New Delhi: Prime Minister Manmohan Singh today refuted views that China is planning to attack India and maintained that the policy of both the countries is to engage in dialogue on the border issues though there has not been much progress in recent times. Singh assured the Lok Sabha during Question Hour that India's borders with China "by and large remain peaceful". "Our government does not share the view that Chi- na plans to attack India," Singh said. The Prime Minister's response came after Samajwadi Party chief Mulayam Singh Yadav claimed in the House that he has information that China has made preparations to attack India and has marked out areas near the bor- ders for this purpose. He said the attacks were imminent. Yadav maintained that the neigh- bouring country has also stopped flow of Brahmaputra river water to India. The Prime Minister, however, maintained that he had assurance from the highest quarters that China has not stopped flow of Brahmaputra waters to India. Singh ac- cepted that there were intrusions from Chi- na into areas which India considers to be a part of its territory. However, China differs from India's claim on this issue. "These matters are sorted out by the area com- manders of the two countries," Singh said. The Prime Minister stated that India has followed the policy of engaging in dialogue and good relations with China and under- lined that the erstwhile NDA government had also continued with this policy. India and China have been engaged in di- alogue through its representatives on the bor- der issue. Singh said both countries had made some progress in talks in 2005 and thereafter, but in recent times not much has been made. No cut in $700m aid to Pakistan: US Washington: Struggling to restore flagging ties with Pakistan in the aftermath of the deadly NATO strike, the Obama administration has said it has not cut any civilian aid to the country, not- ing the move in this regard was part of a defence bill in the Congress. "Well, first of all, just to clarify what has and has- n't happened here in our understanding. We have not cut USD 700 million in aid to Pakistan," State Department spokesperson Victoria Nuland told reporters at her daily news conference. The clarification came after a Congressional pan- el agreed to freeze USD 700 million in aid to Is- lamabad, linking it to Islamabad's efforts to con- trol the spread of Improvised Explosive Devices (IED), as part of a defence authorisation bill. "What we have is something on the defence au- thorisation bill, which is currently moving in the Congress, which would require the Department of Defense to continue providing a strategy on how we will use certain military assistance and meas- ure its progress, in particular on progress that we are making with Pakistan on the IED issue," Nu- land said yesterday in response to a question. The negotiating panel of the House of Repre- sentatives and the Senate unanimously agreed to freeze the USD 700 million aid to Pakistan pend- ing Pentagon's delivery of a strategy for improv- ing the effectiveness of such assistance and as- surances that Pakistan is countering IED networks in their country that are targeting NATO coalition forces. "If this legislation becomes law, we'll work with the government of Pakistan on how we can fulfill the requirements. But this requires us to maintain a strategic perspective and to be clear with our Con- gress about the strategy," she said. Citizen's charter should be under Lokpal: Hazare New Delhi: Anti-corruption activist Anna Hazare Wednesday said the passage of the Grievances Redressal Bill, 2011, is a vio- lation of the sense of the house and is not acceptable to his activists. "When I was sitting on a fast at Ramlila ground, the prime minister appealed to me to take it back on some conditions, in- cluding that the citizen's charter will be under the Lokpal. But now the govern- ment has passed a new law which is a vi- olation of the sense of the house," Hazare told reporters here. He congratulated West Bengal Chief Minister Mamata Banerjee for her tough stand on Foreign Direct Investment (FDI) in retail that forced the government to put it on hold. "I request her to take up the issue of a strong Lokpal bill," he said. The cabinet, at a meeting chaired by Prime Minister Manmohan Singh, Tues- day approved the Judicial Standards and Accountability Bill, the Grievances Re- dressal Bill and the Whistleblowers' Bill. The Grievances Redress Bill, 2011, seeks to check graft in lower levels of ad- ministration and set standards for time- bound public service and grievance re- dressal from panchayats to government departments. The three bills were cleared even as Hazare has demanded that grievance re- dressal should be part of the Lokpal bill and the judiciary should also be brought in the ambit of the anti-graft ombudsman. Hazare has said he would launch an- other agitation at the Ramlila ground from Dec 27 if his version of the Lokpal bill was not passed by parliament in the on- going winter session. CHINA WILL NOT ATTACK US: PM Manmohan Singh Victoria Nuland Re down to 53.80 per $ Mumbai: The Indian rupee lost 57 paise to a fresh all-time low of Rs 53.80 per US dollar in early trade today amid persist- ent dollar demand from banks and im- porters in view of sustained foreign cap- ital outflows. The rupee resumed lower at Rs 53.54/55 per dollar on the Interbank Foreign Ex- change, as against its previous close of Rs 53.23/24 per dollar, and declined further to a record low of Rs 53.80 against the American currency before quoting at Rs 53.60/61 per dollar at 1030 hours. The domestic currency moved in a range between Rs 53.30 and 53.80 per dol- lar during morning deals. Persistent dollar demand from banks and importers amid a continued pullout of capital by foreign funds mainly affect- ed the rupee value against the dollar, a forex dealer said. Meanwhile, crude oil was down in Asian trade today, dampened by demand worries as the euro zone debt crisis showed no signs of improving, analysts said. New York's main contract, light sweet crude for January delivery, fell by 31 cents to USD 99.83 a barrel. 782 tax evaders' names kept secret, says Advani New Delhi :Bharatiya Janata Party (BJP) leader L.K. Advani Wednesday asked the govern- ment to make public the names of over 780 Indians who have il- legally stashed in foreign banks their wealth amounting to an estimated Rs.25 lakh crore. The veteran BJP leader was speaking on his adjournment motion in the Lok Sabha "re- garding the situation arising out of money deposited illegally in foreign banks and action taken against guilty persons". "The names of 782 tax evaders are being kept a secret by the (United Progressive Alliance) UPA government," Advani said. "I want your assurance and an oath after the debate that you will come out with the names of tax evaders. Convince the house, convince the nation that you will play all your cards to bring back the black money in for- eign banks," Advani said in the house, addressing Finance Min- ister Pranab Mukherjee. "Indians have an amount of Rs.25 lakh crore black money in Swiss banks," the BJP leader claimed, citing a Global Financial Integrity report. He said high tax in India has led to black money being kept in foreign banks and tax evasion is the reason behind it. Advani said India has become a soft state because the govern- ment has failed to take any action against the culprits. "We should recognise that be- cause we haven't taken any ac- tion against the guilty, we are be- ing seen as a soft state," he said. The BJP leader, fresh from his 40-day nationwide journey for creating awareness on corruption and black money, said the ad- journment motion highlighted the "failure of the government" even if the wording of the notice has been changed and made milder. "It has to be the failure of the government. You have to accept it. It is the failure of the govern- ment." "Even the Supreme Court has felt the government has not been as proactive on the matter as it should have been. We want the government to publish a white paper on black money at the earliest." Questioning the government's delayed action on black money, Advani urged it to act fast and ef- fectively. "I would like to ask the fi- nance minister to bring back this money that could be used for the development of over six lakh villages in India." He also mentioned that he was being asked why the BJP did not take any action when it was in power. "The situation has changed. The situation was not like this then. There has been a change in the situation after the UN convention against corrup- tion." He said the world has realised the dangers of the black money, which they call "dirty money". "The world realises that a ma- jor part of this dirty money is go- ing as terror funds. This has led to the UN passing an international convention against corruption," Advani said. He said stashing away money in foreign banks was part of cor- ruption and asked the govern- ment why it was delaying action against the known culprits. Congress' Manish Tewari, however, trashed the allegations and said the black money issue was not the creation of the UPA government. He said the government has put in place a strategy to bring back the money from foreign banks and has signed agree- ments with major tax haven na- tions of the world for the pur- pose.

Infy Foundation expandsgrant to NY programme

Bangalore: The Infosys USA Foundationexpanded its challenge grant to the NewYork Academy of SciencesAfterschool STEM(science, technology, engineering and math)mentoring programmeto include citizenschools in New Jersey. The Infosys USA Foundation has provided$380,000 in cumulative grants to give morestudents the opportunity to improve theirscience and math skills.

The partnership between the Infosys USAFoundation and the Academy supports theAcademy’s K-12 science education Initiativethat provides academic mentoring by youngscientists to underserved students.

The programme’s goal is to ensure thatstudents have an opportunity to explorescience, math and technology in ways thatwill encourage higher achievement in theclassroom and in testing outcomes.

“Infosys is committed to providing op-portunities for students to improve theirmath and science skills,” said Ashok Vemuri, head of Americas, global head, financialservices & insurance and board member ofInfosys. “The academy offers a valuableSTEM education programme that encourageslearning in a fun environment.

We are pleased to extend the program’sreach to students in New Jersey.

I am proud of our Infosys colleagues whovolunteer their time and skills.”

“When we started the programme in NewYork, we had a handful of students fromNew Jersey-based universities who werespending a lot of time traveling to New York

City to teach.Expanding to New Jersey was the logical

next step as we had young scientists whowanted to teach, kids who were excited tolearn more math and science, and a greatpartner in citizen schools,” said MeghanGroome, director of K-12 education at theacademy.

“Infosys has been a leading supporter ofour work and their challenge grant will helpus scale up and catalyse other funders totake action.”In the first year of the program, the Academy has surpassed its programgoals by placing more than 120 mentors in84 after-school and summer programmesacross all five boroughs of New York City, serving more than 2,100 elementary andmiddle school children.

Together, these mentors provided morethan 3,120 hours of high-qualityeducationalactivities, inspiring the city’s most under-served children and encouraging confidenceto pursue their talents in science and math.

“Citizen schools and our students inNewark are deeply grateful for the leadershipof the academy and Infosys.

Their volunteers have helped many stu-dents build skills in the critical areas of ge-netics, space science, earth science andmath. Our partnerships with the academyand Infosys give Newark’s students, parentsand educators the confidence that we canmake a real and inspirational differencethrough science and math education,” saidMohan Sivaloganathan, director of Devel-opment and Civic Engagement of CitizenSchools, New Jersey.

Through additional funding support, theacademy aims to recruit, train and support30 new mentors in the 2011-2012 school yearfor the New Jersey-based science educationprogramme. It will provide 180 hours ofhands-on activities for 450 students in thefourth through eighth grades.

Reality in contradictionTruth is contradictory, if it is not

contradictory, then it is not truth!Bhagvad Gita is full of contradictions. You can understand it only if you seeit in totality.

At one point, Krishna tells Arjunathat action is the most important thingand without action one will benowhere. But after that He tells himthat action is all right but knowledgeis better! Then Krishna says, “Youmust become a yogi and drop every-thing around you.’’

Then Krishna tells him: ‘‘He is in-telligent who sees ‘action’ in ‘inaction’and ‘inaction’ in ‘action’.’’ What doesthis mean? It means even if you don'tdo something you have acted — simplyby ‘not doing’. If you do somethingthen too you have not acted, for inyour not acting here, something elsecould have happened — you couldhave done something else. Even thoughyou have acted, there is ‘inaction’; be-cause you did this, you couldn't dosomething else. So every ‘action’ hasan ‘inaction’ and every ‘inaction’ hasgot an ‘action’ connected to it.

And then Krishna takes Arjuna to-wards Dhyana Yoga — meditation. Inthe sixth chapter of the Bhagvad Gita,He tells Arjuna that since he is con-fused, there is no use talking. He askshim to meditate. Finally, Krishna says,‘‘Arjuna, he is the greatest amongstthe yogis who keeps Me in his heartwhether he meditates or not. He is

the real yogi, because I am with himin whatever he is doing.’’

The contradictions don’t end there. At one juncture, Krishna says, ‘‘Arjuna, there is nobody dear to me, nobodywhom I love.’’ And then gives a wholelist of qualifications for those He reallyloves!

In another instance, Krishna tellsArjuna to act without looking for thefruit of action. Later He asks Arjunato act properly, according to naturallaw. Then He tells him the way heought to fight if he wants to win thewar. So, at this point He is bringingArjuna's attention to the fruit of action, but then He also tells him not to worryabout the fruit of action.

Krishna was like a dear friend toArjuna. In Bhagavatam, you will seethat except for Vidura and Udhava, nobody even thought he was enlight-ened; they all thought that he wasjust very smart. Of course, there werethe Pandavas and the gopis who knewwho Krishna was and how total Hewas from all angles. But many of them, including Arjuna, did not see him thatway. But then Krishna shows him, inone minute, that He is infinite.

He tells Arjuna, ‘‘You can't see with-out the eye of knowledge; so now Iwill give you a special eye of knowl-edge, which I have haven't given any-body in ages. I am giving it to younow because it is time.’’ With that,He gives him a vision, a flash. For

that one moment the universe appearsas a manifestation of Krishna to Arjuna.Arjuna’s mind is shattered that mo-ment. He sees all of creation, everything— the mountains and the rivers, thepast, the present and the future —dissolving in Krishna. He sees thatKrishna is that space, that infinity, into which everything is coming inand dissolving. For an instant, the

whole life, the whole universe, all thememory and all that was associatedwith it just plays out like a movie andit frightens Arjuna. Then Arjuna pleads,‘‘Oh! Please show me your simple, natural and friendly face. I like yoursimple smile and I want to see myfriend. I don't want to see anythingbeyond. It is too much for me.’’ Thisis called Vishva Roopa Darshana —the vision of the universal.

Thereafter, Krishna tells Arjunaabout the yagyas and all the principlesand the laws under which the societyand universe works. Then He talksabout sanyasa and how to be reallycentered. For instance, an event or aninstance should be seen as just that— an event, an instance or a happen-ing. But it sticks to the mind and youtry to get rid of it. The event assumesimportance and the mind is caughtup in it — ‘‘Oh! He said that, they saidthis, they didn't say this, etc.’’ Oncethe event goes away, then you feel asense of great relief. You suddenlydiscover peace inside you. Your verynature is peace. In the centre of you,you are peace. The moment this dis-turbance gets thrown out, you can ac-tually feel it — all the brain cells, andthe entire brain becomes so calm andsettled the moment this garbage goesout. And deep inside you can reallysmile as a flame of peace.

Arjuna asks Krishna, ‘‘What yousay is very magical and joyful. But it's

not easy. This mind is difficult to con-trol. It's like controlling air — can any-body control air?’’ Then Krishna says,‘‘I agree with you. It is difficult butnot impossible. Abhyasena tu Kaunteya— with practice, dispassion and bygetting to the centre again, you willsucceed.’’

You will see that Krishna tried every-thing. Finally it was the display of theuniversal vision that worked on Arjuna.People cannot change just by visionsalso. Krishna does not really bringabout the realisation totally from out-side — it needs something more. Thatis why after Krishna led Arjuna to theinfinite vision, he speaks on what isdear to him, on devotion, and then hecomes on all the other things youknow — about creation and even aboutfood. But when Arjuna says, ‘‘I giveup,’’ Krishna says, ‘‘I can't do anything;you think and do whatever is best foryou. First ponder on whatever I havesaid and then act.’’ Arjuna says, ‘‘No,now I am clear in my mind. I'll dowhatever you will say.’’ So, Krishnahad to speak through 18 chapters toget him to that point.

Krishna could have done it at thevery first chapter.

But it is beautiful the way this knowl-edge has flown.

Everything may appear to be allcontradictory, seen from all angles. But that is in fact reality.
