    TM TT: Nc sch l nhu cu c bn cn thit trong i sng hng ngy ca con ngi trong vic bo v sc khe, ci thin iu kin sinh hot, cng nh trong s nghip cng nghip ho, hin i ho t nc. Nghin cu v trin khai k hoch cp nc an ton cho cc nh my nc l cn thit v cp bch thc hin nhm gii quyt cho vn v cp nc an ton. Li ch ca vic trin khai k hach cp nc an ton nhm cc mc tiu:

    - Kim sot v ngn nga s nhim bn ca ngun nc; - X l trit cc cht nhim trong ngun nc; - Ngn nga s ti nhim trong sut qu trnh lu tr, phn phi v qun l nc cp;

    v - m bo nc cp t cc mc tiu v cht lng nc ti tt c cc giai an v qu

    trnh trong dy chuyn cp nc Mc tiu ca bi bo l xut k hoch cp nc an ton, t chc nhn s thc hin,

    vit ti liu v m t h thng, nh gi cc ri ro. D bo ri ro, p dng s liu quan trc mu nc nh gi, phn tch cc ri ro; ra cc gii php phng nga, khc phc, hn ch cc ri ro ny. Vi nhng kt qu nghin cu cho thy k hoch cp nc an ton l mt hng i ng nng cao trch nhim ca Tng Cng ty Cp nc Si Gn trong vic cung cp ngun nc sch, ngun nc an ton cho nhn dn. Bn cnh cn gip cho Tng Cng ty c bin php phng nga, i ph vi nhng s c, nhng mi nguy hi v nhng nguy c gy bnh t ngun nc khng hp v sinh.

    Nhng nm gn y, cht lng nc sng v nc ngm khu vc Thnh ph H Ch Minh (TPHCM) ang din bin theo chiu hng xu, hm lng mt s cht nhim trong ngun nc tng cao do hot ng sinh hot v sn xut ca con ngi cng nh nh hng ca cc loi nc thi th v cng nghip. Cht lng nc cp ti cc nh my nc khu vc TPHCM trong thi gian va qua nhn chung l p ng c tiu chun 1329/2002/BYT/Q, tiu chun nc dng cho n ung v sinh hot ca B Y t. Tuy nhin trong mt s thi im nht nh khi cht lng nc ngun thay i xu hn, cht lng nc cp c bin ng khi mt vi ch tiu khng t c theo tiu chun nu. T thng 9 nm 2005 n thng 3 nm 2006, mng li cp nc TPHCM xy ra hin tng nc c vng hoc nu trn din rng lm cho ngi dn thiu nc sch s dng. Hin nay vn cn xy ra hin tng nc c ti mt s khu vc, c bit l ti cc qun 11, qun Tn Ph v qun Tn Bnh. c mt s nghin cu kt lun v vn ny trong cht lng nc cp sau x l ca Nh my nc Tn Hip vi nhiu bin ng nh nng mangan, c cn kh cao cng l mt trong nhng nguyn nhn gy ra tnh trng nc c (Tng Cng ty Cp nc Si Gn, 2008).     Vi nhu cu cp bch trn, Tng Cng ty Cp nc Si Gn ang tin hnh nghin cu, xy dng v trin khai trn ton h thng cp nc. K hoch ny c phc tho da trn hng dn v cht lng nc an ton do WHO a ra vo nm 2004. y l mt k hoch mang tnh ch ng phng nga v gim thiu ri ro nhm m bo kh nng lun lun cung cp nc sch cho ngi s dng, ang c p dng rng ri trn th gii nh Trung Quc, Lo, Cambodia, Myanma, Bangladesh, Srilanka, Hn Quc v Vit Nam nh Cng ty trch nhim hu hn (TNHH) Mt thnh vin Cp nc Hi Dng v Cng ty TNHH Mt thnh vin Xy dng v Cp nc Tha Thin Hu Cng ty TNHH Mt thnh vin Xy dng v Cp nc Tha Thin Hu, Ti liu K hach cp nc an ton, 2006). Nghin cu trin khai k hach cp nc an tan cho nh my nc Tn Hip l rt cp bch v cn thit v k hach ny cng. l mt phn trong k hoch tng th ca Tng Cng ty Cp nc Si Gn.

    2. PHNG PHP NGHIN CU

    2.1. Nh my nc Tn Hip Nh my nc Tn Hip l mt n v sn xut trc thuc Tng Cng ty Cp nc Si

    Gn c thnh lp vo thng 1 nm 2004. Nh my bao gm Trm bm nc th Ha Ph ti khu vc Bn Than, x Ha Ph, huyn C Chi v Khu x l nc Tn Hip ti p Thi Ty I, x Tn Hip, huyn Hc Mn. Hin nay nh my ang sn xut 300.000 m3 nc sch/ngy vi qui trnh cng ngh x l nh sau: nc sng Si Gn c trm bm Ha Ph a v khu x l nc Tn Hip theo tuyn ng 1800 mm. Nc th c chm thm vi v clo nhm hn ch v loi b rong to v cc loi vi sinh vt ng thi kh mu, amonia v cc hp cht hu c c trong ngun nc. Sau nc t b phn chia lu lng s chy sang b trn. Ti y, vi v phn c trch thm vo thc hin qu trnh keo t to bng nhm loi b c v nng cao cht lng nc. Tip tc nc c lng v lc t c trong sut cn thit trc khi c kh trng bng clo. Nc cp t b cha nc sch c trm bm cp 2 a vo mng li cp nc ca thnh ph (Hnh 1).

    2.2. K hoch cp nc an ton K hoch cp nc an ton l mt chng trnh nhm m bo nc sch lun an ton v

    kha cnh sc khe con ngi cung cp cho khch hng tiu th. Theo WHO, (2006) th k hoch cp nc an ton l mt khi nim v vic qun l v nh gi ri ro xuyn sut chu trnh ca nc t vic thu nc x l n cc im tiu th nc (ngun nc th nh my x l b cha nc sch mng li phn phi ngi s dng). N bao gm vic xc nh cc mi nguy him v gii thiu tnh hiu qu ca s hng dn nhm mc ch gim thiu n mc thp nht tim nng ca cc mi nguy him ny p ng cho vic kim sot hiu qu cht lng nc cp. y l mt cch tip cn mi theo kiu phng bnh hn cha bnh khc vi cch lm truyn thng l ch i kt qu phn tch kim tra cht lng nc hoc phn nh ca khch hng v mt sc khe hay m quan ca nc cp trc khi thc hin cc bip php sa cha khc phc mang tnh phn ng i ph. K hoch cp nc an ton c thc hin thng qua 10 bc Hnh 2 nh sau:

    K hoch cp nc an ton c thc hin ti nh my nc Tn Hip vi i ng cn b qun l k thut v s liu o c kho st ti ch. Cc phng php phn tch s liu, phn tch tuyn tip xc v phn tch ri ro bn nh lng c p dng.

    Ngai ra, vic ng dng phn tch cy s kin (event tree) v cy sai lm (fault tree) nhn bit cc mi nguy hi trong sut cc qu trnh vn hnh nh my nc Tn Hip v phng php ma trn nh gi ri ro mi trng cng c ng dng trong trin khai k hach cp nc an tan.

    Sau khi chm im ly s ln kh nng ca mi nguy hi c th xy ra nhn vi mc nghim trng ca mi nguy hi (Bng 1). Nu tch hai i lng t 6 im tr ln th xc nh l mi nguy hi cn phi c kim sot.     - Cht lng nc cp sau x l lun t tiu chun 1329/2002/BYT/Q.

    - Nng mangan trong nc cp c x l xung di 0,05 mg/l gp phn khc phc c tnh trng nc c trong mng li.

    - Xy dng c qui trnh qun l cht lng nc cp mang tnh cht ch v h thng

    4. KT LUN KIN NGH

    Vic nghin cu v trin khai k hoch cp nc an ton cho Tng Cng ty Cp nc Si Gn ni chung v Nh my nc Tn Hip ni ring gp phn quan trng trong vic t c mc tiu m bo cung cp nc sch an ton cho ngi dn. V th, trin khai p dng v nhn rng m hnh ny trong tan b h thng cp nc ti TPHCM v cc tnh l rt cn thit. Tuy nhin vic trin khai k hoch ny cng cho thy rng cn mt s kh khn ro cn khi thc hin. Nhng ro cn ny chnh l s mi m ca khi nim ny trong cp nc, tm l ngi s thay i hay s tht bi, thi tc trch ca mt s cn b nhn vin, s liu sn xut c khi chp cha y , h thng qun l iu hnh sn xut cha hiu qu, trnh ca i ng cn b k thut cn hn ch, s phi hp ng b gia cc c quan nh nc cha hiu qu, s lng thng c quan tm nhiu hn cht lng, cc chnh sch u t c bit trong cp nc cn thiu, khch hng vn cha thc r rng v quyn c cung cp nc sch, vic cp nc khng t tiu chun v sinh an ton cha b bi thng hoc x pht tha ng. k hoch cp nc an ton c th c trin khai rng ri trong lnh vc cp nc Vit Nam, cn c nhng bip php khc phc c phi hp ng thi t pha nh nc, doanh nghip v ngi dn trong vic nng cao nhn thc, tng cng nng lc, h tr ti chnh, khuyn khch u t, trao i thng tin v hp tc quc t.

    IMPLEMENTATION OF WATER SAFETY PLAN FOR TAN HIEP WATER PLANT

    ABSTRACT:Water is the essential need in human daily life for health safety, living conditions improvement, national industrialization and modernization. Research and development of the water safety plan for Tan Hiep water treatment plant is necessary and urgent to solve this problems. The aims of water safety plan (WSP) include:

    To prevent and control the contamination of the source of its raw water; To treat efficiency of contamination pollutants in water; To prevent from re-contamination during storage, distribution and handling; and Ensure to meet target quality at all processes of the water treatment chain. The aim of this paper was to develop the WSP, personnel organization; writing

    documents, describing system, calculating, assessing, and forecasting risks through data on water quality, then proposing risk mitigation and protection of technical problems overcome. The results showed that water safety plan has been the correct direction to improve responsibilities of SAWACO in supply clean water from safe, water resource for human.
