The government has been reclaimingmore land region-wise to promote rural socio-economy as the agriculture sector, the mainlivelihood of rural people, is of vitalimportance for national economicdevelopment. In addition, it has been helpingfarmers to conduct mixed-cropping anddouble-cropping and to increase per acreyield of crops.

Extension of irrigation facilities isanother endeavour the government is carryingout with the aim of achieving rice surplusesand distributing enough edible oil for domesticmarket.

There is significant rise in the area ofirrigated fields thanks to 210 damscommissioned into service so far. Irrigationalso helps boost the nation’s crop yield. Of thenation’s total sown acreage of over 28 million,over five million acres are irrigated fields.

Crop output depends on adequate watersupply, whether it comes from rain orirrigation. Now the nation can produce up to1500 million baskets of paddy and 4.5 milliontons of beans and pulses annually as it hasextended cultivation land and irrigationfacilities with greater momentum. Moreover,there is significant rise in the cultivation ofedible oil crops and many other crops.

We all have witnessed the governmentmaking all-round efforts to boost agricultureoutput in the nation’s interest. In this regardfarmers on their part should contribute tostrengthening national economy and theirsocio-economic life by striving to exceed cropcultivation and production targets.

NAY PYI TAW, 11 July— Minister for InformationBrig-Gen Kyaw Hsan attended a ceremony to concludeBasic Librarian Course (1/2008) conducted by theInformation and Public Relations Department held atthe ministry here this afternoon.

Also present on the occasion were heads of thedepartments and enterprises, deputy directors-general,head of office, instructors and trainees.

Minister Brig-Gen Kyaw Hsan made aconcluding speech, saying that the course wasconducted to produce qualified media persons, whoserve the national interests, to contribute towardssustainable development of rural self-reliant librariesand to produce librarians who are well versed in theirprofessions. All are to carry out the above-mentionedpurposes. The trainees are to bring all their practicalapplications of librarian course and efforts are to beexerted for sustainable progress of rural self-reliantlibraries as well as library works. In this regard, thetrainees have to be equipped with the senses— beingactive, being dynamic and having initiatives insuccessfully carrying out the library tasks.

At present, some powers around the world havewielded their influence upon political, economic, socialand cultural sectors of the small nations through media.To counter the influence, all the citizens must have a wideknowledge of current affairs all over the world. To gainthe knowledge, libraries have been opened in all villagesacross the nation. The facilities must also be sustained fordurability. Moreover, five work plans have been put intopractice for progress of the rural self-reliant libraries inthe long run. All are to strive for successful implementationof the work plans through the four strengths. It is anational duty that contributes towards the developmentof the State and the entire people. In addition, LibrarySupervisory Committees are to be formed in respectiveregions for sustainable development of the libraries, theminister said.

In conclusion, all the trainees are to successfullyperform the tasks of the ministry through the skills andknowledge gained from the course. The trainees are to

Nine British soldiers injuredby friendly fire in HelmandKABUL, 11 July—Nine British soldiers have been

wounded in a “friendly fire incident” in Afghanistan,when an Apache attack helicopter mistakenly attackedthem in a skirmish with Taliban fighters, the Ministryof Defence said last night.

The agreement permits the companies to explore anarea of about 19,951 square kilometres in the regionof Bas Draa in southeast Morocco, the report said.

During an initial period of two-and-a-half years, theconsortium will carry out a 2-D seismic survey andgeological and geophysical studies, MAP said, quotinga Press release of the Ministry of Energy and Mines.

Petro-Canada had in 2006 signed a reconnaissancelicence with Morocco in the same region beforeextending it to an exploration permit, while GermanDEA is operating for the first time in the north Africankingdom. Eight oil agreements and five reconnais-sance contracts were signed by ONHYM between2007 and 2008 in order to boost the non-oil producingcountry chances of finding oil. Up to now, 28 companieshave signed partnership agreements with ONHYM,the report added.

Morocco is the only north African country that doesnot produce oil, and the country economy has sustainedheavy blows because of the global surge in oil prices.

Mg De Doh: It concerns the storm. But, I mean anannouncement, not a rumour. NLD releasedanother announcement dated 18 June.

Bagyi Phyo: That is not news. They have nothing todo, except such work. They are in the habit ofreleasing an announcement whenever there iseven a small matter. They are like drunkards whoalways give one excuse or another to drink. In theend they are sent to hospital. So, I would say,their announcements are like the excuses ofdrunkards. I think they can get a lot of money ifthey sell all the announcements that haveaccumulated to the peddler.

It said the disasterravaged 40 per cent of the agricultural sector ofAyeyawady Division, the granary of Myanmar,and 20 per cent of the agricultural sector of thewhole nation. However, when the1988 unrest took place, he thought it was anopportune time for him and called for holding ahluttaw session and handing over power to him.So, the people found that so funny.

Mg De Doh: They are like that old man. Even thediplomats of the western embassies knew theirwords did not concern the problem, and they didnot like their comments. A western diplomat inYangon said that according to the current situations,NLD should look for a better future instead oflooking back to the past bitter experiences. Awestern diplomat whose office is based in Europesaid that hluttaw could not work out the issue of thestorm. He said that only those who were able tosolve the issue were the government, experts,donors and volunteers. I heard of it from a sourceof their group. Now, there is a disagreementbetween the two groups of representatives-elect inYangon as to whether the demand of NLD, whichcalled for a hluttaw session whenever it wasopportune, is ripe. I learnt that some politicians inYangon assume that their demand is like the sayingthat goes “without ‘A’, apple cannot be spelt”.

Bagyi Phyo: If a person does not know when it isopportune to speak seriously, his words may befunny sometimes.

Mg De Doh: Moreover, I would say they exaggeratedthe situations too much. It is true that AyeyawadyDivision was hit hard by the storm. But the stormwas not as hard as they said that it affected theeconomy of the whole nation. It is not true that thestorm destroyed the agricultural sector of the nationby 20 per cent. Leader of the survey group AlbertLieberg from FAO said at the press conference inBangkok on 18 June that the damage to theagricultural sector was only about two per cent.

Bagyi Phyo: Their intention in that regard is just tobuild up to a tragic climax so that they can attractthe sympathy of the international community.

Mg De Doh: Anyhow, their demand does not concernthe destruction of the storm at all. To my knowledge,in times of emergency, world countries do not takeany measures for regime changes, let alone political

reforms. All the parties coordinate and the rulingparty continues to rule the country concerned. Forinstance, Prime Minister Winston Churchill ofthe Conservative Party ruled Britain throughoutthe Second World War. Past events have showedthat in some democracy countries, if necessary intimes of emergency, a civilian official was replacedwith a competent military officer. When the USfaced Katrina Hurricane in 2005, President Bushsent the civilian head of the federal emergencyauthority to the disaster-affected areas. However,the situations continued to deteriorate for nine orten days, and that was followed by lootings andmurders. Victims were stranded on the roofs ofthe houses and were helpless. Then, the newsabout the situations spread, so the official wasrecalled and a military officer with the rank oflieutenant general from the coastguard wasassigned duties to address the issue. But, they saidas if the situations could be remedied only if theyplayed a leading role.

Bagyi Phyo: I do not think any humanitarian countrywill impose political restrictions to put pressure,exploiting the situations of thousands of stormvictims.

It is very clear. Many people fell victim to thestorm. Many other people with humanitarianismare giving generous assistance. But, theirassistance has no strings attached, and anyassistance should not be associated with politicalpurposes.

Mg De Doh: Now, the UN and ASEAN are carryingout relief and rehabilitation tasks with genuinegoodwill in cooperation with the government.Any country wishing to donate relief suppliesmay make donations without reluctance. Now,relief supplies of internal and international donorsare flowing to the storm-hit areas, aren’t they?

Bagyi Phyo: Myanmar people accept willingly allforms of assistance that is given with generosity.However, I am sure none of the victims wants torely on the assistance all the times, instead of tryingto stand on his feet again.

In reality, as for the people who were born alongthe banks of the Ayeyawady River and who rely onthe river to earn their living in their lives, the thingthat they can rely on is the Ayeyawady River, notany foreign countries.

The delta is rich in natural resources. The dwellersof the Ayeyawady Division are hardworking withresilience to difficulties. So, if they have enoughnumber of fishing nets, fishing boats, draughtcattle and farm implements, they will soonovercome all the difficulties. Don’t worry aboutthat.

International community, the government andthe people are providing assistance and relief aidin harmony, and there is nothing better than thistime. If I were a young man, I would rush to thestorm-hit areas and participate in the relief tasks.It is very stupid of them to demand repeatedlyfor handing over power, instead of givingassistance to the victims. The disease they aresuffering from is incurable. Anyhow, I do notthink they should exploit the situations causedby the storm Nargis.

HELSINKI,11 July— Mice exposed to caffeine were protected from developingsymptoms of a disease similar to Multiple Sclerosis (MS), said a study by theFinnish and US researchers on Wednesday.

The researchers genetically modified mice so they would develop a diseasewhich resembles the disease MS, and then gave the mice caffeine, but the micedid not develop MS symptoms later, local media reported.

The researchers believed that caffeine could block the molecule adenosinereceptor.

The adenosine, which is present in all cells and influences many biochemicalprocesses, allows for immune cells to enter the central nervous system, resultingin MS-like symptoms, said the researchers.

Caffeine would not necessarily provide the same effect in persons withMS, and the relationship between the disease and the stimulant should beresearched further, they said. — MNA/Xinhua

WASHINGTON, 11July— A team of USscientists have for the firsttime discovered evidenceof water that came fromdeep within the Moon, arevelation that stronglysuggests water has been apart of the Moon since itsearly existence — andperhaps ever since it wascreated by a cataclysmiccollision between theearly Earth and a Mars-sized object about 4.5billion years ago.

in the July 10 issue of thejournal Nature, the team,led by Alberto Saal fromBrown University,believes that the water wascontained in magmaserupted from fire fountainsonto the surface of theMoon more than threebillion years ago.

About 95 per cent ofthe water vapor from themagma was lost to spaceduring this eruptive“degassing”, the teamestimates. But traces of

water vapor may havedrifted toward the coldpoles of the Moon, wherethey may remain as ice inpermanently shadowedcraters.

NASA plans to sendits Lunar ReconnaissanceOrbiter later this year tosearch for evidence ofwater ice at the Moon’ssouth pole. If water isfound, the researchersmay have figured out theorigin.

BELGRADE, 11 July — The Stari Grad Plain on thesouthern Croatian Adriatic island of Hvar has beenadded to UNESCO’s World Heritage List, the 7thhistorical site in Croatia to be inscribed on the WorldHeritage List, Croatia’s Culture Ministry announcedon Tuesday.

The Croatian landscape was named a World Heritagesite on Monday by the UNESCO’s World HeritageCommittee meet-ing in the Canadian city of Quebec,where the panel said ancient stone walls and sheltersstill bear “testimony to the ancient geometrical systemof land division” used by ancient Greeks.

The plain has “re-mained virtually intact over 24centuries”. the com-mittee said. The Stari Grad Plainis the largest and most fertile plain on the Adriaticislands.

The original agricultural activity of this plain,mainly centering on grapes and olives, has beenmaintained since Greek times to the present.

Faulty radar causes travelchaos at Dublin Airport

DUBLIN,11 July — A faulty air traffic control radarcaused major disruption at Ireland’s Dublin Airport onWednesday with many flights cancelled or severelydelayed. The airport said that by mid afternoon onlyabout half of the usual traffic was taking off andlanding. “We are having some departures and there areflights arriving as well at the moment ... 12 per hourarriving and departing, each,” an airport spokeswomansaid. Ryanair, Europe’s largest low-cost carrier, saidit had been told that air traffic control capacity wouldbe reduced by 66 per cent for the remainder ofWednesday.

“The issues with radar equipment at Dublin havebeen known for some weeks and it is unacceptable thatthere is no contingency or back up plan,” Ryanair saidin a statement.

The airline said it had so far cancelled 31 flights anddiverted 8 inbound aircraft to other airports in Irelandand Northern Ireland.

MIAMI, 11 July —Hurricane Bertha wasexpected to strengthenagain as it neared Bermudabut it remained uncertainwhether the first hurricaneof the 2008 Atlantic stormseason would actually hitthe British colony, USforecasters said onWednesday.
