The Pakistani troops opened fire at 5.00 PM yesterday towards Indian posts located close to civilian areas in Karnah area, 140 kms from here, official sources said today. They said the Indian Army retaliated the fir- ing with small weapons and the exchange lasted several minutes. This is the first ceasefire violation by Pakistani troops along the LoC in Kashmir Valley in the past three months. All the deceased were from Guntur district of Andhra Pradesh. The injured comprised drivers of both vehi- cles, a devotee and 12 bus passengers who have been hospitalised. Naxals blow up rail track in Dhanbad Dhanbad: Maoists blew up a railway track in Dhanbad rail division, disrupting train servic- es in Jharkhand as the two-day nationwide bandh called by the banned CPI (Maoist) entered the second day today. The Maoists exploded IEDs on the tracks be- tween Nishitpur and Matari railway stations late last night, according to divisional operative man- ager VedPrakash. The police recovered 120 gm of gold jew- ellery and 300 silver articles worth over Rs 4 lakh from the two – Krishna alias Kitty (22), a resident of Chamrajpet, and Vijay Kumar alias Viji (21), a resident of Chamrajnagar. With the arrest, the police claimed to have solved five cases of burglary in Banga- lore and Mysore. Two others in the racket, Harish alias Tamil Nadu Harish and Manja alias Macha, have been absconding. The accused were also rob- bing people near railway station and bus- stands. A division bench of Justices Muthu and C K Prasad heard the special writ petition filed by advocate SirajinBasha and rejected it. The petition had sought that Yeddyurap- pa’s bail in private complaints No.s 2 and 3, regarding his alleged involvement in illegal land denotification, be cancelled and the BJP leader be sent back to jail. But the Supreme Court stated that the Kar- nataka High Court order granting bail to Yed- dyurappa was valid and it would not like to intervene on the issue. The case for Basha was argued by senior Supreme Court counsel GopalSubramaniam. The cases pertain to the alleged illegal land denotification in and around Bangalore by Yeddyurappa during his tenure as chief minister. Bashahas filed five private com- plaints before the Lokayukta special court and Yeddyurappa has obtained bail in all the cases by approaching the high court. Basha had obtained permission from governor H R Bhardwaj to prosecute Yed- dyurappa when the latter was the chief minister. The Lokayukta special court had sent Yeddyurappa on judicial custody and the BJP strongman had to spend more than 20 days at the ParappanaAgrahara Central Jail. He has since been out of the prison. No rollback, only holdback: Pranab on FDI New Delhi: The Centre is trying to break the Parliament deadlock over the decision to allow Foreign Direct Investment (FDI) in retail with Union Finance Minister Pranab Mukherjee calling up senior BharatiyaJanata Party (BJP) and leader of opposition SushmaSwaraj to discuss the issue. Pranabappealled to Sushma to allow normal functioning of Parliament but the BJP leader made it clear that the Op- position wanted a clear statement from the Government in Parliament on its stand on FDI in retail. After the meeting sources said the Op- position has conveyed to the Govern- ment that it was okay with the idea of put- ting FDI in retail on hold till a consensus was reached. Senior BJP leader Yashwant said, "Gov- ernment is now trying to build consensus. It should have consulted allies and Op- position before taking the decision. Key United Progressive Alliance (UPA) constituent and West Bengal Trinamool- Mamata Banerjee is the one who has spoken out so far on 'assurances' given by Pranab Mukherjee to her on deferring FDI in retail. BJP and JDU are asking for a total roll back of FDI in retail from the government or an adjournment motion. As the government looks for a solution to the impasse on FDI, Congress General Secretary Digvijaya Singh continues to tar- get the BJP. "The BJP is trying to destabilise the UPA government by raising the issue of FDI in the retail sector as it was unable to forget its successive defeats in the 2004 and 2009 general elections," he said. Singh has accused the BJP of adopting double standards on the issue as its own election manifesto in 2004 had advocat- ed FDI in retail. Oppn planning to put BJP govt on mat in session Andhra assembly takes up no‑trust motion debate Hyderabad: Debate on a no-confidence motion against the government in Andhra Pradesh began Monday morning in the assembly but the numbers favoured the ruling Congress. On the last day of the five-day winter session, the house took up the debate on the no-confidence mo- tion moved by main opposition Telugu Desam Party (TDP). Setting the tone for the debate, Leader of Oppo- sition N. Chandrababu Naidu said the farmers in the state were in distress but the government had failed to come to their rescue. "Our only aim is to ensure that justice is done to farmers and the farmers' agenda should become the national agenda," said the former chief minister. The debate will continue through the day and the voting is likely to take place in the evening. With the PrajaRajyam Party (PRP) issuing a whip to all its 18 legislators to vote against the mo- tion, the government appears set to defeat the mo- tion with a comfortable majority. A frail and bearded KattaSubramanya Naidu attended the hearing at the Lokayukta special court at the City Civil Court complex this morning. The special court has been hearing land grabbing charges against the ac- cused, including Itasca MD Srinivas, through Karnataka Industrial Area De- velopment Board when Subramanya Naidu was the industries minister. Subramanya Naidu has obtained three- month bail from the Karnataka High Court on health grounds. He has been suf- fering from cancer and other complica- tions. He was, till recently, being treated at Lilavavati Hospital in Mumbai. During the last hearing before the special court last week, Naidu had sought bail, saying he needed to go to London for specialised treatment for cancer. Bangalore: There has been un-ending argument over whetherastrology is a science or just amatter of faith could be put torest now.The state government is thinkingof providing the stature of a pro-fessional course to astrology bystarting post-graduate and PhDcourses in this ancient systemof soothsaying. Energy ministerShobhaKarandlaje made the an-nouncement while taking partin the third International Astrol-ogy Conference in the city yes-terday.

Inaugurating the conference,she said astrology is one of thepillars of Indian tradition. Butthere has been an organised

movement to quell the system,she lamented.

Sanskrit University vice-chan-cellor Prof. Mallepuram GVenkatesh said that the universityhas already started a diplomain astrology. Soon, syllabi wouldbe prepared for the degree andpost-graduate courses. An expertcommittee would be formed forthe purpose.

Institutions abroad have beenconducting studies and researchon astrology. Colombo Universityhas started a PhD in the stream,he added.

More than 1,500 delegates,students and public took partin the conference, organised bythe Divyajyoti University.

Passing out paradeheld at ASC

Bangalore: 216 recruit traineesfrom Army Service Corps joinedthe ranksof the Army and at-tained status of a regular soldierat apassing out and attestationparade held at the ASC Centreand College in Bangalore.

Sparsh sets up sports injuries centreBangalore: Sparsh Hospital in the cityhas started an ultra-modern Sports In-juries Centre to help sports personsand others suffering from different in-juries.

While cricketers and other sportsmennow go abroad for surgeries and othersports-related treatment, the Sparshcentre has been opened to help thosewho cannot afford a travel abroad.

Sparsh Hospital also organised thefifth training programme for shoulderinjuries for two days where over a 100delegates from the US, Canada, London,Spain, Australia and other countriestook part.

During the programme, informationover new techniques in shoulder sur-geries and other related issues werediscussed.

City to face waterfamine by 2020

Bangalore: The population ofBangalore will reach 1.4 croreby 2020. If the present situationcontinues, there would be a waterfamine, warned experts.

The rise in population andthe resultant demand for waterwould be disastrous for the futureof the city, said Centre for PublicPolicy director and former min-ister P G R Sindhia.

A conferenceon waterwouldbe held in the city during Januaryand February. A dialogue willbe held with researchers, expertsand students working on envi-ronment and water, and an ac-tion plan would be formulatedto overcome water shortage, hesaid.

The decision taken at the con-ference would be presented tothe government to help it forma policy. As a prelude to the con-ference, a workshop on “Waterproblems Bangalore will face by2020” was held, he added.

A sub-committee with promi-nent personalities would beformed for the implementationof the report.

The government would bepressured to implement the find-ings in the report. If the govern-ment dilly-dallies then courtswould be approached for thepurpose, he added.

The CPP has been started tostudy the impact of populationgrowth and water shortage andto arrive at solutions.

V Balasubramnyam of theBangalore Environment Trustsaid that Bangalore is dependenton Cauvery and Tippegondana-halli for its water needs. Therehas been seepage of over 35 per-cent during supply. This has to

be immediately addressed. It isnecessary to clear encroachmentsof tank beds and Raja Kaluves,which are main storm waterdrains in the city, to solve thewater problem in the city. Thereis a need for the help of the ju-

Bus Day celebrated Bangalore Beat Bureau

Bangalore: The Bangalore Metro Trans-port Corporation, or BMTC, today cele-brated Bus Day, aimed at encouragingpeople to use public transport instead ofprivate vehicles.

The BMTC celebrates Bus Day on thefourth of every month. But this month, itwas held today as yesterday was Sun-day.

The day was held by allotting extraservices along the 12 major roads of thecity, Old Airport road (IPTL), Sarjapurroad, Hosur road, Bannerghatta road,Kanakapura road, Mysore road, Magadiroad, Tumkur road, Bellary road,Thanisandra road, Hennur road and OldMadras road. The BMTC operates 5,913routes with 79,000 schedules. Today, itran extra 1,500 routes. Also, it extendedthe services from 7 pm to 10 pm. With

this, the corporation ran over 3,000 extraschedules.

It used over 100 buses available at dif-ferent divisions and ran over 800 sched-ules. To help link the Metro Rail, MetroFeeder service MF-7 has been introduced.It runs from Byappanahalli through Bag-mane Tech Park, C V Raman Nagar, Basa-va Nagar, Marathahalli, IPTL and HopeFarm to Kadugodi. Eight schedules wererun every 10 minutes.

Three new Volvo schedules have beenintroduced along the route number 319C.They will start from Kempegowda busstand and run through S V Road Metrostation, Byappanahalli metro station,Hoodi, IPTL and will reach Kadugodi busstation.

The exercise will help the Southern Command to validate its war-fighting conceptswhile working towards 'capabil-ity- based approach' relying ona series of transformational ini-tiatives, concepts, organisationalstructures and absorption of newage technologies.

Pawar attacker's stay atmental hospital extendedNew Delhi: The youth, who hadslapped Union Agriculture Min-ister Sharad Pawar, was todayordered by a Delhi court to stayat the Institute of Human Be-haviour and Allied Sciences (IH-BAS) till December 12 for addi-tional tests by a medical boardto ascertain his mental health.

Extending the hospital stayof Harvinder Singh, who wasadmitted at IHBAS for medicaltests on December 2 as per acourt's directive, MetropolitanMagistrate Jasjeet Kaur askedthe institute's medical superin-tendent to authorise a doctor toproduce Singh's medical reportpersonally before her.

The court ordered Singh's ad-ditional tests after going througha preliminary report which theinstitute had submitted to it asper its November 30 order in re-sponse to a plea by Singh's coun-sel that he was suffering frommental illness.

The court adjourned the hear-ing on Singh's bail plea for thetime being and he will be pro-duced in court on December 9,when his judicial custody ex-pires.

Seeking bail for Singh, hiscounsel said his client is under-going psychiatric treatment for

four years and as per a SupremeCourt order, a mentally sick per-son cannot be held guilty evenfor killing someone.

"It is only a petty offence ofslapping a person by a mentallysick man and the Supreme Courtorder says a mentally sick personcannot be convicted even if hekills someone," Singh's counselR S Dhaka said.

Dhaka sought bail for his clientalleging that he is being perse-cuted only because he slappeda sitting minister and an influ-ential person, while not even acase was registered against himfor slapping former Telecom Min-ister Sukh Ram.

"The matter is being highlight-ed only because the person whosustained the slap is an influen-tial person, while it is only apetty offence which is evidentfrom the fact that when SukhRam was assaulted by the sameperson, not even an FIR was reg-istered."

Public prosecutor JitendraSharma, however, opposed thebail plea saying the accused is athreat to society and cannot beallowed to roam free and "cannotbe granted bail unless correctivetreatment and measures are tak-en".

"Even if it is accepted that heis mentally sick, he cannot beallowed to roam free. He is notshowing any remorse. He stillopenly says he will repeat theoffence," he said.

The court, however, keptSingh's bail plea pending andsought his health report on De-cember 12.

"As per the report, the accusedis hospitalised since December2 and the doctors have soughttwo-three weeks' time to consti-tute a medical board and exam-ine him. A report be called fromthe hospital on December 12 andthe medical superintendent isdirected to authorise a personto produce the report personallybefore the court," the judge said.

Singh, a small-time trans-porter, had assaulted Pawar onNovember 24 outside an audito-rium on Parliament Street aftera public function, saying it wasa protest against price rise andcorruption.

Private security guards hadoverpowered Singh after he hadassaulted Pawar.

Singh had also attacked SukhRam outside a court here on No-vember 19 after he was sentencedto five years in jail in a 1996 cor-ruption case.

Facelift for 2 Mirage jets in FranceNew Delhi: The first set of twoMirage 2000 combat jets of theIndian Air Force (IAF) have flownout for upgrade at the facilitiesof Thales, the French defenceand aerospace giant, as part ofa $1.35 billion deal for the 51-air-craft fleet.

"Two aircraft — a single seaterand a double-seater — haveflown out to the French Air Basenear Istres. The aircraft will reachMonday-Tuesday after halts intwo countries in the Gulf andtwo in Europe," Thales countrydirector Eric Lenseigne said.

"The upgrade will begin im-mediately after. A 22-memberproject team from the Indian AirForce and Hindustan AeronauticsLtd (HAL) will be associated withthe project. This is what we calla middle-life upgrade. It willtake a few years," he said.

According to sources, the pilotsand some team members couldnot have asked for a better flightpath, and destination. Their land-ings were slotted for Qatar, Egypt,Turkey and Greece, before arriv-ing at Istres in French Riviera,northwest of Marseille.

Lenseigne explained that dur-ing the upgrade of the two aircraftin Istres, a small team of Thalesexperts would also visit Banga-lore for the upgrade of anothertwo Mirage 2000 jets at the facilityof Hindustan Aeronautics.

"The dates have not been fixedyet. It could be anytime towardsthe first half of 2013. Both atIstres and Bangalore, there willalso be a simultaneous transferof technology, so that the re-maining upgrades can be doneby the Indian side," he said.

India had announced a con-

tract in end-July with two Frenchdefence firms -- Thales and Das-sault -- for upgrading its fleet of51 Mirage 2000 combat jets,which were acquired between1982 and 1986. The details re-garding the size of the deal werenot spelt out.

But ministry officials had saidit would work out to around $4billion, if one were also to con-sider other investments, like $500million towards a new facilityat Bangalore for Hindustan Aero-nautics and $1 billion for newweapons and related additions.

IRS officer, CAwife to be tried

in DA caseNew Delhi: A Delhi court hasdecided to put an IRS officer ontrial along with his chartered ac-countant wife for allegedly own-ing assets exceeding his legalincome, rejecting the woman'splea that the CBI has clubbedher income with that of her hus-band to arrive at the 'dispropor-tionate assets' figure.

Special CBI Judge Vinod Ku-mar passed order on framing ofcharges against the couple, say-ing the woman will have enoughof opportunity to explain herstand on her husband's assetsduring the trial.

While passing the order oncharges against IRS officer MilindPurshottam Damle for allegedlyowing disproportionate assetsworth Rs 54.67 lakh, the courtcharged his wife Murdul M Damlefor aiding and abetting him inamassing the wealth.

"There is enough material onrecord to frame a charge againstaccused Milind PurshottamDamle under Section 13(1)(e)read with Section 13(2) of Pre-vention of Corruption Act, 1988,"the court said.

The defence counsel, appear-ing for Damle and his wife, saidthey had tried to explain to theinvestigating officer about excessmoney recovered from theirhouse but their version was notinvestigated by the CBI.

He said Murdul is a practicingchartered accountant for past 20years and is having her own in-come.

The judge, however, said, "Ihave considered their submis-

sions and I am of the opinionthat this trial offers them an op-portunity to give proper expla-nation and prove their defence."

The judge adjourned the mat-ter for next hearing on January3, when the court would formallypress charges against the accusedand ask them whether they pleadguilty to them.

The court said there was aprima facie case against Damle'swife Murdul of intentionally aid-ing and abetting the crime.

The court observed thatflats/properties were purchasedby Damle through his wife andshe had 'intentionally' aided himby keeping the money in jointaccounts and acquiring the assetsin her name. A case was regis-tered against Damle and his wifein 2005.

"I have considered the rivalsubmissions and I have also care-fully perused the charge sheet.The check period for countingthe assets is from April 1, 2000to February 2, 2005.

"At the beginning of the checkperiod, Milind Purshottam Damleand his family members werefound to be in possession of as-sets worth Rs 12.75 lakh as onApril 1, 2000. At the end of checkperiod, he was found having as-sets to the tune of Rs 98.88 lakhas on February 2, 2005," thejudge said.

Damle's total income wasshown as Rs 40,49,391 and afterdeducting expenditure, he wasfound having disproportionateassets to the extent of Rs54,67,633, the court noted.

PMO holding backreport: Bhushan

New Delhi: Team Anna memberPrashant Bhushan today draggedthe Prime Minister's Office intothe controversial CD issue in-volving his father ShantiBhushan alleging that it was be-hind withholding a forensic re-port which said it was doctored.

His remarks came followinga RTI reply that the forensic ex-amination by Central ForensicScience Laboratory (CFSL),Chandigarh shows that the CDwas "doctored", contradictingfindings of two other such tests.

Bhushan claimed that thePMO in response to RTI of Sub-hash Aggarwal gave him onlyDelhi CFSL report and not theChandigarh report.

"The interest taken by theHome Minister P Chidambaramin this matter and the PMO inrevealing the Delhi CSFL reportwhile withholding the Chandi-garh CFSL report shows that the

Government is behind the dis-semination of this fabrication,if not the actual fabrication itself.This was the beginning of therepeated attempts by the gov-ernment to defame importantmembers of the anti-corruptioncampaign — an attempt whichcontinues till this day," he said.

After the CD came into circu-lation, Shanti Bhushan had fileda complaint with Delhi Policeon April 14, alleging that it wasfabricated and denied havingany conversation with Mulayamand Singh.

"This (Chandigarh) report, af-ter 8 months since it came intoexistence, has been given to Sub-ash Chandra Aggarwal by theChandigarh CSFL on Central In-formation Commission’s order.The Delhi Police refused to givethis report to Shanti Bhushandespite his repeatedly asking forthe same.

Former Chief Climate ChangeNegotiator of the United Nations,Yvo de Boer, has said that hewas "deeply concerned" aboutthe ongoing negotiations.

He believes the process of ne-gotiating a meaningful climateagreement was failing. Worldleaders have failed to reach aninternational accord to controlgreenhouse gas emissions caus-ing global warming, he said.

In recent years, their inatten-tion has been compounded bytheir preoccupation with the eco-nomic and Eurozone crises.

Rather than act in their own na-tional interests, many leaderslook to see what others are will-ing — or unwilling — to con-cede.

"I think a bit of the situationthat we have at the moment,and certainly the situation we

had in Copenhagen, is that you'vegot a bunch of international lead-ers sitting 85 stories up on theedge of a building, saying toeach other, 'you jump first andI'll follow,'" Mr de Boer said.

But despite their failures, Mrde Boer said he thought mostleaders sincerely want a deal onclimate change. "It's, to a largeextent, I think, a rudderlessprocess," he said. On Sunday,the South African host of thetalks called for divine help at aclimate change church serviceorganised by the South AfricanCouncil of Churches.

"We needed to pray for a cred-ible, balanced and fair outcomethat has a sense of urgency tosave the earth, the planet now,"said Maite Nkoana-Mashabane,

who as South Africa's ForeignMinister is President of the Dur-ban round of negotiations.

Critics of this year's COP17talks say that too little is beingdone to push through a legally-binding resolution on climatechange.

More radioactive waterleaks at Japanese plant

Tokyo: At least 45 tons of highlyradioactive water have leakedfrom a purification facility at theFukushima Daiichi nuclear pow-er station, and some of it mayhave reached the Pacific Ocean,the plant's operator said Sunday.

Nearly nine months afterFukushima Daiichi was ravagedby an earthquake and tsunami,the plant continues to pose amajor environmental threat.

Before the latest leak, theFukushima accident had beenresponsible for the largest singlerelease of radioactivity into theocean, threatening wildlife andfisheries in the region, expertshave said.

The new radioactive waterleak called into question theprogress that the plant's operator,Tokyo Electric Power Company,appeared to have made in bring-ing its reactors under control.The company, known as Tepco,has said that it hopes to bringthe plant to a stable state knownas a cold shutdown by the endof the year.

The trouble on Sunday camein two stages, a Tepco statementsaid. In the morning, utility work-ers found that radioactive waterwas pooling in a catchment nextto a purification device; the sys-tem was switched off, and theleak appeared to stop.

But the company said it laterdiscovered that leaked water wasescaping, possibly through cracksin the catchment's concrete wall,and was reaching an externalgutter.

In all, as much as 220 tons ofwater may now have leaked fromthe facility, according to a reportin the newspaper Asahi Shimbunthat cited Tepco officials.

The company said that thewater had about one milliontimes as much radioactive stron-tium as the maximum safe levelset by the government, but ap-peared to have already beencleaned of radioactive cesiumbefore leaking out. Both elementsare readily absorbed by livingtissue and can greatly increasethe risk of developing cancer.

Tepco said a check on Satur-day had found no sign of the

leak, suggesting that it beganSaturday night or early Sundaymorning. The company said itwas exploring ways to stop anymore water from escaping.

Since the disaster in March,workers have been struggling tocool the stricken plant's reactorsby flooding them with water,which is contaminated with ra-dioactivity in the process andbecomes a problem of its own.

Tepco installed a new circu-latory cooling system in Septem-ber with filters that decontami-nate and recycle the cooling wa-ter.

But the company acknowl-edges that some water has al-ready leaked into the ocean, andthousands of tons of water re-main in the flooded basementsof the plant's reactor buildings.

The Institute for RadiologicalProtection and Nuclear Safetyin France estimates that betweenMarch and mid-July, the amountof radioactive cesium 137 thathad leaked into the Pacific fromthe Fukushima Daiichi plantamounted to 27.1 petabecquerels,the greatest amount known tohave been released from a singleepisode.

(A becquerel is a frequentlyused measure of radiation, anda petabecquerel is a million bil-lion becquerels.)

Jaya asks PM for forcesto protect Mullaperiyar

New Delhi: Tamil Nadu Chief Minister J Jay-alalithaa said that Kerala is being alarmist withoutcause on the Mullaperiyar issue. She has writtento the Prime Minister once again asking for centralforces to be sent in.

"I would like to bring to your notice the graveconcern of my Government about the securitythreat to the Mullaiperiyar Dam. In view of the vi-olent activities reported at the Dam site, it is im-perative that Central forces be deployed at theDam immediately, the TN CM said.

The opposition DMK in Tamil Nadu also backingthe Chief Minister on the issue. Party chief MKarunanidhi has written to a Supreme Court-em-powered Committee to implement the SupremeCourt order to raise the storage from 136 feet to142 feet.

"Don't accept Kerala's demand to reduce storageto 120 feet. Stop Kerala from spreading fear andpanic in the minds of the people," he said. But as

far as the logjam between Tamil Nadu and Keralaare concerned, there seems no end to it. Bothsides hardening their stand.

This despite Kerala Chief Minister OomenChandy making it clear that his ministers shouldnot jump into the bandwagon of strikes as thiswill have a negative impact on Kerala's case inthe Supreme Court.

Kerala's cabinet will be meeting to take stockof the situation. Meanwhile, MDMK leader Vaikowill be meeting the Prime Minister to put forwardTamil Nadu's position on the issue. The AttorneyGeneral is also expected to explain his commentson the dam before a Supreme Court-empoweredcommittee.

Kerala is demanding a new dam, saying theexisting one has been rendered weak by frequentearthquakes. Tamil Nadu want Prime Ministermust stop Kerala from creating panic. Kerala wantthat height of the dam should be reduced from132 feet to 120 feet but Tamil Nadu says increasethe height of dam from 132 feet to 142 feet. Both

states want Centre to intervene. Meanwhile, Union Water Resources Ministry

has called for talks between conflicting states.Tamil Nadu has decided to skip the dialoguewhile Kerala will attend it. Also, National HumanRights Commission will hear the petition filed bysome Kerala MPs seeking its "humanitarian in-tervention" to save the people of Idukki who arelikely to be affected if the dam bursts as appre-hended.

Setting aside rivalries, the opposition DMK inTamil Nadu is united with the government on theMullaperiyar issue. Party chief M Karunanidhiwrote to a Supreme Court-empowered Committee.

"Implement the Supreme Court order to raisethe storage from 136 feet to 142 feet. Don't acceptKerala's demand to reduce storage to 120 feet.Stop Kerala from spreading fear and panic in theminds of the people," Karunanidhi said.

Dawn reported that diplomaticcircles in Washington expectlow-level participation from Pak-istan in the international con-ference.

Pakistan decided to boycottthe Bonn conference to protestthe Nov 26 NATO airstrike thatleft 24 Pakistan Army soldiersdead in Mohmand Agency. Theattack prompted Islamabad tostop NATO supplies through thecountry and it also decided tostay away from the Bonn con-ference.

Foreign ministers from over90 countries are expected to con-gregate at Bonn Monday for theconference that is going to dis-cuss the future of Afghanistan.Western forces in Afghanistanare scheduled to leave the coun-try by 2014. Sources said thebreakthrough came after US Pres-ident Barack Obama called upPresident Asif Ali Zardari.

The BJP needed 20,562 votesto ensure it did not lose its depositin the bypolls.

Assange to play his final card to avoid extradition

London: WikiLeaks chief JulianAssange will today play his finalcard in a lengthy legal battle toavoid extradition to Sweden overrape claims when he appeals toBritain's top court to overturnthe order.

Almost a year after his arrestover rape and sexual assault al-legations, the 40-year-old Aus-tralian will ask two judges atLondon's High Court to decidewhether his appeal can proceedto the Supreme Court.

Assange has spent much ofthe last year under virtual housearrest on a supporter's countryestate in eastern England aftera European Arrest Warrant wasissued last December.

A lower court initially ap-proved Assange's extradition inFebruary, but he appealed to

Prefer 'hinglish' topure Hindi: Govt

New Delhi: In a bid to overcomeproblems posed by difficult Hindiwords, Government has askedsection officers to use their ''hing-lish'' replacements for easy un-derstanding and better promo-tion of the language.

The order issued by the Rajb-hasha unit of Ministry of HomeAffairs was recently re-circulatedin various offices after it was of-ficially mentioned that such pu-ritan use of Hindi generates dis-interest among masses.

The circular recommendedthat difficult Hindi words canbe replaced with English alter-natives in Devanagari script forofficial work.

Citing examples, Departmentof Official Language at HomeMinistry said 'misil' can be re-placed with file, 'pratyabhuti'with guarantee, 'kunjipatal' withkeyboard and 'sanganak' withomnipresent 'computer'.

It also advocated use of pop-ular Hindi words and Englishalternatives to make the languagemore attractive and popular inoffices and masses.

"Whenever, during the officialwork, Hindi is used as translatinglanguage, it becomes difficultand complex.

“There is an urgent need tomake changes in the process ofEnglish to Hindi translations.Translations should carry ex-pression of the original text ratherthan word-by-word Hindi sub-stitute," the circular said.

It said use of popular wordsof Urdu, English, and other re-gional languages should be pro-moted in official correspondence.Pure Hindi should be for literarypurposes while practical 'mixed'version for work purposes.

It said it is better to use Englishterms in Devnagri script than totranslate them in pure Hindi.
