Katta bail hearing on Oct 28 Bangalore Beat Bureau Bangalore: Former minister Katta Subramanya Naidu, who is being treated at Lilavati Hospi- tal in Mumbai for cancer, has to continue in the judicial custody as the Karnataka High Court to- day posted hearing of his bail application to Oc- tober 28. The former minister has sought bail citing his health and has stated that it was necessary for him to get treated for cancer. The Lokayukta special court has already re- jected his bail application, saying that Katta could get himself treated in any of the hospitals within the country, but with the police escort. Special court Judge N K Sudheendra Rao based his order on the medical reports from the Vic- toria Hospital, where the former IT-BT minister had been admitted for over a month. The court has now summoned the medical records. The high court would pass a judgment only after getting all the records and perusing them. KSRTC bus kills 7 near Sriʼpatna Bangalore Beat Bureau Mandya: Seven persons died on spot when a KSRTC bus hit a Maruti van here today. The accident took place in Hikere Koppulu vil- lage near Srirangapatna on Mysore high way. Maruthi van which was moving towards Mysore from Mandya and the KSRTC bus was coming in the opposite direction. The KSRTC bus was said to be moving towards K R Pet. Both the vehicles collided with each other in which the van was totally damaged in which 6 people died in spot and while shifting the last person to hos- pital he too lost his life. The angry villagers rounded up the KSRTC bus and pelted stones over it and claimed that it was the negligence of the bus driver which ended up in this mishap. The entire area looked terrified for some time due to this. The deceased has been identified as the na- tives of Yarahalli and Horalu villages of Mandy taluk. The Sriranagapatna Rural police have booked a case and are investigating. 100 children fall ill after eating prasadam Bangalore Beat Bureau Tumkur: Over 100 children fell ill after con- suming prasadam at a temple near here this morning. The children started vomiting and com- plained of severe sickness after eating the of- fering from the Lakshmi Narasimhaswamy temple at Gowdihalli. The police said a lizard had fallen into the prasadam poisoning it. The condition of the children was so severe that none of them could be shifted to Tumkur. Driver loses balance, cleaner dies Bangalore: A tempo cleaner died on spot when a the tempo driver lost his balance and rammed into a brige here in the city today. The deceased has been identified as Chetan (28) a resident of Ramamurthynagar. The inci- dent took place over the hanging bridge of K R Puram when the driver was said to have lost his balance and fell after hitting the bridge. The issue has to be inves- tigated immediately, said opposition leader in the palike council Udayshankar here today. He said the BBMP says it has a revenue target of Rs 9,31,580 crore, but has col- lected only Rs 1,87,803.97 crore which is just 20.15 percent of the target. It is almost impossible for the BBMP to collect the amount with only five months remaining for the financial year. Though the amount col- lected is in the range of Rs 1.87 lakh crore, the BBMP has already spent 200484.92 crore, which constitutes 21.33 per- cent of the targeted amount. The palike has al- ready spent more than the amount it has earned, he alleged. The people and media should question mayor Sharadamma and com- missioner Siddaiah where the emergency money has been spent and how they would meet the targeted revenues, he said. BJP men worry over putting Advani in a fix Bangalore Beat Bureau Bangalore: BJP leaders in the state today wracked their brains over former deputy Prime Minister L K Advani’s visit to the city and the onerous task of avoiding embar- rassment to their leader, who has been crusading against corruption. Advani, who is on Jan Chetana Yatra across the country to create awareness against corruption among the masses, has insisted upon visiting the city. The first BJP government in South India has been fac- ing a series of embarrassment over the last few months with its ministers heading to- wards jail for their alleged involvement in land grabbing and corruption charges. Advani, whose yatra is coming to the state on November 30, is addressing a public rally at the National College Grounds the same evening. On Saturday, the state party leaders had said Advani had cancelled his visit to the city, but yes- terday it was told that he would indeed ad- dress the public rally. Ironically, the function in the city was to be presided over by home and transport minister R Ashok, who now faces cases of land grabbing. Today’s meeting at Jagannath Bhavan at Malleswaram decided that none of the state leaders would be on the dais when Advani addresses the public. The meeting was led by state party pres- ident K S Eshwarappa and attended by so- cial welfare minister A Narayanaswamy, housing minister V Somanna and some legislators of Banga- lore. The lead- ers have as- sured Ad- vani that they are ca- pable of pulling big crowds de- s p i t e Ashok’s non-partic- ipation. But the bigger task would be how not to em- barrass Advani, with the opposition point- ing its barbs at the ruling party, and the media reporting cases of corruption against the ministers, day in and day out. The meeting felt that the responsibili- ty should be handed over to BJP nation- al general secretary H N Ananth Kumar, who has been accompanying Advani, and his followers. Sources told Bangalore Beat that it was the Ananth Kumar faction that forced Advani to go ahead with the public func- tion in the city. Ananth Kumar has seen an opportunity to gain a huge mileage out of the predicament being faced by the state leaders, they added. Three held, fake notes worth Rs 22 lakh seized Bangalore Beat Bureau Bangalore: Three persons who were circulating counterfeit notes were arrested and fake currency worth over Rs 22 lakh seized from them. The three were arrested in Bangalore and Mal- da along the border with Bangladesh. The City Crime Branch police have also come to know that there are more persons involved in the racket and have spread the net to nab them. The arrested are Bisarath Sheikh, a resident of Malda in West Bengal, Saddam Hussien, a res- ident of Malda, and Venkatesh from Krishnagiri in Tamil Nadu. The accused were giving Rs 1 lakh worth of fake currency notes for Rs 40,000 genuine notes. They had printed Rs 500 and Rs 1,000 notes at units in Bangladesh and Pakistan. This is part of a bigger plan to jeopardise the economy of the country. The CCB sleuths have learnt that the accused had already distributed currency worth few lakhs. Charas peddler held in city Bangalore Beat Bureau Bangalore: A charas peddler was arrested and narcotic drugs worth over Rs 2 lakh was seized form him by the Anti-Narcotics Bureau of the city police yes- terday. The bu- reau, which received specific information about sale of charas to the public, arrested Nanjadevaru alias Nanjamari (52) near KR Puram railway station on Old Madras road. They also seized 750 gm of charas, Rs 3,000 cash and two mo- bile phones from the accused. Bureau officials said the accused collected charas from one Narasimha from Andhra Pradesh and sold it near the railway station. The police produced him before the court and the City Crime Branch po- lice are investigating him. After former chief minister B S Yeddyurappa, former ministers Katta Subramanya Naidu, Janardhana Red- dy, R Ashok and Ramadass, it is now the turn of industries minister Murugesh Nirani. Today, the Lokayukta special court today directed the Lokayukta police to take up in- vestigation into allegations of land grabbing against Nirani and submit a report by No- vember 16. Lokayukta special judge N K Sudheendra Rao took up a private complaint filed by in- dustrialist Alam Pasha. He has alleged that Nirani has illegally denotified land and al- lotted them in favour of his family members. The judge asked the Lokayukta police to take up the case under Criminal Procedure Code Section 156 (3). Pasha has alleged that Nirani denotified landsd near Devanahalli and Dobbspet to the tune of 27 acres. Pasha has also alleged that the four companies for whom the lands have been handed are not registered. The lands are worth over Rs 1,100 crore and were allotted through the Global Investors’ Meet held in June 2010. Luminaries in the field of men-tal health werehonoured.Dr.AnandPandurangi-was presented with the Cad-abam’sdistinguished psychiatristaward , while DrMRan-ganathanreceived the distin-guished mental health profes-sional award.

The annual event, Anvesha-2011 provided a platform to mo-tivate people with mental illnessto showcase their talent. Theshow attracted over 140 partici-pants from various rehabilitationcentres from all over the state inthe competitions such as debate,chess, pick ‘n’ speak, carrom,skit and one minute to fame.

Sandesh R Cadabam, director,Cadabam’s Group of Psycho Re-habilitation Centres, said: “Thereare more myths about addictionthan truths, more misconceptionsdominate facts. State to produce 8,290 mwof power in next Plan: CM

Bangalore: The state government hasproposed to add 8,290 mw of power gen-eration capacity during the 12th Five YearPlan, said chief minister D V SadanandaGowda at the National DevelopmentCouncil on Saturday.

But, several power projects initiatedby the state government have not beenable to achieve progress because of wantof environmental clearances and coallinkages from the central government.This is seriously affecting the state’s eco-nomic growth. “I strongly urge the PrimeMinister to take up this matter urgentlyand give suitable directions to the envi-ronment ministry as well as the coal min-istry. Karnataka has also been deniedallocation of natural gas despite repeatedrequests. I once again request the gov-ernment of India to ensure gas allocation,”he said.

He said lack of flexibility in centrallysponsored schemes has led to difficultiesin effective implementation and utilisationof funds. Implementing these schemesthrough agencies outside the governmenthas led to weakening the accountability.Therefore, restructuring of the schemesis a must.

The agriculture sector in the state hasshown a satisfying growth of 5.9 percent

for 2010-11. The Bhoo-chethana schemehas enabled increase in crop productivityand the yield levels have moved up by25per cent to 40 percent across variouscrops in rainfed areas.

The state is organising a Global AgroInvestment Meet for the first time in thecountry, in December 2011. The meet isexpected to attract over Rs 55,000 croreinvestments in agro-processing, agri-mar-kets and agri-infrastructure sectors, hesaid.

The state is the largest producer of silkin the country. The sudden and unwar-ranted reduction in the customs duty ofraw silk from 30% to 5% in this year’s

Union budget has led to sudden crash inthe cocoon prices resulting in distresssales. Silk import duty needs to be im-mediately increased in order to protect11 lakh persons including sericulturistswho are dependent on silk industry fortheir livelihood, he said.

The central government has identified14 projects in the country under thescheme of national projects for irrigation.But none has been included under thescheme. Upper Bhadra Project whichcaters to both irrigation and drinkingwater supply in the drought-prone areasof southern parts of the state may be in-cluded under the national projects, hesaid.

Telemetry for online monitoring of wa-ter flow in a canal system has been suc-cessfully implemented in Ghata Prabhaproject. This may be emulated elsewhereand a separate directorate may be estab-lished in the Central Water Commissionfor its implementation in other river sys-tems, he said.

The state needs to address excess flu-oride and arsenic problem in drinkingwater for about 8,079 habitations whichrequire Rs 4,995 crore. I request the centralgovernment to provide a package of atleast Rs 2,000 crore to the state to tacklewater quality problems, he added.

The BJP government over the last three

and half years has created more thanfour lakh jobs. Skill needs of our newgenerations are enormous and dispro-portionate to the state’s resources andability, hence there is a need for increasedconvergences and synergy between thenational and the state’s efforts and in-ternational collaboration on skill devel-opment.

While the Union government has putin place the RTE Act, it has not consideredthe financial impact on the states. It isonly appropriate that the additional ex-penditure required for the implementationof RTE Act be borne by the central gov-ernment during the 12th Plan period, hesaid.

Proposals to recognise Bangalore Uni-versity and Karnataka University, Dharwadas centres of excellence are pending withthe central government and it has to ex-pedite the necessary approvals, he said.

Bangalore is facing a severe deficit ofinfrastructure. The 12th Plan should in-corporate appropriate strategy to addressurban infrastructure constraints in citieslike Bangalore, he said.

To decongest the fast growing city,there is a need to link all the satellitetowns around the city with commuterrail and link Bangalore and Mysore citieswith superfast rail link.

The concert was part of global“Go Forth” engagement pro-gramme. People aroundwatched a music video featuringSwarathma on Facebook andshared it through online socialcommunities.

The programme is sponsoredby international jeans brandLevi’s. “The interconnectedFacebook community allowsLevi’s to drive global awarenessand support of modern pioneerslike Swarathma,” said BeccaVan Dyck, global chief market-ing officer, Levi’s.

Swarathma performs freeconcerts for those who do nothave access to live music, usingmusic to raise social conscious-ness and bring hope to under-privileged people in the country.

Kagada, student paper presentation contest heldBangalore: The eighth studentpaper presentation contest “Ka-gada-2011” was inaugurated byformer director of IIT, Chennai,H N Mahabalaat UniversityVisvesvaraya College of Engi-neering.

Mahabala said research is animportant and integral part ofthe course curriculum. Studentsshould inculcate the habit of ac-quiring right interdisciplinaryknowledge to enhance their ca-reer objectives. He said career isnot just earning money to survive,but spans across five to sixdecades.Therefore, one shouldnot become complacent by justexcelling academically. He em-phasised that Sanskrit will be

the future programming lan-guage. He called upon studentsto work hard without botheringmuch about results. He said self-satisfac-tion is achieved only when youchase after excellence and useit to the benefit of the society.

necessary that the students learnother subjects, so that they canapply it to computer science ef-fectively.Computer science engi-neering is the mother ofscience,engineering and tech-nology, he added.

Students have to be intuitive,innovative and incisive to acquireinterdisciplinary knowledgewhich goes a long way in en-hancing their career objectives.He said no technology is inferior,it is how we use it effectively inour lives.

40% victims of firecrackeraccidents are bystanders

Not many know that nearly40 per cent of the victimsof firecracker accidents

that occur during festivities areinnocent bystanders. While en-joying the happy moments ofDeepavali, most revellers tendto overlook some important fac-tors, which if ignored, could bedisastrous for their health.

Bright fireworks and zoomingrockets may be fun to watch,but are highly hazardous if nothandled carefully and properly.Bystanders should take adequatecare to ensure that they remainat a considerable distance fromthe place where firecrackers arebeing burst. It is always betterthat everyone in the vicinity offirecrackers being burnt neces-sarily protect their eyes.

A major reason for childrenbecoming victims of firecrackeraccidents is the lack of supervi-sion by adults. We see these ac-cidents every year because offirecracker accidents are on therise, particularly among pre-school children.

There have been plenty of in-cidents, where elders tend to ig-nore the dangers caused by fire-crackers. Any hazardous mate-rial, be it highly inflammable ar-ticle or firecracker, is very dan-

The incidence of eye injuriescaused by firecrackers rises dra-matically on Deepavali days be-cause of so many new and un-familiar firecrackers entering themarket every year. Some of thecommon factors complementingthe human error resulting in se-rious injuries are:

Sparklers are one of the majorcauses of firework injuries re-quiring hospitalisation. Sparklersare dangerous because they burnat a very high temperature, hotenough to melt gold (1,800° F).Most fireworks contain gunpow-der, which causes them to ex-plode unexpectedly. Because fire-works are unpredictable, injuriescan occur even if the person iscareful or is under supervisionat times. Bottle-fired rockets areamong the most dangerous. Theyaccount for the majority of allfireworks injuries that lead topermanent eye damage. Most ofthe eye injuries may result inpermanent loss of vision andforce a person to live a visually

handicapped life, while in factsuch injuries are largely prevent-able and avoidable.

BBMP standing committe for educationis experimenting has been exploring newoptions. It allowed spoken English classesfor the BBMP schoolchildren recently.Later it started coaching classes by se-lection grade lecturers for students whotake up board exams.

Standing committee chairman RameshRajusaid, "We have put forth our proposalto start five new degree colleges at variousplaces in the city. We have even paid aninitial deposit amount of Rs 55,000 foreach college to Bangalore University.

They must inspect the colleges and grantus the permission to run the colleges.We hopeto start the colleges next academic

year once we get the permission fromthe university. We will ask for the fundsbased on our requirements."

The standing committee has proposedto open colleges near Magadiroad, Cleeve-land Town near Shivajinagar, Mathikere,Dispensary road and Byraveshawarana-gar.

"We have identified and have appliedfor permission for thesefive places. Weare ready with the buildings too. It is leftto Bangalore University to grant the per-mission. They might give permissionforall the five colleges or at least three. Itis left to the university.But we have de-posited the money for all the above fivecolleges. Initially, these colleges will offerBA and BCom courses and as and whenthey develop, we have the idea of intro-ducing science courses too" he said.

The BBMP is at present running onedegree college at Kasturabhangar, MysoreRoad offering BA and BCom courses.

But no action has been takentill now. The present dispensa-tion should pass the bill as suchpieces of legislation exist in Gu-jarat and other states already.”

Keshava Hegde of the VishwaHindu Parishad alleged, “Thecommunal violence bill hasbeen influenced by Congresspresident Sonia Gandhi. Croresof rupees are coming into thecountry from abroad for con-version activities. The draft com-mittee had only members whoare inimical to Hindutva. Onecan imagine what colour thebill has taken.”

Changes have to be broughtinto the bill. It has been for-mulated keeping in mind theminority vote banks. The Con-gress-led UPA government atthe Centre knows that if theybring in a balanced bill theywould lose the votes of the mi-norities. The bill aims to targetHindus and innocent people,he added. The Hindu JagaranaVedike members held placardsand shouted slogans.

New Delhi: DMK MP Kanimozhiwill spend Diwali in jail as thecourt of Special Central Bureauof Investigation (CBI) Judge O PSaini reserved its order on herbail application till November 3.

The court was hearing the bailapplication of Kanimozhi alongwith Kalaignar TV managing di-rector Sharad Kumar, CineyugFilms' founder Karim Morani,and Kusegaon Fruits and Veg-etables Chief Executives Asif Bal-wa and Rajiv Agarwal.

The order on the bail applica-

tions of Kumar, Balwa, Agarwaland Morani has also been re-served till November 3.

While replying to Kanimozhi'slawyer Altaf Ahmad argument,the CBI told the court that it didnot want to oppose the bail toKanimozhi in the 2G case.

CBI prosecutor UU Lalit toldthe Special CBI Court that theinvestigating agency had no ob-jection in granting bail to Kani-mozhi, Kalaignar TV MD SharadKumar, Cineyug Films' founderKarim Morani, and Kusegaon

HC grants bail to Amar New Delhi: The Delhi High Courton Monday granted bail to formerSamajwadi Party leader AmarSingh's in the cash-for-votes scamon humanitarian grounds. Thecourt had on Wednesday re-served its order on Singh's bailplea.

But the court restrained AmarSingh from travelling abroad andasked him to deposit his passportwith the court. The court alsoasked Singh to furnish twosureties of Rs 50 lakh each.

Govt may allow global airlinesMumbai: The cabinet will shortlyconsider a proposal to allow for-eign airlines to pick up stakesin cash-strapped domestic car-riers, local media reported onMonday, citing unnamed gov-ernment officials.

Economic Times has reportedthat the industry ministry hascirculated a draft cabinet notefor inter-ministerial consultationafter a nod from the civil aviation

ministry.The department of industrial

policy and promotion (DIPP) hasargued foreign airlines be allowedto pick up a 26 per cent stake inlocal firms, it said.

The civil aviation ministry hasasked for the cap to be 24 percentor lower, the Business Standardpaper said on Monday, citing asenior DIPP official.

India allows foreign invest-

ment of 49 per cent in Indiancarriers, but foreign airlines arenot allowed to invest directly orindirectly in domestic airlines.

Officials at DIPP and the civil aviation ministry could notbe immediately reached byReuters.

Earlier in October, Civil Avia-tion Minister Vayalar Ravi hadsaid his ministry had not rejectedthe FDI proposal sent by the

DIPP and the plan was underconsideration.

Ercis: More than 200 people wereconfirmed killed and hundredsmore feared dead today after anearthquake hit parts of southeastTurkey, with rescue teams work-ing until morning to free sur-vivors crying out for help fromunder rubble.

Interior Minister IdrisNaim-Sahin said the 7.2 magnitudequake on Sunday killed 100 inthe city of Van and 117 in thebadly hit town of Ercis, 100 kmfurther north. The death toll wasexpected to rise.

Overseeing emergency oper-ations in Ercis, Sahin said a totalof 1,090 people were known tohave been injured. Hundreds re-main unaccounted for.

Rescue efforts struggled to getinto full swing following thequake, with electricity cut off asdarkness fell on the towns andvillages on the barren Anatoliansteppe near the border with Iran.

Survivors and emergency serv-ice workers searched franticallythrough broken concrete, usinghands, shovels and torches orworking under floodlights pow-ered by mobile generators.

As dawn broke the scale ofdevastation became clearer.

At one crumpled four-storeybuilding in Ercis, a team of fire-men from the largest southeast-ern city of Diyarbakir were tryingto reach four children believedtrapped deep in an apartmentblock as concerned bystanderslooked on. Nearby, aid teamshanded out parcels of bread andfood, while people wrapped inblankets huddled around openfires after spending a cold nighton the streets.

Prime Minister TayyipErdogansaid there were an unknownnumber of people unaccountedfor under the collapsed buildingsof the stricken towns, and hefeared the worst for villagers liv-ing in outlying rural areas, whohad still to be reached.

"Because the buildings aremade of adobe, they are morevulnerable to quakes. I must saythat almost all buildings in suchvillages are destroyed," Erdogantold a televised news conferencein Van shortly after midnight onSunday.

More than 100 aftershockshave jolted the region in the

hours since the quake struck foraround 25 seconds at 1041 GMTon Sunday.

In Van, a bustling and ancientcity on a lake ringed by snow-capped mountains and with apopulation of 1 million, cranesshifted rubble off a collapsedsix-storey apartment block wherebystanders said 70 people weretrapped.

Erdogan visited Ercis earlierby helicopter to assess first-handthe scale of the disaster. With 55buildings flattened, including astudent dormitory, the level ofdestruction in Ercis, a town of100,000, was greater than inVan, where fewer came down.

"We don't know how manypeople are in the ruins of col-lapsed buildings, it would bewrong to give a number," hesaid. Reuters television imagesfrom Ercis showed rescuers tryingto free one young boy, aged about10, pinned beneath a concreteslab.

"Be patient, be patient," theypleaded as the boy whimpered.The lifeless hand of an adult,with a wedding ring, was visiblejust a few centimeters (inches)in front of his face.

The Red Crescent said a teamof about 100 expert personnelhad arrived at the earthquakezone to coordinate operations.Some 4,000 tents and 11,000blankets, stoves and food werebeing distributed to help fightoff the cold. A tent city was beingset up at the Ercis sports stadium.

Access to the region was mademore difficult as the earthquakecaused the partial collapse ofthe main road between Van andErcis, broadcaster CNN Turk re-ported.

The military issued a statementsaying two battalions had beensent to assist the relief opera-tions.

Soldiers were deployed in thetown to help rescuers and diggingmachines had also arrived tohelp.

There was a constant wail ofambulance sirens ferrying theinjured to hospitals.

Dogan news agency reportedthat 24 people were pulled fromthe rubble alive in the two hoursafter midnight.

Reuters photographer OsmanOrsal earlier described seeingdead body after body beingpulled from the debris.

"Ambulances, soldiers, emer-gency teams everywhere now,working on getting people outof collapsed buildings. I haveseen many dead bodies beingtaken out, the teams are tryingto find people alive," Orsal said.

One nurse told CNN Turk newschannel the town's hospital wasso badly damaged that staff weretreating injured in the garden,and bodies were being left out-side the building, After visitingthe quake zone, Erdogan re-turned to Ankara, where he isexpected to chair a cabinet meet-ing to discuss the response tothe disaster.

Bangalore: A single-judge benchof the Karnataka High Court hasposted hearing of former KPSCchairman and information com-missioner Dr H N Krishna to Oc-tober 31. Dr Krishna has beenlanguishing in jail for his allegedinvolvement in 1989,1990 and2004 KPSC recruitment scandals.

The sessions court and highcourt have earlier denied bail toDr Krishna. The high court hadpassed severe strictures againstKrishna while passing an orderon his bail application last time.

Allegationswere being leveled against all members ofcore Team Anna including PrashantBhushanand KiranBedi, he said.

"All the contents of Jan Lokpal legislationare in the official bill and the government iscommitted on this issue. We too are of theopinion that a strong Lokpal bill should come,"he said. The Congress General Secretary ac-cused Team Anna of misleading the people.

On the upcoming assembly elections inUttar Pradesh, he said talks on forging an al-liance with Ajit Singh-led RLD was in thefinal stage.

DU drops essay; students protest

New Delhi: There is revolt in the Delhi Uni-versity campus as student and teacher or-ganisations will protest against the scrappingof AK Ramanujan's essay on Ramayana fromthe syllabus.

This came after an online signature cam-paign last week slammed the move. "To deleteit from the syllabus is an act that is deeplydisturbing, an instance of thought policing.Such a measure will only encourage sectariangroups to try and prevent intellectuals fromexpressing their ideas freely," reads the onlinepetition. A group of students and faculty willhold a protest march in the capital to resistwhat they call an attack on history by right-wing groups. Earlier this month, the DelhiUniversity Academic Council decided to removeRamanujan's essay on Ramayan despite op-position from the history department.

Merrill: US rating may be downgraded again

New York: The United States will likelysuffer the loss of its triple-A creditrating from another major rating agencyby the end of this year due to concernsover the deficit, Bank of America MerrillLynch forecasts.

The trigger would be a likely failureby Congress to agree on a crediblelong-term plan to cut the US deficit,the bank said in a research note pub-lished on Friday.

A second downgrade - either fromMoody's or Fitch – would follow Stan-dard & Poor's downgrade in Auguston concerns about the government'sbudget deficit and rising debt burden.A second loss of the country's topcredit rating would be an additionalblow to the sluggish US economy, Mer-rill said.

"The credit rating agencies havestrongly suggested that further ratingcuts are likely if Congress does notcome up with a credible long-run plan"to cut the deficit, Merrill's North Amer-ican economist, Ethan Harris, wrotein the report.

"Hence, we expect at least one creditdowngrade in late November or earlyDecember when the super committee

crashes," he added. The bipartisancongressional committee formed toaddress the deficit - known as the'super committee' - needs to break animpasse between Republicans and De-mocrats in order to reach a deal to re-duce the US deficit by at least $ 1.2trillion by November 23.

If a majority of the 12-member com-mittee fails to agree on a plan, $ 1.2trillion in automatic spending cutswill be triggered, beginning in 2013.

Those automatic cuts, mostly in dis-cretionary spending, would weigh fur-ther on a fragile US economy, Merrillsaid. In the same report, the bank re-duced its 2012 and 2013 growth forecastsfor the United States to 1.8 percentand 1.4 percent, respectively.

If there were a downgrade, it wasnot clear which ratings agency wouldmove first.

Moody's Investors Service, whichhas a negative outlook on the UnitedStates'sAaa rating, said it is lookingat several other factors, including theresults of presidential elections andthe expiration of the Bush-era tax cutslate in 2012, to decide on the rating.

"It's not that we're waiting just for

this committee to decide on the rating,"Steven Hess, Moody's lead analyst forthe United States, told Reuters in aninterview last week.

Failure by the committee to comeup with an agreement, he said, "wouldbe negative information but it is notdecisive in our view about the rating."

To be sure, Hess did not rule outthe possibility of an early move on USratings if the country's economy slipsinto recession. So far, however, theeconomic performance "is certainlynot super positive but not a disastereither," he said.

Fitch Ratings, on the other hand,still has a stable outlook on its AAArating on the United States, meaningit is more likely to revise that outlookto negative before actually downgrad-ing the rating.

In its latest report on the UnitedStates, Fitch says a "negative ratingaction," which could be only an outlookrevision, could result from a weaker-than-expected economic recovery orby failure by the bipartisan committeeto reach agreement on at least $ 1.2billion in deficit-reduction measures.

Hearing in Swamyʼs plea on Nov 8New Delhi: The 2G special court todaypostponed the hearing of petitionerand Janata Party President Subra-manian Swamy’s argument on whyP Chidambaram should be namedas co-accused in the scam to Novem-ber 8.

Swamy said that the hearing hasbeen postponed as the court officialsare away during the festival season.He also said that the Supreme Court’s

order on the charges against Chi-dambaram are also expected to befinalised by the date given by thespecial court.

The Janata Party President has ac-cused Chidambaram of mastermind-ing the 2G spectrum allocation asthe then finance minister in UPA 1,when the allocation took place. TheOpposition, too, tore into Chi-dambaram’s role in the entire scam.

BJP leader LK Advani said in astatement, “Despite elaborate at-tempts at a cover-up, the role offormer Finance Minister and incum-bent Home Minister P Chidambaram,clearly merits serious investigation.”

He added, “Why did Chidambaramconcur with A Raja’s decision to allotspectrum in 2008 at 2001 prices, daysafter giving an opinion to the con-trary?”
