More than 100 people took part in the protest. According to reports, since last two years the mem- bers of the Masjid Committee and the residents of the area have been complaining to the higher authorities for shut- ting down the wine shop at Mohanpura, but no action was taken till date, which re- sulted in today outburst. Talking to Andaman Sheekha, Mr Azizur Rahman, Councillor (Ward number 6), Port Blair Municipal Council, said that this is a long pend- ing demand of the committee and the residents of the area. “After consuming li- quor people create nuisance in the area, making things ex- tremely difficult for local resi- dents,” Mr Azizur said. After being elected topower, the Zilla Parishadmembers never care to ad-dress the issues of the com-mon people,” said some furi-ous women, who were sittingon the road stretch mid way.

The Tehsildar,Mayabunder said that the

poor condition of the road wasbrought to the notice of thehigher authorities in the dis-trict administration.

But no constructiveaction has been taken in thisregard, he said. On the issueof slow pace of execution ofrevenue matter, the Tehsildarsaid that the office is sufferingfrom dearth of staff. “Of therequired 6 Patwaris, only 4 aredealing with the heavy workload here.

Ourefforts will be to harmonizethe interest of both ourtribes and the settler com-munity which he said arenot mutually exclusive.Dispelling all misgiving onthe ATR, he said that theapex Court had allowed theopening of the ATR after adetailed presentation wasmade by the Administra-tion. It is the lifeline of thepeople of North & MiddleAndaman where largenumber of people are resid-ing and their interests can-not be ignored. He furthersaid that the Administra-tion has put up a stringentmechanism so that thepeople as well as the tour-ists using ATR will not be athreat to the tribals living inthe area. Simultaneously,efforts are also on to de-velop an alternate sea routeto ease the traffic so thatboth the land and sea routesare made available to thepeople.

He saidthat once the connectivityimproves we can create fo-rums through ANTRI wheredebates can occur on morespecific issues, welcomingcrit ics , welcoming newideas. Those responsible forAAJVS should ensure thatthere should be a periodicassessment of the AAJVSstaff. He further said thatANTRI which is just a yearold should fill the gap ofconsultation and research.Through ANTRI voices ofthe experts should reachthese Islands so that ourknowledge and informationdeepens, he added.

NEW DELHI: Reiteratingthe promise of 24x7 electric-ity to all by 2019, power min-ister Piyush Goyal on Fridaysaid use of information tech-nology will help in achievingthe target.

"IT-enabled smartgrids can have tremendousimpact on the energy sectorin India — right from powergeneration to power con-sumption. We will ensure thatall Indians have 24x7 electric-ity by March 2019," Goyalsaid while addressing the in-augural session of Digital In-dia Conclave 2014.

The minister said thegovernment is committed topreventing widespread coalthefts by use of CCTV cam-eras. Goyal had earlier said

The scheme will re-place the existing RajivGandhi GrameenVidyutikaran Yojana(RGGVY).

The scheme includesstrengthening and augmenta-tion of sub transmission anddistribution infrastructure inrural areas, including meter-ing of distribution transform-ers and feeders.

PM Narendra Modi named'Asian of the Year' by Singapore daily

SINGAPORE: Prime Minister NarendraModi was on Friday named 'Asian of theYear' for being development-focused leaderof India by editors of Singapore's leadingdaily, The Straits Times.

"Despite being relatively new tothe job, he has already made a mark onAsia, reaching out to neighbours and re-ceiving national leaders including Xi Jinpingof China and Tony Abbott of Australia,"said the Singapore Press Holdings Lim-ited, publisher of the daily.

It said Modi has had a highly suc-cessful visit to Japan for a summit withPrime Minister Shinzo Abe.

"Mr Modi has got India and theworld excited about his country's pros-pects again. He has given his people a re-newed sense of direction and purpose, andthere are hopeful signs that he is mindedto using his strong mandate to good effectin one of Asia's major powers. We wishhim and India every success," WarrenFernandez, editor of the daily said.

On the economy, Modi's call fora Make in India campaign, if pursued to itslogical conclusion with a friendlier invest-ment climate and less rigid labour norms,could help fire up the growth engines ofthe $2 trillion economy and provide wel-come ballast to the region when the topAsian economy China is slowing, and Ja-pan is in recession.

"Economists project that as earlyas next year, India could pick up the growthbaton from China. Given its huge market,its travellers who fill up hotel rooms andcruise ship cabins from Singapore toSydney, its hunger for capital goods andcommodities, a resurgent India will be aboon for the region and the world," the

tells employeesNEW DELHI: All central govern-ment employees have been askedto ensure high ethics, political neu-trality and take steps to resolve anyconflicts in a way that protects thepublic interest, as per the amendedservice rules.

The Modi-government hasissued 18 new commandments forits employees and asked them tomaintain responsiveness to the pub-lic, particularly to the weaker sec-tion of the society.

The Central Civil Services(Conduct) (Third Amendment)Rules, 2014, notified by the depart-ment of personnel and training(DoPT) recently, also make it man-datory for employees to "makechoices, take decisions and makerecommendations on merit alone".

Every government servantshall at all times maintain high ethi-cal standards and honesty, politicalneutrality, promote the principles ofmerit, fairness and impartiality in thedischarge of duties, maintain ac-countability and transparency, main-

tain responsiveness to the public,particularly to the weaker sectionand take decisions solely in publicinterest and use or cause to usepublic resources efficiently, effec-tively and economically, theamended rules said.

They should also maintaincourtesy and good behaviour withthe public, commit himself to anduphold the supremacy of the Con-stitution and democratic values,defend and uphold the sovereigntyand integrity of India, decency andmorality, and declare any private in-terests relating to his public dutiesand take steps to resolve any con-flicts in a way that protects the pub-lic interest, it said.

Lowest minimum temperatureover the state was 5.5 degrees Celsiusrecorded at Muzaffarnagar, they added.
