturday.

However, Mohd Ali and Asif Khan whoalso accused in the 7/11 case, will still bein jail. The rest will come out by Tuesdayat the earliest.

Earlier, the National InvestigationAgency (NIA) informed a special MumbaiMCOCA court hearing the 2006 Malegaonbomb blast case that it would not opposethe bail plea of the nine accused facingthe charges.

This was stated by prosecutor RohiniSalian to judge YD Shinde who took onrecord a reply filed by NIA on bail appli-cations filed by all the nine accused.

NIA contended that during further in-vestigation into the case after the revela-tion by Swami Aseemanand, arrested inMecca Masjid bomb blast case, about

the alleged involvement of a right winggroup, it had reviewed the evidence col-lected by previous investigating agenciesATS and CBI and also collected fresh ev-idence in the form of documentary andoral evidence.

"After due deliberations a decision wastaken on the basis of facts and circum-stances not to oppose the bail applicationsof all the nine accused who were earlierarrested and charge sheeted," NIA said.

"However, the NIA would not admitany contentions of the accused in thebail petitions so far as they relate to thecharge sheet filed by previous investigatingagencies, so also the facts and circum-stances which came to light during theinvestigation by NIA if they are also tra-versed by the accused," it said.

The investigating officer had placednew findings and circumstances in the

form of evidence before the superiorofficer for taking a view whether the bailapplication of the accused should be op-posed in the court or not at this stage.

Further investigations are in progressto collect more evidence for arriving at adefinite conclusion, NIA said.

In the wake of Swami Aseemanand'sconfession that pointed to a right-winggroup's involvement in the case, the nineaccused had sought bail.

Aseemanand had been arrested for hisalleged role in the 2007 Mecca Masjidblasts.

"From the confession, it is clear thatthose responsible for the 2006 Malegaonblasts, are persons far removed from thecurrent accused," they said in their bailplea.

The nine accused further pleaded thatthey have been in jail for the past four

years and "there is no direct evidence oftheir involvement in the said offence andit was only based on the forcibly-takenconfession statement".

Aseemanand, in his confession, thatwas recorded before the magistrate fewmonths ago, had alleged that a right-wing group was responsible for the 2006blasts in Malegaon, which killed 37 peopleand injured over 100.

The blasts had occurred near Hamidiamosque in the Bada Kabristan area around1.15 PM on September 8, 2006, after Shab-e-Barat prayers.

Police had arrested nine persons -Salman Farsi, Shabir Ahmed, NoorulhudaDoha, Rais Ahmed, Mohammed Ali, AsifKhan, Javed Sheikh, Faroogue Ansariand Abrar Ahmed - for their alleged in-volvement in the blasts.

Govt unlikely toroll back petrolprice increase

New Delhi: A roll-back in thesteep Rs 1.80 a litre hike in petrolprice is unlikely, governmentsources said on Saturday. "As ofnow there isn't much politicalheat. The roll-back looks unlike-ly," said a source.

Meanwhile, hitting out at the ruling UPA alliance partners such as Trinamool Congress, who have denouncedthe hike and threatened to withdraw support from the gov-ernment, a Cabinet Minister said,Mamata Banerjee was part ofthe Empowered Group of Minis-ters (EGoM) that in June of 2010had decided to deregulate or freepetrol prices.

"She (Mamata Banerjee) hadnot attended that EGoM meetingof June 25, 2010, but her consentwas taken. She continued in theUnion Cabinet after the decisionwas made and did not threateneven once to withdraw support,"the minister said, adding thatthe decision to hike petrol pricewas in line with the empower-ment that government has givento oil companies last year.

"She (Mamta Banerjee) is acompulsive populist. When wehave alliance like them we don'tneed opposition BJP," he added.

Sources said the state-ownedoil companies took the decisionto hike prices on their own andwere not required to consult any-one in the government.

They added that the govern-ment does not want to becomeunpopular, but sometimes it isforced to take unpopular deci-

sions. "It is not that the govern-ment is running for Nobel pricefor unpopularity. Governmentdoes unpopular things only whenit becomes inevitable." said asource.

The oil companies were forcedto hike the petrol price becauseof the double whammy of highoil prices and the rupee's depre-ciation against dollar, makingimports costlier.

Kani applies forbail in Delhi HC

New Delhi: DMK leader Kani-mozhi on Saturday applied forbail in Delhi High Court in the2G scam case.

Kanimozhi's bail plea was dis-missed on Thursday by the spe-cial CBI court. The court alsoannounced that the trial will be-gin on November 11.

Judge OP Saini dismissed thebail pleas of all accused in thescam on three accounts. He saidthe three accounts on which theorder is based are that the "crimecommitted was a deliberate of-fence, an economic offence andvery serious in nature."

He added that the accused used public money incareful manner for their personaluse.

The judgement reads that theorder given has not been influ-enced by any external factorsbut solely keeping in mind thefacts and circumstances of thecase.

It further added that 'a murdermay be committed in the heatof moment upon passion being

aroused. An economic offenceis committed with cool calcula-tion and deliberate design withan eye on personal profit regard-less of consequence to commu-nity'.

Kanimozhi has been chargedfor accepting bribes, criminalconspiracy to cheat the excheq-uer and criminal breach of trustand has been in Tihar Jail sinceMay 2011.

Petro issue tobe resolved,says Pranab

New Delhi: A day after WestBengal Chief Minister MamataBanerjee threatened to quit theUPA government over the petrolprice hike, Finance MinisterPranab Mukherjee said the con-flict will be resolved soon.

"So far the oil prices are con-cerned, I think where I am goingthere will be some media, I willexplain in little detail, why theoil marketing company had totake this decision and in respectof the other decision of our val-ued partner Trinamool Congress.I went through the newspaperand media reports, they havestated. They have agreed. Theywill talk to the PM and I thinkissue will be resolved," saidMukherjee.

The new prices kicked in fromFriday and in the afternoonBanerjee warned the Congressthat she may have to opt out ofthe government over not just thenew price but the manner inwhich it was introduced.

"The price hike may not affectthe Centre or Delhi but it affectsour people... we stand by the

people," Banerjee said, under-scoring that the prices of fueland products like cooking gasand kerosene have been raised11 times in the last few months.

"We don't want to blackmailanyone, but we have tolerated alot," she warned. With her 18Lok Sabha MPs, Ms Banerjee isthe Congress' largest ally and anindispensable part of the UPA.

However, Prime Minister Man-mohan Singh defended the petrolprice hike.

"The move to decontrol petrolprices is part of the process ofthe direction in which we shouldmove," Dr Manmohan Singh saidon the sidelines of the G20 sum-mit in Cannes.

"These are very sensitive areas,I have no hesitation in sayingultimately we must allow themarkets to find their own levelexcept for those commoditiesthat are in the nature of semi-public goods. The direction ofchange is quite clear, we mustmove in the direction of decon-trolling more and more prices,"he added.

Diggy: Rahul hasto 'look after us'

New Delhi: Amid speculationthat Rahul Gandhi may be ap-pointed working president ofCongress very soon, party leaderDigvijaya Singh has suggestedthat the young leader shouldnow play a bigger role.

"Rahul has to come in themainstream. Right now he islooking only after Youth Con-gress and the student wing ofthe party. I feel now he has tolook after us all," Singh told re-porters when asked about thespeculation in the media.

Singh is the Congress' generalsecretary in-charge of poll-boundUttar Pradesh where Rahul Gand-hi is trying hard to revive theparty. He is considered close toMr Gandhi.

There is speculation in mediathat Rahul could become theparty's working president andthat an announcement in thisregard is likely on November 19,former Prime Minister IndiraGandhi's birthday.

A senior party leader speakingon condition of anonymity saidthat there is "no confusion thatRahul Gandhi is the next leaderof the Congress and has to be-come Prime Minister" but it isfor him to decide when to joinmainstream.

Asked about the issue, partyspokesperson Rashid Alvi hadtold reporters a few days back

"the internal matters of the partyare not discussed with media. Ifany decision is taken, you willcome to know."

Top party leaders, speakingon condition of anonymity, how-ever, have expressed ignoranceabout any such move.

The talk about Rahul beingappointed as working presidentof the party has been doingrounds every time a fresh con-troversy has hit the UPA gov-ernment in the last few months. The speculation only gained mo-mentum after the surgery of Con-gress president Sonia Gandhi inAugust.

Rahul was also part of thefour-member committee appoint-ed by Sonia to look after Congressaffairs during her treatment inthe US.

graft: Advani

Mumbai: On the latest leg ofhis anti-cor-ruption 'rathyatra', BJP'sveteran leaderLK Advanitook on Con-gress PresidentSonia Gandhias he ques-tioned her si-

lence on the corruption issue to-day.

"Why is the Congress Presidentsilent on the issue of corruption?Since Manmohan Singh has be-come the Prime Minister, thesystem in India is like in com-munist countries where partypresident is more important,"said Advani.

"If there was no corruptioninflation could be controlled.Food inflation is at a record high. This is a big problem," he added.

Advani announcing his plansafter the 'rath yatra', said thathe will take up the issue of blackmoney stashed in foreign bankaccounts.

"After this yatra is over, thefocus of the winter session willbe the black money parked inSwiss accounts. I have the rightto know who are they? This is avery serious matter as it bringsthe issue of blackmoney closeto the political system and itcannot be dealt with only as atax evasion issue," Advani toldreporters at a press conference.

Asking whether the Centre isreally interested in exposingthose who have funds stashedabroad, Advani said he has beendemanding that the governmentmust come out with a white pa-per on the steps it has taken tobring back this black money.

Countries like USA, Germany,France and even smaller nationslike Philippines, Peru and Nigeriahave taken a variety of measuresto bring back black moneyparked in

foreign bank accounts withgreat success.

"Why is the UPA governmentnot ready to do the same. Itwould be appropriate if the gov-ernment presents a white paperon black money in the wintersession," he said.

"It will be our effort to seethat black money is the principalissue in the upcoming session.Country wants to know wheresteps the government has takenin the matter," Mr Advani added.

He also said there is no lead-ership crisis in the BJP and the'rath yatra' is not an attempt toproject him as the future PrimeMinister of the country.

"There is no leadership crisisin BJP. Someone asked me if this'yatra' is to repackage Advani. This has nothing to do with meor the BJP. It's to restore India'sImage in the eyes of the world,"he said.

Asked about corruption casesagainst former Karnataka ChiefMinister BS Yeddyurappa, Advanisaid, "I have spoken in detail onthis issue. I do not want to repeatthe same things

again and again." B S Yed-dyurappa is in jail on land scamcharges.

However, differing with TeamAnna, Advani disfavoured theintroduction of the Right to Recallsaying it may destabilise thewhole structure in a country asbig as India.

"I am inclined to agree withthe Chief Election Commissionerthat in a country as vast as ours,it (Right to Recall) may have con-sequences which may destabilisethe whole structure," he said.

Chief Election CommissionerS Y Quraishi had recently saidthat the Right to Recall coulddestabilise the country.

Mumbai killersmust get death:Mʼrashtra CM

“We were begging for help. Nobody did, even when we were trying to take them to the hospital, nobody helped uslift them," Keenan's friend Priyan-ka said.

Hike inLPG priceunlikely

New Delhi: Governmentsources on Saturday saidthat it is unlikely that therewill be hike in diesel andLPG prices.

"No diesel, LPG hike likelyas it will have cascading ef-fect," sources said.

EGOM decision was to de-control and Mamata was ab-sent but she was in the loop, they said.

Taking on the criticism,Government sources said,"Delhi is among the lowestin terms of VAT, why doesn'tWest Bengal cut VAT? Stateprices are higher. BJP is ac-cusing government of mid-night deceit, why can't it re-duce VAT in the 7 states."

Greece PM survives confidence voteAthens: Greek Prime MinisterGeorge Papandreou survived aconfidence vote early Saturday, calming a vicious revolt in hisSocialist party with an emotionalpledge to step aside if necessaryand seek a cross-party govern-ment lasting four months to safe-guard a new European debtagreement.

Papandreou won the criticalparliamentary confidence motion153-145 after a week of drama inAthens that horrified Greece'sEuropean partners, spookedglobal markets and overshad-owed the Group of 20 summit inthe French resort of Cannes.

The threat of a Greek defaultor exit from the common eurocurrency has worsened the con-tinent's debt crisis, which is al-ready struggling under bailoutsfor Greece, Ireland and Portu-gal.

Finance minister EvangelosVenizelos, who warned that thedebt-ridden country still faced"mortal danger," said the newgovernment would last until theend of February.

But conservative oppositionleader Antonis Samaras demand-

ed immediate elections. He didnot say whether he would joincoalition talks, due to be formallylaunched later Saturday whenPapandreou meets the country'spresident.

"The masks have fallen,"Samaras said. "Mr. Papandreouhas rejected our proposals intheir entirety. The responsibilityhe bears is huge. The only solu-tion is elections."

Midway through its four-yearterm, Papandreou's governmentcame under threat after his dis-astrous bid this week to hold areferendum on a major new Eu-ropean debt agreement. The ideawas swiftly scrapped Thursdayafter an angry response frommarkets and European leaderswho said any popular vote inGreece would determine whetherthe country would keep its cher-ished euro membership.

They also vowed to withholda critical euro8 billion installmentof loans from an existing bailoutdeal that Greece needs urgentlyto stave off an imminent andcatastrophic default.

Papandreou's shock referen-dum gamble, and the hostile in-

ternational response, horrifiedmany of his own party stalwarts. It prompted an open rebellionwith senior socialists saying theywould only back the confidencevote if he pledged to seek a cross-party coalition with a mandateto secure the new debt deal andthe disbursement next bailoutloan installment.

Struggling to face down therevolt, Papandreou insisted hisonly priority was to save thecountry. He insisted he was not

concerned with retaining thepremiership, but warned thatelections now would have been"catastrophic," jeopardizingGreece's continued bailout fund-ing, the new debt deal and thecountry's euro membership.

He sought the vote of confi-dence "to safeguard a steadycourse for the country - with nopower vacuum, without beingdragged to election," he said.

"We must proceed in an or-ganized way. And regardless of

developments, the country mustbe governed tomorrow withoutturbulence."

Several thousand supportersof Greece's Communist Partyprotested outside parliament justahead of Friday's vote to demandelections, in a rally that endedpeacefully.

Government officials said theywere not deterred by an initialhostile response by oppositionparties to the coalition offer.

"We will keep inviting (Sama-ras), and re-inviting him, againand again until we have a result,"agriculture minister Costas Skan-dalidis said.

After seeing nearly two yearsof harsh austerity measures thatspurred crippling strikes, violentdemonstrations and street at-tacks against his lawmakers, Pa-pandreou insisted the burden ofpainful reform could not be car-ried without help from oppositionparties.

"We, the Socialist partydeputies, carried the cross of re-form ... But one group in Parlia-ment is not enough," he said."This great task requires sincereand broad support."

Greece has been survivingsince May 2010 on a first euro110billion bailout. But its financialcrisis was so severe that a secondrescue was needed as the countryremained locked out of interna-tional bond markets by sky-highinterest rates and facing an un-sustainable national debt in-crease.

The new European deal, agreed on Oct. 27 after marathonnegotiations, would give Greecean additional euro130 billion($179 billion) in rescue loans andbank support. It would also seebanks write off 50 percent ofGreek debt, worth some euro100billion ($138 billion).

The goal is to reduce Greece'sdebts to the point where thecountry is able to handle its fi-nances without relying on con-stant bailouts.

In return for bailout money,Greece was forced to embark ona punishing program of tax hikesand cuts in pensions and salariesthat sent Papandreou's popular-ity plummeting and his majorityin parliament whittled downfrom a comfortable 10 seats tojust two.
