DMK releases poll manifesto; not forRahul, Modi as PM, Karunanidhi says

CHENNAI: A day afterreleasing its list of candi-dates for the Lok Sabhaelection, DMK chief MKarunanidhi unveiled thepar ty's manifesto at thepa r ty headqua r ters inChennai on Tuesday.

"The par ty sup-ports neither Rahul Gandhiand Narendra Modi as PMcandidates," Karunanidhitold reporters, replying toa query as to whom theDMK will project as PrimeMinister. He said going topolls without national par-ties in tow will not be asetback. The DMK is con-testing the elections in thecompany of some dalit andMuslim organizations.

Port Blair, Mar 11: As a fol-low up of the action pointsproposed by the Directorateof Animal Husbandry andVeterinary Services in Coor-dination Committee consti-tuted by Lieutenant Governor,A&N Islands, a five dayshands on training on EnzymeLinked Immuno sorbent As-say (ELISA) for diagnosis ofanimal diseases was initiatedon 10.03.2014 at CARI, PortBlair. This training is first ofits kind for the veterinary of-ficers on advance tools fordiagnosis of animal diseasesprevalent in A&N Islands.

EDITORIAL.....UPA hurts India as it exits

Legend has it that 2,500 years agoto the year, when Darius the Greatinvaded Scythia, retreatingScythians destroyed food suppliesand poisoned the wells. Starvedand dehydrated, a large number ofsoldiers in Darius's army died andhe eventually conceded defeat.

The only plausible interpre-tation of the actions by Congressin the last several months is that ithas adopted this scorched earthstrategy as it retreats from gov-ernment. Its recent actions seemto serve one principal purpose:make the restoration of growth andthe task of rebuilding the nation asdifficult as possible for the succes-sor government.

The greater the failure ofthe successor government, the bet-ter would the outgoing governmentlook by comparison. Ironically, themost pernicious act of the Con-gress-led United Progressive Alli-ance (UPA) government is relateddirectly to land: the new land ac-quisition act.

The latter administers anall-round preemptive blow to ef-forts of a future government to putIndia back on its feet. For mostpublic projects, the act makes landacquisition such a long-drawn-outaffair and land prices so high thatonly a handful of projects will re-main economically viable and ca-pable of being implemented.

A recent report in thisnewspaper has this to say aboutthe act: "The new land acquisitionlaw that came into force this Janu-ary, touted as one of the signalachievements of the UPA govern-ment, is turning into a major ob-stacle in the way of a key infra-structure project being pushedkeenly by the Prime Minister's Of-fice." The report goes on to de-scribe how cost of land requiredto build the Delhi-Jaipur Express-way has trebled to Rs 18,000 crore,with total cost rising to a giganticRs 32,000 crore as a result of themoney that must be paid as com-pensation for the land on which thehighway is to be built.

The government is nowback to the drawing board to fig-ure how the project can be madeviable. Even building rural roadsunder Pradhan Mantri's GramSadak Yojana (PMGSY), aprogramme expressly meant to aidIndia's rural poor, will turn into anightmare. And this will be in thename of protecting 'poor' landown-ers, notwithstanding the fact thatland reform has had little successin India. Except in a handful ofstates, much of the land is actu-ally owned by large and wealthyfarmers. The new land acquisition

act will also make already hard toimplement large-scale privateprojects yet harder to implement.All the provisions of the new acton compensation apply to all privateacquisitions of 50 acres of land inurban and 100 acres in rural areas.

According to some calcu-lations, this would render land anorder of magnitude more expensivein almost all locations in India thanin any other country on the face ofthe earth. This is why entrepreneurslooking for land will first look onMars before doing so in India.

Sadly, the national leader-ship of Bharatiya Janata Party's(BJP), which loathed the idea ofGujarat chief minister NarendraModi coming to rule at the Centrefor fear that he would destroy thecozy existence it has enjoyed forthe last decade even sitting in op-position, unwittingly and shortsight-edly aided UPA in scorching theearth. It went on to vote for nearlyevery populist bill UPA brought tothe floor of Parliament without stop-ping to think that it, and not UPA,might have to live with the conse-quences. But now that the chancesof a Modi victory look bright, it willfind out how it has shot itself in thefoot.

UPA sins do not end withthe land acquisition act. Appoint-ment of the Seventh Pay Commis-sion and hike in subsidised gas cyl-inders from 9 to 12 are part of thesame strategy.

So also the increase inMNREGA wage to Rs 175 per dayon average and the last-minute at-tempt to raise dearness allowanceto 100% of the base salary, not-withstanding the fact that it wasraised to 90% only this past July.

But perhaps the worst poi-son pill is UPA's attempt to push asmany as nine ordinances and clearvast numbers of projects on liter-ally the last possible day beforeElection Commission's Model Codeof Conduct was expected to kickin. Only sage advice from the presi-dent held back the government'shand from pushing the vast major-ity of these ordinances.

Even so, it was not deterredfrom introducing reservation for the90 million-strong Jat community innine states in central governmentjobs and admissions to central edu-cational institutions — and fromgranting special category status tothe newly-created Seemandhrastate for five years.

Rarely has a democraticgovernment consciously inflictedsuch damage on the nation at itsexit. The writer is professor of In-dian political economy at ColumbiaUniversity.

Previous studieshave shown the correla-tion between cardiovas-cular fitness and the riskof dementia in old age.

The study showsthat men who had poorercardiovascular fitnesswere 2.5 t imes mo relikely to develop early-onset dementia later inlife.A lower IQ entailed afour times greater risk,and a combination of bothpoor cardiovascular fit-ness and low IQ entaileda seven times greater riskof early-onset dementia.

The increased riskremained even when con-trolled for other risk fac-tors, such as heredity,medical history and so-c i a l - e c o n o m i ccircumstances."We al-

ready knew that physicaland cognitive exercise re-duces the risk of neuro-logical disease.

In other words,good cardiovascular fit-ness makes t he brainmore resistant to damageand disease," explainedsenior author professorGeorg Kuhn.

People who de-velop early-onset demen-tia are often of working

age and can have childrenstill living at home, whichmeans the consequencesfor both the sufferers andtheir families are evenmore serious.

"Exercising can beused both as a prophy-lactic and a treatment forthose in the risk zone forearly-onset dement ia,"Nyberg noted in the ar-ticle published in the sci-entific journal Brain.

Smokers' brainsdon't read negativeaspects of smoking

How much helpful are therepulsive images on ciga-ret tes' packets in dis-couraging smokers fromlighting up? Not muchperhaps, claims research.

The use of a prod-uct influences our percep-tion of it, making us evenmore susceptible to itspositive aspects and al-tering our understandingof it s drawbacks, ac-cording to a recent studyby t he I ns t it u tuniversitaire en santementale de Montreal andUniversite de Montreal inCanada.

This is preciselywhat happens with ciga-rettes in chronic smok-ers.

The study showedthat chronic smokershave altered emotionalreactions when they areexposed to negative andpositive images associ-ated with tobacco.

"We observed abias depending on howsmoking is portrayed,"said Le-Anh Dinh-Will-iams, the study's first au-thor.

Using neuro-im-aging techniques, the re-searchers compared theemotional reactions of

30 smo k er s a s t heylo o ked a t r ep u ls ivesmoking-related imagescompared to other aver-sive images as well asappetitive smoking-re-lated images.

The brains of thesmokers in our studywere more aroused byima ges t ha t sho wedsmoking in a posit ivelight than by images thatencouraged them to stop,he added.

They were alsomore affected by aver-sive non-smoking relatedimages than by images ofthe specific negative con-sequences of smoking.

The number o fsmokers in India hasgone up to 110 millionfrom 74.5 million overthe last three decadesdes p it e a ll t he ant i-smoking campaigns andsmoke-free laws.

Lakhimpur’s killer tigresscaught, released in Dudhwa

LUCKNOW: In a first for theUP forest department, a ti-gress that had killed a man inLakhimpur Kheri district, wastranquilized, trapped and re-leased back into the wild onMonday. The healthy, two-year-old tigress was releasedin Dudhwa tiger reserve af-ter being medically examined.

Forest departmentofficials believe the February20 killing by the predator wasa chance encounter. The 35-year-old victim's body wasfound at least 4km off the for-est boundary in Bhira rangeof South Kheri forest division.

"Even 18 days afterthe killing, there have been nofresh attacks," said DFO,South Kheri, Neeraj Kumar,adding that the departmentwould keep monitoring thesituation.

"It cannot be said forsure that the animal wouldn'tkill again," he said, but addedthat the animal now has theopportunity to stay away fromhumans.

Since the killing, thedepartment had been track-ing the animal. On Monday, itwas spotted in a sugarcanefield, some 50 metres fromthe boundary of the forest. Itwas tranquillized and then re-leased in the Chandpara beatof Dudhwa tiger reserve,

some 20km away.Officials said the site

of the release was chosenwith care. Since the tiger cen-sus is on at Dudhwa, a teamfrom WWF had surveyed theChandpara beat area andfound the area unoccupied byother big cats. "Therefore,there's little chance that thetigress would come in conflictwith other tigers. The site isdeep inside Dudhwa and hasample prey base," said theofficial.

The official said it isalso difficult to say if it actu-ally strayed out of southKheri. "There is a regularmovement of tigers fromKishenpur to south Kheri. Tosay this one strayed out ofsouth Kheri is therefore diffi-cult," he added.

However, relocationcarries a risk, say wildlife bi-

ologists. The predator mayget disoriented in the newplace and show aberrantbehaviour. Relocated tigershave in the past tried to re-turn to their original habitat.

Forest departmentofficials said they were facedwith increasing cases ofyoung tigers straying out ofthe protected area in UttarPradesh.

"In most cases, tigerscome into sugarcane fieldschasing nilgai and wild boars,"said former director, Dudhwa,GC Mishra.

AIADMK, DMK on samepage on some economic issues

CHENNAI: A cursory glanceat the AIADMK and DMK'sgeneral election manifestoesshows that the two arch ri-vals are on the same page onsome economic issues.

Both the parties havepromised a change in oil pric-ing formula, scrapping of for-eign direct investment (FDI)in retail, and hike in exemp-tion limit for individual incometax. However, one major dif-ference between the twomanifestoes is that theAIADMK has promisedfreebies like fans, mixer grind-ers, laptops, goats, cows, fourgram gold for poor women'smarriage and other things na-tionwide, the DMK's mani-festo is silent on the freebies.

The DMK's mani-festo was released by itspresident M Karunanidhi onTuesday. The party said itwould urge the centre to hike

the exemption limit for indi-vidual income tax to Rs600,000 in case of men andRs 720,000 for women. Theparty also promised to urgethe centre to exempt gratuityand provident fund paid togovernment employees onretirement from tax.

On the other hand,the AIADMK said it wouldtake steps to increase the ex-emption limit to Rs 500,000for both men and women.

On the oil pricingpolicy, the AIADMK has cat-egorically said it would takeaction to change the mecha-nism for determining theprices of petrol and diesel. Itwill also withdraw the powergiven to oil marketing compa-nies to fix the prices.

The party said the oiland cooking gas prices wouldbe fixed in such a way that itwill be uniform throughout the

year. On its part, the DMKsaid it would urge the centreto change pricing policy to fixjust and reasonable prices forpetroleum products. On theFDI in retail, the AIADMKhas said it would rescind thecurrent policy. Similarly, therival DMK, citing thechanges made in the FDI inretail policy by the centre, saidit would strive for totally pro-hibiting foreign investment.

ED registers case againstHizbul chief Syed Salahuddin

NEW DELHI: In a first, theEnforcement Directorate onTuesday registered a moneylaundering case against tenpeople, including chief ofbanned militant outfit HizbulMujahideen Syed Salahuddin,for alleged cross-border fund-ing of terror activities in thecountry.
