Former chief minister HDK and his wife who is an MLA from Madhugiri constituency have filed a writ petition in high court seeking to quash Lokayuktha proceedings against them. When the case came up this morning, the high court postponed it October 19. Ku- maraswamy and his wife are facing cases in the Jantakal mining company and Vishwabharathi house building cooperative cases in which the former CM had helped both these companies by violating norms when he was chief minister. A case was filed against them by advocate B S Vinod Kumar stating that HDK misused his po- sition and his powers when he was CM. There are also allegations that the Kumaraswamy fam- ily received a site from the Vishwabharathi house building society which was initially registered in Anitha Kumaraswamy’s name. The site was then returned, taken back and re-registered in the name of Kumaraswamy’s mother in law. GP member, ex‑prez held for woman officerʼs suicide Bangalore Beat Bureau Gulbarga: A gram panchayat official, an ex- gram panchayat president and a present mem- ber were arrested today for sexually harassing and pushing a gram panchayat official to sui- cide. Mandakini (23), the Sannur gram panchay- at development officer, hanged herself at her house last night and left a suicide note alleging sexual harassment by the three men. In a joint operation, Rajiv Gandhi Nagar and University police arrested former gram pan- chayat president Basavarj Hakki, Youth Con- gress leader and panchayat member Jagadish Patil and bill collector Vasudev Jadav. The po- lice said they arrested the trio after obtaining proof of their sexual harassment against Man- dakini. The police said Mandakini was even beaten up recently and her body injury marks. They pointed fingers at the three accused for assault against the woman officer. It is said that Mandakini has mentioned in her suicide note the harassment she had to go through at the hands of these men, who pestered her for sexual favours. But she refused. Depressed over the developments she com- mitted suicide last night. Bonded laborers rescued Bangalore Beat Bureau Mangalore: 18 bonded laborers were rescued by the revenue department and labor department officials jointly, this morning. The laborers were working in a private company at Kenjaru, Joekatte village near Bajpe airport in Mangalore taluk. The rescued workers are natives of West Bengal where they were working for Rs. 70 per week. The officials received information today about these peoples’ plight and raided the company and rescued the captive workers. Kaushik (24), a resident of HSR Layout, and Aparna were happy lovers till Ravi Rana Singh, a former boyfriend of Aparna, could not stomach that she was going around with Kaushik. The police said that Aparna was going around with Rana Singh. But later, she moved away from him to start a relationship with Kasuhik, a city-based young- ster. Rana Singh to take revenge against his ex-lover and her boyfriend, entered Kaushik’s house at HSR Layout this morn- ing and attacked them with a knife. Kaushik too fought back in- juring Rana Singh. Kaushik’s neighbours, alerted by the shouts, entered the house. But by then, all the three were lying in pools of blood. All of them were rushed to a nearby hospital. Kaushik was declared brought dead, while Aparna and Rana Singh, who have sustained serious injuries, are being treated at the hospital. The HSR Layout Police have reg- istered a case. Reddyʼs custody extended till Oct 31 Bangalore Beat Bureau Hyderabad: Former minister and mining baron Gali Ja- nard- hana Reddy has to spend Deep- avali too behind bars. CBI special judge court Nagamurthi Sharma, who heard his bail petition today, extended the judicial custody till October 31. Reddy, who has been accused of illegal mining activities through his Obulapuram Mining Company in Anantapur district along the Karnataka-Andhra Pradesh border, was arrested from his residence at Bellary on September 5. Central Bureau of Investigation sleuths raided Reddy and shift- ed him to Chanchalaguda jail on September 5. OMC managing di- rector Srinivasa Reddy too was arrested that day. The Andhra Pradesh govern- ment had handed over illegal mining cases to the CBI in 2009 when K Rosaiah was the chief minister. The case was handed over to the CBI after protests from opposition parties. HC to hear BSYʼs plea tomorrow Bangalore Beat Bureau Bangalore: The Karnataka High Court today posted the hearing of bail application of former chief minister B S Yeddyurappa to tomorrow. The BJP strongman has also filed an objection petition to the conduct of judicial proceedings at the Lokayukta special court that sent him to jail in illegal land denotifica- tion cases on Saturday. The court also posted former min- ister and Malur MLA Krishnaiah Shetty’s bail petition to tomorrow. Shetty too has been sent to judicial custody and is lodged at the Parap- pana Agrahara Central Jail. Yeddyurappa, who complained of chest pain, stress, mental agony, vomiting sensation and other ill- nesses, was shifted from the jail to Jayadeva Institute of Cardiology. Filing the petition before the high court, Yeddyurappa’s counsel Ravi B Naik said that his client has been suf- fering from diabetes, hypertension, severe back pain and other diseases, and needs immediate medical care. Yeddyurappa should be granted in- terim bail for further treatment, he pleaded. He also raised objections to the ju- dicial proceedings at the special court by Justice N K Sudheendra Rao. “The Lokayukta court has not taken up the cases properly. No proper judicial process has been fol- lowed while issuing summonses to the accused in the illegal land deno- tification cases. These cases have not been verified properly,” he has petitioned. Naik has said that the cases filed against Yeddyurappa are a political conspiracy to dethrone the BJP gov- ernment in the state. His political ri- vals within and outside the party have hatched a conspiracy against Yeddyurappa, he said. The former chief minister did not appear before the Lokayukta special court on Saturday morning, as he was suffering from a severe back pain. His counsel filed an exemption petition, pleading that Yeddyurappa could not climb the steps leading up to the court to attend the hearing. But Jus- tice Sudheendra Rao rejected the petition, saying it was a day of orders and it did not matter whether an ac- cused was present in the court or not. He issued a non-bailable warrant against Yeddyurappa, as he was ab- sent, and sent Krishnaiah Shetty for judicial custody. After a four-hour drama, Yeddyu- rappa appeared before the Lokayuk- ta special judge around 4.45 pm on Saturday. He was then sent to judicial custody and lodged at the central jail. The PCR 2 and 3 cases related to al- leged illegal land denotification and have been filed by advocate Sirajin Basha, who had obtained approval for prosecution of Yeddyurappa who was then the chief minister. Yeddyurappa’s sons B Y Raghavendra and B Y Vijayendra and his son-in-law Sohan Kumar are among the 27 accused in the two cases. The other accused have been granted bail with the condition that they have to submit detailed ac- count transactions of their company Davalagiri Properties over the last three years. The report has to be submitted to the court within a week. Continued on page 3 Court: Katta to bear cancer treatment expenses Bangalore Beat Bureau Bangalore: The Lokayukta special court today gave some relief to former IT-BT minister Katta Subramanya Naidu, who has been in judicial custody for KIADB land scam and is being treated at Victoria Hospital for a series of illnesses, to go ahead with his treatment for cancer. The court also rejected the bail applications of all the ac- cused, including Katta’s son and Vasanthnagar corporator Ja- gadish Naidu and Itasca com- pany managing director S V Srinivas Rao. The court has permitted Katta to get treated in any super-speciality hospital, but within the country. He has to be accompanied by the police at all times, even during treat- ment. Lokayutka special judge N K Sudheendra Rao said that the cost of treatment has to be borne by the former minister or his family. The Lokayukta police arrest- ed Katta Subramanya Naidu for his alleged involvement in Kar- nataka Industrial Area Devel- opment Board land scam. The police have alleged that the mis- used his powers as a minister and grabbed lands. He was sent to judicial cus- tody on August 8. After few days, he was shifted to Victoria Hos- pital as he was suffering from a series of illnesses and has been there for more than a month now. Doctors submitted a report, stating that the ex-minister was suffering from cancer. It was stated that he also got stem cell treatment in London in 2008. The Censor Board has now filed a complaint against director Pawan Kumar and distributor. The case has been filed under Censor Acts of 13 and 14 for having changed the climax of the film without taking permission from the Board. Pawan Kumar, who has admit- ted violating the rules, had sent an apology to the board. But the cen- sor board has filed a complaint keeping the apology letter as proof. According to Censor Board officer Nagaraj, any scenes edited or deleted should be informed to the board before shown to the audience. Anna effect? Cong third in Hisar poll Hisar: Kuldeep Bishnoi of the Haryana Janhit Congress( Bha- jan Lal) won the Hisar Lok Sabha by-elections defeating his nearest rival Ajay Singh Chautala of the In- dian National Lok Dal by 6323 votes. Companies becomingeco‑friendly: AssochamBangalore: A large number ofdomestic companies are optingfor eco-friendly packaging withmany consumers shifting to sus-tainable and green packagingamid rising environmental con-cerns, according to a recent studyby apex industry body As-socham.

The sustainable packagingsector is growing at a faster paceof about 25 percent per year com-pared to the overall packagingindustry which is growing atabout 20 percent annually, ac-cording to a study on DomesticGreen Packaging Industry pre-pared by the Associated Cham-bers of Commerce and Industryof India (Assocham).

“Flexible packaging marketin India is currently worth aboutRs 14,000 crore and likely toreach Rs 22,950 crore by 2015,”said Assocham secretary-generalD S Rawat, releasing the findingsof the study.

“Packaging adds to the prod-uct value and preserves its qual-ity, be it food or non-food articles,electronic goods, machinery and

plenty of other products,” saidRawat.

Consumer behaviour has ahuge impact on the packagingindustry as consumers today fo-cus on greater value for moneyin their purchases.

Companies are laying moreemphasis on green packaging.

Assocham interacted withabout 200 representatives in-cluding the chairmen, managingdirectors, CEOs and directors offood and beverage companies,consumer packaged goods, shop-keepers, wholesalers and retail-ers in the city, to ascertain theimpact and advantages of sus-tainable packaging on highlyfragmented Indian packagingindustry.

Nearly 40 percent of manu-facturers said they are increas-ingly adopting renewable pack-aging technologies, environmen-tally friendly light materials andcost-effective methods that leadto reduced fuel and water con-sumption, decreased costs andincreased consumer awarenesswhich in turn leads to increased

cerns about carbon emissions,dearth of natural resources to-gether with increasedhealth awareness andwaste reductiontargets are cer-

tain keyg r o w t hdrivers ofgreen packag-ing innovations inIndia, highlights theAssocham survey.

About 55 percent of re-spondents said they aregradually reducing usage ofnon-decomposable plastic bagsand seeking support of local gro-

per bags.According to Assocham,

about half of total demandfor paper is consumed by thepackaging industry.

Artistes honouredfor their long contribution

Bangalore: A romantic musicalevening by renowned playbacksinger Madhu Balakrishnan andtroupe was organised by the Ban-galore Club for Kathakali & theArts, a not-for-profit organisation,at Chowdaiah Memorial Hall re-cently.

A renovated Rail Gallery thathouses paintings, photos andrail artefacts was inauguratedrecently. The show has been putup under the theme “Supportand Appreciation for Art andRailways” or SAFAR.

SAFAR is a movementlaunched by the South WesternRailways’ Bangalore division as“part of continuing aim to pro-mote art and bring it close topeople”

Against the backdrop of themyriad sights and sounds,flavours and colours of a railwaystation, one can see the conflu-ence of eminent artists expressingthemselves on canvas in themidst of the hustle and bustleof life at these stations

The paintings on display herewere done during an artist campheld by South Western Railwayon March 26 this year.

The walls have been decoratedwith Worli paintings.

Leading artists like Chan-dranath Acharya, M V G Andani,S G Vasudev and M B Patil. Theshow also has artefacts used bythe Railways in the past, suchas weighing machine manufac-

Bangalore: A festival of Englishplays will be held for sevenmonths at the Bangalore PalaceGrounds from December.

Except in April, the festivalwill be held till June. The festivalwill be held on the premises ofThe Jagruti at the PalaceGrounds, said Jagruti founderArundhati.

Girish Karnad’s “The Dreamsof Tipu Sultan” will be part ofthe fest that will also see Jagrutiproductions “Lysiestrata” and“A Twist of Lime”. “Shipwrecked”from The Raag from the US andthe UK-based Aksar’s TouringCompany‘s “The Golden Dragon”and “The Interview” will be partof the festival.

In a month, a single play willbe staged for 18 days. The showswill be held from 8 pm everyday, she said.

Lysietstrata will be staged fromDecember 2 to 18, The GoldenDragon from January 13 till 19,The Interview from February 9to 25, The Dreams of Tipu Sultanfrom March 9 to 25, A Twist ofLime from May 4 to 20 and Ship-wrecked from June 1 to 17.

In the intervening days, sem-inars, talks and other theatre-related workshops would be heldon the premises of Jagruti.Renowned actors, directors andother professionals from acrossthe country and world wouldconduct the workshops.

Nokia to pre‑load host of apps inhandsets sold from month‑end

Bangalore: The advent of smartphoneshas given way to a host of applications,or apps, that entertain and inform users.

Nokia, which seems to be losing therace to other smartphones makers likeSamsung and Apple over the last fewmonths, has decided to brace for thecompetition and will load all its phonesthat will be sold from October end witha host of applications.

Development of apps has spun off aseparate industry with telecom com-panies, like Twist Mobile, Hungama,Synqua, Migital, Indiagames, Sinew,Nextwave, Archmobile, Techtree IT,Spicelabs and Impetus, developinggames and other applications for mobileusers.

“We want to give great many appli-cations in our mobile handsets. Theseapp pre-loaded phones will be availablethis October. Many of these applicationshave been developed by engineers anddevelopers in India,” said Jasmeet Gand-hi, head of services, marketing, NokiaIndia.

“These handsets will be made avail-able, not just in India, but across theworld. These handsets will have different

language interfaces and as per thetaste and specifics of Indian mobileusers,” he said.

The priority is for the local lan-guage.

If someone is buying a Nokiaphone in Russia or Korea would haveinterfaces working in those lan-guages, he specified.

Speaking to the media at Vid-hana Soudha, Gowda said, “Dueto the problems of power supplymany small scale industries arefacing problems. The productionhas reduced and the growth inthis section has gradually comedown. The KPTCL has to supplypower to these industries in aseparate feeder. In this regard Iwill write a letter to every memberand the concerned officials totake up the issue.”

“Today lakhs of people bothin urban and rural areas are de-pendent on small scale industriesfor their livelihood. Due to theshortage of power many are fac-ing problems.” Gowda added.

The small scale industries willhold a separate meeting on Oc-tober 26th at Chickamagalur todiscuss developing SSIs in ruralareas also. If the SSIs are set upin rural areas, a lot of employ-ment can be given to the ruralpeople and the areas can be de-veloped and mass migration tocities can be avoided. “The SSIdepartment is committed to theimprovement and setting up ofsmall scale industries in ruralareas.” Raju Gowda said.

Sanjeev Bhatt gets bail after 18 days

Ahmedabad: Suspended GujaratIPS officer Sanjeev Bhatt was onMonday granted bail by a court.

The officer, who took on Gu-jarat Chief Minister NarendraModi, was granted the bail after18 days.

Bhatt walked out of the Sabar-mati jail just hours after the courtgranted the bail to him.

Speaking to mediapersons,Bhatt said that he was happythat the rule of law had prevailed,adding that it was a victory forthe victims of Gujarat riots.

When asked about his expe-rience inside the jail for 18 days,Bhatt said, "It was like a sab-batical for me."

Later, addressing a press con-ference at his residence, Bhattsaid, "Justice should be delivered.People who are victim of stateviolence should get justice."

In a reference to his oppo-nents, he further said, "I am notafraid of any one. Let them dowhat they can."

Sessions Judge V K Vyas grant-ed the bail on the condition that

Bhatt would cooperate with theinvestigation and would remainpresent when called for.

Reacting to the development,Bhatt's lawyer IH Saiyed hadtermed it as a great relief, ex-pressing hope the officer wouldbe out of the jail in a couple of

hours.The wife of the suspended of-

ficer, Shweta Bhatt, had said, "Iam relieved. I just want to seehim today."

Bhatt was arrested on chargesof forcing his subordinate, K DPant, to file a false affidavitagainst Gujarat Chief MinisterNarendra Modi, implicating himin the 2002 riots.

Bhatt was lodged in the Sabar-mati jail.

His arrest was made on an af-fidavit by Pant, alleging that hewas forced to stand as an alibifor the incidents that happenedon the night on February 27,2002 at the CM's residence, aday before the communal flareup in Gujarat.

Bhatt had, however, refusedto comment on it saying, "I can-not say anything right now as Iam in police custody. It is notthe right time. If I want I cansay lot of things but would notlike to comment. It is now formedia to decide what is rightand what is wrong."

All sporting bodies willbe under RTI: Maken

New Delhi: Sports minister AjayMaken unveiled his new revisedSports Bill today. Hinting at theBCCI's opposition to it, Makensaid that the Bill will enhancegreater transparency in the func-tioning of sports federations. Headded that sporting bodies whichdo not want to come under theRTI raise suspicion.

"We strongly feel the func-tioning of the sports federationsshould be transparent. If theyoppose it then there is somethingwrong," Maken said.

Maken also said that all sport-

ing bodies will be in the ambitof the RTI with an exclusionclause provided to protect certaininformation.

He said that unlike other coun-tries, the news of Indiansportspersons' medical healthand fitness is in the public do-main which is a disadvantageto the players. Since the BCCIhas come under NADA, Makensaid the Sports Bill will allowthe BCCI to follow the same pol-icy that is followed internation-ally.

"Another aspect is that our

players medical health or stateof fitness is in public domainwhich isn't there in other coun-tries. This will be a disadvantageto our players," said Maken.

Questioning the age andnorms tenure, Maken said, "Wehave age and tenure norms aswe said earlier. It is somethingwhich forms a part of universalrules of good governance. When70 years is the age norm for In-ternational Olympic Council,their office bearers can't be morethan that so why should our of-fice bearers be more than 70?"

Maruti's plant resumespartial production

New Delhi: The strike at MarutiSuzuki India's (MSI) Manesarplant entered its 11th day onMonday, with workers protestingoutside the factory premises, butthe company said it has resumedpartial production at the plant.

The company also said pro-duction at its main plant at Gur-gaon has been resumed after a

two-day closure last week dueto component supply constraintsfrom Suzuki Powertrain.

In the meantime, the HaryanaLabour Department has calledfor a meeting today of the man-agement and striking workersof MSI, SPIL and Suzuki Motor-cycle India Pvt Ltd (SMIPL) tofind a solution.

"Production has started in alimited way at the company splant in Manesar. To start with,the weld shop has been madeoperational," a companyspokesperson said. The companyresumed operations at Manesarwith some of the trained workersfrom among those who have re-fused to join the strike, he added.

They held a Mahapanchayat on Sun-day and issued an open letter to UttarPradesh Chief Minister Mayawati, threat-ening to disrupt the F1 race if their de-mands were not met.

The Budh International Project, oneof the world's most challenging motorsports tracks, has been built at the costof $400 million.

However, the locals are unhappy withthe same.

"The land was taken for industriesbut no industry has been made," said afarmer.

"A lot of people are yet to receive their

compensations," said another villager.According to some other villager, the

road to the girls’ school has also beenblocked by the track and now they haveto travel 9 km to go to school everyday.

In the Mahapanchayat held on Sunday,the message that came across was thatthe farmers had more participation inthe land.

Farmers who have lost land havethreatened to stop the F1 race if theirclaims are not heeded. The villagers de-mand that the compensation be at parwith that given to farmers in Patwarivillage and industries be set up on theacquired land.

They are also concerned about jobprospects in the upcoming projects andthe reopening of roads blocked due to

construction work.According to the Yamuna Expressway

Industrial Development Authority offi-cials, the land was acquired under emer-gency clause for Special DevelopmentZone and not industries. Therefore, pro-moters Jaypee are obligated to use 35per cent of the total area for sporting in-frastructure. Jaypee group claims villagerswould benefit.

"The Budh circuit is build on a landwhich we have acquired from the villagersand the way we are developing will ben-efit the villagers as well," said JaypeeVP Cobcom.

However, villagers are not satisfiedwith the trickle down theory. They wanta concrete solution ahead of F1's galaopening.

Hisar: Kuldeep Bishnoi of theHaryana Janhit Congress( BhajanLal) won the Hisar Lok Sabhaby-elections defeating his nearestrival Ajay Singh Chautala of theIndian National Lok Dal by 6323votes. Bishnoi was also supportedby the Bharatiya Janata Party(BJP).

Congress candidate JaiPrakash came a distant third de-spite his party being in powerin the state.

Kuldeep Bishnoi, who stoodat 355941 votes, defeated AjayChautala, who got 349618 votesand Jai Prakash, who got 149785votes.

Even though the main battlewas between Bishnoi and Chau-tala; Anna Hazare call to notvote in favour of the Congresscandidate had given the by-elec-tion an interesting twist.

Bishnoi, however, declined tocredit Team Anna for his winand instead said that Anna Haz-are should have targeted all cor-rupt parties and not just the Con-gress.

Following Team Anna's anti-Congress campaign the seat hadbecome a prestige issue for theparty even though during the2009 Lok Sabha Elections, too,the party had finished third.

Bishnoi's father and formerCongress leader Bhajan Lal hadwon the seat in 2009 after form-ing his own outfit. The by-elec-tions were held after Lal died.

New Delhi: The Supreme Courthas issued a notice to Anna Haz-are on a public interest litigationseeking a CBI probe into the al-legation of mismanagement offunds by Anna's NGO HindSwaraj Trust.

The court has also issued no-tices to the Maharashtra govern-

ment and the CBI on a plea bypetitioner Supreme Court advo-cate ML Sharma.

The petition alleges thatAnna's NGO did not keep ac-counts, from 1995 to 2003, offunds given to it by the Maha-rashtra government and the Cen-tre.

The NGO has already admittedas much before the PB SawantCommission that had investigat-ed complaints against it.
